Anson Chan Fang On-sang

Born in January 17, 1940 in Shanghai, China.

Moved to HK in 1948 Joined the civil service in 1962 With other women officials,

established the Association of Female Senior Government Officers in 1976, with the idea of pushing women’s rights

Secretary for Economic Services between 1987 and 1993

Was appointed Chief Secretary of the Hong Kong Government in November 1993, the first woman and the first Chinese to hold the second-highest governmental position in Hong Kong.

Her accomplishments Decided early on that the telecom sector should

functions--and for the first time in history Victoria House has routinely served Chinese food

Anson Chan was a successful leader: She was decisive and stood against control to

implement change. “As Secretary for Economic Services from 1987 to 1993, she decided early on that the telecom sector should be opened for competition, despite fierce opposition from Britain's Cable & Wireless, which had a monopoly through its Hong Kong Telecom affiliate.”

She had strong sense of responsibility. She was a role model, and she admits mistakes when she makes one. She took credit as well as the blame when the opening of the Hong Kong new airport was delayed.

She showed support for Tung Chee-Hwa, despite the speculations that she has had bad relationship with him. Chan “once again dismissed reports of disagreements with her boss as "groundless speculation." Responding to questions after her return from Beijing she said she fully supports the chief executive, "just like before."”

She was a ‘bridge’ for HK’s transition, even when the Chinese government disliked her. “If Beijing policymakers end up alienating Chan, they would lose an important ally in the effort to achieve a smooth transition.”
