Out of a population of about 6.5 million (65-lac) almost 3.6 million people have moved out of their homeland due to the military operations against insurgency in the region. Approximately 57% of the local population has moved as IDPs during the previous & current military operations.
(IDPs from South is not included nor plan cover rehabilitation)

CHARTER OF DEMAND………………CONT3-Women Resolution of issues relating to women IDPs and in the
conflict should accorded foremost priority No Jirga or committees should be constituted without
women IDPs and residing in conflict area. Local should be involved in rehabilitation plan. The women right to mobility, education and work should
protect by the state. All women government or semi-government employee i.e.
health workers, teachers, etc should paid by the state until they resume their jobs.
Widows/heads of households should be registered to train in earning livelihood.
CHARTER OF DEMAND………………CONT 2-Rehabilitation and employment The Geographical Information System (GIS) should
be applied to collect authentic data on the losses caused by the recent conflict.
Efforts should be made for an early rehabilitation
of the displaced persons but they should not be forced to go back against their will.
Employment and health facility should be ensured for the IDPs out of camps in the city area.
CHARTER OF DEMAND……………….CONT All damaged property should be
reconstructed and people given the right to return home. (the Taliban families should also be included in the process, they should not ignored in the rehabilitation process)
Government / private sector should train women IDPs at camps in new and indigenous skills. (Stitching, embroidery, beads, etc.)
