Vision: Accelerate the build out of the region’s transit system and adjacent development that creates opportunities for all.
| Intro to MSP Experience |
Getting partners to think like a corridorTransit corridors are a precious asset & major investment
Each station like a charm on a bracelet but not every station can have everything
In MSP – every corridor has different strengths, challenges, players, and needs.
“Beyond the rail” opportunities in workforce, housing, economic dev. transcend station areas
| Intro to MSP Experience |
The Principles
1 Reposition Saint Paul in the Region
2 Benefit and Strengthen the Diverse Communities
along the Corridor
3 Link and Foster Economic Activity
4 Improve People’s Mobility throughout their
Community
5 Improve the Image and Quality of Life along the
Corridor
6 Involve Collaboration from Design to Operation
Setting the Stage for Success: The Vision
LRT has the potential to result in many positive changes along the Corridor. Identifying the potential for positive change and ways to mange this change is the primary aim of the Development Strategy. Defining Areas of Change & Stability

Setting the Stage for Success: The Vision
Setting the Stage for Success: The Tools• Station Area Plans• Zoning Code Amendments – flexibility w/mixed use,
increased density, no parking minimums, and design standards
• Central Corridor Design Center – Preliminary design review for new construction projects.
• Central Corridor Development Guidebook - Summarizes City policies/design guidelines for TOD and includes business “tips for success.”
• TOD Project Manager – professionals with private development experience providing city support to developers
Early market analysis (2007 – 2008)• Plan for what the market can support.• LRT will accentuate the market somewhat, and may tip the
scales to make a project feasible, but doesn’t create market demand by itself. Changing!
• Development faces near-term challenges (high land costs, cost of structured parking, low rents).
• Market strength/viability moves from west (strongest) to east (weakest)
• Residential most likely to be feasible first. TRUE!• Amenities and public improvements will be important to
attracting private investment. And here are examples…
