Mission Statement
The Archdiocesan Filipino Council (AFC) builds upon the rich Catholic legacy of faith in its culture and seeks to “bring about in all Catholics in the archdiocese such an enthusiasm for their faith that, in living their faith in Jesus, they freely share it with others,” Archdiocesan Evangelization Department Mission Statement.
The AFC is committed to serve the Filipino communities/ministries in the Archdiocese of Baltimore by repre-senting the Filipino Catholic Community in the Archdiocese of Baltimore. It will promote Filipino Catholic val-ues and active participation among Filipino families in the life of the local Church, under the guidance of the Archdiocesan Department of Evangelization.
Responding to the call of the Church, the AFC will work towards the solidarity of all Filipino Catholic organiza-tions, developing a commitment of Filipino groups towards active participation in the Archdiocese, and training Filipino leaders for the continuing work of the mission of the Church in the Archdiocese of Baltimore.
Goals
Driven by the essential mission of the Church and the support of the Department of Evangelization, the AFC will strive for a dynamic and creative pastoral ministry to Filipinos and Filipino-Americans by:
1. Serving as a consultative body to the Archbishop and Executive Director of Department of Evangeliza-tion by sharing vision and direction of Filipino groups or ministries in AOB for the benefit of the Church at-large.
2. Promoting solidarity among Filipino Catholic organizations (civic and religious) and foster mutual sup-port for pastoral agents with and among Filipinos in AOB.
3. Increasing participation by Filipinos and/or Filipino American families in parish/Archdiocesan activities and promote development of committed leaders and ministers.
4. Providing means and ways for responding to the challenges and needs in the ministry which transcends Archdiocesan levels.
Membership
The Archdiocesan Filipino Council will consist of official representatives from parishes and various Filipino Civ-ic/Cultural and Religious organizations with consideration given to ensure geographic, generations, and parish diversity of the members.
Governance: The Archdiocesan Filipino Council will have an Executive Committee made up of a Chair, Vice-Chair, Secretary and Treasurer.
In addition to the Executive Committee, Representatives from the following sectors: Religious organizations, Cultural/Civic organizations, Parishes, Youth/Young Adult Sectors shall be included in the governance. They shall be called Cluster Representatives.
The Council shall have Working Teams, such as, Development, Secretariat, Outreach, Liturgy, whose leaders shall be included in governance of the Council.
They shall be elected by participating members (official representatives of participating Parishes and Filipino or Filipino-American organizations - civic or religious). Absent members may vote by proxy. Names of elected officers will be submitted to the Executive Director of Department of Evangelization for approval.
Terms of Office:
Officers of the Council will be asked to serve renewable three year terms.

Dear Dr. Ballesteros:
It is a joy to once again gather for the Fifth Annual Archdiocesan Celebration of the Feast of St.
Lawrence Ruiz and St. Peter Calungsod.
These first two Filipino saints have done more than give powerful witness to the rich and deep
Catholic faith and history of the Filipino people: as Catholic laymen who embraced the call and
grace of their baptism, they embody the missionary spirit of true Christian discipleship, setting an
example for us all.
We are grateful to you and all who serve in the Archdiocesan Filipino Council for the good work
that has been done over the past year to promote solidarity among our Filipino and Filipino-
American brothers and sisters, and to help serve their spiritual and pastoral needs. By nurturing and
strengthening the Catholic faith and culture of the Filipino community, you offer the faithful of the
Archdiocese a living example of a vibrant Catholic culture that reveals the unique beauty of the
Gospel.
Please be assured of our continued support and prayers.
Sincerely in Christ,
John W. Romanowsky, Ph.D.

MESSAGE FROM THE CHAIRMAN
GREETINGS:
The theme for this years Filipino Saints Fiesta Celebration is: “Filipino Families are called to be Brave
Missionary Disciples.” Today there is a concerted effort by our society to redefine what a Family
should be. Unfortunately this was validated by a recent decision by the Supreme Court. In a recent
article, Archbishop William Lori wrote, “ the vitality and mission of the local church is closely linked
to the formation and evangelization of families.” It is vitally important as “missionary disciples” that
we demonstrate to our neighbors and to the younger generation the importance of the traditional fami-
ly as the center of our strength and faith.
Along this line, this year the A.F.C. will organize “Simbang Gabi” celebration in various parishes
in the Archdiocese to remind us of our traditional spiritual preparation for Advent. This is intended as
a family affair hopefully to stress to our young the significance of the birth of our Saviour and to hon-
or the Blessed Virgin Mother.
This year the A.F.C. created a new Working Team “Faith Enrichment” to be headed by J.V. Pica.
It has several purposes among which is to nurture and strengthen our faith hopefully to show to the
next generation the virtue of total commitment and permanent relationship of the traditional family as
prescribed by the Sacrament of Matrimony.
With this message, I am signing off as the Chairman of the A.F.C. for the past four years. More
than anything else, my experience as such deepened my faith. Thank you all for your support.
Mabalos!
YOURS IN CHRIST,
RUBEN F. BALLESTEROS
CHAIRMAN, A.F.C.
5th Archdiocesan Filipino Saints Fiesta Celebration
September 20, 2015 - Cathedral of Mary Our Queen
Archdiocesan Filipino Council Archdiocese of Baltimore
St. Louis Church 12500 Clarksville Pike, Clarksville, MD 21029
Message from Rev. Pete D. Literal Chaplain of Archdiocesan Filipino Council Associate Pastor of St. Louis Church – Clarksville, MD My Dear Friends: Greetings and Congratulations! We have come a long a way. We have come to this 5th Archdiocesan gathering of Filipino-American families and organizations to honor San Lorenzo Ruiz and San Pedro Calungsod with so much energy and enthusiasm to bring to life the faith, harmony, and devotion of Filipinos of the Archdiocese of Baltimore (AOB). The theme chosen for this year’s celebration, ”Filipino Families Are Called to Become Brave Mission-ary Disciples,” is our collective response to the call of the Archbishop of Baltimore to bring awareness to all Filipino families to become missionary disciples, so that the light of faith that we all profess will be-come brightly visible within and among us. As we work on the goals of the Filipino Council of promoting solidarity among Filipino Catholic or-ganizations (civic and religious) and fostering mutual support for pastoral agents with and among Filipi-nos in AOB, we can help each other succeed in our purpose of existence. We enhance our participation to the call of missionary discipleship by holding faith enrichment offerings to form leaders and ministers and by using popular devotions like Marian devotions, Archdiocesan “Simbang Gabi” as new tools of evangelization and spiritual enrichment. I thank and commend all of you for what you have accomplished and achieved in the past. My sincere gratitude to the leadership of Dr. Ruben Ballesteros, M.D., and the officers of Archdiocesan Filipino Council (AFC). Truly, I am indebted to all the leaders of Filipino organizations and representatives of Philippine - American parish-based organizations in the AOB, for becoming the “mission partners” of the AFC. I am particularly grateful to all working committees of AFC, the generous donors, and kind bene-factors of this event. I pray that through the intercessions of San Lorenzo Ruiz and San Pedro Calung-sod, God’s blessings to all of you will be a hundredfold! Please welcome and support our newly discerned leaders of the Archdiocesan Filipino Council, under the leadership of LTC. John Smith, Esq.. Their dedicated efforts will continue to carry out the mission of AFC starting this year 2015 until the year 2018. My friends, we are always blessed by God! He gives us good and benevolent people. Let us show our Christian faith by our willingness to share our time, talents and treasures. Nothing can stop us to real-ize our vision and mission, because God, who is gracious and merciful, is always with us. “Be brave missionary disciples of Christ!” Yours in Christ, Fr. Pete

Message, Chairman
5th
Archdiocesan Filipino Saints Celebration
Dear Brothers and Sisters, As we commemorate the lives of our two great saints, San Lorenzo Ruiz and San Pedro Calungsod, I am reminded of how incredibly coura-geous these two humble men really were. When you read about how their lives ended, and how much they loved the Lord, it just jumps out at you. The Japanese torturers told San Lorenzo Ruiz: “Deny your faith and we will spare your life.” To which he replied: “I will never do it. I am a catholic and happy to die for God. If I have a thousand lives to offer, I will offer them to God.” He was hung upside down with his head inside a well, and his temples slit open so his blood would slowly drip out. He endured this horrible torture for seven days and died on September 29, 1637. In 1672, San Pedro Calungsod, a fourteen year old sacristan and missionary to Guam, preached Christianity and baptized infants, children and adults at the risk of persecution, torture and murder. Despite the risks, he baptized the daughter of the village chieftain. The angry chief-tain and his men attacked San Pedro, killing him with a spear to his chest and a machete blow to the head. The theme of this year’s celebration is: “Filipino families are called to be brave missionary disci-ples.” While we will never be faced with the circumstances of our two brave saints, we are awestruck by their great love of God and their bravery in the face of imminent death on account of their beliefs. So let us be brave as well. Let us be brave missionary disciples, strengthening our faith and the faith of those around us by our love for each other, by our good example, by our pray-ers, and by asking others to be active participants in our faith and discipleship. Realize we are not alone in this endeavor. The Lord is with us, and so are our two great saints. Also realize, the vi-brant Filipino community in this Archdiocesan Filipino Council is with you too, leading the way. We cannot just sit here and let life go by without doing anything. God has called upon us to act. We must heed his call. This event is a magnificent celebration of the love God has for us, and for the love for God and for each other that the members of this Council and its mission partners have. I do not know the numbers, but I estimate that well over 100 selfless devoted people contributed directly to the suc-cess of this event. I certainly cannot begin to thank you all here, but rest assured your hard work and dedication is much appreciated. It’s been an honor and a privilege to work with you wonderful people. Many Thanks!! Special thanks to Dr. Ruben Ballesteros, our Council Chair for the past four years. Ben, you are a terrific person, and your advice and leadership has been outstanding. We would not be where we are without you!! We have been graced by the faith, inspiration, and dedicated leadership of Father Pete Literal. Fr. Pete, how incredibly blessed we are to have you among us!! May this event be a lasting inspiration which strengthens your faith. San Lorenzo Ruiz, pray for us. San Pedro Calungsod, pray for us. LTC John S. Smith, Esq. Event Chair
History of Archdiocesan Filipino Council
The Spark That Ignites the Filipino Solidarity: Birth of the Archdiocesan Filipino Council (AFC)
Archdiocese of Baltimore (AOB)
The Filipinos are constantly grateful to the parishioners of the Cathedral of Mary Our Queen for their hospitality and for being the generous host of our various activities and the culminating Eucharist of the celebration of the Filipino Saints Fiesta Celebration (which started then as the San Lorenzo Ruiz Feast Day which began in the year 2011). This religious event becomes a “faith” transformation experience for all of the Filipinos in Maryland that energized them, to serve more the Lord with Joy in the Spirit!
Following this momentous celebration, through the initiatives of Fr. Pete Literal and Fr. John Hurley, CSP (former Executive Director of the Department of Evangelization-AOB) and with the support of Msgr. Bruce Jarboe. The first discernment meeting for the organization of the AFC AOB was convened on April 8,2012. After the discernment meeting representatives from various sectors and organizations met again on June 1, 2012, to choose its leaders and sectoral representatives which eventually led to the launching of the Archdiocesan Filipino Council (AFC) – Archdiocese of Baltimore (AOB) with a mission slogan of Vibrant Faith, Solidarity and Service. Dr. Ruben Ballesteros was unanimously chosen as it first president.
The vision of the AFC is... “The AFC is committed to serve the Filipino communities/ministries in the Archdiocese of Baltimore by
representing the Filipino Catholic Community in the Archdiocese of Baltimore. It will promote Filipino Catholic values and active participation among Filipino families in the life of the local Church, under the guidance of the Archdiocesan Department of Evangelization.
Responding to the call of the Church, the AFC will work towards the solidarity of all Filipino Catholic organizations, developing a commitment of Filipino groups towards active participation in the Archdiocese, and training Filipino leaders for the continuing work of the mission of the Church in the Archdiocese of Baltimore.”
Now in its 4th year of meaningful and fruitful existence, the AFC AOB continue to become the source of strength and inspiration for the Filipinos in Maryland in witnessing to their faith in God’s love and providence. The recent call for support for the victims of Typhoon Haiyan (Yolanda), the AFC AOB through the collaborative efforts of its Mission Partners, was able to send more then $10,000.00 financial aide which were given to the Archdiocese of Palo, Tacloban City.
As we look back in the eyes of faith, each year as we celebrate the Filipino Saints Fiesta, we are being led to new challenges as we grow deeper in our understanding and commitment in the mission of evangelization in the Archdiocese of Baltimore. This year in solidarity with the Filipinos worldwide we are called to ... TO CHOOSE TO BE BRAVE and SEND FORTH AS HEROES OF FAITH!
Mabuhay ang Filipino! Bangon Filipinas!
Filipino Saints Fiesta Celebration Every Last Sunday of September the Filipinos and Fil-Americans gather as one faith community to celebrate and
remember the unwavering faith of our fellow Filipino faithful San Lorenzo Ruiz and San Pedro Calungsod who remain steadfast in their belief and love for Jesus as they proclaim His message of hope, love and peace in foreign land! The combined celebration of the martyrdom of San Lorenzo Ruiz and San Pedro Calungsod has then been known as the Filipino Saints Fiesta Celebration. This great event starts with a Triduum (3-night) of prayers, songs and reflections on the lives of San Lorenzo and San Pedro Calungsod and ends with a grand Liturgical Celebration at the Cathedral of Mary Our Queen. The Cathedral is always jam-packed with more than a thousand Filipinos coming from the Archdiocese of Baltimore and nearby states.
Our theme this year is: “Filipino Family Called to be Bold Missionary Disciples.” First we are asked to focus on reasons for a renewed missionary impulse to become missionary disciples as called by God and now renewed and inspired by Pope Francis. God’s love motivated our first Filipino saints to engage in the work of the church - to proclaim the good news in the world. We become missionary disciples when we allow ourselves to be moved by the love of Jesus. It is the love of Jesus that empowers us to joyfully love God and our neighbors. It is the love of Jesus that consumed San Lorenzo Ruiz and San Pedro Calungsod to give their lives in an ever greater love for Him.
Secondly, we become missionary disciples when we are willing to “cross over the other side” of life, where God is leading us to. San Lorenzo Ruiz and San Pedro Calungsod “crossed over their fears and doubts and embraced the special calling to give witness to Christ’s saving powerful love.
Third, we become missionary disciples when we yield to the word of God and allow the Holy Spirit to move in us and through us. With the empowering presence of the Holy Spirit, our passion for the Lord will lead us to take the right path, to stand for the truth, and live our lives powerfully, as the one that God sends driven by His mission.

On September 29, 1637, San Lorenzo Ruiz professed his faith by martyrdom. He was beatified by Pope John Paul II in Manila and later canonized on October 28, 1987. San Lorenzo Ruiz holds the distinction of being the first person beatified outside the Vatican. He also holds the honor of being the first Filipino Saint, the "most improbable of saints," as Pope John Paul II described him during the canonization ceremony. Lorenzo Ruiz, the first Filipino saint, was the kind of man who could die for God and religion a thousand times if he had to. Lorenzo Ruiz was a layman who worked as a calligrapher for the Dominican parish of Binondo, Manila. As an "escriba," he was exceptionally gifted, and the Dominican friars relied
on him to transcribe baptismal, confirmation and marriage documents into the church's official books. He was also an active member of the Marian confraternity, a man the Dominicans described as someone "they could trust."
The son of a Chinese father and Tagala mother who lived in the Parian district outside the city walls of Ma-nila, Lorenzo Ruiz married a Tagala like his mother and had three children -- two sons and a daughter -- whose de-scendants are currently residents of the same area where the original Ruiz family lived. In 1636, Ruiz was implicated in a murder. He sought help from his Dominican superiors who believed in his innocence. In order to escape what they believed would have been an unjust prosecution for their protege, the Spanish friars immediately sent Ruiz on a missionary expedition outside of the Philippines. Initially, Ruiz thought he was being sent to Taiwan, where he be-lieved his Chinese roots would enable him to start a new life. Little did he know that he and the missionary expedition led by Fray Domingo Ibanez was actually headed for Nagasaki, Japan, where feudalism was fanning the flames of Christian persecution. Lorenzo Ruiz was headed straight into the arms of death.
He was arrested almost immediately upon his arrival in Japan in 1636, and subjected to torture by his Japa-nese captors for more than a year. Tied upside down by his feet and dropped into a well where sharp stakes lined the bottom, his torturers would stop just before he would be impaled, and thereupon try to convince him to renounce his faith.
"Deny your faith and we will spare your life," his persecutors said. To which Lorenzo Ruiz answered, "I will never do it. I am a Catholic and happy to die for God. If I have a
thousand lives to offer, I will offer them to God." Existing documents attest that the Japanese promised him a safe trip back home where he could be reunited
with his loved ones, but Ruiz staunchly chose to remain faithful to his religion. On September 22, 1637, Ruiz, Fray Domingo and their 14 companions were led up a hill overlooking the bay
of Nagasaki. There they were hung upside down with their heads inside the well. Their temples were slit open to let blood drip slowly until they died either from loss of blood or asphyxiation. Many died after several days. Ruiz died last, on September 29, 1637.
"The Lord gives us saints at the right time and God waited 350 years to give us this saint," the Holy Father then said. "It is the heroism which he demonstrated as a lay witness to the faith... which is very important in today's world. The witness of San Lorenzo is the testimony we need of courage without measure to show us that it is possi-ble. Faith and life for Lorenzo was synonymous and inseparable. Life without faith would have been without val-ue...he proved that sanctity and heroism are there for anybody and the final victory is made to size for each one of us."

His Life San Pedro Calungsod (spelled Calonsor in Spanish records) was born ca. 1655. Historical records never mentioned his exact place of origin and merely identified him as “Bisaya.” Historical research, however, identifies Cebu as his birthplace. San Pedro Calungsod, then around 14, was among the exemplary young catechists chosen to accompany the Jesuits in their mission to the Ladrones Islands (Islas de los Ladrones or “Isles of Thieves”). In 1668, Calungsod travelled with Spanish Jesuit mis sionaries to these islands, renamed the Marianas Islands (Las Islas de Mariana). Calungsod and San Vitores went to Guam to catechize the native Chamorros. While in Guam, Calungsod preached Christianity to the Chamorro people through catechism, while baptizing infants, children and adults at the risk and expense of being persecuted and eventually murdered. Through Calungsod and San Viores' missionary efforts, many native Chamorros converted to Roman Catholicism.
Martyrdom A Chinese named Choco, a criminal from Manila who was exiled in Guam began spreading rumors that the baptismal water used by mis-sionaries was poisonous. As some sickly Chamorro infants who were baptized eventually died, many believed the story and held the missionaries responsible. Choco was readily supported by the macanjas (medicine men) and the urritaos (young males) who despised the missionaries. When the Village chief, Mata'pang, learned of his daughter's baptism, he became even more furious. He violently hurled spears first at Pedro, who was able to dodge the spears. Witnesses claim that Calungsod could have escaped the attack, but did not want to leave San Vitores alone. Those who knew Calungsod personally meanwhile believed that he could have defeated the aggressors with weapons; San Vitores however banned his companions to carry arms. Calungsod was hit in the chest by a spear and he fell to the ground, then another villager, Hirao, immediately charged towards him and finished him off with machete blow to the head. San Vitores absolved Calungsod before he too was killed. Mata'pang took San Vitores' crucifix and pounded it with a stone while blaspheming God. Both assassins then denuded the corpses of Calungsod and San Vitores, tied large stones to their feet, brought them out to the sea on their proas and threw them into the water. The Catholic Church considers Calungsod’s martyrdom as committed In Odium Fidei (‘In Hatred of the Faith’), referring to the religious perse-cution endured by the person in evangelization Saint Pedro Calungsod, a sacristan and a missionary catechist, who along with Blessed Diego Luis de San Vitores, suffered religious persecution and martyrdom in Guam for their missionary work in 1672.
Beatification and Canonization A month after the martyrdom of San Vitores and Calungsod, a process for beatification was initiated but only for San Vitores. Political and religious turmoil, however, delayed and halted the process. When they were preparing for its 20th anniversary as a diocese in 1981, the 1673 beatification cause of Padre Diego Luís de San Vitores was rediscovered in old manuscripts and revived until San Vitores was finally beatified on 6 October 1985. This gave recognition to Calungsod, paving the way for his own beatification. In 1980, then-Cebu Archbishop Ricardo Cardinal Vidal asked permission to initiate the beatification and canonization cause of Pedro Calungsod. In March 1997, the Sacred Congregation for the Causes of Saints approved the acta of the diocesan beatification process. The positio, which relied heavily on the documentation of San Vitores' beatification, was completed in 1999. Calungsod was formally beatified on 5 March 2000 by Blessed Pope John Paul II. San Pedro Calungsod was officially canonized by Pope Benedict XVI at Saint Peter's Basilica in Vatican City on 21 October 2012.

PRAYER TO SAN LORENZO RUIZ AND SAN PEDRO CALUNGSOD
Our Father in heaven, Faithful and Compassionate God, we praise and thank You for blessing the Philippines and her people with two martyrs, who have been courageous witnesses of faith, especially in times of persecution and adversities. As San Lorenzo Ruiz exemplifies to the fruit of embracing Your love which conquers fear and emboldens people to proclaim readiness to die a thousand times for the faith in Jesus, we now pray to You through his intercession that You strengthen our faith so that we may not waver in the midst of terrible suffering and pains. Help us to anchor our last breath in the comforting and healing care of Jesus.
In the dynamism and passion to spread Your word even beyond personal comforts and geographical boundaries, San Pedro Calungsod has found his calling and martyrdom. Please grant all Your people the same ardent desire of San Pedro Calungsod to share Your word wherever you send us as a catechist or a religious teacher. Challenge us all, especially our youth, to embrace You among Your people. Show us the value of deep friendship with Your people as we boldly offer our life to friends in danger and profess our great love to Jesus, who is faithful to us unto death.
We seek the intercession of San Lorenzo Ruiz and San Pedro Calungsod that we may keep the fire of faith burning in our hearts so that we may follow their examples as Your disciples, who live a life totally immersed in Your unconditional love and steadfast faith as we give witness to You.
Through the intercession of San Lorenzo Ruiz and San Pedro Calungsod, we pray that the situations and needs of our lives may be blessed bountifully with faith, hope, and divine provisions, including: (pause briefly as you pray silently for your personal needs). Please grant us the Holy Spirit that we may take the risk, unafraid to testify to Your great love and become partners in the evangelization mission of the church, and serving You with great fervor, commitment, and joy in the Spirit.
San Lorenzo Ruiz: Pray for us. San Pedro Calungsod: Pray for us. Mary, Queen of the Most Holy Rosary: Lead us to your Son. We ask this through Jesus Christ, Our Lord. Amen.
