Re: Tension on Indo-China border.
THE MINISTER OF DEFENCE (SHRI RAJ NATH SINGH)
responding to the issue raised by an hon. Member, said: I failed to understand the
reasons why the hon. Member raised this issue in the House. I would like to say
that the entire nation should remain assured about the security of the borders of the
country. Mostly there has been peace and tranquility prevailing on the Indo-China
border. But sometimes untoward situations have been arising over there at local
level due to the differences of perception about the Line of Actual Control. This is
a fact which cannot be denied. Such a situation has been prevailing over there
since 1962. The absence of the commonly delineated Actual Line of Control has
been the main reason for the emergence of such a situation between India and
China. There are a slew of mechanisms between India and China such as Border

Personnel Meetings between local commanders, flag meeting and hotline to stave
off situations like incursions, transgressions, and face off etc. Besides, special
representative talks are also held at the diplomatic level, generally at the NSA level
in order to sort out the long term issues. Moreover, there is a Working Mechanism
for the Consultation and Coordination also under which parleys are also held at the
Joint Secretary level and this continues to go on usually at the interval of six
months. An informal summit was held between the top leaders of India and China
in the Wuhan city in April, 2018. The entire country is aware of this summit
which was held between our Prime Minister and the President of China. Special
emphasis was given in this summit on maintaining peace and tranquility on the
Indo-China border. Both the leaders issued strategic guidance to their respective
armed forces after the summit, so that a conducive atmosphere may be created for
a better dialogue and mutual trust on the borders of both the countries and better
management of border affairs could be made possible. The Government of India is
fully conscious of the security requirements of the country. I would like to assure
the House that we review the security situation from time to time and take
appropriate decisions. Moreover, roads, tunnels, railway lines and air fields are
also being developed along the Indo-China Borders in order to ensure the integrity
and security of the country. The Government has give its clarification on the
Doklam issue and I would not like to say anything further on this issue. The
existing agreements are being respected by both India and China, so that peace and
tranquility could be maintained on the border.

UNION BUDGET -2019-2020
DEMANDS FOR GRANTS-2019-2020
Ministry of Rural Development and Ministry of Agriculture and
Farmers Welfare- Contd.
SHRI KODIKUNNIL SURESH: The Kuttanad package as of now is
stopped by the Central Government. I urge the Government to reimplement
Kuttanad package. The renovation and reconstruction of AC canal is necessary. I
seek funds from the Government for the purpose. I seek necessary funds for
renovation and redevelopment of Thanneermukkom bund. I demand that the
Government allocate funds for the strengthening of bunds in both upper Kuttanad
and lower Kuttanad region. I demand the Union Government to increase the MSP
for paddy. I urge the Government to establish a Kuttanad agricultural development
authority that will function as an advanced research centre engaged in production
of high yield rice varieties, technologies in sustainable farming, and evolving new
specialized methods for enhancing yield. I would also urge the Government to
allocate funds for upgrading following centres:- The rice research station
Mankombu, Alappuzha District Kerala, Krishi Vigyan Kendra under Kerala
Agricultural University Kottarakkara and Central hatchery chengannur, funds for
setting up ‘National Paddy Board’.
SHRI P. RAVEENDRANATH KUMAR: The total amount of grants is
Rs. 4610 crore which is pending with the Central Government for the State of
Tamil Nadu. I request to release the pending grants. I urge upon the Central
Government to release the funds for implementing the following schemes in Tamil
Nadu. Rs. 9800 crore for National Horticulture Mission for year 2019-20, Rs. 16
crore for National Bamboo Mission for year 2016-17 and 2017-18 respectively, Rs.
5903 crore for nodal approval for National Mission for Sustainable Agriculture
Scheme for the year 2019-20, Rs. 60 crore for strengthening the various wings of
Department of Seed Certification and Department of Organic Certification. I
request to devise a policy enabling to incentivise the farmers for adopting efficient
ways of water usage in cultivation. I request for effective coordination between
agriculture sector and MGNREGA. In my Theni Constituency, a lot of crops-
mango, grapes, coconut etc. are grown. So, I request the Government to set up an
agriculture products market in my constituency.
DR. BHARTIBEN DHIRUBHAI SHYAL: Our Government have directly
connected the farmers with banks, sidelining middlemen, so that farmers get cent
percent benefit of central schemes. Today, food and other material is easily
available. Attention has been paid to rural development. Women’s respect has
been increased by providing toilets and free gas connection. Neat and clean fuel
has been given. Free electricity connection are being given in villages. Small
population of villages are also being connected by roads.
SHRI BHALUBHAI DHANORKAR ALIAS SURESH NARAYAN:
The condition of farmers in Maharashtra is very pathetic. Distressed farmers are
compelled to commit suicide. No allotment has been made since 2017-18 to
provide diesel subsidy for drought affected and rain deficit areas. Around 500
crore of rupees have been deducted in comparison to 2018-19 under ‘Drop More
Crop Scheme’ of Pradhan Mantri Krishi Sinchai Yojana. The Government has
also deducted fund in the Budget for Integrated Watershed Management
Programme framed for conservation of water and redressal of drought problem.
Huge deduction has also been made in the Budget of ‘Har Khet Ko Pani’, under
other part of Pradhan Mantri Krishi Sinchai Yojana. The insurance companies
have got more benefits in comparison to farmers under ‘ Prime Minister Crop
Insurance’ Scheme. 21.29 lakh farmers got first installment in Maharashtra under
Prime Minister Kisan Samman Nidhi Yojana but the number of beneficiaries has
reduced to 15.02 lakh in second installment. This time special emphasis is being
given on Zero Budget farming but Budget is only of 2 crore of rupees. The Budget
of Paramparagat Krishi Vikas Yojana has increased from 300 crore rupees to only
325 crore of rupees, whereas, subsidy allocation for chemical fertilizers has been
increased to 9900 crores of rupees. Adequate irrigation facilities and proper cost
of produces should be given to curb the suicides being committed by farmers. I
will spend all my salaries on welfare of farmers and I urge upon the Government
that additional grants should be given to such Members so that more farmers could
be benefitted.
DR. SUBHASH RAMRAO BHAMRE: In this Budget, the Government
aims to invest widely in agriculture infrastructure and allied areas, and has also
sought support from private entrepreneurship for value addition in farm sector.
PM has rightly said that, “ We are now looking at farmers as exporters. There is
tremendous potential for our farmers to grow exponentially.” For fisherman
Pradhan Mantri Matsya Sampada Yojana has been announced. The Government
has allocated Rs. 805 crore to Pradhan Mantri Matsya Sampada Yojana (PMMSY).
The Finance Minister said the Government will go back to the basics on one count:
zero budget natural farming (ZBNF). The Government will ensure that farmers
benefit from the electronic national agricultural market, or e-NAM. At present, the
primary challenge before our Government is to keep up to its target of doubling
farmer incomes by 2022 and in this Budget, a number of important steps have been
taken in this direction. As far as the rural development is concerned, the total
allocation for rural development has been increased from Rs. 1,35,109 crore in
2018-19 to 1,40,762 crore this fiscal. To give a push to rural infrastructure, Budget
2019-20 proposes to make 1.25 lakh km of roads under Pradhan Mantri Gram
Sadak Yojana under Phase III. The Budget also proposes to build 1.95 crore
houses under Pradhan Mantri Awas Yojana in rural areas. Every single rural
family will have electricity and LPG connection by 2022. Under the Scheme of
Fund for Upgradation and Regeneration of Traditional Industries, 100 new clusters
will be set up in 2019-20. All rural households will be provided with piped water
supply by 2024 under the Jal Jeevan Mission. The allocation to the National Rural
Drinking Water Mission has been increased by 81.8% over the revised estimate of
2018-19. Swacch Bharat Mission will be expanded to undertake solid waste
management in every village. Allocation to National Livelihood Mission has also
been increased by Rs. 3,481 crore (55.3%) over the revised estimates of 2018-19.
Our Hon. PM rightly said, this Budget is for a ‘New India’.
SHRI JANARDAN SINGH SIGRIWAL : I would like to draw attention
of the Government towards problems of my Lok Sabha Constituency,
Maharajganj, Bihar: to conduct high level investigation regarding the roads
constructed under PMGSY; stern action should be taken against the persons
responsible for construction of inferior quality of roads; to construct the roads
under PMGSY which have not been constructed so far; to establish cold storages in
all blocks to store fruits and vegetables produced by farmers; to give special
emphasis on the quality of work being executed under MGNREGA, to conduct
high level of investigation regarding works executed under this scheme at Jalalpur
block in my Lok Sabha Constituency; to give special emphasis on the quality of
houses being constructed under Pradhan Mantri Aawas Yojana; to give special
attention to the irregularities being committed regarding benefit being given to
farmers under the Prime Minister Crop Insurance Scheme; to initiate legal action
against persons found guilty in the scheme by constituting high level committee
comprising banks, blocks and brokers; and to set up stationery soil testing
laboratory in all blocks of my parliamentary constituency.
SHRI G.M. SIDDESHWARA: Hon. Prime Minister Shri Narendra Modi
ji introduced various pro-farmer schemes like- Neem-coated urea, soil health card
and Pradhan Mantri Krishi Sinchai Yojana but the responsibility of implementation
of schemes is lying on the officials of the Departments. PMFBY is not effectively
implemented in my District. Farmers are deprived of the benefits of the PMFBY
in my Davanagere Lok Sabha Constituency. Under these circumstances, how can
farmers come forward to continue with the insurance scheme by paying the
premium? Another point, I would like to mention that while preparing the list of
crop loss at the Gram Panchayat level, the officials concerned are not conducting
the survey in an appropriate manner. The wrong entries are made by them. It is
due to such irregularities, poor farmers are deprived of their due benefits under the
Insurance Scheme. Union Government should issue necessary directions to the
State Governments to ensure proper implementation of the Pradhan Mantri Fasal
Bima Yojana.
SHRI SUNIL KUMAR SINGH: The NDA government is working with
commitment to double the income of farmers by 2022. Under the Pradhan Mantri
Fasal Bima Yojana, an amount of Rs.14000 has been given in the Budget. Under
this scheme, 28% of the area and 27% of the farmers are covered. The annual
Assistance of Rs 6000 will be given to all peasant families across the country. The
scheme is expected to benefit about 14.5 crore farmers in the country. Our
Government has increased the Minimum Support Price of the crops. The growth
rate of agriculture in Jharkhand is very low. An institutional framework for
promoting the cultivation of oilseeds and pulses should be developed in Jharkhand.
Storage facilities should be set up for storing fruits and vegetables in Jharkhand. A
Special package should be provided for this. A total of 1.17 lakh rupees have been
allocated to the Ministry of Rural Development. Under Pradhan Mantri Gram
Sadak Yojana total Rs. 2583 crore has been given for areas affected with Left
Wing Extremism. The government has allocated Rs. 9024 under the National
Livelihood Mission in the Budget. The Budget has allocated Rs.60 thousand crore
for the MGNREGA scheme. I suggest that the MGNREGA scheme should be
linked with agriculture and irrigation. I also request that with a view to strengthen
the Panchayati Raj system, the financial powers should be given to Panchayat
Committee, the Panchayat Committee Member and the Zilla Parishad in
Jharkhand.
SHRI S. C. UDASI: The Agriculture Centre of Excellence's main aim to
encourage innovation in agriculture, technology and research. Haveri and Gadag
district is having suitable climatic and soil condition to grow various Horticulture
crops. I shall be grateful, if you could kindly direct the concerned to being setting
up centre of Excellence in Haveri and Gadag as early as possible. Agriculture
Produce Market Committee Haveri is the one of the biggest markets for cotton and
Maize in Karnataka. The space in the main market year is not enough, the financial
position of the committee is not strong enough. Therefore, I request you to extend
seeking financial assistance. The PM-KISAN scheme was launched in February
2019 provide income support of Rs. 6,000 per year to farmer families. MSP is the
price at which the government agencies purchase farmer's produce of certain
notified crops. Public procurement is limited to a few such as paddy, wheat and to
a limited extent, pulses. Less than 5% of the agricultural household cultivating
major crops, such as rice and wheat, insured crops. Lack of awareness about crop
insurance among farmers was the major factor for not insuring their crops. Small
and marginal farmers face various issues in selling their produce in APMC market.
SHRI VISHNU DAYAL RAM: A number of steps have been taken in the
present budget for farmers and the farm sector. The budget proposes to create
10,000 new Farmer Producer Organisations in the next five years which will give
economies of scale for farmers. Likewise, budget also speaks to create 75
thousands new entrepreneurs for agro based rural industries. Pradhan Mantri
Matsya Sampada Yojana propose a strong management arrangement for the
fisheries sector. This will address the critical gaps in the value chain. The budget
has made the allocation of Rs 1,51,518 crore for agriculture and allied activities,
of Rs 1,40,762 crore for rural development which also affects farmers’ life and
of Rs. 9682 crore for Pradhan Mantri Krishi Sinchayee Yojana. The allocation
for irrigation aims to bring 53% corps under irrigation coverage by the year
2022 and also to complete all pending irrigation projects by the end of the year.
Pradhan Mantri Fasal Bima Yojan covers 28% area and 27% farmers. The
government is taking number of steps to increase the farmers’ income by two
folds. The second phase of PMAY-G aims to provide houses for 1.95 crore
eligible beneficiaries. The third phase of PMGSY is to start, under which 80,250
km long roads will be upgraded with the expected expenditure of 1,2500 crore in
next 5 years. Total 20,000 km of roads under the PMGSY scheme has been built
using green technology, waste plastic and Cold Mix Technology, thereby has
reduced the carbon footprint.
SHRIMATI SHARDA A. PATEL: The government has been focusing on
the development and prosperity of the villages, the poor and the farmers since the
inception. In this context, various schemes are being implemented by the
Government. In this regard, I think, more emphasis should be given to promote
animal husbandry in the agriculture sector as it has high wage growth rate. The
government should take measures for public investment, particularly from
corporate investment, in agriculture. Market interventions and post-harvesting
processes should be given priority. The capacity of farmers to withhold their
produce should be enhanced and the infrastructure for storing dry and wet
produces should be strengthened. The sustainable farming techniques such as
water conservation, integrated farming system, watershed management and organic
farming should be implemented in agricultural production. The focus should be on
allied farming activities like apiculture, mushroom cultivation, agricultural forestry
and other infrastructural reforms.
SHRIMATI RAKSHA NIKHIL KHADSE: I request the Government to
formulate such schemes under MGNREGA which could benefit farmers and
labourers both. The works related to Agriculture sector can also be included
under MGNREGA. Bamboo production is the highest in my Parliamentary
Constituency Raver. I demand that a bamboo cluster under SFURTI scheme and
a technology incubator should be set up in Raver. The Government has
introduced a pilot project of Mega Ground Water Recharge for which DPR is
under preparation. I request that DPR should be prepared at the earliest and the
project be started without delay as it can be a revolutionary step in increasing the
ground water recharge. I also request the Government to construct Research
Development Centers for Banana and Cotton in my Parliamentary Constituency.
There is a proposal to set up Central Farming Machinery Training and Testing
Institute in my area. I request the Agriculture Minister to issue orders for setting
up this institute as it would benefit the young farmers and will promote self-
employment as well.
KUNWAR PUSHPENDRA SINGH CHANDEL: My Parliamentary
Constituency comes under the backward region of Bundelkhand and Anna Pratha
is a major problem in the entire Bundelkhand area. There is a need to construct
large number of Gaushalas to solve this problem. Genetic upgradation of
indigenous cattle breed is also required for this purpose. Paan farming is under
crisis in my area. I request the Government to make efforts for conservation of
Paan farming and set up a Pann Research Centre at Mahoba. The T.B.O.
programme to promote the development of oilseeds should be launched on priority
basis in Hammirpur and Mahoba districts. Clusters should be set up under
SFURTI scheme to promote apiculture in my Parliamentary Constituency
Hammirpur.
SHRIMATI VEENA DEVI: The Government has fixed a target to
construct 1.95 crore houses during 2019-22. These houses will have the facilities
like toilets, electricity and LPG connections. Under third phase of Pradhan Mantri
Gram Sadak Yojana, 1,25000 Kms. of roads would be upgraded. We have
increased budget allocation for rural development. Our Government is committed
for the continuous development of our villages. A provision of Rs. 14000 crore
has been made under Pradhan Mantri Fasal Bima Yojana. Allocation of Rs.
75,000 crores under Pradhan Mantri Kisan Yojana is a commendable step.
SHRIMATI GITABEN VAJESINGBHAI RATHVA: The farmers are on
the path of development with the initiatives taken by the government. Farmers are
very happy with the implementation of Pradhan Mantri Kisan Samman Nidhi
Yojana. My parliamentary constituency Chhota Udaipur is a tribal dominated area
in the state of Gujarat and it consists of 4 districts Chhota Udaipur, Narmada,
Panchmahal and Vadodura. The entire constituency is farmer dominated and there
are big challenges before them for livelihood. I would like to request the
government to make a separate zone consisting of these four districts and make
allocation of funds for its development.
DR. HEENA VIJAYKUMAR GAVIT: A truly agriculture and rural
development-focussed Budget, it has adequately met the twin objectives of growth
and inclusiveness. An announcement of formation of 10,000 new FPOs over the
next five years is a step towards the same. The government's impetus is to promote
non-farm activities to boost economic viability of farmers. A new scheme -
Pradhan Mantri Matsya Sampada Yojana - will give enough confidence to those
who are in fisheries sector, to enhance their income. Rural artisans have received a
holding hand from the government in a cluster based development approach that
will upgrade regional and traditional industries, benefiting about 50,000 artisans.
The concept of zero-budget farming, which some farmers have exemplarily proved
to be viable, will boost the confidence of farmers.
SHRI PARBHUBHAI NAGARABHAI VASAVA: The farmers and
people living in the rural areas across the country are very happy with the
revolutionary steps taken by the Ministry of Agriculture and Farmer's Welfare and
Ministry of Rural Development. The farmers have got a new ray of hope with the
introduction of Pradhan Mantri Kisan Samman Nidhi Yojana. The Government is
providing assistance to farmers for purchasing fertilizers and seeds. It would very
useful to upgrade the roads connecting villages with rural markets in changed
economic scenario. The government aims to provide internet connectivity to local
bodies in every Panchayat to bridge rural-urban digital divide. I support the
Demands for Grants brought by the government.
SHRI AJAY TAMTA: India is primarily an agriculture based country.
The Government is committed to fulfilling its assurance of welfare of the farmers
and providing them full benefit of their toil and doubling their income. The
provision of direct income support at the rate of Rs. 6000 in three installments to
the farmer families owning up to 2 hectares of land under the Pradhan Mantri
Kisan Samman Nidhi Yojana in the interim budget of 2019-20 would definitely
benefit the farmers. Migration is a big menace in my state Uttarakhand, the
farmers are getting disillusioned due to the terror of monkeys and wild boars on the
agricultural lands. I would suggest that such schemes should be formulated for the
hilly areas which accrue income to farmers and enhance the demand for their
produce across the country. The Government has also paid special attention to the
development of rural areas. The Government has geared up to provide housing to
every rural person who does not own a house of his own by the year 2022. My
state Uttarakhand is a hilly area and the rural habitations are also scattered and
identification of the deserving beneficiary is also quite difficult. The Pradhan
Mantri Gram Sadak Yojana has played a vital role in the social and economic
upliftment of rural areas. I welcome the announcement of the third phase of this
scheme. The entire Gram Panchayat should be covered in identification of of
roads for construction in rural areas so that all the areas deprived so far from road
connectivity could be well connected. The Government has taken various effective
measures for rural development which will definitely change the picture of rural
India by giving it a new dimension.
SHRI RAHUL RAMESH SHEWALE: The problems of farmers is due to
the poor planning and less allocation of funds for the welfare of farmers, marginal
increase of minimum support price for different crops and also loss of crops due to
natural calamities. Due to all these problems, in the period between 1995 to 2014
over 3 lakh farmers have committed suicide. Concrete steps should be taken
towards regulating the kind of crops that must be grown in particular regions. The
mismanagement of scarce water resources leads to depletion of the ground water
capacity of the region, adversely affecting the farmers involved in cultivation in
drought prone area. In Andhra Pradesh, the number of suicides committed by
agricultural labourers is 3 times that of farmer suicides. There is need to focus on
the widows of the farmers who have committed suicide and their families. The
absence of an accurate and updated NCRB data regarding the number of farmer
suicides is a major drawback which needs to be addressed. There is an urgent need
to set up crop insurance schemes. This should also be supplemented by providing
emergency financial assistances, setting up welfare centres, regulation of the
informal loan sectors and proper implementation of crop insurance all over the
country.

PANCHAYATI RAJ (SHRI NARENDRA SINGH TOMAR) replying said: I
wish to inform the hon. Members that our Government is doing its best for rural
development and has been making endeavours to provide for maximum budget as
per its budgetary capabilities. Also, provisions for sufficient funds are being made
under each head. This Ministry's Pradhan Mantri Grameen Sadak Yojana has
brought significant changes in the lives of rural people. Under the first phase of
this scheme, 1,66,000 habitats have been provided road connectivity. Similarly,
Government had targeted to construct 50,000 kms. of roads under the second phase
of this scheme out of which 29000 kms. of roads have already been constructed.
The Government targets to construct 1,25,000 kms of roads in the third phase
which is likely to be completed by the year 2024-25. Secondly, earlier roads were
constructed at the rate of 76 kms. a day whereas, today we have touched the figure
of 135 kms. a day. I wish to inform that our Government has developed an
Application called 'Meri Sadak' through which one can stand on any road and file a
complaint about the quality of road constructed under the Pradhan Mantri Gram
Sadak Yojana. As far as the quality of roads is concerned, a three level monitoring
mechanism has been put in place. Monitoring at district level is done by GM and
his team whereas State Quality Monitors have been put in place by the State
Government at the State level. Even then, if any complaint is received, it is
investigated by the National Quality Monitor. I wish to assure this august House
that quality standards have been ensured under the Pradhan Mantri Gram Sadak
Yojana and sufficient funds are also being provided under this scheme. As far as
MNREGA is concerned, we have tried that infrastructure built through MNREGA
should be useful for people for a long period of time. Apart from that, allocation is
also being continually increased with regard to MNREGA. Now, 99 per cent of
the payment are being made into the bank accounts of the MNREGA labourers and
it has been ensured that there are no middlemen. All the infrastructure built under
MNREGA have been Geo-Tagged also. I would also like to say that MNREGA in
its present form is somehow already associated with agricultural activities but still
it has some limits. Secondly, various Members have suggested that payments to
agricultural labourers should be made through MNREGA. But I am of the view
that there are some difficulties involved in it. With regard to Pradhan Mantri Awas
Yojana, I wish to inform that it has gone a long way in changing the life of rural
India. Under this scheme, 1.53 crore new houses have been built. Our Government
is set to construct 1.95 crore new houses by the year 2021-22 and sufficient funds
have been provided for that purpose. Our Government is committed to provide
houses to all people by the year 2022 and would be able to fulfil the resolve of our
hon. Prime Minister. Similarly, Ujjwala Yojana has been launched to provide LPG
cylinder to the poor people. Also, electricity is being provided to poor people
under the Soubhagya Yojana. Apart from that, our Government has provided
training to approximately 8 lakh people under the Deen Dayal Upadhyay Grameen
Kaushal Yojana, out of which five lakh people have already become self
employed. I am pleased to say that the Ministry of Rural Development is making
endeavours through "Deen Dayal Antyoday Yojana and Rashtriya Grameen
Ajivika Mission" across the country and the results have been very encouraging.
Under this programme, we also run "Mahila Kishan Sashaktikaran Pariyojana". I
am pleased to share that more than 2 lakh crore rupees have been provided to Self
Help Group through banks during the past years. With regard to agriculture sector,
there are a number of achievements made by our Government. This Government
is committed for the welfare of villages, the poor and the farmers. I am pleased to
say that in all, 13 schemes and 18 sub schemes are being implemented in the
agriculture sector. Our Government has made a provision of 8078 crore rupees for
agricultural related research in this Budget. Today, we are self-reliant in terms of
foodgrains.
If we are self-dependent in the field of foodgrains today, the entire credit for
this goes to the agricultural scientists of the country. During the last five years,
agricultural sector has gained a lot of respect and now even the educated people are
joining this field. About 10000 laboratories, mobile laboratories have been set up
for soil health card. Soil health card is very useful from the point of view of saving
water, increasing productivity and using less and fixed quantity of chemical
fertilisers and pesticides. Taking the water crisis seriously, a separate Ministry of
Jal Shakti has been set up. A campaign has been launched in the entire country for
water conservation and maximum use of MNREGA funds will be made for
conservation of water. The Government is working actively in the field of organic
farming under which North-Eastern States have been given priority. There was a
time when each farmer used to face urea crisis. Today, queues for urea have ended
totally and each farmer is getting sufficient quantity of urea and black marketing of
urea has ended. Under Pradhan Mantri Fasal Bima Yojana, an effort has been
made so that the farmers get maximum benefit at the lowest premium. We are
working to ensure that each farmer get a Kisan Credit Card. This Government has
done the maximum procurement at the MSP. Earlier, only 2 crops - Wheat and
Rice - were procured, but this time the Government has made all out efforts to
procure pulses and oilseeds. We want to further strengthen e-NAM project and the
farmers will make good profits through online sale-purchase. The entire country
has welcomed the Kisan Samman Yojana. We are planning to formulate a new
Rural Warehousing Scheme because the small farmers are unable to bring and
keep their produce in the large warehouses. If we want to make India an economy
worth 5 trillion dollars, then farmers' contribution is imperative to achieve that
goal. We will make smart farms, smart farmers and even smart India. With this, I
would request that the Demands for Grants be passed. One senior hon. Member
perhaps said that I have stated that all the farmers have become prosperous. I
never said so. Still, I did submit that a small farmer works on his field with five
family members and if their wages are divided by 365 days, their wages are quite
paltry. However, the Government of India is making all out efforts to increase
their income gradually. Efforts are underway to augment irrigation, subsidy,
pension, PM Kishan Schemes and the MSP. If a farmer shifts from wheat crop to
growing fruits, that may add to his productivity as well as his income. Such efforts
are made in a gradual process. The Government of India is committed to make the
farmers prosperous and well off. The PM Kishan Yojana is linked with
landholdings and at present about 14.5 crore farmers are beneficiaries under this
scheme. One hon. Member referred to the housing scheme, but ever since the
scheme to provide one room housing unit with kitchen and toilet has been
introduced, people started thinking in terms of the provision of a two room set to
the poor people. At present, this scheme has been designed with one room set but
in future, the suggestion of the hon. Member will be kept in mind. A vast land area
in our country is rain fed and barren and it is not used for farming. The ICAR has
done some work in such rain-fed areas and the agricultural area of the farmers has
been increasing. Hon. Minister of Finance said that the food giver is to be made
the energy giver. This is not a mere slogan. Our food giver farmer has such
farming land upon which no crop can be grown. But such farmers can produce
solar energy on such agricultural fields. The Government of India will buy power
from them. This is our future scheme. Now I request that the Demands for Grants
relating to my ministries be kindly passed.

Ministry of Youth Affairs and Sports
SHRI B. MANICKAM TAGORE initiating said: India is an old country,
but a young nation. In this financial year, the hon. Finance Minister has allotted
Rs. 2,216 crore to the Ministry of Youth Affairs and Sports. The Government has
also made some promises, for example, Young Leaders Programme, setting up a
National Youth Advisory Council, for encouraging innovation and
entrepreneurship, students' loan and setting up of Neighbourhood Youth
Parliament across India. But all these promises have been kept as promises only. I
presume that this House has the right to know the deliveries made by the
Government on its written promises mentioned in the policy document. The
Neighbourhood Youth Parliament, Young Leaders Awards and National Youth
Advisory Council were programmes to encourage leadership amongst youth but
have seen zero budget allocation. The youth hostels have hardly seen any capital
allocation. Out of the 80 hostels under Youth Hostels, only 50 are in functional
state. I would like to request the hon. Minister to stay in one of such hostels to see
the conditions prevailing there. We need to have a concrete plan and not tweets
and challenge videos to make a difference in the fields of sports. I would now like
to speak about Nehru Yuva Kendra Sangathan. Beyond the paltry token sum
allocation of Rs. 257 crore, 39 per cent of the posts in the organization are lying
vacant. As an autonomous body, it should have formulated NYKS Pension Trust
with a seed money of Rs. 25 crore for the benefit of pensions as is being done in
other autonomous bodies. Will the Minister take action in this regard? We take
pride in taking over Britain in GDP capitalization, yet we fail to overtake sporting
ambitions of our colonial rulers. I hope that the Minister will look into it and
convince the Finance Minister to allocate more funds to the Ministry of Sports.
Youth clubs are on the verge of disappearance in villages. In each Panchayat, let
us have one youth club which will be funded with an amount of Rs. 1 lakh per
year. I would like to suggest that these kinds of steps will have to be taken up in
rural areas to engage the youngsters in rural areas.
SHRI BRIJBHUSHAN SHARAN SINGH: Our former Minister of Sports
as well as present Minister of Sports are present here during this discussion. Our
hon. Prime Minister does out of box thinking on many issues about which nobody
else thinks that way. This comes out of serious deliberation and contemplation.
This kind of deliberation and contemplation has resulted in formulation of schemes
like Khelo India, Start up India, Skill India, Make in India and Yoga Day. The
same deliberation and contemplation also led to Mann ki Baat like programme.
Such things are not created out of vacuum but out of serious contemplation. Our
association with sports is not something new. The sports like wresting, archery
and many other games have been very popular from time immemorial. The
sportspersons used to be honoured and respected in those times also. Today,
sportspersons of the world wish that they would have been born in India because
the Government of India gives enormous funds to them. The Government of
Haryana has decided to give six crore rupees to those who win gold in Olympics.
The hon. Minister need to pay special attention towards the Sports Code. The
Government should either remove the cap on terms or keep it restricted to at least
four terms. The maximum age of 70 or 75 years can be retained. No one will have
any objection to it. The Khelo India campaign will yield good results. The
Government of India and the corporate houses have been providing all types of
facilities to the sports persons. Further, I would like to say that we hire foreign
coaches in a very large number and we spend a huge amount of funds for this
purpose. We can, instead, engage foreign coaches in Netaji Subhash National
Institute of Sports to train Indian coaches for two or three sessions. It will end our
dependence on foreign coaches and sharpen the skills of Indian coaches. If we are
able to raise the bar for our coaches, we shall be able to set everything in order in
the world of sports.
DR. KALANIDHI VEERASWAMY: I request that the Ministry be
renamed as ‘Youth Empowerment and Sports’. I feel that the budgetary support
provided to the Ministry is inadequate. I request the hon. Minister to revive the
Khelo India scheme especially in rural areas. My constituency in Chennai is the
most backward, economically and socially. Setting up of sporting facilities will
divert the focus of local youths and help them improve their lives. I request the
Ministry to set up infrastructure and deploy personnel for development of football
and boxing. The Mahatma Gandhi Sports Complex building has a very poor
infrastructure. I also request that all the blocks in Tamil Nadu should be provided
with a sports complex.
SHRI PRASUN BANERJEE: This is the first time that our Government
has started a discussion on youth and sports. There are a number of autonomous
bodies under the Ministry of Youth Affairs and Sports but there is a lack of co-
ordination between them. I am sorry to say that I have no firm idea about Khelo
India scheme, which was launched in 2017. I humbly suggest to the hon. Minister
that he must allow only the persons from sports arena to become the policy makers.
There is no need to involve a person with political background or bureaucrat in it.
I want to say something about football. The Government should bring football
players from Gujarat, Bihar, Uttar Pradesh and all other States.
Sportspersons need to be provided with wherewithal and proper training.
Besides, persons with adequate exposure to sports should be made part of selection
process. There should be symbiotic approach to things rather than harboring
parapatric outlook in terms of turning our aspiring youth into a national asset.
KUMARI GODDETI MADHAVI: Under the Department of Sports, the
Khelo India Programme, National Sports Federation and the Sports Authority of
India have the highest allocations. This is a good move. I would request the
Government to utilise these funds. Sports has been included as a sub-sector under
social and commercial infrastructure. This status makes the sports sector eligible
for obtaining long-term financial support from banks and other financial
institutions at par with other infrastructure projects. This move has increased the
flow of investments into the sports infrastructure sector. I would like to request the
Government to consider a slew of recommendations made by the Standing
Committee on Human Resource Development. Alongside, at least one indoor
sports facility should be set up in my Parliamentary constituency, Araku.
SHRI DHAIRYASHEEL SAMBHAJIRAO MANE: It is very necessary
for the Government to wake up to the problems faced by the sportpersons. In the
rural areas the number of playgrounds are few in number which leads to the lack of
proper opportunity for the youth despite having passion for sports. There is a good
number of talented youth who desire for participation in the matches and
competitions but fail to do so as no matches are held there. I would like to urge
upon the Government to set up training centre there and there should be an
integrated sports centre in every tehsil. Numerous indigenous sports are there
which are of Indian origin and are yet to be popular for want of requisite
recognition and promotion. Such sports also need to be given impetus.
SHRI VIJAY KUMAR: There has been huge increase in the budgetary
allocation for sports in the year 2018-19 as against previous years. I would like to
urge upon the Government to set up an international stadium for sports in my
parliamentary constituency Gaya which witnesses massive visit of foreigners. It is
necessary to promote sports there. Less than 15 per cent people of the country are
equipped with sports facilities. My submission is that other than causing
awareness among people on this count, Sports Universities should be set up in all
the States of the country. Proper arrangements should be made for sports events
especially in the backward States like Bihar in order that the youth of Bihar may
also get equal opportunity to participate in the competitions like those belonging to
the other States of the country.
SHRI ACHYUTANANDA SAMANTA: Youth is the future of tomorrow's
India and the sports has a tremendous potential to save this future. We are on the
right path to becoming a sporting powerhouse. The Khelo India Programme has
been launched to revive the sports culture in India at the grassroot level by building
a strong framework for all sports played in our country and establish India as a
great sporting nation. The State Government of Odisha has created world-class
infrastructure to host many global sporting events. It has hosted many events like
the Junior Women's Rugby Tournament, 22nd Asian Athletics Championship,
Men's Hockey World League and also World Cup Hockey. Odisha is shaping the
future of sports in India. I support the Demands for Grants relating to the Ministry
of Youth Affairs and Sports.
KUNWAR DANISH ALI: India has so many talents and it could be
number one in sports in the world. More opportunities should be made available to
the youth. If we facilitate them with proper infrastructure they can be world class
players. There is a nexus of politicians and bureaucrats in Sports Associations.
This must be ended. I would like to request the hon. Minister of Sports to
construct a stadium in my Amaroha Parliamentary Constituency. There are so
many talented youth in my Parliamentary Constituency.
COL. RAJYAVARDHAN RATHORE: Being a sportsperson I can
proudly say that focus on sports has increased. Sports and sportspersons are being
honoured now. The life of a sportsperson is full of challenges. If a player wants to
play and he does not get proper opportunity or proper platform then it is a big
challenge. Our Government is providing ample opportunities to the sportspersons.
One can get more knowledge in the field of sports than sitting in a class room.
Sports also play a role of diplomacy. Cricket diplomacy between India and
Pakistan is its clear example. For the first time an Olympic Task Force has been
constituted and sports experts have been placed therein. Youth games have been
introduced under ‘Khelo India’ programme for the youth in the age group of 17-21
years. We have also organized ‘Khelo India’ games’ for the first time and about
7000 sportspersons have participated in these games. Every child does not get a
chance to participate in Common Wealth or Asian Games but we can give them a
feel of Common Wealth games at school level. Prime Minister’s ‘Khelo India’
vision envisages that a sportsperson who play presently at school level will be
playing at international level in the coming ten years. We have developed a mobile
App and we are going to start selection process through this mobile Application.
The Government has fixed a target to set up a sports school in every district. I
thank the hon. Finance Minister for announcing to constitute a National Sports
Education Board. Coaches are very important. We have decided to provide 30 per
cent incentives to grass root coaches, 30 per cent to intermediate coaches and the
rest 40 per cent to the coaches of international level. We want to develop
community coaches. The salary of coaches should be sufficient enough and fee
structure should be reasonable. There is no dearth of funds with the Ministry of
Sports. The Government will fulfill all types of financial requirements in the field
of sports through the National Sports Development Fund. Funds for the Ministry
of Sports have also been enhanced in the Budget. We have so much of potential
that we must set a target to achieve 100 Olympic medals till the year 2032.
SHRI MOHAMMED FAIZAL P.P: I am thankful to this Government for
according so much importance to this Ministry of Youth Affairs and Sports. This
is a welcome step. We should give much importance to sports for the youth of our
country. I would like to draw the attention of this Government to my Constituency
Lakshadweep. We do not have swimming infrastructure there. I would like to urge
upon the Government to kindly provide an international standard swimming pool
in Lakshadweep. We need technical experts to train our youths so that they can be
taken forward in a right way to yield good results for our own nation. India has the
real caliber in remote paces. Lakshadweep is an area where you need to
concentrate on many aspects. I urge the hon. Minister to support us with more
funds.
SHRI T.N. PRATHAPAN: Sports and the physical fitness of the people
can decide the successful future of that country for this, for this, central
Government should take more concern about it. The States and union territory
Governments and national agencies and boards of education to include physical
education in the school-college curriculums. Open fitness and sports facilities in
rural areas. We need to develop stadiums and play grounds in the rural areas.
TSGA indoor stadium in Thirprayar, Thrissur- My constituency, is the first village
indoor stadium in India. I request to the Central Government to provide financial
assistance to establish a coaching centre for volleyball, basket ball and badminton
under Sports Authority of India in TSGA indoor stadium in Thriprayar. We need
to provide special packages under Member of Parliament fund to developing the
playgrounds in schools and colleges in this constituency. In my Constituency, I
request to include the athletic and play grounds of Christ College, Irinijalkuda,
Guruvayur Srikrishna College, Chondel Al Ameen School, Nattika Fisheries
school, under Khelo India. 2% job reservation should be considered to encourage
the younger generation in sports and games. I request to Central Government to
establish a National Sports University in Thrissur, under Central Health Ministry.
Traditional games and physical activities like Kalarippayattu should be promoted
through such centres of excellence.
SHRI SUNIL KUMAR SINGH: The Government is launching several
schemes regarding employment generation for the youth of the country. An
announcement has been made by the Government for constituting a National
Sports Education Board under 'Khelo India' Programme. For this purpose,
budgetary allocation is being increased every year. Under the scheme 'Khelo
India', the Government proposes to provide a wider base and achieve excellence in
sports. In my Lok Sabha Constituency Chatra, Latehar and Palamu districts which
are left wing extremism affected areas, sports competitions should be organised
under 'Sports for Peace and Development' component of 'Khelo India'. A training
centre of Sports Authority of India and an astro turf ground should be sanctioned
for hockey in Latehar district. The Government of India provides regular financial
assistance to organisations like Indian Mountaineering Foundation (IMF), National
Adventure Foundation (NAF), Sea Explorers Institutes for organising adventurous
activities under the National Programme for Youth and Adolescent Development
(NPYAD) to promote adventurous activities. My request is that necessary steps
should be taken develop adventurous sports in Netarhat region of my Lok Sabha
constituency under the National Programme for Youth and Adolescent
Development through Indian Mountaineering Foundation.
SHRI B.Y. RAGHAVENDRA: The Ministry has introduced many
schemes and programmes for the development of sports. Under these schemes,
'Khelo India' scheme is an Umbrella scheme. This programme has been introduced
to revive the sports culture in India at the grass-root levels. To popularize sports at
all levels, the National Sports Education Board for development of sportsperson
will be set up under Khelo India Scheme. The Government plans to improve skills
of youth in newer areas like artificial intelligence and robotics which are valued
highly within and outside the country. This will ensure high paying jobs for them
both in India and abroad. To make India a hub of higher education, the
Government proposes 'Study in India' to bring in foreign students to pursue
education here. The Government's budget announcement to lay focus on new-age
skills will boost efforts to equip the country's youth with new-age technology and
skills which are market-relevant today. The allocation to the Sports Authority of
India was increased by Rs. 55 crore to Rs. 450 crore. The overall allocation for
encouragement and awards to sportspersons was increased by Rs. 94.07 crore. The
importance of adopting sports and education for the success of youth development
has been recognised by the Indian Government. National Sports Policy, 2011
stresses on the point that sports and physical education play an important role in
developing human capital, increase productivity and foster social harmony.
Schools in India are gradually beginning to realise the importance of sports in the
overall development of children. If the Government and educationalists initiatives
are properly laid down, one can see a different face of the students in the future.
Specialised degree programmes in various sports education and coaching
disciplines are envisaged in the future. I request the Government to sanction Rs. 2
crore each for all eight talukas of my constituency to implement and develop these
schemes. I also request to open a Sports Authority of India office to know the
benefits and get grants for the entire development of sports.
SHRI K. SHANMUGA SUNDARAM: Coimbatore, which is located in
western part of Tamil Nadu, is the Manchester of South India and the second
largest industrial city of Tamil Nadu having more than one crore population but no
international events are conducted there. There is a long pending request from the
people of western Tamil Nadu regarding construction of sports stadium of
international standard in Coimbatore. It is requested to kindly allocate funds for
the project and do the needful.
SHRI S. R. PARTHIBAN: The Ministry of Youth Affairs and Sports has
the mandate of developing sports facilities and encouraging sporting talent in
India. The Ministry of Youth Affairs and Sports has been allocated Rs. 2,216 crore
in 2019-20. The Sports Authority of India is the nodal agency at the national level
to promote excellence in sports. I am representing Salem Parliament Constituency,
the condition of the stadium here is found unchanged for a long time. This
Stadium is being maintained by Tamil Nadu sports Development Authority,
without the basic requirement and facilities such as running track, fully grass
football court, renovated basketball court and so on. The stadium has been
constructed without proper drainage facilities, rest room facilities, drinking water
