1.0 PURPOSE AND SCOPE
1.1 Purpose
This procedure provides instructions for startup, normal operation, and shutdown of
portable exhauster POR06.
1.2 Scope
1.2.1 This procedure applies to the POR06 exhauster system and all associated
equipment for operation.
1.2.2 Information is also provided in this procedure for winterization of exhauster
systems using TO-040-744 for ST Team Winterization.
1.2.3 OSD-T-151-00013, Operating Specifications for Single-Shell Waste Storage
Tanks.
2.0 INFORMATION
2.1 Terms and Definitions

2.2 General Information
2.2.1 There are 3 figures for reference use. Figure 1 provides tank T-111 flow
diagram, Figure 2 provides a POR06 exhauster flow diagram and Figure 3
provides an exhauster sample cabinet flow diagram.
2.2.2 Exhauster system is interlocked to guard against malfunction and possible
contamination release.
2.2.3 Alarms displayed in the ACTIVE ALARMS area of the alarm panel view
PV-101 are acknowledged by first selecting ACKNOWLEDGE ACTIVE
ALARMS/BEACON [F7] or ACKNOWLEDGE GEMS ALARMS [F8]
button, identifying the blinking active alarm, and pressing the function key
assigned to that particular alarm. Each alarm condition has its own unique
acknowledge function key assigned.
2.2.4 In an emergency, the exhaust fan POR06-Fan may be shut down by pressing
the emergency STOP push-button PB-103. Once PB-103 is pushed, breaker
DS-101 will need to be opened to reset shunt trip before continuing.

2.2 General Information (Cont.)
2.2.5 CAM is interlocked to automatically shut down exhauster on CAM High Rad
and CAM failure alarms which are caused by loss of power to CAM or CAM
low sample flow. Placing CAM in CAM Interlock Bypass Mode prevents
exhauster from shutting down due to these conditions.
Pushing button PB-104 places CAM in CAM Interlock Bypass Mode.
When CAM is in bypass mode, the “CAM BYPASS RESET TO OFF” [F6]
button will be blinking on ACTIVE ALARMS area of alarm panel view
PV-101. If this alarm is showing on the main display (pressing F3 will show
ACTIVE ALARMS display), the CAM may be reset by pressing F6.
2.2.6 Specific steps and/or sections of this procedure may be performed
independently and in any logical order as needed to support
maintenance/training and testing activities when equipment is not physically
attached to a tank or the operation will not impact any tank intrusive zones;
however, FWS, or Shift MGR/OE shall ensure all applicable environmental
requirements are met.

3.0 PRECAUTIONS AND LIMITATIONS
3.1 Personnel Safety
WARNING - Failure to wear leather work gloves or equivalent when working with the
hot glycol system could cause burns when touched.
WARNING - Failure to wear nitrile gloves or equivalent and safety glasses when
handling propylene glycol solution may cause personal injury.
WARNING - The condensate from POR06 seal pot may be contaminated. It is
condensation from ventilation housing. Extreme care must be taken while
performing this section. Contaminated piping and liquid will be present.
Constant Health Physics coverage is required.
3.1.1 Failure to comply with proper valve alignment can result in personnel
contamination from release of contaminated fluid.
3.1.2 Non-electrical worker accessing electrical enclosures must ensure the
following:
The enclosure must have a white label indicating that it has been
evaluated.
The work activity within the enclosure does not involve.
- Reaching around or moving electrical equipment
- Contacting electrical connectors/connections
- By-passing protective shielding/barriers.
3.1.2.1 Stop and notify management if these conditions cannot be met, or
if discrepancies exist (e.g. conflicting or missing labels, missing
or damaged protective barriers).

3.1 Personnel Safety (Cont.)
3.1.3 Personnel trained in the operation of breakers and disconnects will wear the
following PPE as a minimum:
Non-melting (untreated natural fiber) long-sleeved shirt
Safety glasses
Leather or insulating gloves
Hearing protection.
3.1.4 Utilize TVIS-T-001 and the appropriate SEG for work in or on the exhauster.
Contact IH for the correct Sample Plan.
3.2 Equipment Safety
CAUTION RF interference may cause POR06 equipment to function improperly or
alarms to activate. Keep all radios and cell phones at least 20 feet away
from POR06 exhauster cabinets and equipment.
CAUTION A low glycol Delta T can result in condensate build up in the duct work
and subsequent failure of the HEPA filters.
3.2.1 To protect structural integrity of the tank, maximum allowable vacuum for an
empty 100-series T-Farm SST is 1.5 inches WG, (OSD-T-151-00013).

3.3 Radiation and Contamination Control
3.3.1 When this procedure is worked in radiological areas, an approved
radiological work permit (RWP) is required. If radiological conditions or
work performed falls outside the scope of the RWP, all work activities must
be discontinued until a new or revised RWP has been issued in accordance
with TFC-ESHQ-RP_RWP-C-03.
3.4 Environmental Compliance
3.4.1 Tank Farm ventilation systems and exhaust monitoring systems are regulated
under Washington Administrative Code (WAC) Chapters 173-303, 173-400,
173-401, 173-460, and 246-247 and applicable Notices of Construction
issued to ensure compliance with these regulations. To ensure reporting
requirements are met, all planned and unplanned outages of Tank Farm
ventilation equipment and exhaust monitoring systems, including portable
exhausters, must be immediately reported to Environmental per
Environmental On-Call List. Environmental will determine and make the
required notifications pertaining to ventilation system outages.
3.4.2 POR06 exhauster and stack (296-P-45) monitoring record sampler equipment
and/or CAM outage, both planned and unplanned, must be reported to
Environmental per the Environmental On-Call List.
3.4.3 POR06 is classified as a major stack. A CAM system is required. With the
exception of CAM testing and/or filter paper replacement, exhauster cannot
be run in CAM bypass mode unless environmental permission is obtained.
3.4.4 Immediately report any spills and/or releases to Environmental per TFC-
ESHQ-ENV_FS-C-01, “Environmental Notifications”. This includes
propylene glycol, de-mineralized water, and/or raw water.
3.4.5 The following documents have been referenced during review of this
procedure and controls have been verified to be incorporated into this
procedure:

4.0 PREREQUISITES

Two-way radio
Water container for seal pot and funnel
50/50 mix of propylene glycol and deionized water for glycol system
Water for seal pot.
Seal Pot Fill Port cap tool.
Key for CAM Bypass Switch.

4.3 Field Preparations
NOTE - Steps in this section may be performed in any logical order or concurrently.
4.3.1 OBTAIN authorization from the Shift Manager to perform this procedure.
4.3.2 NOTIFY the HPT of exhauster start-up.
4.3.3 NOTIFY Industrial Hygiene Technician of exhauster start-up.
4.3.4 ENSURE all persons participating in the performance of this procedure have
entered their printed name, signature, and initials on the procedure Signature
Sheet 1.
NOTE - Review of equipment checks may be performed by attaching and reviewing a
previous copy of Checklist 1.
4.3.5 COMPLETE/REVIEW Checklist 1.
4.3.6 ENSURE instrumentation listed on Checklist 1 is within current calibration
cycle.
4.3.7 ENSURE Industrial Hygienist is notified 48 hours prior to initial exhauster
start-up.
4.3.8 IF following activities are not current, ENSURE an aerosol test is performed
immediately after startup and/or REPLACE tank breather filter.

5.1.1 IF performing initial startup of POR06 Exhauster, ENSURE thermostat
temperatures on Checklist 4 are complete.

5.4 Startup POR06 Exhauster
5.4.1 IF starting POR06 from SHORT TERM SHUTDOWN condition, ENSURE
valve line-up per Checklist 3 is complete.
NOTE - The following step will also enable the glycol heater.
5.4.2 START glycol pump P-001 by positioning hand switch POR06-VTP-HS-102
to ON.
5.4.3 ENSURE fan control hand switch POR06-VTP-HS-103 is in ENABLE
position.
CAUTION
RF interference may cause POR06 equipment to function improperly or
alarms to activate. Keep all radios and cell phones at least 20 feet away
from POR06 exhauster cabinets and equipment.
5.4.4 IF starting sampling system, PERFORM the following:
NOTE - Step 5.4.4.1 will enable Generic Effluent Monitoring Systems
(GEMS) system vacuum pumps to run without exhauster fan
running. This switch will be placed in “Auto Position” in
Step 5.4.13 after exhauster fan is started.
5.4.4.1 ENSURE PUMP CONTROL SELECTOR SWITCH SS-102 is
in Pump 1 or Pump 2 position.
5.4.4.2 ENSURE CAM, RA-301 power switch is positioned to ON.
NOTE - After cycling power switch, CAM may need 3-5 minutes per cycle
to reset.
5.4.4.3 IF CAM High Rad alarm actuates, CYCLE CAM power switch
RA-301 a maximum of three (3) times.
5.4.4.4 IF CAM High Rad alarm will not clear after cycling power
switch three (3) times, NOTIFY Shift Manager CAM requires
repair.

5.4.5 ACKNOWLEDGE each alarm displayed on PV-101 by identifying blinking
active alarm and pressing function key assigned to that particular alarm. (See
alarm response procedure, ARP-T-351-00006).
5.4.6 IF exhauster was shut down due to record sampler issues,
ENSURE inspection and flow rates of Record Sampler per
TF-OPS-033,
OR
ENSURE TF-OPS-033 has been successfully performed that
calendar day.
5.4.6.1 IF CAM sampler pumps or Record Sampler fail inspection,
NOTIFY Shift Manager.
5.4.7 IF exhauster is to be started without CAM in bypass mode, OBTAIN
permission to start POR06 from Shift Manager AND
GO TO Step 5.4.10.
5.4.8 PLACE CAM into Bypass Mode, PERFORM the following:
NOTE - If AP-001(Alarm Panel) is showing main display (photograph of
exhauster), pressing F3 will show ACTIVE ALARMS display.
5.4.8.1 ENSURE main display screen is selected (photograph of
exhauster) AND
PRESS F3.
NOTE - The exhauster is interlocked to automatically shut down on CAM
High Rad and CAM failure alarms which are caused by loss of
power to CAM or CAM low sample flow. Placing CAM in CAM
Interlock Bypass Mode will prevent the exhauster from shutting
down on any of these alarms.
- To place CAM in CAM Interlock Bypass Mode, CAM bypass
push button, PB-104, is pushed. When CAM interlock in activated,
CAM BYPASS RESET TO OFF [F6] button will be blinking on
ACTIVE ALARMS area of alarm panel view PV-101.
5.4.8.2 PRESS AND HOLD PB-104 CAM bypass pushbutton until
CAM BYPASS RESET TO OFF [F6] is blinking on ACTIVE
ALARMS area of alarm panel view AP-001.

5.4.9 ENSURE HMI “Indicators” screen (F8) is displayed to monitor data during
start up.
CAUTION
A low glycol Delta T can result in condensate build up in the duct work
and subsequent failure of the HEPA filters.
NOTE - Heater was enabled in Step 5.4.2 when glycol pump P-001 was started.
5.4.10 START exhaust fan EF-001 as follows:
5.4.10.1 ENSURE glycol fluid is hot (ran within last 2 hours), or glycol
heater has been enabled for at least 30 minutes before starting
exhaust fan.
5.4.10.2 PRESS STOP push-button PB-102 to reset variable frequency
drive program.
5.4.10.3 PRESS START push-button PB-101.
5.4.10.4 ENSURE RED ILRUN light is illuminated.
5.4.11 IF directed by Shift Manager/OE, PRESS F6 to place CAM in operation.
5.4.12 IF exhauster will not stay running, PERFORM the following:
5.4.12.1 STOP AND CHECK for alarm conditions on alarm panel view
PV-101 AND
ACKNOWLEDGE alarm(s) per ARP-T-351-00006 as
necessary.
5.4.12.2 ATTEMPT a second restart by performing Steps 5.4.9 through
5.4.10.4.
5.4.12.3 IF second attempt is unsuccessful, NOTIFY Shift Manager/OE
for further directions.

NOTE - The pump control selector switch SS-102 must be placed in the AUTO position
in order for the GEMS totalizers to run properly.
5.4.13 ENSURE pump control selector switch SS-102 is in “Auto” position.
5.4.14 NOTIFY HPT to perform an inspection of CAM and Record Sampler per
TF-OPS-018, TF-OPS-033.
5.4.15 IF CAM sampler pumps or Record Sampler fails inspection, NOTIFY Shift
Manager.
5.4.16 NOTIFY Shift Manager/OE, TMACS, and HPT that POR06 ventilation
system is running.
5.4.17 IF Tank Vacuum exceeds Maximum Allowable Vacuum in PDI-170 data
block of Data Sheet 1 PERFORM the following:
5.4.17.1 IMMEDIATELY PRESS STOP pushbutton PB-102 to
shutdown exhauster.
5.4.17.2 NOTIFY Shift Manager/OE, TMACS, and HPT that POR06
ventilation system is not running.

NOTE - Heater was enabled in Step 5.4.2 when glycol pump P-001 was started.
- Exhauster may take up to one-hour of operation for heater temperature
differential to reach 20F.
- Steps in section 5.5 may be performed in any logical order.
5.5.1 CONFIRM heater outlet temperature is at least 20F higher than heater inlet
temperature, as measured between temperature indicator TI-183 and inlet
temperature indicator TI-176.
5.5.2 IF above condition is not met, NOTIFY Shift Manager/OE heater thermostat
TS-206 requires adjustment.
5.5.3 COMPLETE Data Sheet 1 and the following steps upon startup:
5.5.3.1 VISUALLY INSPECT Seal Pot drain line system for leaks.
5.5.3.2 IF inspection finds no leaks in system, PLACE a check () in
READING box in Data Sheet 1.
5.5.3.3 IF inspection of Seal Pot is unsatisfactory, RECORD inspection
findings on Comments Page 1 AND
REQUEST Shift Manager to notify Environmental On-Call
person and DA HVAC engineer.
5.5.3.4 VISUALLY INSPECT entire duct work to all tanks connected

5.6.1 IF an emergency condition exists, PERFORM the following:
5.6.1.1 PRESS EMERGENCY STOP push-button PB-103 to shut down
exhaust fan EF-001.
5.6.1.2 NOTIFY the following that POR06 ventilation system has been
shut down.

5.6.2.2 PRESS STOP push-button PB-102 to shut down exhaust
fan EF-001.
5.6.2.3 PLACE fan control hand switch POR06-VTP-HS-103 to OFF.
5.6.2.4 NOTIFY Shift Manager/OE, TMACS, and HPT POR06
ventilation system has been shut down.
NOTE - Shift Manager/OE will specify if POR06 ventilation system will be in SHORT
TERM SHUTDOWN or FINAL SHUTDOWN.
5.6.3 IF exhauster is to be shutdown to SHORT TERM SHUTDOWN from current
active running state, PERFORM valve line-up per Checklist 5.
5.6.4 IF exhauster is to be shutdown to FINAL SHUTDOWN from current active
running state, PERFORM Checklist 6 and Checklist 7.
5.6.5 IF exhauster will not be started again, ENSURE HPT removes filter papers
from the record sampler per TF-OPS-018.
5.6.6 ACKNOWLEDGE all alarms in ACTIVE ALARMS area of alarm panel
view PV-101 per ARP-T-351-00006.

5.7 Fill POR06 Glycol Expansion Tank
NOTE - This Section is performed if glycol level is 40%.
WARNING
Failure to wear nitrile gloves or equivalent and safety glasses when
handling propylene glycol solution may cause personal injury.
5.7.1 IF glycol level is 40%, DON appropriate PPE:
Nitrile Gloves or equivalent
Safety Glasses.
5.7.2 LIFT Fill Port located on top of glycol expansion tank TK-001.
5.7.3 ADD a mixture of 50% de-ionized water and 50% propylene glycol to glycol
expansion tank TK-001 until glycol sight glass LG-201 or alarm panel view
PV-101, GLYCOL LEVEL (PERCENT FULL), reads approximately
50- 60%.
5.7.4 CLOSE Fill Port on glycol expansion tank, TK-001.
5.7.5 IF any de-ionized water or propylene glycol is spilled, NOTIFY Shift
Manager to contact Environmental per On-Call List to inform them of event
and amount.

5.9 Gravity Drain POR06 Seal Pot
WARNING
The condensate from POR06 seal pot may be contaminated. It is
condensation from ventilation housing. Extreme care must be taken
while performing this section. Contaminated piping and liquid will be
present. Constant Health Physics coverage is required.
Special Instructions
Under FWS/OE direction activities within Section 5.9 of this procedure may be
performed or not performed if seal pot level is above 75% per Data Sheet 1.
NOTE - The ventilation system may need to be placed in STANDBY SHORT TERM
SHUTDOWN to drain the seal pot. The seal pot is under vacuum when the
ventilation system is running and may not fully drain if the ventilation system
is running.
5.9.1 IF directed by FWS/Shift Manager/OE, SHUT DOWN POR06 ventilation
system per Section 5.6.
5.9.2 NOTIFY HPT for radiological monitoring and survey assistance during this
