Thanks very much, Cory Hello Steve, I promised to keep you up to date with MWTA's position on the land swap, and also to follow up withyou with what I learned about the proposed Chamberlain easements to the south toward CMSP. I gotsome information tonight at the open house Regarding the easements that would be used for the Chamberlain trail - indeed, these easements donot represent the last steps in this route. There are still several pieces that are remain challenging, andParks expects the vision to take 'many years' to complete all the acquisitions. While they seemconfident about getting across the Norad road, below the security gate (because of an existing roadcrossing - I am trying to get more information about this), there are some private properties ownersthat have expressed unwillingness to provide easements and there is no real plan in place. Additionallythere are some easements that will exist in the future, but are contingent on some developments beingbuilt - and therefore aren't yet available. For this reason, the benefit of this part of the proposal is diminished somewhat, relative to the missionof MWTA.

Our board will meet again to reconsider our position, before council votes on it. At this time, since westill don't know the details of the planned equestrian and event centers, I expect our board to opposethe swap. The overall benefits in terms of MTB use are relatively minor or (in the case of Chamberlainsouth) far off - while it's not clear how much the event center would reduce MTB access on StrawberryField. If the whole property remained under city ownership, the whole 189acres would potentially beavailable for trail development under a master planning process. One item that stands out is the 208ac Muscoco property. I have been up there half a dozen times forvarious activities in the last few months, and my assessment of it (and that of several of our members)is that without any trail connections through the property, there isn't much potential for a significantaddition to the riding opportunities in the area. I urge you to reconsider the possibility of easements toenable the reconstruction of the historic trail through there, that we discussed a couple of weeks ago. Is there a way we could work through your specific concerns about the easements, to make this apossibility? I do think that MWTA and other organizations would be able to get behind the proposal ifthis significant trail connection could be made. I will continue to keep you informed as things evolve from MWTA's viewpoint. Thank you for sharingnew information with me as it develops. And, thank you very much for the honest discussion we'vebeen able to have about this issue. Regardless of the outcome of this issue, I hope that we cancontinue this good communication, and that we can cooperate on some projects in the future, to ourmutual benefit. One last thing that we had discussed was the parking issue in Manitou related to the Cog. In myunderstanding, the parking at the Cog is $5/hr compared to $12/hr on Ruxton. I believe the residentsof Manitou would appreciate having the Cog parking prices match Ruxton, to further incentivize Cogriders to shuttle up from the Tanjine Alami. This would reduce traffic on Ruxton and thus the concernsof many residents. I don't think this is specifically relevant to the proposed land swap, but a generalpoint related to public perception of the Broadmoor. Jack and Steve, We worked today to restructure the layout and make a few things more clearer. Theutilities parcel required us to separate things a little better after further review. We have forwardedthese new documents to Kyle for review. Please look it over yourselves we need your feedback to besure everything is here and what we have all agreed too. I did not load this into our system for the CityCouncil meeting but will pass out our final draft on Monday for their review. We do need the draft forour Parks Board packet on Friday so we will still need to collect comments as soon as we can.

The Mayor did ask us to add a reverted to the NCC parcel if the conservation easement is notcompleted. I shared with him we have already signed the letter of intent with the Palmer Land Trust sothey can start their due diligence. He was pleased to hear we were moving forward with this process.Remind me to touch base with you on annexation of the NCC parcel outside the City prior to closing. Itcame up again today and I want to get your thoughts.

I will be available after 9:00am if you wanted to walk through the document to be sure we havecaptured everything clearly. I also want to share with you the addition of the Utility Board meeting.

I tried to reach Peter before I responded back butChris and I believe the PK Zone option was ruled out by planning. As a follow-up to our December 21st meeting, Terry McHale of the Broadmoor,Tim Seibert of NES and I met with Peter Wysocki and Meggan Herington todiscuss our plans and get a better understanding of the planning department'sperspective on our proposal to build a stable and picnic pavilion on a portion ofthe land that the Broadmoor would acquire in the proposed land swap that hasbeen discussed with the city. Our intent was to explore with the planningdepartment the most efficient way to implement the vision of stables andassociated pavilion for the property. Peter indicated that he has discussed thismatter with you previously.

We would like to meet with you again, as soon as you are available - perhapslater this week or early next week - and include a planning departmentrepresentative, to make sure everyone is on the same page. Our intent, as youknow, is to finalize approvals by the end of April, if not earlier, so late summerconstruction might be feasible.

Our preferred approach, and one that Peter said that his department would becomfortable with, is to develop the stables and pavilion under existing PKzoning. Everyone seems to be comfortable that stables and concession uses areallowed within this zone. As long as the pavilion is considered to be anaccessory use to the stables, the planning department did not anticipate the needfor this item to require planning department review and thought the approvalprocess would be exclusively within the purview of the parks department andparks board and city council, subject to any appeals. It appears that a buildingpermit could be issued for the site even though it is not currently platted. If thisis not the case, platting would require planning department involvement.

Plan B would be to rezone the property to either Agricultural or PUD. Wewould prefer to avoid this approach because of the extra time involved and

because it seems like a less efficient way to accomplish our objective. However,if we are unable to do what we propose under PK zoning, this alternate approachwould be an acceptable alternative.

Could you let me know if you have any time so we can discuss prior to youplanning conversations with park board members and city council?
