OpenUJ. The origins of the Open Mandate in the oldest university in Poland
Konrad Gliściński, Samuel Nowak
Jagiellonian University, Krakow
the aim of the project
task 1: consulting the idea of OM within the university (Deans, Heads of Institutes, PhD Students)
task 2: creating a new model of publishing policy at the Jagiellonian Univeristy
task 3: functioning of OM at the Jagiellonian Library
task 4: recommandations on models of OM at the Jagiellonian University
task oneofficial meetings with representatives of Faculties and PhD students. Findings:
interest in CC licences system,
CC in favour of knowledge dissemination and verification,
CC helps improving IF and H-index,
numerous individual and not co-ordinated initiatives,
existing initiatives are not recognised,
a need for integration of meta-data with national systems of parametric evaluation of systems
any change should take place at the university level
task one: doubts
doubts:
plagiarism and infringement of copyrights
free-riding on materials produced by the JU
OA is not compatible with existing parametric evaluation system
no sources of financing (publications, archives and repositories)
task two: diagnosis of the JUP
Jagiellonian University Press — publishing policy:
specialises in humanities and social sciences,
100% funded by public sources (grant, internal grants, public subsidies),
very limited and mostly printed editions,
high costs, no wider circulation,
independent company mode of working
task two: recommendations
Our recommendations for Jagiellonian University Press:
non-profit business model
aquisition of limited copyrights
costs cutting and new price policy (printed vs. e-books)
providing OA to the already existing research content (mostly: journal and books)
task four: 4 models of OA
Key features of the proposed models of OA:
types of content (who produces and who finances)
obligation of deposit
time of deposit / time of dissemination
embargo period
terms of access
place of publication
waiver of obligation
