implement change. “As Secretary for Economic Services from 1987 to 1993, she decided early on that the telecom sector should be opened for competition, despite fierce opposition from Britain's Cable & Wireless, which had a monopoly through its Hong Kong Telecom affiliate.”

She had strong sense of responsibility. She was a role model, and she admits mistakes when she makes one. She took credit as well as the blame when the opening of the Hong Kong new airport was delayed.
