Chairman, Rocky Barton—I would like to welcome everyone to the meeting this afternoon.
We will begin with the Pledge of Allegiance followed by a moment of silence. Please be
seated. There has been an addition to our Agenda. Ms. Allison Mullins has a presentation.

PUBLIC COMMENT:
Chairman, Rocky Barton—We are now ready for Public Comment. Mr. Nickles will read
the Guidelines for Public Comment. (So Read) First we will have the representative from
the DEA, Mr. Shawn Tiller:
Mr. Shawn Tiller—Thank you once again for allowing us to speak. March has been a busy
month for the DEA now that the snow has passed, and we are able to meet on a regular basis.
We have had several meetings ourselves and been involved in several budget meetings. We
were able to have our regular meeting on the first and were able to schedule the meeting we
want to have with Mrs. Robinson and the members of the School Board office. It was sched-
uled on the 15th
. There were 20 members present at our regular meeting. It was a very active
day on the field at Ridgeview. We were able to be updated on the budget issues. Some DEA
members and I were able to attend several of the workshops. I met with you all and the
Board of Supervisors to discuss the budget. We were also busy getting our delegates for the
VEA Convention. We have a full delegation which was good for us because some of the
other counties do not have a full delegation. We are sending five delegates and Vickie Bar-
ton to the VEA Convention in Richmond. We are also involved in electing officers. We
have two offices that will be coming in at the end of July when my term ends. Our President
Elect is Ms. Allison Mullins. We have a few things that we are working on and will be pre-
senting to the Board. Even with all we have been going through with the budget it is good to
be here celebrating our kids. They are a good reminder why we go through all of this stuff.

It is good to be able to recognize all of the great things that the kids are doing. Again, it is
good to be here and able to speak for the DEA. (Applause!)

Ms. Kathy Musick—Good evening to Mrs. Robinson and the Members of the Board.
Thank you for giving me the opportunity to speak, and also thank you for all that you do for
the employees of the Dickenson County School System. As we approach this tight budget, I
want you to keep in mind making a positive impact on all of the employees. As you know it
is about insurance and the pay scale. We really appreciate the 2% increase. Thank you for
your time. (Applause!)

Superintendent Robinson—Thank you. Good afternoon everyone. It is a pleasure to see
the auditorium filled with parents and students. We are pleased and honored that you are
here with us.

INFORMATIONAL ITEMS FOR THE BOARD:
Chairman, Rocky Barton— The next Item is Information for the Board, Mrs. Robinson:
Superintendent Robinson— I would like to ask Mr. Setser to come to the front. Student
enrollment and percentages for February are included in this section. We have one school
that we would like to recognize for a student percentage of 93.94%. Mr. Setser:
Mr. Mike Setser—Thank you Mrs. Robinson and Board Members. This is very hard to see
with no lights. For the month of February we ended the month with 2,162 students which is
up 2 from the month of January. Knock on wood but for the last two months we have seen a
positive increase in our enrollment, whereas, the first four months we had a negative de-
crease. For the month of February we gained 2. For the month of January we gained 3. As
always the attendance percentages are shown to the Board, and as usual, we will recognize
Clintwood Elementary School. Unfortunately, I left the banner in my office, but I will get it
to them tomorrow morning. I would like to recognize Mrs. Janie Vanover, Principal, and
Mrs. Muncy, Assistant Principal. Thank you.
Superintendent Robinson—Thank you, Mr. Setser. Also, Board Members for your infor-
mation, we have included in this packet for you the VSBA Southwest Regional Spring Net-
work Forum which is on April 21st. It is in the Galax City Public Schools. We have attended
this before as a group. It is an excellent forum where other divisions and boards meet. It is
an excellent time to network with others. We will also be taking artwork from our students
for the student art show. If you are interested in attending, please let Mrs. McCowan know
tonight so that we can register you for the forum. You can earn points for attending this.
Again, Galax City Schools on April 21st. We have requested to have the 2017 VSBA South-
west Region Spring Network Forum at Ridgeview next year. They are very excited about
that. So we have extended the invitation to host that here. Thank you, Sir.

APPROVAL OF THE 2016-2017 DICKENSON COUNTY PUBLIC SCHOOLS ES-
TIMATED PROPOSED BUDGET:
Chairman, Rocky Barton—We are now ready for New Business. Mrs. Robinson:
Superintendent Robinson—Attached is the Estimated Proposed Budget for the Dickenson
County Public Schools. As you know, we have met with the Board of Supervisors. We have
had two budget workshops. We have had a meeting with the DEA regarding that. We have
sent out our budget to all of our staff members by email. This is the same budget that was
proposed last week. So today we are asking for a motion to approve the budget as presented
so that we can present it to the Board of Supervisors on April 1st.
Chairman, Rocky Barton—Are there any questions on the budget or about the workshops?

APPROVAL OF THE REVISED 2015-2016 SCHOOL CALENDAR:
Superintendent Robinson—Our next item is the Approval of the Revised 2015-2016 School
Calendar. I would like to ask Mr. Mark Mullins to come to the front. As of Friday, March
18, we have experienced 17 days of school closings due to inclement weather. Easter and
Spring Break is scheduled for Monday, March 28th
and Tuesday, March 29th
. Mr. Mullins,
would you review the other proposals for calendar revisions Sir?
Mr. Mark Mullins—Thank you, Mrs. Robinson. We have made some revisions for the end
of the school year as far as the calendar goes:
Memorial Day, Monday, May 30th
will be observed and schools will be closed. As
you know, we had to go to school on Memorial Day, but we are hoping to be able to
be out of school that day.
Tuesday, May 31st, will be the last day for seniors.
Thursday, June 2nd
, will be an Exam day. Students will dismiss at 12:30.
Friday, June 3rd
, will be an Exam day and the last day of school. Students will dis-
miss at 12:30.
Sunday, June 5th
, will be graduation at Ridgeview High School.
Teacher workdays will be Monday, June 7th

. That will end the
school year.
Superintendent Robinson—Board Members we have the State Track Meet on Friday the 3rd
and Saturday the 4th
. In talking to Coach Owens we feel that we will have several of our sen-
iors participating in that. As the first graduation at Ridgeview, we tried not to schedule it on
a time that students and parents had to decide between a Track Meet and Graduation. That is
the reason for the Sunday date at 3 p.m.

APPROVAL OF AN RFP FOR INSURANCE CONSULTANT FOR DICKENSON
COUNTY AND DICKENSON COUNTY PUBLIC SCHOOLS:
Superintendent Robinson—On Tuesday, March 15, 2016, members of the Board of Super-
visors and County Administration, and School Division staff, Rocky Barton, Larry Barton,
Reba McCowan and the Division Superintendent met with Ralph Modena to discuss both the
overview of the county’s health insurance and division’s health insurance program and mer-
ger options. The meeting was very informative and very productive. Representing the Board
of Supervisors and County Administration was Shelbie Willis, David Yates, Karen Fultz and
David Moore.
The consensus of the meeting was to request from both the Board of Supervisors and the
Dickenson County School Board at their respective meetings next week to authorize an RFP
to be advertised for an insurance broker to consult with both the County and the School Divi-
sion to explore the options of merging health insurances. No cost would be incurred for the
RFP. This first step will allow the County and the School Division to explore and evaluate
health program options. On both of our budgets, health insurance is the largest. If both
boards agreed, then the next step would be for a committee of both School Board Members
and Administration and Board of Supervisors and Administration to interview the potential
brokers and make a recommendation to each board.
At this time, Mr. Barton, in order to get the process started we are asking Approval for an
RFP for an insurance consultant for Dickenson County and Dickenson County Public
Schools. It is only to begin to explore the option of what it would look like for both the
county and the school division to merge into the same health insurance.
Chairman, Rocky Barton—Do we have a motion to approve the RFP for Insurance Con-
sultant? Dr. Lurton Lyle—I make that motion. Mr. Rick Mullins seconded the motion.

Chairman, Rocky Barton—Next we have Allison Mullins:
Ms. Allison Mullins—Thank you, Mr. Chair, Board Members and Mrs. Robinson. I am here
as a concerned teacher. One of the topics this year that teachers have discussed frequently is
teacher evaluations. I know that some of the Board Members who were on the previous
boards will be aware of the concerns about teacher evaluations. I have been doing some re-
search on the Virginia Department of Education. There is a lot of really good information
about teacher evaluations, principal evaluations and superintendent evaluations. I made
some copies for the Board that lists some of the things on there. I wanted to see what the
Virginia Department of Education said about evaluations and what we are actually doing in
Dickenson County. Teacher evaluations are required annually. This year teacher evaluations
in the county changed a little bit. For the first time that I am aware of, teachers are evaluated

in most part on student achievement rather than student progress. The Virginia Department
of Education has come up with best practices regarding teachers. I would like to read an ex-
cerpt from that if I could.
It is titled ―Board of Education Teacher Performance, Standards and Evaluations‖ These
standards were adopted on July 1, 2012. It says:
The guidelines for uniform performance standard and evaluation criteria were standards for
all Virginia teachers. The model calls for 40% of Virginia teacher evaluations to be based on
student progress as opposed to achievement. It is determined by multiple measures, not just
SOL scores, but multiple measures of student achievement. Standards relating to profession-
al knowledge, instructional planning, instructional delivery, learning environment and pro-
fessionalism each; count for 10% of the evaluation performance. Certainly all of you are
welcome to look at this.
The first one in Dickenson County, our teacher evaluations are not following the recommen-
dations of the Virginia Department of Education. Also, I feel like in our current evaluation
system there are parts of it that are not across the board fair to all teachers. I will give you
some examples. One of the factors is relating to the accountability of the system. What is
missing in Dickenson County is the ability for teachers to monitor the progress and to adjust
the goal mid-year. We should set goals at the beginning of the year that are tied to achieve-
ment as opposed to progress. However, when the only group rate for success is the SOL
scores at the end of the year, it is not possible to adjust your goals mid-year. That is one area
that I think is a concern.
The second area is that some teachers don’t teach SOL classes. So teachers of SOL testing
students are being held to a different standard than other teachers are.
The next thing I would like to do, if possible, is look at principal evaluations and superinten-
dent evaluations in the Virginia Department of Education. I would like to ask the Board a
couple of questions before I get into the next area.
1. I will direct this to Chairman Barton: Do you know when our superintendent was last
evaluated by the School Board.
Chairman, Rocky Barton— I think the last time was four years ago.
Ms. Allison Mullins—Do you know how often the Virginia Department of Education re-
quires the Board to evaluate the superintendent? This is a handout I would like to give the
School Board. This is from the Dickenson County School Board Policy manual. It is titled
―Evaluation of Superintendents‖. In referencing that School Board Policy which is con-
sistent with the Code of Virginia it requires that superintendents of schools be evaluated an-
nually. I feel like if teachers’ requirement is dependent on annual evaluations so should the
superintendent. I guess it would be a concern as to why it has been four years since her last
evaluation.

Chairman, Rocky Barton—This is the first time that I have been Chairman, but we already
have plans to have an evaluation of the superintendent.
Ms. Allison Mullins— The Virginia Department of Education also has a copy of the Web
Page that I can let you guys have which has guidelines for the Board of Education, superin-
tendent performance standards. I would like to read one paragraph of that. The guidelines
for the performance standards and evaluation criteria set for all Virginia superintendents.
The model recommends that 40% of the superintendent’s evaluations concern the student
progress not performance, but progress. So there are certain criteria from the Board of Edu-
cation that applies to the superintendents. 40% is exactly the same, based on progress. Eve-
rybody in the system should be based on the same thing. At the bottom it has specific items
that can be used for the superintendent. I have a copy for you all.
In summary, I am sorry to take up so much of your time, and I thank you for your patience.
There are a couple of things I would like the School Board to consider. One is the teacher
evaluations. What I would like for you to consider for teacher evaluations is to ask yourself
if you are going to base it on achievement based on the SOL scores. In other words are we
going to do whatever it takes to raise SOL scores even it isn’t fair to the teachers even if it
violates the best actions of the Department of Education? I feel like the School Board needs
to weigh in on the issue of teacher evaluations. I don’t think the teachers got any feedback
from the Board or very little.
Second, I would like for the Board to hold every person to the same level of accountability.
If our contracts, as teachers, are dependent on annual evaluations, then I will mention that the
Virginia Code says superintendents, principals and teachers should be on the same playing
field. I, as a teacher, would request the same accountability both in frequency of evaluations
and content of evaluations. If teachers are going to be evaluated on test scores, I think eve-
rybody else should be, too. Thank you.
BOARD COMMENT:
Chairman, Rocky Barton—That brings us to Board Comment.
Dr. Lurton Lyle—I am very happy to see the turnout of students and parents here.
Mr. Rick Mullins—It has been a real blessing to see the way the students have handled the
coming together of the three schools.
Chairman, Rocky Barton—I am so happy with the accomplishments that have happened
the first year of our new school, and I couldn’t be prouder. It is unreal the pride the Robotics
Team has brought to our community. I couldn’t believe the number of people who came to
Richmond for the Girls Basketball Team. Floyd County was two or three hours away, and
we had four times as many people as they did. It is just amazing how our communities have
come together to support the school.

Mrs. Susan Mullins—I would like to second what everyone else has said except I would like
to say what a beautiful setting for our School Board meeting here tonight. I like everything
except the lights. (Ha, Ha!)
Mr. Shanghai Nickles—I am very proud of the young ladies from Ervinton Elementary
School. They have done an outstanding job of integrating the kids from Clintwood into the
team. I appreciate every person in this county who has supported this school. It doesn’t mat-
ter whether it is big or small, it is still our place. One guy called me and said you won the

release from mandatory attendance 2.) employment issues relating to: request for FMLA,
request for sabbatical leave, resignation, hiring of a Special Education teacher, substitutes
and Superintendent’s contract PURSUANT to Virginia Code 2.2-3711A(1) and to consult
with legal counsel on these issues PURSUANT to Virginia Code Section 2.2-3711 (A) (7).

Code of Virginia, he moved to certify that during the closed meeting just concluded the
Dickenson County School Board discussed only matters lawfully exempt from the open
meeting requirements under section 2.2-3711 of the Code of Virginia. Dr. Lurton Lyle se-
conded the motion. Dr. Lurton Lyle, Mr. Rick Mullins, Mrs. Susan Mullins, Mr. Shanghai

Chairman, Rocky Barton—We are going to recess this meeting for tonight and it will re-
convene tomorrow at 2:00 p.m. at the School Board Office. Do we now have a motion con-
cerning the Superintendent’s contract?
Mr. Rick Mullins—I move that we enter into an employment agreement in the form pre-
sented to us tonight for a term of 4 years beginning July 1, 2016 and ending June 30, 2020
at her present salary, but with the modifications regarding health insurance that will be
supplied by the School Board Attorney and accepted by us at the conclusion of this re-
cessed meeting. Dr. Lurton Lyle seconded the motion. Motion carried by the following

Chairman, Rocky Barton—I now call this recessed meeting back to order and note that all
Board Members are in attendance, as is the Superintendent and our Board Clerk. We will
now enter back into closed session pursuant to Section 2.2-3711 A of the code of Virginia,
section 7 for the purpose of discussing students, personnel and legal matters. We are back in
closed session.
OUT OF CLOSED SESSION:
Chairman Rocky Barton—made the motion to go out of Closed Session. Mr. Shanghai
Nickles seconded the motion. All votes aye. Chairman Rocky Barton stated; we have been
in closed session pursuant to Section 2.2-3712(a), Section (1) to discuss potential contracts
and proprietary information. Pursuant to Section 2.2-3712(d) of the Code of Virginia, he
moved to certify that during the closed meeting just concluded the Dickenson County School
