Dear Staff,
From December 2013 to December 2014 our website received 350,000 visits. Devices used by
visitors - desktop computers at 51%, cellphones 39% and tablets at 10%. Mobile device use is
nearly half of our site access which makes the OSD Mobile app useful for families. Weekly
average visits amount to 8,400. Below are the most popular links on our district and school
homepages -
Facebook and Twitter extend our external communication with the highest single post reach of
4,200 people earlier this year. Twitter connects with 150 impressions weekly. OHS and OMS
make use of Twitter, OMS more recently. OHS posts a daily bulletin to Facebook.
Additional tools, School Messenger (email), School Alert Messaging (All Call System), Orting
Online News, Tacoma News Tribune and electronic signs. PTR uses the Remind app, texting
information to families that signup. Include on the list, school, classroom newsletters and
flyers in the myriad ways that we communicate to families.
Internally, staff meetings, email and our weekly Key Communicator keep staff informed. The
new format for the Key Communicator is now sent as an electronic newsletter providing gen-
eral statistics not available to us in the previous pdf format. Advantages of an electronic
newsletter are access from anywhere, previous issues, saves paper, enlarged view, links to
external content, and reads like a magazine. Tutorials outline signup and navigating the app
allowing you to print and view past issues. Publications on average receive 200 reads with 4
minutes average read time and links accessed about 50 times. Secretaries and Supervisors will
continue to print hard copies for those staff without computer access. Give it a try!

Dear Colleague:
Secretary Arne Duncan and U.S. Attorney General Eric H. Holder today announced the release of a Correctional Education Guidance Package to help states and local agencies strengthen the quality of education services provided to Ameri-ca’s estimated 60,000 young people in confinement every day. This guidance package builds on recommendations in the My Brother’s Keeper Task Force report released in May to “reform the juvenile and criminal justice systems to reduce unnecessary interactions for youth and to enforce the rights of incar-
cerated youth to a quality education.”
The guidance package includes the fol-
lowing components:
A Dear Colleague Letter on the Civil Rights of Students in Juvenile Justice Residential Facilities clarifying how the federal civil rights laws that prohibit race, color, national origin, sex, reli-gion, and disability discrimination against students in traditional public schools also apply to educational ser-vices and supports provided to youth in
juvenile justice residential facilities.
A set of Guiding Principles for Providing High-Quality Education in Juvenile Jus-tice Secure Care Settings outlines five principles and supporting core activities to improve education practices or im-plement new ones. Authored jointly by the U.S. departments of Education and Justice, the guide is meant to help agencies and facilities serving youth in

A Dear Colleague Letter on the Individ-uals with Disabilities Education Act for Students with Disabilities in Correction-al Facilities from Education’s Office of Special Education and Rehabilitative Services to clarify state and public agency obligations to ensure the provi-sion of a free appropriate public educa-tion to eligible students with disabili-
ties in correctional facilities.
A Dear Colleague Letter on Access to Federal Pell Grants for Students in Ju-venile Justice Facilities clarifies the extent to which confined youth may be eligible for the Federal Pell Grant Pro-gram and is accompanied by a fact sheet for students and a detailed set of questions and answers for institutions
of higher education.
This guidance package is part of a num-ber of notable actions from ED and DOJ, who are working together to help communities reduce the number of youth entering the justice system and to ensure that those who have entered the system return to their communities with dignity, skills, and viable educa-tion and employment opportunities.
