Spring Break Camp
The Palm Coast Community Center was filled with activity this
week as we hosted the annual Spring Break Camp from Monday,
March 24-Friday, March 28. Twenty-six (26) children attended this
week’s spring break camp, participating in a variety of activities.
The kids had no problem being shuffled from one room to the next
as we continued to host our daily adult exercise classes, weekly tai
chi, weekly wood carving group, weekly social group meeting,
movie day and social game day.
Spring Break Tennis Camp
The Palm Coast Tennis Center hosted 12 juniors, ranging in ages from 6 to 12, in this week’s
Spring Break Tennis Camp. Most of the juniors that attended had previous experience playing
tennis, by attending a previous camp, however they all learned and honed their training drills and
played several matches. The week ended with a pizza party to celebrate their accomplishments.

PLANNING
Staff attended the Board meeting of the Volusia Transportation Planning Organization, agenda item of interest to the City
of Palm Coast includes the approval of the proposed reapportionment plan by the Governor. The Executive Director of
the TPO stated that the next set of documents for the formation of the TPO will likely be scheduled for Board action in
May.

The following is an update since last week for capital projects in the City from March 20, 2014 through March 26, 2014.

The Flagler Humane Society accepts all animals, including the gravely injured. In
order to provide any extra medical care, we rely on generous donations to Gracie’s
Fund. Gracie’s Fund was established in 2012 in honor of a brave but abused and
injured dog that required multiple surgeries. Without the generous donations made in
her name, FHS would not have had the funds to help this special girl.
Since the development of this fund, FHS has been able to help numerous animals
with major medical problems. With the community’s support, broken legs have
repaired, limbs have been amputated to save lives, and heartworm treatments have
been administered. Donations to the fund go a long way in helping those animals that
come to FHS in need of extra medical care. To help, you can donate via FHS website,
mail, or at the shelter. Please note that it is to be used for Gracie’s Fund.
Donation Opportunity: 100 Realty donated “Doghouse Donation Boxes” that were
placed at all fire stations in Flagler County. If you can’t stop by the shelter, you can
drop off donations 24/7 at your nearest fire station. We appreciate all donations,
especially those from our Wish List (available at flaglerhumanesociety.org/wish-list).
You can also purchase items via the Amazon.com link on our website and ship them
directly to the shelter.
Upcoming Events: The FHS monthly Yappy Hour is coming up on April 24th
from
6–9 pm. It will be held at Canfield’s Bistro located at the Palm Harbor Golf Club. The
$10 donation includes a sampler from Canfield’s Bistro, house cocktail or draft, fun
dog and human games, and a beautiful view with good company. Don’t miss out!
The FHS 9th
annual Spayghetti Dinner and Silent Auction is scheduled for April 5th
.
Tickets are on sale now at the shelter or through the FHS website. Tickets are $30 and
include cash bar, dinner, and dancing. Entertainment will be provided by Debbi Owen
and Tony T. This event is selling out quickly so don’t miss your opportunity!
Upcoming Outreach Events: The FHS outreach team will be at the Turtle Fest on
April 5th
from 10 am – 4 pm. The Turtle Fest is held in Flagler Beach at the Veteran’s
Park in the center of town. We will be onsite with adoptable pets!
Don’t forget that we have adoptable pets at the Farmer’s Market in Flagler Beach
every Friday and at PetSmart on Sundays. Come out and meet all the furry friends
that FHS volunteer Howard Tessler brings for adoption!
Public Announcements: The Flagler Humane Society has a variety of subsidized or
FREE spay and neuter programs for members of the community that need to have
their pets or community pets sterilized. Please call FHS at 386-445-1814, email

Do you have a favorite family recipe that you are proud of and would like to share?
The 1st annual FHS cookbook would love to include your recipe. Check the FHS
website for more information on how to submit a recipe. The first 150 recipes
submitted will be included in the cookbook. Recipe submitters will also have the
opportunity to include a photo of their pet for a small fee.

Operations Division connected Legacy Academy at Roma Court as FiberNET’s latest customer.

Applications Division assisted the Utility Department in performing a call-out for residents in the area of a Hydrant Flushing.
Applications Division created an administration site for the BAC to be able to manage local businesses for the upcoming "Shop Local" section of the BAC website.
Applications Division created an admin tool to assist Communications in sending out emails to contacts quickly.
Applications Division continued the process of assisting HR in automating the Personal Action Form review and approval process.
Applications Division started creating a workflow for automating the unclaimed check process for Finance.
GIS Division completed coordinate geometry (cogo) and digitized/attributed 1 easement & 1 deed for inclusion in the Land Rights Project.
Operations Division received 92 Track IT’s this past week.
Operations Division continued to assist engineering staff on layout of IT area of new City Hall.

Operations Division staff helped troubleshoot DFS issues at Water Plant #1. DFS is the system that connects the water treatment plants to the well fields.

Operations Division preparing for installation of new SAN in the next few weeks by reconfiguring both fiber switches moving data off of the CX300 SAN in order to decommission it and installing the new SAN in the Rack.

COMMUNITY DEVELOPMENT
GIS is working with Community Development on the map portion of CIP Mapping Concept Project.
GIS Division staff provided Community Development with a map series (zoning, FLUM, aerial) for Final Plat Application No. 2671.
GIS updated the CRH (Community Residential Homes) database; Adding 6 assisted living facilities and removed
4 due to their closure.
M-3 Water Control Structure Rehabilitation Project for 2014 – Project is 22% Complete Contract awarded to S.E. Cline Construction, Inc., in the amount of $439,325. Still recovering from the rainfall and added a larger bypass pump. Been busy keeping the site dry, adding steel and getting ready to form headwalls.

Additional Fields at Indian Trails Middle School - Preliminary design has been started with delays due to internal resource availability. All efforts will be made to complete the preliminary design and prepare a cost estimate for grant submittal on April 9.

In the past week, the department responded to 162 calls. There was one structure fire with minimal damages noted, two wildfires and two vehicle fires. A total of 119 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 120 out of a possible 800 and the fire danger is moderate.

PAST WEEK HIGHLIGHTS:
NCCAA Youth Sports Clinic – Held on Saturday, March 22, 2014, 115 youth between the
ages 5-16 years participated in this annual event. This clinic is presented in partnership with the
NCCAA member colleges and their coaches and student athletes. Two hours of instruction was
provided. Participants also received t-shirts by an anonymous donor and enjoyed lunch
compliments of Chick Fil A.
Palm Coast Community Center – The Palm Coast Community Center was filled with

Season Opening of Frieda Zamba Swimming Pool – Tuesday, April 1, 2 p.m., at the
City of Palm Coast’s Frieda Zamba Swimming Pool, 339 Parkview Drive, Palm Coast. Regular
hours for April: 2-7:30pm Monday through Friday. Admission: $4 adults, $3 youth and seniors,
$2 adults after 5:30pm, and $1.50 youth and seniors after 5:30pm. Children under age 13 must be

Teen Flashlight Egg Hunt - Friday, April 18 at Belle Terre Park beginning at 8pm. Grades
7-12. Bring your own flashlight to hunt for candy filled eggs in the dark. Refreshments will be
provided.
Egg'stravaganza - Saturday, April 19 at Central Park in Town Center. The event will be held
from 10am-2pm and includes the traditional egg hunt, magician, music, pictures with the Bunny
and much more. Food will be available for purchase throughout the day.
FEATURED TRIP:
Discover Trip to Bok Tower Gardens . – Take a tour of beautiful Bok Tower Gardens, plus
a citrus tour through Florida’s Natural Brand Grove house, on the next Palm Coast Parks and
Recreation Department Discover Trip, on Thursday, April 24.
The Discover Trip will include a bus trip to Lake Wales, with transportation and admission to the
attractions included. The trip will depart at 8 a.m. from the Palm Coast Community Center, 305
Palm Coast Pkwy. NE, and return at 6 p.m. The cost is $55.

Lunch n’ Lecture – Wednesday, April 23 beginning at 11am at the Palm Coast Community
Center, 305 Palm Coast Parkway, NE. Our topic this month is “Native Plants for Florida

Gardener Coordinator, UF/IFAS Extension, Flagler County
Our conversation will include a presentation and handouts on: Selecting the right plants for the
right place; Native plants and low maintenance "Florida Friendly" plants; Pros and cons of native
and non-native plants; Common native plants for Flagler County landscapes; Proper planting and
maintenance of your landscape; Scouting and treating pests and problems; plus a Question and

provided by Corporal Lutz of the Flagler County Sheriff’s Office. Women will learn effective
methods to ward off an attacker. Appropriate for ages 12 years and up. Pre-registration is

Uni-Directional Flushing will start next week. This week customers in the “P” Section on and around
Ponce Deleon Drive received notification. The purpose of the uni-directional flushing program is to
flush out any sediment from the water mains that may have settled over the past couple of years.
Sediment would consist mainly of harmless minerals such as calcium but may add color or cloudiness to
the water if stirred up. The flushing program starts with a computer model of the water distribution
system to determine the most effective valve/flow combination to produce the high velocity necessary to
accomplish the flush. The work is done in the evening and at night to minimize impact to the customer.
The average water demand for the week was 6.745 million gallons per day; average wastewater flow
was 6.166 million gallons per day.
Staff participated in a Florida Water Star and Green Development Reimbursement program workshop
focused on the building community conducted at Water Treatment Plant #3. Builders were given
information on how they could take advantage of the programs offered by the city to save money while
going green.
Seminole Woods Multi-Use Path Project – Completed installation of traffic signals, waiting for FPL
before wiring the traffic cabinet.
Work continued on the new sidewalk on Corporate Drive. Installed crosswalk signal pull boxes.
Inflow Infiltration crew cleaned 5,700 feet and inspected via CCTV 7,799 feet of gravity sewer.
Beachside Pump Station and Sewer Force Main – The telemetry system is finally operating and
communicating with City system. Preliminary station start-up is tentatively scheduled for Tuesday of
next week.
ZLD Water Treatment Plant #2 – installation of electrical conduits and chemical feed pipes throughout
the site continues. The contractor has poured the first floor of the dewatering building.
Mowing in “K”, “B”, “R”, “S”, ‘U’, “E” and “C” sections. Mowing Belle Terre Parkway, Seminole
Woods Parkway, Easthampton Drive, Rymfire Drive, Old Kings Road, Matanzas Woods Parkway and
Palm Coast Parkway. Performed site distance trimming in the “B” and “L” sections.
Striped yellow median at Old Kings Road and Kings Way at the bullnose and installed a “keep right of
median” sign and yellow RPM’s.
Graded 5,901 feet of swales, repaired 1 outfall and cleaned 92 culvert pipes.
Installed 2 valley gutters located at Slingshot Court, Prince Anthony Lane and Prince William Place.
Performed speed studies requested as a result of complaints at 50 Panorama Drive and 19 Seathorn Path.
Completed striping of 8 soccer fields for upcoming State Cup Tournament.
Maintaining a full time two-man crew at the dirt screener to keep up with the demand for clean fill.
Screened 2500 cubic yards of dirt.
Inmates mowed and weeded 36,725 linear feet of ditch in the “P” section.
