Re: Tension on Indo-China border.
THE MINISTER OF DEFENCE (SHRI RAJ NATH SINGH)
responding to the issue raised by an hon. Member, said: I failed to understand the
reasons why the hon. Member raised this issue in the House. I would like to say
that the entire nation should remain assured about the security of the borders of the
country. Mostly there has been peace and tranquility prevailing on the Indo-China
border. But sometimes untoward situations have been arising over there at local
level due to the differences of perception about the Line of Actual Control. This is
a fact which cannot be denied. Such a situation has been prevailing over there
since 1962. The absence of the commonly delineated Actual Line of Control has
been the main reason for the emergence of such a situation between India and
China. There are a slew of mechanisms between India and China such as Border

Personnel Meetings between local commanders, flag meeting and hotline to stave
off situations like incursions, transgressions, and face off etc. Besides, special
representative talks are also held at the diplomatic level, generally at the NSA level
in order to sort out the long term issues. Moreover, there is a Working Mechanism
for the Consultation and Coordination also under which parleys are also held at the
Joint Secretary level and this continues to go on usually at the interval of six
months. An informal summit was held between the top leaders of India and China
in the Wuhan city in April, 2018. The entire country is aware of this summit
which was held between our Prime Minister and the President of China. Special
emphasis was given in this summit on maintaining peace and tranquility on the
Indo-China border. Both the leaders issued strategic guidance to their respective
armed forces after the summit, so that a conducive atmosphere may be created for
a better dialogue and mutual trust on the borders of both the countries and better
management of border affairs could be made possible. The Government of India is
fully conscious of the security requirements of the country. I would like to assure
the House that we review the security situation from time to time and take
appropriate decisions. Moreover, roads, tunnels, railway lines and air fields are
also being developed along the Indo-China Borders in order to ensure the integrity
and security of the country. The Government has give its clarification on the
Doklam issue and I would not like to say anything further on this issue. The
existing agreements are being respected by both India and China, so that peace and
tranquility could be maintained on the border.

UNION BUDGET -2019-2020
DEMANDS FOR GRANTS-2019-2020
Ministry of Rural Development and Ministry of Agriculture and
Farmers Welfare- Contd.
SHRI KODIKUNNIL SURESH: The Kuttanad package as of now is
stopped by the Central Government. I urge the Government to reimplement
Kuttanad package. The renovation and reconstruction of AC canal is necessary. I
seek funds from the Government for the purpose. I seek necessary funds for
renovation and redevelopment of Thanneermukkom bund. I demand that the
Government allocate funds for the strengthening of bunds in both upper Kuttanad
and lower Kuttanad region. I demand the Union Government to increase the MSP
for paddy. I urge the Government to establish a Kuttanad agricultural development
authority that will function as an advanced research centre engaged in production
of high yield rice varieties, technologies in sustainable farming, and evolving new
specialized methods for enhancing yield. I would also urge the Government to
allocate funds for upgrading following centres:- The rice research station
Mankombu, Alappuzha District Kerala, Krishi Vigyan Kendra under Kerala
Agricultural University Kottarakkara and Central hatchery chengannur, funds for
setting up ‘National Paddy Board’.
SHRI P. RAVEENDRANATH KUMAR: The total amount of grants is
Rs. 4610 crore which is pending with the Central Government for the State of
Tamil Nadu. I request to release the pending grants. I urge upon the Central
Government to release the funds for implementing the following schemes in Tamil
Nadu. Rs. 9800 crore for National Horticulture Mission for year 2019-20, Rs. 16
crore for National Bamboo Mission for year 2016-17 and 2017-18 respectively, Rs.
5903 crore for nodal approval for National Mission for Sustainable Agriculture
Scheme for the year 2019-20, Rs. 60 crore for strengthening the various wings of
Department of Seed Certification and Department of Organic Certification. I
request to devise a policy enabling to incentivise the farmers for adopting efficient
ways of water usage in cultivation. I request for effective coordination between
agriculture sector and MGNREGA. In my Theni Constituency, a lot of crops-
mango, grapes, coconut etc. are grown. So, I request the Government to set up an
agriculture products market in my constituency.
DR. BHARTIBEN DHIRUBHAI SHYAL: Our Government have directly
connected the farmers with banks, sidelining middlemen, so that farmers get cent
percent benefit of central schemes. Today, food and other material is easily
available. Attention has been paid to rural development. Women’s respect has
been increased by providing toilets and free gas connection. Neat and clean fuel
has been given. Free electricity connection are being given in villages. Small
population of villages are also being connected by roads.
SHRI BHALUBHAI DHANORKAR ALIAS SURESH NARAYAN:
The condition of farmers in Maharashtra is very pathetic. Distressed farmers are
compelled to commit suicide. No allotment has been made since 2017-18 to
provide diesel subsidy for drought affected and rain deficit areas. Around 500
crore of rupees have been deducted in comparison to 2018-19 under ‘Drop More
Crop Scheme’ of Pradhan Mantri Krishi Sinchai Yojana. The Government has
also deducted fund in the Budget for Integrated Watershed Management
Programme framed for conservation of water and redressal of drought problem.
Huge deduction has also been made in the Budget of ‘Har Khet Ko Pani’, under
other part of Pradhan Mantri Krishi Sinchai Yojana. The insurance companies
have got more benefits in comparison to farmers under ‘ Prime Minister Crop
Insurance’ Scheme. 21.29 lakh farmers got first installment in Maharashtra under
Prime Minister Kisan Samman Nidhi Yojana but the number of beneficiaries has
reduced to 15.02 lakh in second installment. This time special emphasis is being
given on Zero Budget farming but Budget is only of 2 crore of rupees. The Budget
of Paramparagat Krishi Vikas Yojana has increased from 300 crore rupees to only
325 crore of rupees, whereas, subsidy allocation for chemical fertilizers has been
increased to 9900 crores of rupees. Adequate irrigation facilities and proper cost
of produces should be given to curb the suicides being committed by farmers. I
will spend all my salaries on welfare of farmers and I urge upon the Government
that additional grants should be given to such Members so that more farmers could
be benefitted.
DR. SUBHASH RAMRAO BHAMRE: In this Budget, the Government
aims to invest widely in agriculture infrastructure and allied areas, and has also
sought support from private entrepreneurship for value addition in farm sector.
PM has rightly said that, “ We are now looking at farmers as exporters. There is
tremendous potential for our farmers to grow exponentially.” For fisherman
Pradhan Mantri Matsya Sampada Yojana has been announced. The Government
has allocated Rs. 805 crore to Pradhan Mantri Matsya Sampada Yojana (PMMSY).
The Finance Minister said the Government will go back to the basics on one count:
zero budget natural farming (ZBNF). The Government will ensure that farmers
benefit from the electronic national agricultural market, or e-NAM. At present, the
primary challenge before our Government is to keep up to its target of doubling
farmer incomes by 2022 and in this Budget, a number of important steps have been
taken in this direction. As far as the rural development is concerned, the total
allocation for rural development has been increased from Rs. 1,35,109 crore in
2018-19 to 1,40,762 crore this fiscal. To give a push to rural infrastructure, Budget
2019-20 proposes to make 1.25 lakh km of roads under Pradhan Mantri Gram
Sadak Yojana under Phase III. The Budget also proposes to build 1.95 crore
houses under Pradhan Mantri Awas Yojana in rural areas. Every single rural
family will have electricity and LPG connection by 2022. Under the Scheme of
Fund for Upgradation and Regeneration of Traditional Industries, 100 new clusters
will be set up in 2019-20. All rural households will be provided with piped water
supply by 2024 under the Jal Jeevan Mission. The allocation to the National Rural
Drinking Water Mission has been increased by 81.8% over the revised estimate of
2018-19. Swacch Bharat Mission will be expanded to undertake solid waste
management in every village. Allocation to National Livelihood Mission has also
been increased by Rs. 3,481 crore (55.3%) over the revised estimates of 2018-19.
Our Hon. PM rightly said, this Budget is for a ‘New India’.
SHRI JANARDAN SINGH SIGRIWAL : I would like to draw attention
of the Government towards problems of my Lok Sabha Constituency,
Maharajganj, Bihar: to conduct high level investigation regarding the roads
constructed under PMGSY; stern action should be taken against the persons
responsible for construction of inferior quality of roads; to construct the roads
under PMGSY which have not been constructed so far; to establish cold storages in
all blocks to store fruits and vegetables produced by farmers; to give special
emphasis on the quality of work being executed under MGNREGA, to conduct
high level of investigation regarding works executed under this scheme at Jalalpur
block in my Lok Sabha Constituency; to give special emphasis on the quality of
houses being constructed under Pradhan Mantri Aawas Yojana; to give special
attention to the irregularities being committed regarding benefit being given to
farmers under the Prime Minister Crop Insurance Scheme; to initiate legal action
against persons found guilty in the scheme by constituting high level committee
comprising banks, blocks and brokers; and to set up stationery soil testing
laboratory in all blocks of my parliamentary constituency.
SHRI G.M. SIDDESHWARA: Hon. Prime Minister Shri Narendra Modi
ji introduced various pro-farmer schemes like- Neem-coated urea, soil health card
and Pradhan Mantri Krishi Sinchai Yojana but the responsibility of implementation
of schemes is lying on the officials of the Departments. PMFBY is not effectively
implemented in my District. Farmers are deprived of the benefits of the PMFBY
in my Davanagere Lok Sabha Constituency. Under these circumstances, how can
farmers come forward to continue with the insurance scheme by paying the
premium? Another point, I would like to mention that while preparing the list of
crop loss at the Gram Panchayat level, the officials concerned are not conducting
the survey in an appropriate manner. The wrong entries are made by them. It is
due to such irregularities, poor farmers are deprived of their due benefits under the
Insurance Scheme. Union Government should issue necessary directions to the
State Governments to ensure proper implementation of the Pradhan Mantri Fasal
Bima Yojana.
SHRI SUNIL KUMAR SINGH: The NDA government is working with
commitment to double the income of farmers by 2022. Under the Pradhan Mantri
Fasal Bima Yojana, an amount of Rs.14000 has been given in the Budget. Under
this scheme, 28% of the area and 27% of the farmers are covered. The annual
Assistance of Rs 6000 will be given to all peasant families across the country. The
scheme is expected to benefit about 14.5 crore farmers in the country. Our
Government has increased the Minimum Support Price of the crops. The growth
rate of agriculture in Jharkhand is very low. An institutional framework for
promoting the cultivation of oilseeds and pulses should be developed in Jharkhand.
Storage facilities should be set up for storing fruits and vegetables in Jharkhand. A
Special package should be provided for this. A total of 1.17 lakh rupees have been
allocated to the Ministry of Rural Development. Under Pradhan Mantri Gram
Sadak Yojana total Rs. 2583 crore has been given for areas affected with Left
Wing Extremism. The government has allocated Rs. 9024 under the National
Livelihood Mission in the Budget. The Budget has allocated Rs.60 thousand crore
for the MGNREGA scheme. I suggest that the MGNREGA scheme should be
linked with agriculture and irrigation. I also request that with a view to strengthen
the Panchayati Raj system, the financial powers should be given to Panchayat
Committee, the Panchayat Committee Member and the Zilla Parishad in
Jharkhand.
SHRI S. C. UDASI: The Agriculture Centre of Excellence's main aim to
encourage innovation in agriculture, technology and research. Haveri and Gadag
district is having suitable climatic and soil condition to grow various Horticulture
crops. I shall be grateful, if you could kindly direct the concerned to being setting
up centre of Excellence in Haveri and Gadag as early as possible. Agriculture
Produce Market Committee Haveri is the one of the biggest markets for cotton and
Maize in Karnataka. The space in the main market year is not enough, the financial
position of the committee is not strong enough. Therefore, I request you to extend
seeking financial assistance. The PM-KISAN scheme was launched in February
2019 provide income support of Rs. 6,000 per year to farmer families. MSP is the
price at which the government agencies purchase farmer's produce of certain
notified crops. Public procurement is limited to a few such as paddy, wheat and to
a limited extent, pulses. Less than 5% of the agricultural household cultivating
major crops, such as rice and wheat, insured crops. Lack of awareness about crop
insurance among farmers was the major factor for not insuring their crops. Small
and marginal farmers face various issues in selling their produce in APMC market.
SHRI VISHNU DAYAL RAM: A number of steps have been taken in the
present budget for farmers and the farm sector. The budget proposes to create
10,000 new Farmer Producer Organisations in the next five years which will give
economies of scale for farmers. Likewise, budget also speaks to create 75
thousands new entrepreneurs for agro based rural industries. Pradhan Mantri
Matsya Sampada Yojana propose a strong management arrangement for the
fisheries sector. This will address the critical gaps in the value chain. The budget
has made the allocation of Rs 1,51,518 crore for agriculture and allied activities,
of Rs 1,40,762 crore for rural development which also affects farmers’ life and
of Rs. 9682 crore for Pradhan Mantri Krishi Sinchayee Yojana. The allocation
for irrigation aims to bring 53% corps under irrigation coverage by the year
2022 and also to complete all pending irrigation projects by the end of the year.
Pradhan Mantri Fasal Bima Yojan covers 28% area and 27% farmers. The
government is taking number of steps to increase the farmers’ income by two
folds. The second phase of PMAY-G aims to provide houses for 1.95 crore
eligible beneficiaries. The third phase of PMGSY is to start, under which 80,250
km long roads will be upgraded with the expected expenditure of 1,2500 crore in
next 5 years. Total 20,000 km of roads under the PMGSY scheme has been built
using green technology, waste plastic and Cold Mix Technology, thereby has
reduced the carbon footprint.
SHRIMATI SHARDA A. PATEL: The government has been focusing on
the development and prosperity of the villages, the poor and the farmers since the
inception. In this context, various schemes are being implemented by the
Government. In this regard, I think, more emphasis should be given to promote
animal husbandry in the agriculture sector as it has high wage growth rate. The
government should take measures for public investment, particularly from
corporate investment, in agriculture. Market interventions and post-harvesting
processes should be given priority. The capacity of farmers to withhold their
produce should be enhanced and the infrastructure for storing dry and wet
produces should be strengthened. The sustainable farming techniques such as
water conservation, integrated farming system, watershed management and organic
farming should be implemented in agricultural production. The focus should be on
allied farming activities like apiculture, mushroom cultivation, agricultural forestry
and other infrastructural reforms.
SHRIMATI RAKSHA NIKHIL KHADSE: I request the Government to
formulate such schemes under MGNREGA which could benefit farmers and
labourers both. The works related to Agriculture sector can also be included
under MGNREGA. Bamboo production is the highest in my Parliamentary
Constituency Raver. I demand that a bamboo cluster under SFURTI scheme and
a technology incubator should be set up in Raver. The Government has
introduced a pilot project of Mega Ground Water Recharge for which DPR is
under preparation. I request that DPR should be prepared at the earliest and the
project be started without delay as it can be a revolutionary step in increasing the
ground water recharge. I also request the Government to construct Research
Development Centers for Banana and Cotton in my Parliamentary Constituency.
There is a proposal to set up Central Farming Machinery Training and Testing
Institute in my area. I request the Agriculture Minister to issue orders for setting
up this institute as it would benefit the young farmers and will promote self-
employment as well.
KUNWAR PUSHPENDRA SINGH CHANDEL: My Parliamentary
Constituency comes under the backward region of Bundelkhand and Anna Pratha
is a major problem in the entire Bundelkhand area. There is a need to construct
large number of Gaushalas to solve this problem. Genetic upgradation of
indigenous cattle breed is also required for this purpose. Paan farming is under
crisis in my area. I request the Government to make efforts for conservation of
Paan farming and set up a Pann Research Centre at Mahoba. The T.B.O.
programme to promote the development of oilseeds should be launched on priority
basis in Hammirpur and Mahoba districts. Clusters should be set up under
SFURTI scheme to promote apiculture in my Parliamentary Constituency
Hammirpur.
SHRIMATI VEENA DEVI: The Government has fixed a target to
construct 1.95 crore houses during 2019-22. These houses will have the facilities
like toilets, electricity and LPG connections. Under third phase of Pradhan Mantri
Gram Sadak Yojana, 1,25000 Kms. of roads would be upgraded. We have
increased budget allocation for rural development. Our Government is committed
for the continuous development of our villages. A provision of Rs. 14000 crore
has been made under Pradhan Mantri Fasal Bima Yojana. Allocation of Rs.
75,000 crores under Pradhan Mantri Kisan Yojana is a commendable step.
SHRIMATI GITABEN VAJESINGBHAI RATHVA: The farmers are on
the path of development with the initiatives taken by the government. Farmers are
very happy with the implementation of Pradhan Mantri Kisan Samman Nidhi
Yojana. My parliamentary constituency Chhota Udaipur is a tribal dominated area
in the state of Gujarat and it consists of 4 districts Chhota Udaipur, Narmada,
Panchmahal and Vadodura. The entire constituency is farmer dominated and there
are big challenges before them for livelihood. I would like to request the
government to make a separate zone consisting of these four districts and make
allocation of funds for its development.
DR. HEENA VIJAYKUMAR GAVIT: A truly agriculture and rural
development-focussed Budget, it has adequately met the twin objectives of growth
and inclusiveness. An announcement of formation of 10,000 new FPOs over the
next five years is a step towards the same. The government's impetus is to promote
non-farm activities to boost economic viability of farmers. A new scheme -
Pradhan Mantri Matsya Sampada Yojana - will give enough confidence to those
who are in fisheries sector, to enhance their income. Rural artisans have received a
holding hand from the government in a cluster based development approach that
will upgrade regional and traditional industries, benefiting about 50,000 artisans.
The concept of zero-budget farming, which some farmers have exemplarily proved
to be viable, will boost the confidence of farmers.
SHRI PARBHUBHAI NAGARABHAI VASAVA: The farmers and
people living in the rural areas across the country are very happy with the
revolutionary steps taken by the Ministry of Agriculture and Farmer's Welfare and
Ministry of Rural Development. The farmers have got a new ray of hope with the
introduction of Pradhan Mantri Kisan Samman Nidhi Yojana. The Government is
providing assistance to farmers for purchasing fertilizers and seeds. It would very
useful to upgrade the roads connecting villages with rural markets in changed
economic scenario. The government aims to provide internet connectivity to local
bodies in every Panchayat to bridge rural-urban digital divide. I support the
Demands for Grants brought by the government.
SHRI AJAY TAMTA: India is primarily an agriculture based country.
The Government is committed to fulfilling its assurance of welfare of the farmers
and providing them full benefit of their toil and doubling their income. The
provision of direct income support at the rate of Rs. 6000 in three installments to
the farmer families owning up to 2 hectares of land under the Pradhan Mantri
Kisan Samman Nidhi Yojana in the interim budget of 2019-20 would definitely
benefit the farmers. Migration is a big menace in my state Uttarakhand, the
farmers are getting disillusioned due to the terror of monkeys and wild boars on the
agricultural lands. I would suggest that such schemes should be formulated for the
hilly areas which accrue income to farmers and enhance the demand for their
produce across the country. The Government has also paid special attention to the
development of rural areas. The Government has geared up to provide housing to
every rural person who does not own a house of his own by the year 2022. My
state Uttarakhand is a hilly area and the rural habitations are also scattered and
identification of the deserving beneficiary is also quite difficult. The Pradhan
Mantri Gram Sadak Yojana has played a vital role in the social and economic
upliftment of rural areas. I welcome the announcement of the third phase of this
scheme. The entire Gram Panchayat should be covered in identification of of
roads for construction in rural areas so that all the areas deprived so far from road
connectivity could be well connected. The Government has taken various effective
measures for rural development which will definitely change the picture of rural
India by giving it a new dimension.
SHRI RAHUL RAMESH SHEWALE: The problems of farmers is due to
the poor planning and less allocation of funds for the welfare of farmers, marginal
increase of minimum support price for different crops and also loss of crops due to
natural calamities. Due to all these problems, in the period between 1995 to 2014
over 3 lakh farmers have committed suicide. Concrete steps should be taken
towards regulating the kind of crops that must be grown in particular regions. The
mismanagement of scarce water resources leads to depletion of the ground water
capacity of the region, adversely affecting the farmers involved in cultivation in
drought prone area. In Andhra Pradesh, the number of suicides committed by
agricultural labourers is 3 times that of farmer suicides. There is need to focus on
the widows of the farmers who have committed suicide and their families. The
absence of an accurate and updated NCRB data regarding the number of farmer
suicides is a major drawback which needs to be addressed. There is an urgent need
to set up crop insurance schemes. This should also be supplemented by providing
emergency financial assistances, setting up welfare centres, regulation of the
informal loan sectors and proper implementation of crop insurance all over the
country.

PANCHAYATI RAJ (SHRI NARENDRA SINGH TOMAR) replying said: I
wish to inform the hon. Members that our Government is doing its best for rural
development and has been making endeavours to provide for maximum budget as
per its budgetary capabilities. Also, provisions for sufficient funds are being made
under each head. This Ministry's Pradhan Mantri Grameen Sadak Yojana has
brought significant changes in the lives of rural people. Under the first phase of
this scheme, 1,66,000 habitats have been provided road connectivity. Similarly,
Government had targeted to construct 50,000 kms. of roads under the second phase
of this scheme out of which 29000 kms. of roads have already been constructed.
The Government targets to construct 1,25,000 kms of roads in the third phase
which is likely to be completed by the year 2024-25. Secondly, earlier roads were
constructed at the rate of 76 kms. a day whereas, today we have touched the figure
of 135 kms. a day. I wish to inform that our Government has developed an
Application called 'Meri Sadak' through which one can stand on any road and file a
complaint about the quality of road constructed under the Pradhan Mantri Gram
Sadak Yojana. As far as the quality of roads is concerned, a three level monitoring
mechanism has been put in place. Monitoring at district level is done by GM and
his team whereas State Quality Monitors have been put in place by the State
Government at the State level. Even then, if any complaint is received, it is
investigated by the National Quality Monitor. I wish to assure this august House
that quality standards have been ensured under the Pradhan Mantri Gram Sadak
Yojana and sufficient funds are also being provided under this scheme. As far as
MNREGA is concerned, we have tried that infrastructure built through MNREGA
should be useful for people for a long period of time. Apart from that, allocation is
also being continually increased with regard to MNREGA. Now, 99 per cent of
the payment are being made into the bank accounts of the MNREGA labourers and
it has been ensured that there are no middlemen. All the infrastructure built under
MNREGA have been Geo-Tagged also. I would also like to say that MNREGA in
its present form is somehow already associated with agricultural activities but still
it has some limits. Secondly, various Members have suggested that payments to
agricultural labourers should be made through MNREGA. But I am of the view
that there are some difficulties involved in it. With regard to Pradhan Mantri Awas
Yojana, I wish to inform that it has gone a long way in changing the life of rural
India. Under this scheme, 1.53 crore new houses have been built. Our Government
is set to construct 1.95 crore new houses by the year 2021-22 and sufficient funds
have been provided for that purpose. Our Government is committed to provide
houses to all people by the year 2022 and would be able to fulfil the resolve of our
hon. Prime Minister. Similarly, Ujjwala Yojana has been launched to provide LPG
cylinder to the poor people. Also, electricity is being provided to poor people
under the Soubhagya Yojana. Apart from that, our Government has provided
training to approximately 8 lakh people under the Deen Dayal Upadhyay Grameen
Kaushal Yojana, out of which five lakh people have already become self
employed. I am pleased to say that the Ministry of Rural Development is making
endeavours through "Deen Dayal Antyoday Yojana and Rashtriya Grameen
Ajivika Mission" across the country and the results have been very encouraging.
Under this programme, we also run "Mahila Kishan Sashaktikaran Pariyojana". I
am pleased to share that more than 2 lakh crore rupees have been provided to Self
Help Group through banks during the past years. With regard to agriculture sector,
there are a number of achievements made by our Government. This Government
is committed for the welfare of villages, the poor and the farmers. I am pleased to
say that in all, 13 schemes and 18 sub schemes are being implemented in the
agriculture sector. Our Government has made a provision of 8078 crore rupees for
agricultural related research in this Budget. Today, we are self-reliant in terms of
foodgrains.
If we are self-dependent in the field of foodgrains today, the entire credit for
this goes to the agricultural scientists of the country. During the last five years,
agricultural sector has gained a lot of respect and now even the educated people are
joining this field. About 10000 laboratories, mobile laboratories have been set up
for soil health card. Soil health card is very useful from the point of view of saving
water, increasing productivity and using less and fixed quantity of chemical
fertilisers and pesticides. Taking the water crisis seriously, a separate Ministry of
Jal Shakti has been set up. A campaign has been launched in the entire country for
water conservation and maximum use of MNREGA funds will be made for
conservation of water. The Government is working actively in the field of organic
farming under which North-Eastern States have been given priority. There was a
time when each farmer used to face urea crisis. Today, queues for urea have ended
totally and each farmer is getting sufficient quantity of urea and black marketing of
urea has ended. Under Pradhan Mantri Fasal Bima Yojana, an effort has been
made so that the farmers get maximum benefit at the lowest premium. We are
working to ensure that each farmer get a Kisan Credit Card. This Government has
done the maximum procurement at the MSP. Earlier, only 2 crops - Wheat and
Rice - were procured, but this time the Government has made all out efforts to
procure pulses and oilseeds. We want to further strengthen e-NAM project and the
farmers will make good profits through online sale-purchase. The entire country
has welcomed the Kisan Samman Yojana. We are planning to formulate a new
Rural Warehousing Scheme because the small farmers are unable to bring and
keep their produce in the large warehouses. If we want to make India an economy
worth 5 trillion dollars, then farmers' contribution is imperative to achieve that
goal. We will make smart farms, smart farmers and even smart India. With this, I
would request that the Demands for Grants be passed. One senior hon. Member
perhaps said that I have stated that all the farmers have become prosperous. I
never said so. Still, I did submit that a small farmer works on his field with five
family members and if their wages are divided by 365 days, their wages are quite
paltry. However, the Government of India is making all out efforts to increase
their income gradually. Efforts are underway to augment irrigation, subsidy,
pension, PM Kishan Schemes and the MSP. If a farmer shifts from wheat crop to
growing fruits, that may add to his productivity as well as his income. Such efforts
are made in a gradual process. The Government of India is committed to make the
farmers prosperous and well off. The PM Kishan Yojana is linked with
landholdings and at present about 14.5 crore farmers are beneficiaries under this
scheme. One hon. Member referred to the housing scheme, but ever since the
scheme to provide one room housing unit with kitchen and toilet has been
introduced, people started thinking in terms of the provision of a two room set to
the poor people. At present, this scheme has been designed with one room set but
in future, the suggestion of the hon. Member will be kept in mind. A vast land area
in our country is rain fed and barren and it is not used for farming. The ICAR has
done some work in such rain-fed areas and the agricultural area of the farmers has
been increasing. Hon. Minister of Finance said that the food giver is to be made
the energy giver. This is not a mere slogan. Our food giver farmer has such
farming land upon which no crop can be grown. But such farmers can produce
solar energy on such agricultural fields. The Government of India will buy power
from them. This is our future scheme. Now I request that the Demands for Grants
relating to my ministries be kindly passed.

UNION BUDGET -2019-2020
DEMANDS FOR GRANTS-2019-2020
Ministry of Youth Affairs and Sports
SHRI B. MANICKAM TAGORE initiating said: India is an old country,
but a young nation. In this financial year, the hon. Finance Minister has allotted
Rs. 2,216 crore to the Ministry of Youth Affairs and Sports. The Government has
also made some promises, for example, Young Leaders Programme, setting up a
National Youth Advisory Council, for encouraging innovation and
entrepreneurship, students' loan and setting up of Neighbourhood Youth
Parliament across India. But all these promises have been kept as promises only. I
presume that this House has the right to know the deliveries made by the
Government on its written promises mentioned in the policy document. The
Neighbourhood Youth Parliament, Young Leaders Awards and National Youth
Advisory Council were programmes to encourage leadership amongst youth but
have seen zero budget allocation. The youth hostels have hardly seen any capital
allocation. Out of the 80 hostels under Youth Hostels, only 50 are in functional
state. I would like to request the hon. Minister to stay in one of such hostels to see
the conditions prevailing there. We need to have a concrete plan and not tweets
and challenge videos to make a difference in the fields of sports. I would now like
to speak about Nehru Yuva Kendra Sangathan. Beyond the paltry token sum
allocation of Rs. 257 crore, 39 per cent of the posts in the organization are lying
vacant. As an autonomous body, it should have formulated NYKS Pension Trust
with a seed money of Rs. 25 crore for the benefit of pensions as is being done in
other autonomous bodies. Will the Minister take action in this regard? We take
pride in taking over Britain in GDP capitalization, yet we fail to overtake sporting
ambitions of our colonial rulers. I hope that the Minister will look into it and
convince the Finance Minister to allocate more funds to the Ministry of Sports.
Youth clubs are on the verge of disappearance in villages. In each Panchayat, let
us have one youth club which will be funded with an amount of Rs. 1 lakh per
year. I would like to suggest that these kinds of steps will have to be taken up in
rural areas to engage the youngsters in rural areas.
SHRI BRIJBHUSHAN SHARAN SINGH: Our former Minister of Sports
as well as present Minister of Sports are present here during this discussion. Our
hon. Prime Minister does out of box thinking on many issues about which nobody
else thinks that way. This comes out of serious deliberation and contemplation.
This kind of deliberation and contemplation has resulted in formulation of schemes
like Khelo India, Start up India, Skill India, Make in India and Yoga Day. The
same deliberation and contemplation also led to Mann ki Baat like programme.
Such things are not created out of vacuum but out of serious contemplation. Our
association with sports is not something new. The sports like wresting, archery
and many other games have been very popular from time immemorial. The
sportspersons used to be honoured and respected in those times also. Today,
sportspersons of the world wish that they would have been born in India because
the Government of India gives enormous funds to them. The Government of
Haryana has decided to give six crore rupees to those who win gold in Olympics.
The hon. Minister need to pay special attention towards the Sports Code. The
Government should either remove the cap on terms or keep it restricted to at least
four terms. The maximum age of 70 or 75 years can be retained. No one will have
any objection to it. The Khelo India campaign will yield good results. The
Government of India and the corporate houses have been providing all types of
facilities to the sports persons. Further, I would like to say that we hire foreign
coaches in a very large number and we spend a huge amount of funds for this
purpose. We can, instead, engage foreign coaches in Netaji Subhash National
Institute of Sports to train Indian coaches for two or three sessions. It will end our
dependence on foreign coaches and sharpen the skills of Indian coaches. If we are
able to raise the bar for our coaches, we shall be able to set everything in order in
the world of sports.
DR. KALANIDHI VEERASWAMY: I request that the Ministry be
renamed as ‘Youth Empowerment and Sports’. I feel that the budgetary support
provided to the Ministry is inadequate. I request the hon. Minister to revive the
Khelo India scheme especially in rural areas. My constituency in Chennai is the
most backward, economically and socially. Setting up of sporting facilities will
divert the focus of local youths and help them improve their lives. I request the
Ministry to set up infrastructure and deploy personnel for development of football
and boxing. The Mahatma Gandhi Sports Complex building has a very poor
infrastructure. I also request that all the blocks in Tamil Nadu should be provided
with a sports complex.
SHRI PRASUN BANERJEE: This is the first time that our Government
has started a discussion on youth and sports. There are a number of autonomous
bodies under the Ministry of Youth Affairs and Sports but there is a lack of co-
ordination between them. I am sorry to say that I have no firm idea about Khelo
India scheme, which was launched in 2017. I humbly suggest to the hon. Minister
that he must allow only the persons from sports arena to become the policy makers.
There is no need to involve a person with political background or bureaucrat in it.
I want to say something about football. The Government should bring football
players from Gujarat, Bihar, Uttar Pradesh and all other States.
Sportspersons need to be provided with wherewithal and proper training.
Besides, persons with adequate exposure to sports should be made part of selection
process. There should be symbiotic approach to things rather than harboring
parapatric outlook in terms of turning our aspiring youth into a national asset.
KUMARI GODDETI MADHAVI: Under the Department of Sports, the
Khelo India Programme, National Sports Federation and the Sports Authority of
India have the highest allocations. This is a good move. I would request the
Government to utilise these funds. Sports has been included as a sub-sector under
social and commercial infrastructure. This status makes the sports sector eligible
for obtaining long-term financial support from banks and other financial
institutions at par with other infrastructure projects. This move has increased the
flow of investments into the sports infrastructure sector. I would like to request the
Government to consider a slew of recommendations made by the Standing
Committee on Human Resource Development. Alongside, at least one indoor
sports facility should be set up in my Parliamentary constituency, Araku.
SHRI DHAIRYASHEEL SAMBHAJIRAO MANE: It is very necessary
for the Government to wake up to the problems faced by the sportpersons. In the
rural areas the number of playgrounds are few in number which leads to the lack of
proper opportunity for the youth despite having passion for sports. There is a good
number of talented youth who desire for participation in the matches and
competitions but fail to do so as no matches are held there. I would like to urge
upon the Government to set up training centre there and there should be an
integrated sports centre in every tehsil. Numerous indigenous sports are there
which are of Indian origin and are yet to be popular for want of requisite
recognition and promotion. Such sports also need to be given impetus.
SHRI VIJAY KUMAR: There has been huge increase in the budgetary
allocation for sports in the year 2018-19 as against previous years. I would like to
urge upon the Government to set up an international stadium for sports in my
parliamentary constituency Gaya which witnesses massive visit of foreigners. It is
necessary to promote sports there. Less than 15 per cent people of the country are
equipped with sports facilities. My submission is that other than causing
awareness among people on this count, Sports Universities should be set up in all
the States of the country. Proper arrangements should be made for sports events
especially in the backward States like Bihar in order that the youth of Bihar may
also get equal opportunity to participate in the competitions like those belonging to
the other States of the country.
SHRI ACHYUTANANDA SAMANTA: Youth is the future of tomorrow's
India and the sports has a tremendous potential to save this future. We are on the
right path to becoming a sporting powerhouse. The Khelo India Programme has
been launched to revive the sports culture in India at the grassroot level by building
a strong framework for all sports played in our country and establish India as a
great sporting nation. The State Government of Odisha has created world-class
infrastructure to host many global sporting events. It has hosted many events like
the Junior Women's Rugby Tournament, 22nd Asian Athletics Championship,
Men's Hockey World League and also World Cup Hockey. Odisha is shaping the
future of sports in India. I support the Demands for Grants relating to the Ministry
of Youth Affairs and Sports.
KUNWAR DANISH ALI: India has so many talents and it could be
number one in sports in the world. More opportunities should be made available to
the youth. If we facilitate them with proper infrastructure they can be world class
players. There is a nexus of politicians and bureaucrats in Sports Associations.
This must be ended. I would like to request the hon. Minister of Sports to
construct a stadium in my Amaroha Parliamentary Constituency. There are so
many talented youth in my Parliamentary Constituency.
COL. RAJYAVARDHAN RATHORE: Being a sportsperson I can
proudly say that focus on sports has increased. Sports and sportspersons are being
honoured now. The life of a sportsperson is full of challenges. If a player wants to
play and he does not get proper opportunity or proper platform then it is a big
challenge. Our Government is providing ample opportunities to the sportspersons.
One can get more knowledge in the field of sports than sitting in a class room.
Sports also play a role of diplomacy. Cricket diplomacy between India and
Pakistan is its clear example. For the first time an Olympic Task Force has been
constituted and sports experts have been placed therein. Youth games have been
introduced under ‘Khelo India’ programme for the youth in the age group of 17-21
years. We have also organized ‘Khelo India’ games’ for the first time and about
7000 sportspersons have participated in these games. Every child does not get a
chance to participate in Common Wealth or Asian Games but we can give them a
feel of Common Wealth games at school level. Prime Minister’s ‘Khelo India’
vision envisages that a sportsperson who play presently at school level will be
playing at international level in the coming ten years. We have developed a mobile
App and we are going to start selection process through this mobile Application.
The Government has fixed a target to set up a sports school in every district. I
thank the hon. Finance Minister for announcing to constitute a National Sports
Education Board. Coaches are very important. We have decided to provide 30 per
cent incentives to grass root coaches, 30 per cent to intermediate coaches and the
rest 40 per cent to the coaches of international level. We want to develop
community coaches. The salary of coaches should be sufficient enough and fee
structure should be reasonable. There is no dearth of funds with the Ministry of
Sports. The Government will fulfill all types of financial requirements in the field
of sports through the National Sports Development Fund. Funds for the Ministry
of Sports have also been enhanced in the Budget. We have so much of potential
that we must set a target to achieve 100 Olympic medals till the year 2032.
SHRI MOHAMMED FAIZAL P.P: I am thankful to this Government for
according so much importance to this Ministry of Youth Affairs and Sports. This
is a welcome step. We should give much importance to sports for the youth of our
country. I would like to draw the attention of this Government to my Constituency
Lakshadweep. We do not have swimming infrastructure there. I would like to urge
upon the Government to kindly provide an international standard swimming pool
in Lakshadweep. We need technical experts to train our youths so that they can be
taken forward in a right way to yield good results for our own nation. India has the
real caliber in remote paces. Lakshadweep is an area where you need to
concentrate on many aspects. I urge the hon. Minister to support us with more
funds.
SHRI T.N. PRATHAPAN: Sports and the physical fitness of the people
can decide the successful future of that country for this, for this, central
Government should take more concern about it. The States and union territory
Governments and national agencies and boards of education to include physical
education in the school-college curriculums. Open fitness and sports facilities in
rural areas. We need to develop stadiums and play grounds in the rural areas.
TSGA indoor stadium in Thirprayar, Thrissur- My constituency, is the first village
indoor stadium in India. I request to the Central Government to provide financial
assistance to establish a coaching centre for volleyball, basket ball and badminton
under Sports Authority of India in TSGA indoor stadium in Thriprayar. We need
to provide special packages under Member of Parliament fund to developing the
playgrounds in schools and colleges in this constituency. In my Constituency, I
request to include the athletic and play grounds of Christ College, Irinijalkuda,
Guruvayur Srikrishna College, Chondel Al Ameen School, Nattika Fisheries
school, under Khelo India. 2% job reservation should be considered to encourage
the younger generation in sports and games. I request to Central Government to
establish a National Sports University in Thrissur, under Central Health Ministry.
Traditional games and physical activities like Kalarippayattu should be promoted
through such centres of excellence.
SHRI SUNIL KUMAR SINGH: The Government is launching several
schemes regarding employment generation for the youth of the country. An
announcement has been made by the Government for constituting a National
Sports Education Board under 'Khelo India' Programme. For this purpose,
budgetary allocation is being increased every year. Under the scheme 'Khelo
India', the Government proposes to provide a wider base and achieve excellence in
sports. In my Lok Sabha Constituency Chatra, Latehar and Palamu districts which
are left wing extremism affected areas, sports competitions should be organised
under 'Sports for Peace and Development' component of 'Khelo India'. A training
centre of Sports Authority of India and an astro turf ground should be sanctioned
for hockey in Latehar district. The Government of India provides regular financial
assistance to organisations like Indian Mountaineering Foundation (IMF), National
Adventure Foundation (NAF), Sea Explorers Institutes for organising adventurous
activities under the National Programme for Youth and Adolescent Development
(NPYAD) to promote adventurous activities. My request is that necessary steps
should be taken develop adventurous sports in Netarhat region of my Lok Sabha
constituency under the National Programme for Youth and Adolescent
Development through Indian Mountaineering Foundation.
SHRI B.Y. RAGHAVENDRA: The Ministry has introduced many
schemes and programmes for the development of sports. Under these schemes,
'Khelo India' scheme is an Umbrella scheme. This programme has been introduced
to revive the sports culture in India at the grass-root levels. To popularize sports at
all levels, the National Sports Education Board for development of sportsperson
will be set up under Khelo India Scheme. The Government plans to improve skills
of youth in newer areas like artificial intelligence and robotics which are valued
highly within and outside the country. This will ensure high paying jobs for them
both in India and abroad. To make India a hub of higher education, the
Government proposes 'Study in India' to bring in foreign students to pursue
education here. The Government's budget announcement to lay focus on new-age
skills will boost efforts to equip the country's youth with new-age technology and
skills which are market-relevant today. The allocation to the Sports Authority of
India was increased by Rs. 55 crore to Rs. 450 crore. The overall allocation for
encouragement and awards to sportspersons was increased by Rs. 94.07 crore. The
importance of adopting sports and education for the success of youth development
has been recognised by the Indian Government. National Sports Policy, 2011
stresses on the point that sports and physical education play an important role in
developing human capital, increase productivity and foster social harmony.
Schools in India are gradually beginning to realise the importance of sports in the
overall development of children. If the Government and educationalists initiatives
are properly laid down, one can see a different face of the students in the future.
Specialised degree programmes in various sports education and coaching
disciplines are envisaged in the future. I request the Government to sanction Rs. 2
crore each for all eight talukas of my constituency to implement and develop these
schemes. I also request to open a Sports Authority of India office to know the
benefits and get grants for the entire development of sports.
SHRI K. SHANMUGA SUNDARAM: Coimbatore, which is located in
western part of Tamil Nadu, is the Manchester of South India and the second
largest industrial city of Tamil Nadu having more than one crore population but no
international events are conducted there. There is a long pending request from the
people of western Tamil Nadu regarding construction of sports stadium of
international standard in Coimbatore. It is requested to kindly allocate funds for
the project and do the needful.
SHRI S. R. PARTHIBAN: The Ministry of Youth Affairs and Sports has
the mandate of developing sports facilities and encouraging sporting talent in
India. The Ministry of Youth Affairs and Sports has been allocated Rs. 2,216 crore
in 2019-20. The Sports Authority of India is the nodal agency at the national level
to promote excellence in sports. I am representing Salem Parliament Constituency,
the condition of the stadium here is found unchanged for a long time. This
Stadium is being maintained by Tamil Nadu sports Development Authority,
without the basic requirement and facilities such as running track, fully grass
football court, renovated basketball court and so on. The stadium has been
constructed without proper drainage facilities, rest room facilities, drinking water
management facilities, dormitory accommodation facilities, synthetic running track
with lighting facilities, open rubber floor tennis court, gallery with sitting chairs
and fully grass football court etc. I request to the Ministry to setting up
infrastructure of the Mahatma Gandhi Stadium, Salem, Tamil Nadu through the
Sports Authority of India (SAI).
SHRI K. SUBBARAYAN: More than 50 per cent of Indian population is
below the age of 25 and more than 65 per cent below the age of 35. It is expected
that, in 2020, the average age of an Indian will be 29 years, compared to 37 for
China and 48 for Japan. The unprecedented unemployment and frustration of
unemployed youth will prove dangerous to the society. Increasing youth
population in India combined with failing rural economy is a graver challenge.
Government has to address the issue with all seriousness. A comprehensive
National Youth Policy should be adopted and effectively implemented in the field
of education, training, skill, economic activity and encouragement into
professional sports. Adequate fund allocation alongwith proper implementation of
schemes should be made.
SHRIMATI APARUPA PODDAR: Our Government should take the
present generation seriously as the youth population is growing fastest in the
poorest nations. We must invest our time and resources to ensure the youth truly
become innovators, thinkers and problem solvers. Sports has never been a priority
for a majority of Indian parents and their kids. Due to poverty lot of talent goes
undiscovered to compete at the level of Olympics. Lack of facilities at the
grassroot level is major problem. Government schools and colleges lack basic
infrastructure that can encourage sports. The concept of school sports and college
sports has to be brought in Indian Education System. Allocation of financial
resources for sports is meager in India. In Union Budget 2017-18, Rs. 1943 crore
has been allocated for sports. For my parliamentary constituency sanction for
construction of sports complex/stadium in Arambagh should be granted.
SHRI SUDHAKAR TUKARAM SHRANGARE: In this Budget, the
Government has paid special attention towards the progress and welfare of the
youth of the country and promoting sports. The Government has launched the
Rashtriya Yuva Shashaktikaran Karyakram. 1 crore youth will be provided
training of various skills under Pradhan Mantri Kaushal Vikas Yojana. The work
has also started in the direction of providing training of new skills such as artificial
intelligence, internet of things, big data, 3D printing, virtual reality and robotics to
the youth of the country. 'Khelo India' scheme has been launched to promote
sports and the Government is committed to provide all kinds of financial assistance
for its expansion. There is a proposal to constitute National Sports Education
Board for the progress of sportspersons in this Budget. I strongly believe that the
youth of this country will be empowered from these dedicated efforts and our
country will create its own special identity in the field of sports in the world.
SHRIMATI RANJANBEN BHATT: India is one of the biggest countries
of the world in view of area and population. India is among a few countries which
have maintained the popularity of indigenous sports among its people. Our
government has increased sports budget by Rs. 214.20 crore along with increasing
the budget of Sports Authority of India for the financial year 2019-20 and
encouraging sportspersons. Under Khelo India, National Sports Education Board
will be set up to popularize sports, growth of sports and sportspersons. In the end I
thank the present government of the Centre for encouraging sports and
sportspersons through this integrated General Budget.
SHRI MANOJ TIWARI: People did not give much importance to the
sports in olden days but now sports have become very attractive in terms of money
also. The present Government is giving much recognition to the sports persons.
The sports persons should get the assistance when they need it most. Their
felicitation on winning the medals only is not enough. There is a need to construct
stadia in the country especially in Bihar, Uttar Pradesh and in my constituency in
Delhi. Some days back, National Sports University was inaugurated in Manipur
and now setting up of National Sports Education Board is a welcome step. Sports
keep the youth fit and healthy. There is a need to give more respect and
appreciation the sports persons.
SHRI SAPTAGIRI ULAKA: Unemployment is one of the key issues that
needs to be addressed urgently if we plan to grow our economy to a 5 trillion dollar
economy. We would need to formulate an effective policy for providing sports
infrastructure in rural, poverty striken areas specially aspirational districts. I would
request to draw the attention of the Government to have special focus on Koraput. I
would request the Government to allocate funds for construction of multi sport
stadium at Koraput and Gunupur. Special programs should be introduced to
identify and groom tribals and provide them adequate training/support to become
world class athletes/players. I would urge the Government to start Panchayat level
Premier leagues in Cricket. I request the Government to allocate funds towards
creation of sports club at panchayat levels. I would request the Government to
create a Cricket Stadium in KBK Region (Rayagad).
SHRIMATI SUPRIYA SADANAND SULE: Ministry of Youth Affairs
and Sports has allocated a total budget of Rs. 2,216 crore in 2019/20 compared to
Rs. 2,002 crore in 2018/19 budget. There has been an increase of 11% in the
budget allocation this year. I urge the government to increase the budgetary
allocations that are being made to the NYKS. The government needs to explain
why a reduction in allocation for NPYAD Scheme has been made. The
Honourable Finance Minister has specified in her budget speech that a new
National Sports Education Board was going to be established under the Khelo
India Programme. However, there does not appear to be any specific budgetary
allocation that has been introduced with respect to the same. I urge the Centre to
look into the issues relating to youth and sports affairs mentioned above and take
necessary corrective measures to create favorable conditions for sportspersons in
the country.
SHRIMATI POONAM MAHAJAN: Hon. Finance Minister has presented
a budget that is truly for New India. In the journey to become a $5 Trillion
economy, the biggest beneficiaries will be the youth of our country, who will form
34.33% of our total population by 2020. In view of this, the creation of the
National Research Foundation will enable youth to contribute to national economic
development. The support to sportspersons to reach their true potential has been a
priority for this Government. Its focus towards facilitating, mentoring and
honoring sportspersons in India has been streamlined and invested on with a
focused approach. I speak with personal experience of having seen the impact of
the Khelo India Initiative. Khelo India has successfully revived the sports culture
in India at the grass-root level by building a strong framework for all sports played
in our country and establish India as a great sporting nation. Prime Minister’s
vision to make sports a priority in the lives of the youth is beginning to bear fruit. I
would like to draw attention towards the promotion of Indian indigenous sports
including popular sports such as Kho Kho and Kabbadi to others such a
Mallakhamba, Vallam Kali of Kerala, Yubee Lakpee from Manipur. I humbly urge
upon the Government to take steps in ensuring the active promotion of our rich
sport legacy. I draw the Government’s attention towards the importance of
providing sportspersons with adequate access to mental health care. Dedicated
mental health professionals, who have trained in sports psychology, must be made
available to all sportspersons. I urge the Government to consider increased private
investment in sports, especially in low-income areas, institution of a uniform sports
centric curriculum for the teaching of P.E. in schools and increased collaboration
with universities abroad with respect to sport tournaments, exchange programs and
knowledge sharing.
SHRI HIBI EDEN: India would be the human resource capital for the
entire world by the year 2020. So, we have to channelise this demographic
dividend in a proper way. Sports need to be promoted in schools in a big way.
Drug abuse by youngsters is a serious concern. This can be mitigated by
promoting sports. So, there is a need to ensure that sports facilities and
infrastructure is available to all sports. Sports can provide the youth with career
opportunities also. The Nehru Yuva Kendra upholds unparalleled track record to
its credit. Allocation of funds for Nehru Yuva Kendra Clubs should be increased.
Pandit Jawaharlal Nehru's name should not be removed from the Nehru Yuva
Kendra. We have talents from the extremely rural parts of our country but
unfortunately, we are not able to tap them properly. There is a need to promote
football in the country. Right opportunity at right time is something which is very
important. So, I request the Government of India to increase funds for certain
games as well as to make sure that every panchayat, every municipality and
corporation of our country have open playgrounds and stadiums to promote sports.
SHRI SUMEDHANAND SARASWATI: Setting up of the National Sports
Education Board will give sports a new direction. Our revolutionary Ram Prasad
Bismil ji was an inspiration to the youth. In his book he wrote that he wanted to
inspire the youth of the country to go to the villages and impart education to the
children of the poor, the labourers and the farmers and make them cultured. Our
Government is also encouraging the youth of the country in the field of sports.
Today, our youth are imparting coaching in foreign countries. Sports make the
youth fearless and inculcate in them the capacity to make instant decisions. Sports
make them healthy also. Besides sports, Yoga and meditation is also very
important.
SHRI NALIN KUMAR KATEEL: It is very much essential to promote
the sports culture in every part of the country. The government has launched
‘Khelo India Scheme’ to create awareness for sports as an integral part of wellness
throughout the country. I welcome the new budget proposals to establish National
Sports Education Board for development of sportspersons as it would help to
strengthen the sports fraternity of India. The Union Government should take steps
to set up good sporting facilities at the grassroots, to widen their scope of activities,
incentivize all sportspersons with awards and scholarships including students. I
would like to request that the Government should take appropriate measures for
setting up of adequate number of Youth Hostels in the country including Karnataka
state.
DR. HEENA VIJAYKUMAR GAVIT: Over the last four Olympics, India
has increased its medal count, however, considering Indian population, the total
medal count is still low. Following measures can be taken up in order to ensure
good performance at the upcoming Olympics- it is important to prioritize a group
of sports and develop an outcome oriented action plan for each of these sports. The
priority sports should be ones with high winning potential as well as those in which
India has won medals in the past. It is valuable to scout and nurture talent from the
inaccessible tribal, rural and coastal areas of the country. It is important to identify,
sponsor and train talent early and at the right time. Rigorous efforts need to be
made to increase the pool of financial resources for the players. Increase in
monetary stipend to players will attract more and more talented people from
remote areas to take up sports. There is a need for hiring more number of national
and international coaches per sport, per training centre and location.
SHRIMATI REKHA VERMA: Today Indian youth is under immense
pressure due to competition, unemployment and lack of employment oriented skill.
They want better education and employment oriented training for better future
which should be provided to them. Educated young boys and girls are attracted
towards the cities due to lack of employment in the rural areas. Integrated food
parks should be set up in every district with a view to providing employment to
young farmers. Efforts should be made for involvement of the rural as well as
urban youth in the sports. The government needs to promote the sports like kho-
kho, kabaddi, wrestling, swimming, hockey, chess, tennis, volleyball and carom etc
connected with Indian traditions. The government also needs to focus on providing
for sufficient sports related resources alongwith playground in every village,
school and college. The government needs to make more efforts for increasing
participation of young girls in sports.
SHRI DEEPAK (DEV) ADHIKARI: The youth is the present of India.
Besides, they are the shaper of the India's future. The biggest problem of today's
youth is unemployment. It is the job of the Department of Youth Affairs to help
develop creative energies and personality of youth and involve them in various
nation-building activities. However, the Department is neither well equipped with
budgetary allocation nor human resource to fulfil its mandate. Together, 62 per
cent of the Ministry's allocation has gone to Khelo India, Sports Authority of India
and National Sports Federations. The schemes of the Department of Youth Affairs
are left only with a small share in the budgetary allocations. The Government's
flagship Khelo India programme has failed to attract young sporting talent. The
Central Government has spent over Rs.5200 crore in advertisements. If we use this
fund for the youth, the condition of the youth would be better. The youth who
want to pursue sports as their career, should get proper training and other facilities.
They should be assured of their secured future. Although, West Bengal is
providing financial and job related assistance to unemployed youth through
Yuvashree Scheme. There is a Khelasree scheme under which two lakh rupees are
given to clubs, organisations etc. just to promote sports. I would request the
Government to encourage the youth to come and participate for the betterment of
India.
SHRIMATI RAKSHA NIKHIL KHADSE: Thank you for giving me this
opportunity to speak for an important issue. The country has the world’s largest
youth-power. Khelo India is the scheme introduced by the past Government for
promotion of the school level sports at National Level. I am thankful to Hon'ble
Sports Minister for proposing and setting up a National Board in Sports. There are
many traditional games which have been included in the list of Khelo India. The
game named Langadi is included in the list of Indian Games but has not been
included yet in the list of National School Games. As the game has not been
included in the list of National School Games, the travelling concessions by
railway and the state road transport facilities are denied for participating players of
this game. This game is played in other countries like Nepal, Bhutan, Pakistan, Sri
Lanka, Thailand, Singapore, Ghana and Mauritius. The World is ready to
accept/play this Indian traditional langadi game but only stumbling block is its
non-inclusion in the National School Game list. The decision of inclusion of this
game will turn a mile stone in Indian history. There are three blocks in my Raver
Lok Sabha constituency with Tribal and Aadivasi population. I request to establish
a sports complex in this region. In addition, I thank the Government for
establishing the advance technology facilities and infrastructure with the National
Sports Education Board.
ADV. A. M. ARIFF: The Government is maintaining a studied silence on
the unemployment rate that stood at 6.1 per cent, the highest since 1972-73. The
educated youth are the most important resource of a country. It has to be noted that
unemployment and poverty is the root cause of anti-national activities. Stable and
secured jobs are the dream of every youth in our country, but public sector is
getting privatized. Reservation should be extended to the private sector that uses
the public resources. Skill development and upgradation should be given to
employees of each industry. Regarding sports, I would like to say that India’s
performance is very poor at the international level sports events like Olympics. As
competitors in the international sports events, we have failed in coordinating sports
and sports science together. We have no specific sports policy. Hence, I request
that the government should take constructive steps to use the youth power in our
country.
SHRIMATI DARSHANA VIKRAM JARDOSH: Today time has been
given for discussion on sports which shows that along with my Parliamentary
Constituency, Surat, my country is changing. Budget provision of Rs. 2216 crore
has been made for Khelo India Scheme. Budget of Sports Authority of India (SAI)
has been increased from Rs. 95 crore to Rs. 450 crore so as to enable National
Sports Authority of India to fulfill other requirements while providing equipments
for national camp. I am presenting such data because timely promotion and
encouragement lead the players to perform exceptionally well. Through you, I
urge upon the Minister that a sports centre covering four tribal areas should be
established. I hope that several talented players will win medals in the upcoming
Olympic 2020 and bring glory to the country.
SHRI RAJU BISTA: This is a youth oriented budget with a very keen
focus on transforming the sports culture in our nation. By declaring the formation
of National Sports Education Board (NSEB) this budget has widened the scope of
our ongoing ‘Khelo India’ program. The allocation to the Sports Authority of India
has increased by 55 crore to Rs. 450 crore. There is an urgent need to focus on the
following issues: Development of stadiums in Darjeeling, Kalimpong, Siliguri,
Kurseong, Bijanbari and Mirik; Establishing Centre of Excellence in Sports in
Kalimpong; Conducting of more national team selection camp in the region;
introducing Special Scholarships for Mountain Children and Conducting national
games, national camps and other competition regularly in the region.
SHRI P. K. KUNHALIKUTTY: The young generation is very important
for a country but are we giving enough opportunities to them in whatever may be
the aspect? As regards giving opportunities for the younger generation, you should
encourage start-ups as start-ups give support to good ideas of the younger
generation so that they themselves could build their enterprise. There is no such
major initiative for that from your side. You are thinking about the New Education
Policy. There should be a place for skill development in your policy.
SHRI SYED IMTIAZ JALEEL: In India, sports and players have great
potential but we are lacking somewhere. A few tough decisions need to be taken.
Only those people should be brought into sports associations who have been
associated with sports and I think, only then, the level of sports will increase. The
hon. Minister has announced a sports university for Aurangabad. If you allocate
budget for it, it would be ready by the time you complete the current tenure of five
years as a Minister. In Aurangabad, people are crazy for football. It lacks
infrastructure for playing football but you will see people playing this game in
small fields, in alleys. If we develop those very talents in a proper manner, we can
send these talents to the Olympics in future.
DR. SANGHAMITRA MAURYA: The young generation today is very
much conscious about making his career in sports. The Government has
implemented many welfare schemes to benefit the youth. The Ministry of Youth
Affairs and Sports has made utmost efforts to implement various other activities
also. There is a need to construct a big stadium and auditorium and set up a modern
sports college or institute in my Lok Sabha constituency, Badaun.
SHRI VINOD KUMAR SONKAR: The demand for grants for the year
2019-20 made by the Ministry of Youth and Sports Affairs is also a road map for
today and for the next 10 years. The year 2018 has been a historic year for the
country in terms of achievements in the field of sports. The achievements of Khelo
India School Games, 2018 have been remarkable. India Infrastructure Finance
Company Limited (IIFCL) has contributed Rs. 10 crore to NSDF. The performance
of India in the Commonwealth Games has been remarkable. In order to select the
university which has exhibited top performance in sports and to award them with
Maulana Abdul Kalam Azad (MAKA) trophy in a justifiable and simple manner,
the Central Sports Minister has approved amendments in the guidelines for MAKA
trophy which were necessary. By taking a big step for the welfare of sports
persons, amendment in the pension of talented sports persons has been approved.
Inspired by the success of Khelo India School Games, another important step has
been taken for the development of sports by selecting 1178 sports persons in the
scholarship program under Khelo India Talent Identification Development
Scheme. National Anti-doping Agency (NADA) has done a commendable work to
free the school games from doping. National Sports University in Manipur will be
the first University of its kind in promoting sports education in the field of sports
science, sports technology, sports management and sports coaching. Indian players
have exhibited commendable performance in Asian Games, 2018 and Asian Para
Games, 2018 and India has shown exemplary performance in the Youth Olympic
Game (YOG) conducted in Buenos Aires, Argentina. Pandit Deendayal Upadhyay
National Welfare Fund (PDUNWFS) has been introduced for the welfare of
national players. The Ministry has provided fund and directed Indian Institute of
Management (IIM), Rohtak to start a two year course in order to strengthen the
sports ecosystem and to develop specialization in the various fields in the country.
A scheme named National Centre of Sports Sciences and Research (NCSSR) has
been started with an objective of promoting high level research, education and
innovation in relation to the good performance shown by the top level athletes. In
the National Youth Parliament Festival, 2019, the winners were given ‘National
Youth Parliament Festival 2019 Award. I request to set up a sports University in
my Parliamentary Constituency, Kaushambi which is a backward district in terms
of sports.
SHRI GANESH SINGH: I support the demands for Grants pertaining to
the Ministry of Youth Affairs and Sports. Country has made progress in various
fields and sports is also in better position. I organise ‘Saansad Trophy’ for various
sports in my constituency. There is need to develop sports ground and provide
sports equipments for students in every village of the country. Priority should be
given to utilize CSR Fund for constructing stadia and organizing sports. Sports
Colleges should be set up in all the states including in my Parliamentary
Constituency Satna. Approval should be given to the DPR of Rs. 25.99 lakh for
repair of football ground in Dada Sukhendra Stadium in Satna. An announcement
has been made to constitute ‘National Sports Education Board’ as expansion of
‘Khelo India’ programme, it is a welcome step.
SHRI RAVINDRA KUSHWAHA: From Primary to Higher Secondary
schools, sports should be made a compulsory subject like other subjects so as to
incline children towards sports and country could get healthy and disciplined
young sports persons. My demand is that on the lines of cities, each village should
be allotted a separate field for sports for the construction of sports ground.
SHRI AJAY MISRA TENI: The work of two stadiums being constructed
in two blocks of my Parliamentary Constituency including tribal areas should be
expedited. Stadiums should be constructed in rest of blocks; search of sports talent
and construction of a well equipped stadium in headquarter, should be taken up. A
sports complex having the facilities of all the major sports should be constructed
and instructors should be appointed.
SHRI SAUMITRA KHAN : We have 5 crore rupees under MPLADS.
You should make provisions so that we can disburse at least Rs. 10 lacs to
sportsperson going to participate in National Athletics Games. There are many
sports played in my Constituency Bishnupur. I want a new stadium there. We
need Sports Authority of India training centre as well there.
SHRI HANUMAN BENIWAL : India needs to surge ahead in the field of
sports. Hon’ble Minister has integrated sports with education at school and college
level. Sports Promotion Schemes have been implemented throughout the country
to identify and promote sportspersons from age 8 to 25 years. Sports Universities
should be set up in every state. Sports talent should be honed in every village.
Children opting for sports should get free education from schools to college and
Universities.
SHRI RAVI KISHAN : I support the Demands for Grants of Ministry of
Youth Affairs and Sports. 65 per cent of youth are about the age of 35 years in the
country. Rs.1000 crore has been increased in the budget. We won 6 medals
including two gold medals in the year 2012. In the 2018, we won 15 gold, 24
silver and 30 bronze medals in Asiad Games. In the year 2018 during
Commonwealth Games, we won 26 gold, 20 silver and 20 bronze medals.
Children from our villages are quite capable. They should be given good coaches.
SHRI BHARTRUHARI MAHTAB: The Ministry of Youth Affairs and
Sports has been allocated Rs. 2216 crore in 2019-20 which is an increases of 11%.
Khelo India programme aims to identify and nurture sporting talent, encourage
mass participation of youth in sports competitions and create sports infrastructure.
There is need to open specialized sports hostels in different parts of the country on
the lines of Rourkela and Cuttack. I urge upon the Government to spend the
allocated funds appropriately in a time bound manner. A grievance redressal
mechanism should be established in all the NSFs. There is need to improve the
facilities for sportsmen and women in Odisha. Funds from MGNREGA can be
utilized to build rural stadiums in identified high schools. CSR Funds should be
utilised for improving sports facilities .
DR. VENKATESH NETHA BORLAKUNTA : All the programmes
which have been implemented or are going to be implemented by the Central
Government are appreciable. As far as Telangana State is concerned, we are a little
bit disappointed with regard to development of sports infrastructure in the State. In
spite of having so many stadiums, and the amount of encouragement being given
to the sports persons by the State, not a single rupee has been given to the State of
Telangana, which is the youngest State in the country. Whatever expenditure is
allotted to a particular Ministry or Department, should be given to various
institutions speedily. There is a lack of coordination between the National Sports
Federation and the Sports Authority of India. Sports persons should give top
priority to strengthen rural students who are anxious to participate in various
sports. Indigenous sports should be given top priority and encouraged.
SHRI NIHAL CHAND: Khelo India Programmed has increased awareness
about sports in the country and an announcement regarding establishing National
Sports Education Board has been made in this budget. The budget for Ministry of
Youth Affairs and Sports has been increased by 214 crores to Rs. 2216 crores. The
budget of Sports Authority of India has been increased by Rs. 55 crores to Rs. 450
crores. An allocation of Rs. 601 crores has been made for Khelo India Programme.
A Provision of Rs. 70 crores has been made for National Sports Development Fund
keeping in view the Olympic Games to be organized next year. Incentive to sports
person has been increased to Rs. 411 crores. A handball and basketball academy
in Lalgarh in Sriganganagar should be opened and an indoor stadium should be
constructed at Hanumangarh in my constituency.
SHRI RAJKUMAR CHAHAR: Establishment of National Sports
Education Board is a welcome step. Youth in rural areas are taking sports seriously
and working hard to win medals in individual sports events. They only need
facilities. There are good athletes of long jump, race, relay race, high-jump,
wrestling, javelin throw etc., in Bah, Akola, Fatehpur Sikri, Bichpuri, Kheragarh,
Jaitpur, Fatehabad etc., blocks of district Agra and if these athletes are provided
training and facilities in Akola and Bah they can win Olympics medals. Therefore,
these athletes should be provided training, necessary facilities and a stadium of
international level there.
DR. VIRENDRA KUMAR: Khelo India Programme helped the players to
give them recognition at national level. Coaching centers of Hockey, Cricket,
Basketball, Volleyball, Football, Table-Tennis etc., should also be established in
rural areas of the country. Traditional sports like Kabbadi, Kho-Kho, Wrestling
etc., should be promoted by organizing competitive events of these sports from
primary school to university level. The Government should promote Dahi Handi
and Matki Phod Karyakaram to popularize these events. Land and facilities should
be provided for wrestling rings in all states of the country. Gym should be opened
in rural areas and they should be run under guidance of trainer. Sports Authority of
India has started Hockey coaching centre in my Parliamentary Constituency
Tikamgarh but there is no facility of hostel for players. Therefore, a hostel should
be constructed there. Astro turf should be laid on Hockey ground of Tikamgarh
and grant should be provided for organizing hockey matches there so that players
do not face any kind of difficulties.
SHRIMATI LOCKET CHATTERJEE : Government is dedicated to
improving the condition of sportsperson and infrastructure for sports in the
country. My Government launched the scheme of “Khelo India” under which
Government now provides funds to every panchayat to develop a sports field with
facilities like drinking water, green fencing, toilet etc. Under the same scheme the
Government is also searching for sports talent. This scheme will encourage youth
to take up sports as life opportunity and will encourage them to perform better and
bring glory to our country on international platform. The Ministry is also
developing courses in various universities to facilitate the process further.
Government is also trying to create smart infrastructure for overall development of
sports in the country.
The Target Olympic Podium Scheme is a flagship program of the Ministry
of Youth Affairs and Sports which is an attempt to provide assistance to India’s top
athletes. Government is trying its best and working hard to ensure that our Tiranga
flies high during the Olympic 2020 and also providing the best support possible.
SHRI JASHVANTSINH SUMANBHAI BHABHOR : The Government
has launched a National Youth Sashaktikaran (RYSK) Karyakaram and it aims to
apprise all talented youths of the country of all government and non-government
schemes so that they may get timely benefits of the schemes. The eight schemes
has been brought under RYSK as sub schemes so that needy students/youths may
be benefited under all the schemes. The Government has launched Khelo India
scheme to encourage sports and scout new talents in the country. Its main objective
is to encourage talented sportspersons who are poor and desire to realize their
dreams. National sports scholarship scheme has also been merged into it. The
Government has proposed to set up a National Sports Education Board to promote
sports for talented sportspersons in the country.
SHRI P.P. CHAUDHARY : The provision to set up a National Sports
Education Board has been made in the budget to pave the way for setting up sports
colleges across the country by enacting the National Sports University Act. The
Budget for Sports Authority of India has been increased by Rs.55 crores and
budget for Khelo India National Programme has also been enhanced by Rs.50
crores. The sports Development Fund has been increased from Rs.2 crores to Rs.70
crores. The Government has launched Khelo India Scheme so that talented
sportspersons could scale the new heights. The main objective of the scheme is to
bring out the hidden talents of sportspersons and groom them for international
sports. The Government will provide more facilities under Khelo India National
Programme and Khelo India School Games to all those athletes who belongs to
poor families and desire to opt sports as career. The sportsperson selected under
the Programme are eligible for scholarship for eight years and Rs.5 lakhs will be
spent on each sportsperson per annum. I would like to suggest that trainers and
coaches should be made available for tier 2 and tier 3 cities so that youths of these
cities may not be deprived of required training.
SHRI JANARDAN SINGH SIGRIWAL: I urge upon the Government to
provide facilities for games and sports activities under my Parliamentary
Constituency such as construction of Sports Stadiums in all divisions and National
level stadium at Jalalpur divisional headquarters, appointment of adequate
trainers for different sports and sports trainer in school to promote sports at Gram
Panchayat level, need to provide government jobs for the sportspersons according
to their qualification and sports equipments at village level, steps must be taken at
earliest for the appointment of Woman trainers to increase enthusiasm among girl
students towards sports.
SHRI KHALILUR RAHAMAN : I urge upon the Government to initiate
adequate measures for putting a proper selection process in place to tap the
potential talent in the fields of hockey, kabaddi, football and other games and
other sports from the unexplored areas of the country particularly, Murshidabad
district in West Bengal and provide proper scientific training to nurture such
training.
SHRI RAM MOHAN NAIDU KINJARAPU: India has more than 50 per
cent of its population under the age of 25 years. What we need is a stable, skilled
and strong youth. That is what the country requires today. We need to trust in
their capabilities and potential and we must invest in their ideas and mentor them
to become agents of change, not just for tomorrow, but also today. How do we do
this? The major instrument to achieve this has been the National Youth Policy. It
has been formed earlier and in the year 2014, it was redrafted and reformed. It is
time to evaluate how this policy has been working and how much success it has
achieved. One of the important aspects of this Youth Policy is the formation of the
Youth Council also. As far as I know, there has been no Youth Council formed.
One of the biggest challenges with the Government today is that we have to listen
to the youth of this country. The National Youth Parliament should be organized
on a much wider scale and it should reach the ground level. I request the
Government to establish a proper set-up. The biggest challenge the Ministry of
Youth Affairs and Sports today has is that it has to work with 28 other Ministries
because youth is the major priority for 28 other Departments. We must also look
into as to how do we create sports as a healthy lifestyle and how do we use sports
as a viable profession?
SHRI SANJAY SETH: Hon. Prime Minister is committed to expand
'Khelo India'. Shri M.S. Dhoni should be made the President of Jharkhand
Olympic Association. The sports village in Ranchi should be streamlined. A
sports university should be set up in Jharkhand. There is a need to provide world
level foreign training to the players of Archery of Jharkhand. There is a need to
make serious effort in the field of Hockey. There is also a need to lay astro turf of
Hockey in Gumla, Lohardagga and Khunti. A cricket training centre should be
setup under the leadership of Shri M.S. Dhoni. Effort should be made to nurture
good sprinters in Jharkhand.
DR. M. K. VISHNU PRASAD: There are some key areas of concern for
today’s youth- education, job opportunities, channelizing their energy in
productive and constructive activities, orientation to basic and moral principles and
to make them away from drug abuse etc. Nearly about 40% of the India
population aged between 13 to 35 years is defined as youth according to the
National Youth Policy. The present policy pursued by the Central Governments
makes the youth directionless and rudderless. For Indian youth there is a need of
employment driven training, skill based education and job placement. The
Government should lay more emphasis on career oriented courses and connecting
the field work and industrial training. The unemployment rate is at 6.1 per cent in
2017-18, which is the worst in 45 years. It is imperative to generate employment
in agriculture and industry in this country. Under Khelo India Programme, the
Central Government should aim to take sports activities to the rural areas. Nehru
Yuvak Kendra Sangathan should focus more on filling up of vacancies in the
Centre because there are more than 40% vacant posts in those centers. Sports
Authority of India should take pro-active steps to improve infrastructure and
coaching facilities in rural areas and I would like to suggest that in my Arani
Parliament Constituency, there are a number of talented youth who can be trained
for coaching in various sports. The Banks should be involved for talent hunt at the
grass-root level. The Banks and financial institutions should formulate specific
Sports Policy at their respective institutions to focus their Corporate Social
Responsibility (CSR) activities on youth affairs and sports. Funds should be
allocated for establishing Youth training centre at Arani town, Sports Complex in
Vandavasi town and to construct Youth Hostel at Arani, Cheyyar in Tamil Nadu.
Under Arani Lok Sabha Constituency, the requisite infrastructure and equipment
support, coaching and other facilities under Sports Authority of India should be
provided and a centre under the Rajiv Gandhi National Institute of Youth
Development, Sriperumbudur should be opened. There is a need to review
National Youth Policy to equip the vast youth to enter the labour market and
improve their employability. There is also a need to formulate effective
comprehensive policy to prepare youth for participating in international games and
to channelize their energy for building new India.
SHRI DILIP SAIKIA: The North-Eastern region has played a significant
contribution in India's making it big in sports competitions across the world during
the last few years. The Government has taken a major decision of establishing the
first Sports University for 130 crore Indians in Manipur. There are sufficient
resources and potential in the North-Eastern region. 10% of the total Union
Budget earmarked in the budget for the North East in the DoNER Ministry should
be spent by all the departments. Although sports is a state subject, the Budget for
this region should be increased and new centres of Sports Authority of India should
also be set up at new places. The condition of 7 Sports Authority of India is not
good, there is a need to ameliorate their condition by providing them funds. A
Sports Academy should be set up in Udalguri area of my constituency Mangaldai
and a Sports Authority of India centre should be set up in Nalbadi.
SHRI DEVJI PATEL: The tenure of our Government has been historic in
terms of achievement in the field of sports. We have achieved positive results in
nurturing top sports talents and identifying new sports talents at the grass-root
level. India achieved 3rd position in the Commonwealth Games. The Government
has taken a major step for the welfare of sportspersons. The current rate of pension
of medal winners in various international sports events has been doubled. 1178
sportspersons have been selected for the scholarship programme under the Khelo
India Talent Identification Development Scheme. The performance of India has
been outstanding in the Youth Olympic Game. Pt. Deen Dayal Upadhayay
National Welfare Fund for Sportspersons is being implemented for the erstwhile
outstanding sportspersons. Post-graduate diploma in other business management
courses along with business management in sports has already been started by the
Indian Institute of Management (IIM), Rohtak during the academic year 2018-19
after funding of the Institute by the Ministry. Sports is an integral part of the social
and cultural life of the country. There is shortage of basic amenities for
sportspersons in the Shivganj Teshil of Sirohi district. So, an indoor stadium
should be constructed here at the earliest. Today, there is a need to encourage rural
sports talents and to increase their inclination for sports.
SHRI RAHUL RAMESH SHEWALE: I come from Mumbai.
Maharashtra has produced many players in various sports mainly Cricket and
Athletics. But many of the Sports Associations of Maharashtra have not been
getting required Funds as per their demands. I request the Ministry of take up
initiatives to enroll the youth from the slum of Dharavi into programmes that
provide for free sports training along with stipends to those enrolled. I believe in
the idea that every district must have an individual Sports Complex for promoting
local talents and culture. We find that our sports women have been giving top
performances for the last few years in various sports on National as well as
International level sport events. In this respect, my submission is that promoting
female participation in sports should be made a priority for government.
SHRIMATI NAVNEET RAVI RANA: We have a very renowned sports
institution namely Hanuman Vayayam Prasarak Mandal in our district. Promising
players from different states visit our district and they are groomed there and they
rise up to national and international level players. Our State Government have put
forward certain demands to the Union Government. Some of demands includes:
demands of Synthetic tracks from Ratnagiri, demand of cycling track from Pune,
demand of Construction of Wrestling Centre from Dhulia and demand of Archery
Range from Amarawati. A meagre amount of Rs. 6 crore is required to meet these
demands. I also demand to provide Wrestling mat at every big taluka for the
youngster who are getting training there to become wrestlers. Maharani Laxmi
University of Physical Education has been set up in Gwalior and Manipur. I
request the government to set up a similar university in Maharashtra as well.
SHRI H. VASANTHAKUMAR: It is very unfortunate that we do not have
a policy for our youth even after 72 years of Independence. The youth of the
country should be engaged in national development activities and there should be
constant seminars, workshops to enlighten youth about the problems they are
facing in the society. Nowadays children are not at all engaged in physical
activities of any kind. Unless children have some physical exercises, their body
will not be a perfect condition. I suggest that sports should be made compulsory at
least upto school level and passing should also be made mandatory. There are
thousands of youngsters, who want to participate in the sports activities from my
constituency, but for want of coaching and training, they are unable to participate.
Therefore, I suggest that a Training Academy with a hostel facility may be set up
in my constituency under Khelo Scheme. People have forgotten the national game
of our country because of overfocussing on cricket. I request the government to
give adequate attention to other sports also. Kabaddi is played throughout India,
especially in rural areas and villages. But, unfortunately, this game has been never
given the attention it deserves.
SHRIMATI AGATHA K. SANGMA : The State of Meghalaya would be
hosting the 39th National games in 2022. The Government of Meghalaya has
proposed to conduct all 36 sporting disciplines and also two additional sporting
disciplines. This event is a very big event and is going to require many things like
proper training, putting in place proper systems and infrastructure. The total budget
that the State is proposing is Rs. 2199 crore and I would request our hon. Minister
for Sports and Youth Affairs, our hon. Prime Minister and our Finance Ministry to
look into the Budget and help us because we are a very small State.
SHRI RAHUL KASWAN: The Union Government has allocated a sum of
Rs. 2216 crores to the Ministry of Sports and Youth Affairs in the current financial
year, which is the highest in comparison to previous years. There is 11 percent
increase in the current year’s Budget compared to the last year. I request the
Government to kindly make additional provision under the scheme so that each
player of the country get proper resources. It is also need of the hour to incorporate
sports infrastructure development of the country. There is a lack of sports
infrastructure in Rajasthan, therefore, a provision should be made to construct a
stadium at every district level under the “Khelo India”scheme. I also request the
Government to establish a Sports Training Centre (STC) in Churu district of
Rajasthan. I further request the Government to kindly make the provision so that
local Member of Parliament has the power to elect his representative in each Youth
Club so that implementation and monitoring of all the schemes are undertaken at
village level.
SHRI NARANBHAI KACHHADIYA: Our Government has launched
Khelo India Programme Scheme with the objective of improving condition and
level of sports in the country. Government of India has merged Rajiv Gandhi Khel
Yojana, Urban Sports Infrastructure Scheme and Pratibha Khoj Yojana into 'Khelo
India' Scheme. The Government will provide training to sportspersons in the
country and Government of India has planned to spend Rs. 1756 crores on Khelo
India Scheme from 2017-18 to 2019-20. Talented youth are being provided
assistance under this scheme. Khelo India programme scheme has also included
All India level sports scholarship scheme under its ambit. Every year 1000 talented
players are being given scholarship under this scholarship Scheme. Every selected
athlete is being provided scholarship worth Rs. 5 lakhs every year and this
scholarship will continue to be provided continuously for 8 years. Khelo India
programme has helped in bringing out hidden talent in the country. Rural people
were not getting appropriate platform for showcasing their hidden talent. The
Government is planning to constitute National Sports Education Board in the
country to promote sports so that youth interested in making a career in Sports can
get some help. Our Government has launched National Youth Empowerment
Programme Scheme so that a better co-ordination can be established between other
Government schemes under the same. This scheme will help in getting better
results with available resources.
SHRI RAMDAS TADAS: Among the youth and students, interest in sports
is growing. The Government has launched ‘Khelo India’ Programme in order to
attract the youth towards sports and yoga. Indian style wrestling ‘mitti ki kushti’
has got a new identity again. I have been an Indian style wrestler since 1971 and I
am also winner of the title ‘Vidarbh Kesari’. Many important steps have to be
taken to promote sports. There are a large number of national level sportspersons
in Indian style ‘mitti ki kushti’, volleyball, kabaddi, kho-kho, football, carom in my
Lok Sabha Constituency Wardha, but the players have to face a lot of problems
due to the lack of playgrounds of international standards. Today, our country is
making progress in every field. Since last few years our sportspersons have
performed well at international level. We aim at winning maximum number of
medals in various events at international level and I have few suggestions
pertaining to this plan. There is a huge dearth of experienced trainers for imparting
training to the sportspersons in training centres of Sports Authority of India.
Adequate number of trainees should be recruited in these centres. The former
international players who were previously working in various Government
institutes under sports quota should be recruited under the recruitment drive in the
Sports Authority of India according to their eligibility and post as they possess the
experience of playing at international level as well as their exposure to training.
There are two educational sports institutes which provide training to the sports
trainers. Their courses have to be upgraded to international level. Physical
Education should be made compulsory at school and college level. Sports quota in
the Government departments have either been abolished or reduced. It should be
re-implemented and increased. It is important to provide modern sports equipments
in sports like shooting, cycling, archery etc.. There are a very few sports stadia in
the country. There is a need to construct multipurpose stadia. Each MP and MLA
of this country should adopt one or more sports in their respective constituencies
and should co-ordinate with the concerned State Association and National Sports
Federation in order to promote that specific sport. A national level sports policy
has to be formulated. The former international sportsperson should be given
maximum representation in order to end the victimization of sportspersons in
sports.
SHRI GAUTAM GAMBHIR : This is my maiden speech in the parliament
and I thank for giving me this opportunity. Sports build good habits, confidence,
discipline in citizens and make a strong nation. Under such a strong and dedicated
leadership of our Prime Minister, the nation should host Olympics 2032. We
should show better performance in Olympics 2032. Since year 1900, we have won
only 28 medals including 9 gold and in the year 1900 we stood 17th
and in the last
Olympics held in 2016 we stood 67th
. This government’s flagship programme
Khelo India is going to revive sports culture in our country. The government is
identifying and supporting potential medal prospects for 2020 and 2024 Olympics
games under Target Olympics Podium Scheme. The hosting Olympics will also
benefit the country otherwise. It will attract long term investments, create
infrastructure and promote tourism as well. The cities, hosting the Olympics
Games will usually have to invest in infrastructure and transport to cater for an
influx of tourists, add roads, build or enhance airports and construct rail lines to
accommodate the large influx of people. It will create the job opportunities and
additionally, thousands of sponsors, media, athletes and spectators typically visit a
host city bringing in additional revenues. It will create enthusiasm and excitement
for such an event. It will also provide short term economic benefits and India will
have an opportunity to prepare three cities – Guwahati, Mumbai and Delhi –
hosting Olympics as a world class sport destination. Therefore, India should try to
win hosting bid for big international sporting events like Olympic.
DR. RAJDEEP ROY : I appreciate the Government for providing grants
for sports in Budget, 2019. Nation is going through transformation in the fields of
sports and making great achievements. The government is going to provide good
coaches, infrastructure and financial help to sportsmen. Now a days, students are
opting for sports as they see a secure future and many patronages in this field.
Apart from cricket only, today the sports like Kabbadi, Atheletics, Football,
Badminton, Boxing, Wrestling, Archery, Hockey, Gymnastics, Tennis are in the
mainstream. The ‘KHELO INDIA’ scheme of the government has proved to be a
boon for the country and this scheme is going to give country sportsmen of
international level. The Government is going to attach more importance to football
also and our player may participate in Olympics football matches in future events.
Under visionary leadership of our Prime Minister sports culture in our country is
going to be transformed entirely. I urge for a Astro-Turf pitch for hockey in
Silchar.
SHRI P. RAVEENDRANATH KUMAR: Due to inadequate attention
combined with non-allocation of fund and necessary infrastructure the traditional
sports are not reached to a significant level. Therefore, I would like to request to
initiate steps to identify those traditional sports in rural areas and take necessary
action to develop them so as to take them to international level.
I would like to request the Government to allocate a separate Fund to the
State Governments and provide more cash incentive from National Sports Fund to
all the medal winners which would be a fruitful effort on the part of Central
Government to enhance sports talents across the country.
The State Government of Tamilnadu has sent several project proposals
seeking financial assistance under Khelo India Scheme amounting to Rs. 83.87
crores. I request the Central Government to sanction those project proposals with
adequate fund allocation . Tamilnadu physical education and Sports University
has submitted a proposal for setting up of Faculty of Sports Science to the
Central Government and the approval for the same is pending. I request you to
kindly expedite the approval as early as possible.
The employment opportunities in sports quota should be increased in Central
Government jobs. This will not only motivate youth to enter in sports but also
enable them to achieve highest accolade in all international sports events.
There is lack of sports facilities in my constituency, therefore, I request to
set up a world class stadium with all necessary sports facilities and coaches in my
constituency.
SHRI VISHNU DATT SHARMA: Today's India is a country of the youth.
65 percent of the country's population is below the age of 35 years whereas the
youth upto the age of 25 years constitute 50 percent of the total population and
they represent a category of people who are full of great zeal and are dynamic.
The average age of India's population would be only 28 years by 2020 and this
demographic gain is a golden opportunity.
Under the leadership of Hon'ble Prime Minister, there has been a vast
change in thinking of the country's youth and they are shaping up a new picture of
India.
Therefore, a lot is needed to be done with regard to the youth affairs. Today
the NYKS needs to be restructured. The objectives of this organization are noble.
We have to take this organization forward based on the ideal principles of Swami
Vivekananda and resultantly the country's youth is sure to move forward. The
NSS is playing a vital role in personality development among the youth and is
inculcating a sense of patriotism in them. A large number of the youths take part
in the Republic Day Parade through the NCC/NSS. There should be a planning
for their being the role models in the rural development. In this budget a better
alternative has been provided for the bright future of the youth. The Government
has given much focus on the start-up.
In this Budget, the announcement to constitute the National Sports
Education Board along with encouragement and awards to the sportspersons is a
historic step. Along with the expansion of its key sports scheme, namely, "Khelo
India", the Government has announced constitution of a National Sports Education
Board in the budget. Besides, programmes should be there to focus on rural young
talents. Sports should be promoted in schools. The establishment of centers of the
Sports Authority of India (SAI) should not be confined to cities only, rather its
centers and sub-centers be set up in rural areas also.
Sports is a state subject, but the youth development is neither covered under
state list nor under concurrent list. So the youth development must be covered
under the concurrent lit.
SUSHRI S. JOTHIMANI: The Ministry of Youth Affairs and Sports has
been allocated Rs. 2,216 crore in 2019-20. However, there has been no increase in
the assistance to National Sports Federation & Rashtriya Yuva Sashaktikaran
Karyakaram in 2019-20. There is actually a 5% decrease in the funds allocated to
the Nehru Yuva Kendra Sangathan, which is a grassroots level youth organization.
The focus on building a sports culture is a welcome step but proper and
effective implementation needs to be ensured. The Standing Committee on Human
Resource Development observed that the speed of expenditure of the Department
of Youth Affairs was slow and the funds should be spent in a time bound manner.
The committee has also recommended adequate representation of sportspersons
and other sports experts in the organization and governing bodies.
There is a lack of coordination between the NSF’s and the SAI, as well as
the states and other related ministries. The Ministry should prepare a roadmap of
measures to ensure the independence of the National Sports Federation.
I request the Ministry to release funds for the creation of a Multi facility
integrated sports complex to be established in Karur. There is a dearth of
playground in the country. Besides, the Government must establish a Youth
Development centre to promote employment opportunities and to create efficient
entrepreneurs in India.
SHRIMATI HEMA MALINI: I would like to say something about sports
here. The enthusiasm of a sportsperson gets doubled when the Hon. Prime Minister
of his country meets and encourages him.
Today Rs. 1756 crore rupees have been sanctioned for Khelo India scheme
which proves that Government is committed to encourage sports. In 2018 and 2019
Khelo India Yuva Khel was organized in Delhi and Pune respectively. The people
in my Parliamentary Constituency, Mathura wish to thank the hon. Prime Minister
and the hon. Sports Minister for promoting Sports.
A number of girls and boys have interest in sports. There is a need to setup
mini stadiums in small cities as well as in villages. There is a need to promote
traditional games like Wrestling and Kabbaddi. I demand to set up mini stadiums
in 10 blocks in Mathura which may have sportspersons, games and means. This
will fulfill the dream of Khelo India and New India.
Apart from this I would like to draw the attention of all of you towards a
very serious issue. Having disappointed by failure today a number of children and
youth adopt wrong path. According to a study conducted by AIIMS in 2018 drug
addiction is at an alarming stage in 127 districts. In order to pull the drug addicted
children through the hell of drug addiction and in order to make them the leader of
the future of the country initially they should be engaged in sports. In addition to
this, the country has got freedom from poverty, price-rise, unemployment,
terrorism and Naxalism and has improved the stature of the country in the world.
ADV. DEAN KURIAKOSE: We are striving to make a trillion dollar
economy and this cannot be accomplished at all without the effective participation
of the youth population of the country. Hence, we have to deliberate upon what we
are going to prepare for our younger generation and how we are going to include
them in the process of nation building. There must be well planned schemes for
the advancement of their scientific temperament, modern skill, arts, sports and
cultural activities. Unfortunately, our country is facing large scale of
unemployment. Ministry of Youth Affairs can productively influence the policy
making process of other Ministries for enhancing job opportunities. There is a
perception that today's youth are self centered. This perception was proven wrong
during the flood crisis in Kerala. Large numbers of young people had collectively
participated in the rescue and rehabilitation process in those days. All the
organisations working under youth affairs ministry like Nehru Yuva Kendra, Rajiv
Gandhi National Institute for Youth development, NSS, National etc. should
conduct youth welfare activities like youth festivals, etc. working with the
objective of providing rural youth avenues to take part in the process of nation
building. Even though the State is organising Keralotsavam , the Government of
India is not guiding the National Youth Festival for the last two years. The steps
require to be carried out to conduct a National Youth Festival on a yearly
basis. Even though talent identification was a main object declared under “Khelo
India" there has not been the proper talent identification so far. There can be
unique identification numbers for each athlete and sportsman. Instead of looking
for foreign coaches every time we have to promote coaches from our
country. Despite having number of training centers, we don't have any high
altitutde training centers. I would request to establish such a high altitude coaching
center in Munnar in my constituency under Khelo India project or with the help of
fund allocation from NSDF. It can be gradually developed as a sports
university. In national athletic meet, college and school meets, Kerala has won the
highest position consistently for the last two decades. The youths from Kerala
state should get deserving support form Centre.
SHRIMATI RANJEETA KOLI: There are lots of opportunities in the
sports arena in India. It gives us a lot of pleasure when players belonging to our
country get medals in National Games, Olympics and Asian Games which
ultimately make us proud. Lots of provisions have been made in the Budget for
their welfare which is a positive outlook and I welcome it. I also welcome the
thinking of honourable Minister wherein he had stated that he will look into our
traditional sports along with the National Games, Olympics and Asian Games.
Most of our countrymen live in villages but lack of infrastructures at village level
and lackadaisical approach of erstwhile governments, their talents could not be
protected.
It is true that our aim should be to win medals in Olympic but it is also
necessary to appoint trained coaches for the development of traditional sports at
village level. Bharatpur District is known for wrestling. There are more than
hundred wrestling arena in operation in Bharatpur district but due to lack of
government assistance they are unable to get latest training. I therefore request the
honourable Minister to establish a sports academy of national importance in
Bharatpur.
SHRI NARENDRA KUMAR: Jhunjhunu is the land of Martyrs and the
soldiers of Jhunjhunu are serving in each and every part of the country. Besides,
the players of Jhunjhunu have proved their sports skills not only within Rajasthan
but also in the Country. Majority of trainers in all the Sports Universities are from
Jhunjhunu. Here, there is a passion and enthusiasm for sports. Therefore, keeping
in view of the feelings of players, parents, soldiers, employees and businessmen, it
is requested to open a National Sports University and also a Kabaddi Academy at
Jhunjhunu (Rajasthan), so that the country would bag more medals.
SHRI JAMYANG TSERING NAMGYAL : I request to recognise Ice
Hockey as National Sport in India, early completion of ongoing construction of
sport stadium in Ladakh and to open Ice Hockey Authority of India in Ladakh.
SHRI C. P. JOSHI: In this election, the people of the country have given
clear mandate. Now, the government is motivated by the slogan 'Sabka Sath, Sabka
Vikas aur Sabka Vishwas' to fulfill the basic needs of the people of the country.
National Service Scheme (NSS) is a Central Scheme. Its sole objective is to
provide experience to young students in extending community service. Nehru Yuva
Kendra Sangathan's objective is to engage the rural youth in the national building
activities. About three fourth of the India's population belongs to villagers. So, the
whole nation's actual development depends upon their development and progress.
The budget for Ministry of Youth Affairs and Sports for the year 2019-20 is 11
percent more as compared to resived estimates for the year 2018-19. The
maximum allocation under it has been made to Khelo India Programme National
Sports Association and National Sports Authority. Under the department of Youth
Affairs, Nehru Yuva endra Sangathan and National Youth Empowerment have got
the highest allocation. Along with it National Sports Education Board will be
established. Results of the efforts made be the government through Khelo India
shall be visible in the future. The mentality of the people towards sports has
changed since this government came to power. Based on the hard work of the
youth of the country and the resources they are getting, we hope that the country
will get a good number of medals in the next Olympics.
There are also many programs organized for sports in my constituency.
When this type of event is organized in a small town, the complete atmosphere
changes. I request the Minister, a permanent vyayaam shala should be constructed
for wrestling in Chittorgarh of my parliamentary constituency. There is also a need
to construct Multipurpose indoor stadium at Chittodgarh District headquarters.
Being a youth, I would like to attract the attention of the government
towards some of the problems of the youth. Today most of the youth of the country
are getting trapped in the addiction and drugs. Because of this, they suffer
economic losses along with physical losses also moral values are eroded.
Therefore, I request that some serious steps should be taken in this regard so that
the youth do not stray from their goals. This government has been working to
encourage the youth to move forward, started the Mudra scheme, Startup India and
new innovations for them.
DR. S. T. HASAN : I demand a stadium of International standard, a
Shooting Range of International standard and a Hockey ground with standard
synthetic covering (Astroturf) at Moradabad from the Minister.
SHRIMATI RAMYA HARIDAS : I represent a state having vibrant and
energetic sportpersons. Sports have to be developed with scientific approach
conducting a survey to assess the skill, efficacy and intellectual capacity amongst
youths. We have to ensure to give nutritional food to the youngsters to make them
fit for sports under sport nutritional scheme. Job security for sportpersons should
be ensured and their quota should be raised. CSR funds for sports should be
increased and utilize completely. Cultural related sports of my state should be
promoted and games like Kalappootu should be continue and the same is not
harmful to animal. Unemployment is the main problem of youth. We are
producing 15 lac engineer every year but no job opportunities are being created.
MSME scheme is the only hope for the youth for getting job and opportunities
Minister should start some courses in university based on MSME scheme and
direction should be given to nationalized banks to disburse the loan to youths under
said scheme. Youth are being neglected in NDA Government. No special
programme and projects are being run for the development of youths. I request the
Government to give proper attention toward pathetic condition of youths.
DR. SATYAPAL SINGH : My constituency Baghpat is part of NCR and
contributes a lot to national and international sports arena. About 50% shooting
boys/girls in India come from Baghpat. Baghpat has contributed in Archery,
Wrestling, Basketball, Volleyball and Athletics. But Baghpat lacks infrastructural
facilities. Therefore, I demand a National level Sports Institute in Baghpat. My
request would be to kindly motivate and ask the UP-State officials to submit a
proposal for National level institute. Hon’ble Sports Minster may also consider
about such facilities which can be given directly.
DR. UMESH G. JADHAV : Speaker, Sir, it has been my dream to see
India develop as a multi-sports nation. But Speaker, Sir, we are lack of sports
centre, with the importance and benefits of sports education in Kalaburagi highly
felt, the best sports college in Kalaburagi is in a great demand. Also, candidates
with physical education course in Kalaburagi can find Government/private jobs as
well. This will help them to get into their dream job through sports quota.
Therefore, Speaker, Sir, I would like to urge the Hon’ble Minister to start a
National Level Sports College in Kalaburagi for the benefit of the people of
Hyderabad Karnataka Region. Along with that it is dire need for the construction
of 300 Bedded Residential Hostel for Boys and Girls Separately. As it’s highly
required to organize the state level and national level competition in Kalaburagi. I
would like to state that the current facilities for sports in my Constituency is not up
to standard mark where we can think of fulfilling the dream of “Khelo India”.
Kalaburagi District Stadium has to be upgraded with as follows to strengthen the
sports culture in my Parliamentary Constituency. Construction of International
Standard Hockey Turf Court, Football Court, Cricket Court, Multipurpose Indoor
Games Hall, Skating Court and Public Gallery for this court.
DR. SUBHASH RAMRAO BHAMRE : India is a young nation. Two-
thirds of the country’s population is under 35 years of age. The youth of our
country is our strength and they will shape the future of our country. The Prime
Minister has worked for development and welfare of the youth. The Government
of India has made significant investment on programmes for the youth, through
various schemes/programme. Over the years, India has grown its stature in the
field of sports. The budget presented by Nirmala Sitharamanji has made various
provisions for the Ministry of Youth Affairs and Sports. The allocation of the
Ministry raised from last year’s Rs.2002.72 to Rs.2216.92 crore. The allocation to
the Sports Authority of India has increased by Rs.55 crore to Rs.450 crore. The
incentive fund for the sportspersons was also raised from Rs.63 crore to Rs.89
crore. The overall allocation for encouragement and awards to sportsperson was
increased by Rs.94.07 crore. The Government is committed to expand Khelo India
Scheme and provide all necessary financial support. To popularize sports at all
levels, a National Sports Education Board for development of sportspersons will be
set up under Khelo India Scheme.
DR. BHARATI PRAVIN PAWAR : India has the history of playing
different sports. Different games are played in different parts of the country.
Sports have unique importance. The Prime Minister has attracted the youth
towards sports by giving the call of ‘Khelo India’ to promote sports. The Indian
youth have excelled in the field for sports. Today, India has specific place in the
arena of sports. The contribution of women in the field of sports is also increasing.
In this year’s budget consideration increase has been made in the budget allocation.
There are numerous sports persons in the rural areas of Nasik district who need
guidance. In my constituency Dindori a synthetic sports track is needed. I demand
that a synthetic sports track should be provided there. There is a demand from the
youth of my constituency to construct a stadium there and provide sports goods in
that area.
SHRI KHAGEN MURMU: Our Government has launched several welfare
schemes and programmes for the development of sports. With the launch of
schemes by the Government talented sportsperson are being explored and they are
bringing glory to the nation. The Government has launched Panchayat Yuva
Kreeda Kehl Abhiyan (PYKKA). The Government is organizing Khelo India
School Game to promote sportspersons at school level. The Government has
honoured sportspersons and provided incentives to them by implementing various
welfare schemes. The Government organizes various types of competition with
providing basic infrastructure to promote sports. All Schemes have been
formulated in view of it. Ministry of Youth Affairs and Sports has guided young
generation in effective manner with the help of various organizations and policies
which includes hostel facility and financial assistance. There is an urgent need to
organise sports activities and promote sportspersons in my constituency. There is
an urgent need to provide sports complex and resources related to sports in
Habibpur Block, Baman Gola Block, Old Malda, Ratua 1 and 2 Block,
Harishchadrapur Block, Gajole Block etc., of my constituency. A trained coach is
also required for young sportspersons in my constituency.
SHRI DUSHYANT SINGH: Our country is full of young and energetic
citizens. But sir, even after being such a young country, India stands 67th in Rio
Olympics in Medals Tally. This seems to be a very serious problem. We should
ensure that every youth in this country gets sufficient amount of facilities for
his/her development. Ministry of Sports and Youth Affairs, has a very important
responsibility to ensure optimal allocation of resources. Therefore, Ministry
should be funded sufficiently. The total allocation to the concerned Ministry has
been increased by 11% and a major portion of this amount will be allocated to
Khelo India Scheme. Many issues in the sector of sports and youth affairs need to
be addressed. The budget of Rs. 2216 crore is not sufficient for youths of our
country population of 120-130 crores. We will have to collectively work towards
exploring more ways to increase allocation for the youth.
SHRI PARBHUBHAI NAGARBHAI VASAVA: Under the leadership of
this Government the youth is bringing fame to the country. Our country has won
medal in Olympic games. Kumari Sarita Gaikwad has won gold medal in Asiad
Olympic. Many schemes and programmes have been launched for youth during
last five years. The Government will fulfill aspirations of the youth. ‘Khelo India
Programme’ is good for health. The Government is committed for extension of the
programme and also for providing financial assistance. National Sports Board
should be established and sports complex should be developed in South Gujarat.
SHRI TIRATH SINGH RAWAT: The Government of India has taken a
step for extension of Khelo India Programme. A National Sports Academy Board
has been constituted. It has been said to make available maximum funds for sports
development. Its aim is to search new talents. Many provisions have been made for
better future of the youth. An amount of Rs. 2216.92 crore has been allocated for
Khelo India and the funds have been increased in interim budget. Politics has no
place in sports. Sports create patriotism and increase brotherhood. A sports stadium
should be constructed in my constituency.
SHRI JAGDAMBIKA PAL: Today, largest number of youths of world
live in India. Therefore, government of India is paying more attention on sports
and youth affairs. Concerned Ministry is committed to promote sports and youth
related programme. The Government has decided to strengthen basic infrastructure
and to boost up capacity building of sportspersons. Sixty five percent population of
the country is below 35 years of age and most of them are between 15 to 19 years
age group whose potentiality can be increased. My Government has allocated Rs.
2216 crore which is 11% higher than earlier allocation.
SHRI BIDYUT BARAN MAHATO: Our government has started Khelo
India Programme to improve the standard of sports in the country. Under this
scheme government will provide training to sportspersons in the country. The main
objective of this scheme is to encourage talented athletes, sportspersons to march
ahead without being hampered by the educational and economic problems. 1000
sportspersons are being provided scholarship under Khelo India scheme. Each
athlete selected under this scheme are being provided scholarship of Rs. 5 lakh
each year. And this scholarship will be given to them continuously for 8 years. Our
government has launched Rashtriya Yuva Sashaktikaran Karyakram (RYSK
Scheme) to develop the personality of and leadership qualities in youths so that a
better coordination can be struck under it among other government schemes.

welfare of our country. Therefore, it is necessary that the Government should pay
extra attention to their welfare. I urge upon the Union Government to de-addict our * Original in Tamil.
youth from the ill-effects of drugs. The Parliamentary Standing Committee on
Human Resoruces Development has stated that non-Sportspersons are dominating
the field of sports. Intervention of political leaders in the field of sports should be
avoided, besides commercialization of sporting activity. Union Government should
declare Hockey as National Sports once again. Moreover, traditional sports like
Kabaddi should be given importance.
SHRI VISHNU DAYAL RAM: The Budget 2019-20 provides for Rs.
2216.92 crore to the Ministry of Youth Affairs and Sports. This signifies a 10.7%
increase in the allocation over the Revised estimates of 2018-19. The quantum of
funds released to Sports Authorities in States/UT during the last few years has
increased exponentially and the figure stood at Rs. 56,39,71,000 during 2018-19.
The allocation to the Department of Sports is primarily taken up by Khelo India,
Sports Authority of India, and Assistance to National Sports Federations. The
sports ecosystem in Jharkhand is in nascent stages as the infrastructure required to
further the skills of the youth is not present. If the government takes up
infrastructure projects for stadiums and other facilities under its revamped Khelo
India mission, it would create a substantial impact on the representation of youth
from Jharkhand on both national and international sporting platforms. Given that
the sports, especially those that require expensive equipment, are inaccessible to
youth from underprivileged background, it would serve well for the government to
increase its efforts on outlay towards promoting more marginalized communities’
youth in these sports. The Ministry may also undertake construction of Integrated
Sports Complexes in rural block especially in East Singhbhum and West
Singhbhum districts, Sahebganj, Pakur, Godda and Dumka districts of Jharkhand.
DR. KIRIT P. SOLANKI: India is blessed with a large number of youth. It
is important to nourish them by providing them the best of opportunities so that
they could achieve to their fullest potential. It is commendable that the allocation
for the Ministry for Youth Affairs and Sports has been increased by 11% in this
budget and the allocation for Sports Authority of India (SAI) has been increased
from Rs. 395 crore to Rs. 450 crore. This will help in training world class level
sportspersons from our country. The Rashtriya Yuva Sashaktikaran Karyakram
scheme has received Rs. 138 crore for this fiscal. I would urge the government to
give preference to the youth from backward communities like Scheduled Castes
and Scheduled Tribes under this scheme.
SHRI AJAY BHATT: Today an opportunity is being provided to youth of
the country to display their talent through Khelo India Scheme. Today more than
18 schemes have been formulated for youth so as to provide opportunity to them to
choose the career of their choice. Hundreds of talented children are being nurtured
as future players through Khelo India Scheme. Lakhs of youth are taking up sports
as a career thanks to the sports policy of Modi ji. National Games will be held in
Uttarakhand in the year 2021. Through you, I urge upon the Government to
instruct the Sports Authority of India (SAI) to extend their cooperation for
organizing 38th
National Games to be held in Uttarakhand in the year 2021 so that
the Government of Uttarakhand receive timely financial assistance from SAI as per
rules.
SHRI ASIT KUMAR MAL: Some of the players who achieve National
Level or International Level are financially weak. They cannot avail nutritious
food and proper coaching and their equipments for want of money. I earnestly
request the government to satisfy their demand for food, coaching, equipments of
playing and service.
SHRI AJAY TAMTA: In order to popularize sports at all levels,
announcement of setting up a "National Sports Education Board" under "Khelo
India" in the Budget has given an excellent opportunity to talented players. Many
sports talents in Uttarakhand, my new state, continue to make the country and state
proud at national and international level. At the same time, due to the major issue
of unemployment, talented youths are forced to migrate from there in search of
employment. Efforts are required to stop their migration. There is abundance of
possibilities for sports like mountaineering, river rafting, skiing, camping etc. in
Uttarakhand. We need to work in this field in collaboration with the Ministry of
Tourism. Uttarakhand has been given the opportunity to host 38th National Games
in 2021-22. There is a need for provision of funds in the Budget for building
adequate basic infrastructure. I request that the instructors of the Sports Authority
of India should be appointed in Uttarakhand too. Uttarakhand should be given the
opportunity to host "National Youth Festival", a Youth Day program on January
12. The number of volunteers of National Service Scheme should be increased in
the State. Basic infrastructure should be developed by scheduling a tour of officials
of the Sports Authority of India in the international level sports stadiums
constructed in Ransi in Pauri, Haldwani and Dehradun in Uttarakhand. Under
"Khelo India", sports stadium should be constructed in each district.
SHRIMATI POONAMBEN HEMATBHAI MAADAM: The Sports and
Youth Affairs Ministry had got a substantial raise of Rs. 214.2 crore. The Khelo
India Scheme had created awareness of sports as an integral part of wellness
throughout the country. National Sports Education Board for Development of
Sportspersons would be set up under Khelo India Scheme. Today the world is
taking renewed interest in Yoga. Yoga is being seen as a means of fitness and
wellness. Games like Kabaddi became a part of international competitions. We
have to ensure that other local indigenous sports from various corners of the
country are promoted. On this note, I would like to talk about my constituency
Jamnagar in Gujarat. I demand that a sports complex with modern facilities be
allotted to my constituency in a prime location. This will help not only the district
of Jamnagar but also inflow of population from across Gujarat and other parts of
India. A strong sporting culture can help the growth of a sporting economy. The
growth and development of the Indian sport industry is creating opportunities for
management professionals. It has the potential to overtake IT and related industries
before 2020. Only playgrounds and stadiums should be utilized to the maximum.
An arduous training schedule right from childhood, financial incentives and
national policy plays a huge role in shaping a successful athlete. Sports is not only
a means for self development but helps in contributing to the cause of nation
building. Sport is said to be closely linked with the human development of a
society.
SADHVI PRAGYA SINGH THAKUR: There is abundant human
resource in India in terms of production and development. The Government is
constantly taking steps in a planned manner that our economy may be capable to
manage this huge workforce and there will not be any lack of required education,
health and skill in youths by which their productivity and serviceability towards
the interest of the nation can be ensured. Skill India, scholarships and other welfare
scheme in the field of education for youths have infused hope and interest into
them. I hope that our players will get the benefit of world-class facilities through
which their talent can be polished and nurtured. The Ministry has recognized three
National Sports Federations to promote sports among persons with disabilities. To
increase 94.07 crores in the proposed incentive or honorarium for the players is a
beneficial decision. In the last few years, the emergence of women players in the
sports world shows the changing scenario. It is a matter of pride that women
players are moving forward in various sports. Our youth will emerge as a national
power in the world in all other fields including sports. Doping in sports is
becoming a crisis. My suggestion is that a panel of advocates for legal assistance
to financially backward players may be constituted in the national anti-doping
panel which can help the players free of cost. The internal quarrels of sports
federations cause loss to the players. My suggestion is that a Sports Regulatory
Board may be constituted under which free election of the federation can be
conducted and Dispute Resolution Tribunal may be constituted for the unbiased
redressal of disputes of sports federations and the grievances of the players in a
stipulated time limit. Fund may be allocated in the budget for community
coaching development scheme. Importance may be given to popularize schemes
like Khelo India through various mediums. 30 crores has been allocated to increase
the sports facilities in Jammu and Kashmir, which will fulfill the objective of
restoring peace by bringing the youths from the shadow of extremism and
terrorism into the main stream of the country. The provision of 450 crores in the
budget for Sports Authority of India is a commendable step. Increasing the
incentive amount for the players three to four times as compared to the last year
will be helpful in encouraging the youth of the country to pursue sports.

AFFAIRS AND SPORTS AND THE MINISTER OF STATE IN THE
MINISTRY OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) replying said:
Today, many MPs gave very good suggestions, asked many questions and also
made a few demands. As we have limited time, I will not be able to answer all the
questions. But, I will send written reply to all the Members of Parliament. We
receive demands from the MPs regarding setting up of stadiums and developing
infrastructure in their constituencies. I would like to say in this regard that sports
is the subject of state list under our Constitution. The Union Government provides
all possible assistance to compensate the State Governments for the work they
have done under Viability Gap Funding. I am going to hold a meeting with the
leadership of corporate world as soon as the Budget Session is over. We will talk
to them for providing adequate money to our players. We are inspired by the
thoughts of the hon. Prime Minister and working under his leadership. At the time
of launching of ‘Khelo India’ many people had thought it as other Government
schemes which do not become more successful. People had expressed their
concern in this regard, but today we have identified more than four thousand
talented players under ‘Khelo India’ and we are imparting training to them at
international level. We have taken some small decisions, but I think their impact
will be huge. We have issued instructions regarding cleanliness of all the sports
facilities under Swachh Bharat Abhiyan. Players will be provided with nutritious
food as advised by their coaches or experts. Regarding the centres of Sports
Authority of India, we have launched a campaign to personally monitor each centre
to make them functioning properly. We have doubled the pension amount of the
international players who win medal for the country in Olympics, World
championship, Asian Games or commonwealth Games. We have decided to make
India House for Tokyo Olympics, 2020 next year. We will make Indian food
available for the players who will participate in Tokyo Olympics, 2020 as per their
interest. We have many organizations which run programmes to encourage the
youth among which Nehru Yuva Kendra is the largest one. We will impart special
training to all the youth associated with Nehru Yuva Kendra Sangathan and
National Service Scheme (NSS). I will take all the suggestions given by the hon.
MPs positively and use them in better way by applying them in the next
programme.
