Nod y cyfnod preswyl yw cynnal archwiliad yn Segontium, gan ddod â hanes y safle yn weledol i gynulleidfa fodern trwy ymchwilio ac arfer celfyddydol. Gellir defnyddio gwybodaeth ac arbenigedd staff Cadw i fforio Segontium a chysylltu â safleoedd perthnasol ar Ynys Môn ac yn rhannau eraill o Wynedd. Nod ehangach Cadw yw trawsnewid profiad ymwelwyr trwy herio’r ddelwedd a’r canfyddiad traddodiadol o dreftadaeth, trwy ddehongliad celfyddydau gweledol cyfoes yn y safle a thrwy gysylltu â chynulleidfaoedd cyfoes. Bydd yr artist yn adeiladu ar gysylltiadau â phrosiectau allanol yn lleol, yn genedlaethol ac yn rhyngwladol. Y cynnig, felly, yw cyflogi artist am gyfnod o chwe mis i weithio gyda staff Cadw, grwpiau a chymdeithasau lleol ac ymwelwyr er mwyn archwilio ac ymchwilio rhai o’r syniadau hyn.
Cefndir Mae Cadw wedi ymuno â Chyngor Celfyddydau Cymru i greu cyfres o gyfnodau preswyl i artistiaid ledled Cymru dros gyfnod o dair blynedd. Yr ail o’r cyfnodau preswyl hyn yw’r prosiect hwn. Y Safle Bydd yr artist yn gallu defnyddio gweithle yn Segontium. Mae’r gweithle ym mhrif ardal y galeri ac ar agor i'r cyhoedd dridiau'r wythnos, gan alluogi rhyngweithio ag ymwelwyr o bob oed. Ar adegau eraill, mae’r lle yn dawelach a gellir ei ddefnyddio ar gyfer gwaith prosiect neu groesawu ymweliadau grŵp penodol. Mae sawl safle Cadw arall gerllaw, gan roi cyfle i’r artist gyfleu’r cysylltiadau hanesyddol rhwng y safleoedd Rhufeinig hyn, yn enwedig y rhwydwaith o gaerau ac aneddiadau Rhufeinig yng nghyd-‐destun bywyd cyfoes heddiw. Cafodd Caer Rufeinig Atodol Segontium ei henw ar ôl yr afon gerllaw, sef Afon Seiont (Sant) ac fe’i hystyrir yn un o’r safleoedd Rhufeinig pwysicaf yng ngogledd-‐orllewin Cymru. Mae’n dyddio o 77 OC pan gwblhaodd Agricola, llywodraethwr Prydain, goncwest y Rhufeiniaid o Gymru trwy gipio Ynys Môn gan adeiladu pont o gychod dros Afon Menai, a oedd yn enwog am ei pheryglon. Cysylltwyd Segontium â chyfres o gaerau eraill trwy rwydwaith o ffyrdd strategol ac roedd yn rhan o drefniadau ymerodrol y Rhufeiniaid i reoli llwythau brodorol Cymru roeddent newydd eu concro. Roedd y canolfannau lleng yng Nghaer (Deva) a Chaerllion yn cynnal y system o gaerau a oedd yn cynnwys Caerhun a Thomen y Mur, gan ddarostwng y llwythau a oedd newydd eu concro. Roedd cynllun Segontium yn nodweddiadol o gaer Rufeinig. Mae ar ffurf carden chwarae, gydag amddiffynfeydd o bridd a phren, pyrth a strydoedd wedi’u gosod yn gymesur a threfniant gweddol safonol o adeiladau ffrâm bren. O 140 OC – er ychydig yn gynharach yn achos nifer o adeiladau – bu ailadeiladu mewn carreg fesul darn am gyfnod hir o ran yr amddiffynfeydd a’r adeiladau y tu mewn. Yn ddiweddarach, tyfodd anheddiad sifil o amgylch y gaer. Bu cryn gloddio ar y safle yn yr 20fed ganrif, ac aethpwyd â’r darganfyddiadau i Amgueddfa Genedlaethol Cymru; erbyn hyn, mae rhai ohonyn nhw wedi’u dychwelyd i’r safle i’w harddangos yn y ganolfan. Dengys darnau o arian o’r cloddio fod garsiwn yn Segontium hyd tan tua 394 AD. Roedd y cyfnod goresgynnol hwn yn eithriadol o hir ac yn unigryw yng Nghymru. Sefyllfa strategol y gaer yw’r rheswm, gan ei bod yn rheoli mynediad at diroedd ffrwythlon a chyfoeth mwynau Ynys Môn. Trwy gydol cyfnod y Rhufeiniaid ym Mhrydain, Segontium oedd canolfan filwrol a gweinyddol gogledd-‐orllewin Cymru. Ymhell wedi i Fyddin Rhufain adael Prydain am y tro olaf, treiddiodd Segontium i chwedloniaeth Cymru fel Caer Aber Seiont (y gaer wrth geg yr afon) ac fe sonnir amdani ym mreuddwyd Macsen Wledig yn straeon cynnar y Mabinogi.

Mae Caernarfon ei hun yn dref fywiog, gyda threftadaeth wych o adeiladau â’r Castell a Muriau’r Dref yn tremio’r cyfan, ac yn Safle Treftadaeth y Byd dynodedig a dan reolaeth Cadw. Y Prosiect Mae aelodau a grwpiau o’r gymuned leol, a chymunedau perthnasol gerllaw yn gallu cymryd rhan yn y cyfnod preswyl, fel partneriaid, cyfranogwyr neu gydweithwyr. Mae 92% o bobl yn y gymuned yn siaradwyr y Gymraeg. Mae’r ward yn chweched ar y rhestr ardaloedd dan anfantais yng Nghymru ac yn y pum isaf o ran tlodi plant, lefelau incwm a thai a phoblogaeth. Yr Awdurdod Lleol sydd berchen ar y stoc tai ar y cyfan, gydag ychydig o stoc Cymdeithas Dai. Adeiladwyd yr ystad ddiwedd y 1940au ac roedd arfer â bod yn gartref i nifer fawr o weithwyr mewn ffatrïoedd Ystad Ddiwydiannol Peblig, nad yw’n bodoli bellach. Bellach, yr Awdurdod Lleol yw’r prif gyflogwr yn yr ardal. Mae ysbryd cymdogol da yn yr ystad ond mae yno faterion sydd angen mynd i’r afael â nhw oherwydd y nifer fawr o bobl ifanc yno a’r prinder o ran cyfleusterau hamdden ac ati. Mae Cymunedau yn Gyntaf yn brysur iawn ar yr ystad. Mae’n bosib y bydd cyfle i’r cyfnod preswyl helpu darparu gwybodaeth ar gyfer dehongli’r safle yn y dyfodol. BRIEF FOR APPLICANTS: SEGONTIUM RESIDENCY OPPORTUNITY This residency is a collaborative project between the Arts Council of Wales and Cadw, the Welsh Government's historic environment service. Bursary: £12,000 for 6 months starting in April 2014 We are inviting applications from artists with a collaborative/participative approach to undertake this residency based at Segontium, the remains of a Roman Fort in Caernarfon. The residency seeks to investigate Segontium, making visible the history of the site to a modern audience via artistic enquiry and practice. The knowledge and expertise of Cadw staff can be utilized to explore Segontium and link to relevant sites on Anglesey and other parts of Gwynedd. Cadw’s wider aims are to transform visitor experience by challenging the traditional image and perception of heritage via contemporary visual arts interpretation at the site and by connecting with contemporary audiences. The artist will build on links with external projects locally, nationally and internationally. The proposal is therefore to engage an artist for a six-‐month period to work with Cadw staff, local groups & associations and visitors in order to investigate and research some of these ideas.
Background Cadw has teamed up with the Arts Council of Wales to create a series of artists’ residencies across Wales over three years. This project is the second of these residencies. This strategic partnership aims are to:
• Enable artists to immerse themselves in sites and create new work that responds to the context of a monument, historically and within the community
• Develop and deliver, in partnership, an innovative programme of art in the public realm projects which place quality at the core of the delivery and outcomes.
• Promote excellence and innovation within art in the public realm through sharing of knowledge and expertise amongst arts and non-‐arts professionals.
• Ensure public engagement is central to the development of art in the public realm and provides the catalyst for public creative imagining of collective spaces.
• Provide a model, which promotes sustainability, both in the delivery and development of the public art sector.
• Inspire public interest in creative practice • Raise the profile of contemporary art practice • Create links between the ways people typically interact with Cadw’s historic monuments and
contemporary art practice. In the longer term we hope that by working with artists, Cadw will embed artistic working practices within their everyday structures, seeing these as important and relevant to their organisation’s on-‐going relationship with the public.

The Site The artist will be able to utilise a workspace at Segontium. The workspace is within the main gallery area and is open to the public three days per week, enabling interaction with visitors of all ages. At other times the space is quieter and can be used for project work or hosting specific group visits. Other Cadw sites are located nearby, giving the artist the opportunity to articulate the historic links between these Roman sites, particularly the network of Roman forts and settlements in the context of contemporary life today. Segontium Roman Auxiliary Fort was named after the nearby river Seiont (Saint) and is considered one of the most important Roman sites in north-‐west Wales. It has its origins in AD77 when the governor of Britannia, Agricola, completed the Roman conquest of Wales by capturing the isle of Anglesey, negotiating the infamously perilous Menai Straits constructing a bridge of boats. Segontium was linked to a series of other forts through a strategic road network and formed part of the Roman imperial arrangement for controlling the newly conquered Welsh tribes. The system, which included Kanovium and Tomen y Mur, was supported by the legionary bases at Chester (Deva) and Caerleon and served to suppress the newly conquered tribes. Segontium was set out in a typical Roman fort layout. It is shaped like a playing card, with defenses of earth and timber, symmetrically placed gates and streets, and a fairly standardised arrangement of timber-‐framed buildings. From AD 140 – though somewhat earlier in the case of several buildings – the fort was subject to prolonged piecemeal rebuilding of both its defenses and internal buildings in stone. A civilian settlement later grew up around the fort. The site was extensively excavated in the 20th century, with finds deposited with the National Museum of Wales and some now returned to the site and on display in the centre. Coins recovered from excavation show that Segontium was garrisoned until about AD 394. This extraordinarily long occupation, unique in Wales, is explicable by the fort’s strategic position controlling access to the fertile and mineral-‐rich lands of Anglesey.Throughout the Roman period in Britain, Segontium was the military and administrative centre of north-‐west Wales. Long after the final departure of the Roman Army from Britain, Segontium passed into Welsh legend as Caer Aber Seiont (the fort at the mouth of the river) and is mentioned in the dream of Macsen Wledig in the early tales of the Mabinogion. Caernarfon itself is a vibrant town, with a fantastic built heritage, dominated by the Castle and Town Walls, a designated World Heritage Site and also under management of Cadw.

The Project Members and groups from the local community, and nearby related communities are able to engage in the residency, as partners, participants or collaborators. The local arts community, galleries and institutions are also interested in an opportunity to engage with the process and/or output. Cadw are particularly keen to engage local people living on the adjacent Peblig housing estate. Peblig has a population of around two and a half thousand, with a higher than average population of 0 to 16 year olds. 92% of the people in the community are Welsh speakers. The ward ranks as the sixth most disadvantaged in Wales and is ranked in the bottom five for child poverty, income levels and housing and employment. The housing stock is mainly Local Authority owned, with a small amount of Housing Association stock. The estate was built in the late 1940’s and previously housed a lot of factory workers, who worked in the Peblig industrial estate, which no longer exists. Now, the main employer in the area is the Local Authority. There is good community spirit on the estate, but with a large young population there and very few facilities to occupy tenants, there are issues to tackle. Communities First are very active on the estate.
There may be an opportunity for the residency to help inform the future interpretation of the site.
Taking place between April and October 2014, it’s hoped that the residency will feed into the wider project aims which are: • to raise the profile of and promote Segontium, in relation to the town and the region • build local partnerships and develop lasting relationships between existing groups and partners, • explore and develop ways to establish Cadw at the site • focus on local partnership to increase the community’s sense of pride and ownership of Segontium • Encourage an on-‐going conversation via use of new media at the site Constraints • Segontium is a Scheduled Ancient Monument and any proposed interventions must be negotiated with Cadw and National Trust Staff. • The site is outside the main town and is therefore disconnected. • The closure of the visitor centre for refurbishment has led to much negative feeling locally. The project will be under much scrutiny as one of the first activities within the new space. Therefore local people need to be engaged through inter-‐generational projects in order to make the residency a success with this key user-‐group. Partners Representatives from Cadw, ACW and key local stakeholders, including arts partners, will form the Steering Group for the project. Sian Shakespear, Interpretation Specialist, will act as the main point of contact between the group and the artist, assisting and supporting the artist. Local groups and associations have worked with the steering group to identify local participants and other stakeholders. There is much expert knowledge and enthusiasm for the AiR project within the group.

Outcomes The material outcomes of the residency are open and may take the form of temporary or semi-‐permanent artworks. Work may be sited in the town or at other sites. Events such as exhibitions, workshops, talks, seminars, and tours may be key elements within the project. The Artist The artist will be someone interested in working within a historical site with an interest in archaeology, environment, history or cartography with previous experience of working with others to develop ideas. An ethos of collaborative practice and engagement is uppermost. This opportunity is open to UK and International Artists. However, the ability to communicate in Welsh is essential. As such, collaborative applications are welcome, however you must clearly demonstrate your strategy for delivery through the Welsh language. Applicants must demonstrate: • Creative originality and professionalism in their work • The ability and desire to work collaboratively with the public and other partners as part of their creative practice • A willingness to immerse themselves in the life and culture of the area • The ability to communicate in Welsh • An understanding of the issues of working in partnership and the concerns and opportunities presented by working in an historical context. • The artist must be aware of and abide by the laws for working with children and vulnerable adults, should they undertake such work as part of the residency. • In the event of manufacture/installation of artworks by the artist, the artist must demonstrate current and appropriate indemnity insurance relevant to the artist in person and to any object/s to be manufactured. Studio The artist will have access to a multi-‐purpose room in the centre at Segontium,which could be used as a studio/ workspace/ meeting space /gallery. Although they should be aware that the space is open to the general public, school groups and other users. Arrangements can be made for activities to take place during evenings and weekends. Payment The selected artist will be paid in installments to be agreed on appointment. This £12,000 artists fee is inclusive of all travel costs and living expenses. Assistance finding local accommodation is available from staff. An additional budget of £3,000 for materials is available.

Candidate will be advised whether they have been selected for interview on 3rd March 2014. Interviews will take place at Segontium on 11th March 2014. Candidates must be available for interview on this date. At interview, interviewees will be expected to speak in more detail about their work and working processes and the approach that they envisage taking towards the residency.
