increased density, no parking minimums, and design standards

• Central Corridor Design Center – Preliminary design review for new construction projects.

• Central Corridor Development Guidebook - Summarizes City policies/design guidelines for TOD and includes business “tips for success.”

• TOD Project Manager – professionals with private development experience providing city support to developers

Early market analysis (2007 – 2008)• Plan for what the market can support.• LRT will accentuate the market somewhat, and may tip the

scales to make a project feasible, but doesn’t create market demand by itself. Changing!

• Development faces near-term challenges (high land costs, cost of structured parking, low rents).

• Market strength/viability moves from west (strongest) to east (weakest)

• Residential most likely to be feasible first. TRUE!• Amenities and public improvements will be important to

attracting private investment. And here are examples…
