The ASEAN S&T Week (ASTW) is a flagship project of the ASEAN COST, in order to showcmajor achievements and potential of S&T generated both in ASEAN Member Countries and
Dialogue Partners, relevant to the rapidly increasing needs of the public and private sectors,
in light of the region's goal of achieving a knowledge-based economy.
The ASTW is an important event of the ASEAN COST and it is conducted triennially in a
rotational basis amongst ASEAN Member Countries, which has the main purpose of
promoting of S&T Development in Southeast Asian Countries.
In addition, it is expected that this event will open windows of opportunities for scientist,
technologies, researchers, academicians, government officials, practitioners and privatesectors, to interact and to promote networking, as well as to expand their S&T cooperation.
In an effort to promote the interfacing of the private sector and the ASEAN S&T community,
Member Countries are advised to bring their private sectors to show case one or two of
their products during the ASTW
thWith a theme of innovations from the most dynamic region to earth, the 9 ASTW will bethcelebrated in conjunction with the 19 National Awakening Technology Days (Hakteknas)
of the Republic of Indonesia in the period of August 2014, Bogor, West Java, Indonesia.

Objectives To enhance awareness of ASEAN Scientist and community to the importance of science, technology
and innovation ; to encourage ASEAN Competitiveness and to support economic growth within ASEAN
Member Countries ; To encourage interaction, networking, partnership and regional cooperation among participants from
ASEAN Countries and their counter parts from Internationals S&T Community as well as from private
sector ; To promote technology transaction (among others including technology transfer) between ASEAN
Scientists and or their regional/international counterparts from S&T Community and private sectors ; To provide scientist forum for promotion of relevant fields of S&T cooperation within ASEAN regions
and to open opportunity to expand the cooperation into international level ; To promote S&T culture-based-community within ASEAN Countries, with special attention to increase
S&T awareness among ASEAN young generation ;
To accelerate the development of S&T expertise and manpower resources in ASEAN.
This event will consist of 2 (two) days of plenary sessions (morning-lunch time) and 2 (two) days of
parallel meeting rooms for 8 (eight) Sub-Committee/Conference, EU Sustain cluster workshop,
Bibliometrics workshop, and 1 (one) conference dinner.

06ASEAN S T AwardsASEAN S&T Awards
I. INTRODUCTIONFour types of awards are given by COST in the 9th Asean Science and Technology Week (ASTW), as
described below :
1. The ASEAN Young Scientist and Technologist Award (AYSTA) This award is given to one ASEAN scientists or technologist who has either shown considerable
promise in, or made substantial contribution to research, development and innovation in the fields of
Food, Energy and Water (FEW) in ASEAN region. It is hoped that this award will help inspire the
awardees to reach their fullest potential in their pursuit of scientific and technological excellence. The panel will select the winner from 10 finalists, one from each ASEAN Member Countries. The
requirements of the nominees should be under 45 years old.
2. The ASEAN Outstanding Scientist and Technologist Award (AOSTA) This award is given to one ASEAN scientist or technologist for his/her outstanding contributions in the
scientific and technological field through sustained and inspired efforts, which have received national
and international recognition. In this occassion, the scientist or technologist would be in the field of
Food, Energy and Water (FEW). The panel will select the winner from 10 finalists, one from each ASEAN Member Countries.
3. The ASEAN Meritorious Service Award (AMSA) These awards are given to 10 scientists and technologists, one from each of ASEAN Member Countries,
for their meritorious service science and technology in the region.
4. The ASEAN Woman Scientist Award (AWSA) This award is the latest award that has been decided at the 8th ASTW in Phillipines in 2008, given to
one woman scientist or technologist. The award is given to early-career women scientists pursuing scientific careers in the ASEAN region,
whose research focuses on water quality research.
In this occasion, the award is given by the United States and sponsored by UL, a premier global safetyscience company (the announcement is separated).

II. OBJECTIVES To acknowledge the achievements and contribution rendered by scientist and technologies in the region;
to give them incentives to reach for further success; to provide younger scientists with inspiration to
reach their fullest potentials; to show the general public especially the youth concrete examples of
successful careers in science; and to encourage the capacities of them in developing the applying the S&T
in the forms of publications and patents.
III. AWARDING SESSIONRecipients of the various awards would have been identified and honored at the approriate ceremonies
on August 25th, 2014 at the Gala Dinner.

VI. IMPLEMENTATION ARRANGEMENTCOST-Indonesia will lead the overall organizational work for the 9th ASEAN S&T week.
The nomination process and screening of candidates to come up with the country nominees will be
handled in country by the respective National COST Secretariat. Convening of the Panel of the Judges at
ASEAN COST level to select the winners from the national nominees as well as the holding of the
Awarding Ceremonies will be mainly the responsibility of COST-Indonesia.
There will be only one palel to judge both AYSTA and AOSTA.

Background The provision of adequate energy is a precondition for socioeconomic development and human well
being, both in developing and developed countries. However, at the same time, the impacts of energyproduction, processing and end use, also contribute to atmospheric pollutants and greenhouse gases,
damage, health, environment and raise the risks of irreversible climate change.Fundamental transformational changes are required in energy systems, and these need to be integrated
with global holistic strategies and policies in developing sustainable world. These efforts need strong
both public and private support, and will require new governance models oriented toward clean delivery
of energy services.
Participants Target participants are ASEAN academician, researchers, central and regional government agencies, S&T
leaders, decision makers, industry representatives and media practitioners. Participants from Dialogue
Partners will also be invited.
Theme and Highlights The purposed theme of the Seminar is System Analysis Approach towards Sustainable ASEAN
Community 2015.

Background The aims of the workshop is to deliver a policy recommendation on the direction of innovation networking in the
ASEAN and APEC region, through best practices sharing of relevant innovation policies as well as enlightening
development and diffusion of new technologies.
The workshop shall access existing rational or strategy of organizations to collaborate with other entities coming
from other environments (for instance, business with academicians or vice versa). Particularly for government
bodies, their expected exposition will be on the coverage to the description on their own accommodating role,
namely among other in aspects of : (1) Policy agenda and its harmonization with international frameworks; (2)
Methods in assisting the incorporated Triple Helix environments to pursuing regional cooperation; (3) Assisting
promotional activities; (4) Stipulating synchronized regulations with regional rules/practices, especially for the
purpose to improve the positive impact on regional STI collaborations; (5) Other related matters.
Participants The event is taking target audience from, but not limited to, the following groups :
Universities leaders (Including its Intellectual Property office/centres) ;Management leaders of technology transfer office (TTO), science/techno parks, or similar entities ; Technology-capitalising industries, including state-owned business institutions ;Government bodies that have legal function relevant to innovation sectors, and other parties to be considered
afterwards.
Theme and Highlight The proposed theme of the Workshop is Promoting Science, Technology and Innovation (STI) through the
implementation of Academician, Business, Government an Society (ABGS) Conceptualization in Sustainable
Energy Resources Utilization towards Sustainable ASEAN Community 2015".

Background The forum for East Asia-Latin America Cooperation (FEALAC) is an inter-regional cooperative organization
with 36 member countries that came together for the first time to form an official and egular dialogue
channel between the two regions. It is then acknowledged that all ASEAN Member Countries are also
FEALAC Members.
ASEAN and Latin America, both comprised mainly of developing countries, are economically dynamic
and complementary to each oter. It is then crucial to promote cooperation, better understanding, and
political and economic dialogue between the ASEAN region, other East ASIAN Countries and Latin
America in order to achieve more efeective, cooperative, and fruitful relations in all areas.
To esplore of STI Cooperation between countries in the two regons, a joint workshop will serve as a
vehicle to discuss opportuities for new or enhanced international cooperation in selected scientific areas ;
by defining international frameworks for national or regional science policy decisions ; and by addressing
the scientific dimensions of issues of social concern.
Participants Target oarticipants are academician, researchers, central and regional government agencies, S&T leaders,
dcision makers, business representatives and media practitioners. Participants from Dialogue Partners
will also be invited.
Theme adn Highlights The proposed theme of the Workshop is Sustainable Energy Innitiative : The Potential for International
Cooperation betwen ASEAN and Latin America Researchers.

Background The term biosecurity refers to the protection, control of, and accountability for high-consequence
biological agents and toxins, and critical relevant biological materials and information within laboratories
to prevent unauthorized possession, loss, theft, misuse, diversion, or intentional release (definition by
White House). Biosecurity has become an issue of growing importance since the attacks of 9/11 and the
subsequent spread of anthrax letters in the United States. Research for medical or other useful purposes
can lead to insights or technologies that also can be misused for the development of biological weapons.
This kind of research is labelled as dual use research. Attention for biosecurity and dual use research has
grown because of the results of recent research of the H5N1 (bird flu) virus in The Netherlands and in the
US. As the viruses were obtained from Asian countries, this debate is relevant also for ASEAN.
Soon after the events op September 2001 the international scientific community realized that it had a
responsibility to help reduce the risks of misuse of the life sciences as well as a stake in ensuring that any
measures undertaken would not hamper vital scientific research. This responsibility was taken up by the
Inter Academy Panel (IAP). IAP is a global network of the world's science academies, launched in 1993. Its
primary goal is to help member academies work together to advise citizens and public officials on the
scientific aspects of critical global issues. In 2004 IAP started a Biosecurity Working Group (BWG). This
BWG has enabled the IAP and its member academies to become internationally recognized voices for
science on these issues and important sources of advice to their own governments and international
organizations. In 2005 BWG prepared an IAP Statement on Biosecurity, which since then has been signed
by 67 member academies from all over the world. The academies of Indonesia, Malaysia, Philippines andSingapore are among the signatories. The Indonesian Academy of Science is now preparing a Code of
conduct for biosecurity, which is partly based on the a comparable code of conduct of the Royal
Netherlands Academy of Arts and Sciences.

Aim The aim of the workshop is :a. raising awareness for biosecurity issues in relevant institutions, academies of science and industries in
the ASEAN states as well as in the relevant policy departments in government;b. presenting methods and experience for education and awareness raising;c. bringing together involved parties from science, industry and government to discuss the necessity
and/or possibility of organizing further activities regarding biosecurity in ASEAN states.
These aims are in line with the IAP statement, but also with recent recommendations from the states
parties of the Biological Weapons Convention.
