• Aims to attract FDI / Technology into the Country from abroad but silent on opportunities for Indian Innovation Eco System Players
• IPRs are key for manufacturing innovative products but there is no single point national coordinating agency / custodian / register for documenting, marketing, licensing IPRs generated by publicly funded R&D Institutions
• The Indian version of Bayh-Dole Act should be approved by the Government immediately
• To scale up, test validate, adapt /implement, high impact innovations requires significant early stage support
• Technological innovations emanating from R&D Labs are decaling due to shift towards consultancy services
