(AFFILIATION OF AYURVEDIC MEDICAL COLLEGES STATUTES
In exercise of the powers conferred by sub-section (2) of Section 31 of the University of
Health Sciences Act, 1986 (Act No.6 of 1986), the Executive Council of the University of Health
Sciences, Vijayawada hereby makes the following detailed statutes in respect of affiliation of new
Ayurveda, Colleges.
STATUTES
1. (i) These statutes may be called Dr. NTR University of Health Sciences statutes on
affiliation of Ayurvedic Medical Colleges.
(ii) They shall come into force from the date of assent of the Chancellor.
2. The words and phrases used in these statutes shall, unless expressly explained otherwise, have
the same meaning as they have with reference to the University of Health Sciences (Act No.6 of
1986) hereinafter called 'the Act'.
3. It shall be necessary for the proposed Ayurvedic College seeking consent of affiliation to the
University of Health Sciences, Vijayawada for starting of BAMS 1st Professional Degree course
to apply for consent of affiliation to Dr. NTR University of Health Sciences, Vijayawada.
4. (1) (i) Only Government/ Educational Trust / Society herein after referred to as
'applicant' with sufficient financial soundness and which satisfy the conditions
stipulated hereunder in sub statute (ii) shall be eligible for consent of affiliation for
starting an Ayurvedic Medical college.
(ii) Conditions to be satisfied by the Trust / Society applying for consent of affiliation.
(a) The applicant owns and manages a hospital of not less than 100 beds with
necessary infrastructural facilities and is capable of being developed into a
teaching institution as prescribed by the Central Council of Indian Medicine.
The hospital and administrative block are to have been located in an
area of 10 acres.
(2) Application from individuals for consent of affiliation will not be entertained.
5. The application for consent of affiliation from Dr. NTR University of Health Sciences,
Vijayawada, shall be in Form-I Annexed to these statutes addressed to the Registrar, Dr.
NTR University of Health Sciences, Vijayawada and shall be submitted to the Registrar before
30th April of the academic year preceding to which affiliation is sought for.
6. CONSENT OF AFFILATION:
The application for consent of affiliation shall accompany the Essentiality Certificate issued by
the Govt. of Andhra Pradesh along with a Demand Draft of Rs.50,000/- (Rupees fifty thousand
only) or such amount as prescribed by the Executive Council from time to time drawn in favour
of the Registrar, Dr. NTR University of Health Sciences, Vijayawada towards inspection fee
along with Form-I Annexed to these statutes for consent of affiliation. The application shall
contain the following particulars namely:
a) Name of the educational Trust / society with full address.
b) Name of the proposed Ayurvedic Medical College;
c) Certified copy of the essentiality certificate issued by Govt. of Andhra Pradesh for
establishing the proposed Ayurvedic Medical College;
d) Address where the Ayurvedic Medical College is to be located with Telephone number,
etc.,
e) Details regarding the administrative block of the Ayurvedic hospital and its location;
f) Details of the Ayurvedic hospital with plan, owned by the Trust / Society such as;
i) The staff working (Ayurvedic hospital and its administration.)

ii) Number of outpatient sections like Kaya Chikitsa, Shalya, Shalakya, (Surgery & ENT
& Eye) Paediastrics (Balaroga) Prasuti Streeroga (Midwifery)
iii) Facilities like Radiology, Clinical Laboratory, ECG and Operation Theatre,
Panchakarma theatre etc;
iv) Daily outpatient turn over;
v) Bed occupancy;
vi) Master plan for the development of the Ayurvedic hospital with strength of 200 beds
with all necessary facilities and scope for further development including specialties;
vii) Facilities like workshop, laundry,
viii) canteen auditorium etc;
g) Master plan of the college and hospital complex, either in to or phased programme;
h) Number of students proposed to be admitted in BAMS 1st Professional Degree Course of
study.
i) Particulars on, to the availability of training facility for the students to be admitted in the
college;
j) Particulars as to the availability of ready built area for the accommodation of the academic
complex.
k) Particulars or residential quarters for the staff of the proposed colleges;
l) Particulars regarding availability of play ground;
m) Details regarding the location of hostels for men and women students;
n) Total population of the area in and around 20 kms. radius of the area in which the medical
college is to be located.
o) Availability of Water supply, Electricity supply, transport facilities development potential,
etc;
7) On receipt of the application for consent of affiliation, the University shall scrutinize the same
and verify by deputing an Inspection Committee, whether the conditions required to be fulfilled
by the applicant Society to become eligible to receive the said Certificate of consent of
affiliation.
The Inspection Committee shall specifically examine whether the following conditions are
fulfilled by the applicant Trust / Society and make a detailed report to the University. Conditions
to be fulfilled by the Trust / Society to become eligible to receive the consent of affiliation.
a) The applicant shall possess and own a suitable single plot of land not less than 10 acres or is
possessed by way of 99 years lease for the construction of the college. The applicant has
clear title of the land without any encumbrance and shall furnish the title deeds and such
other documents as required by the University from time to time.
b) The applicant Trust / Society shall run a Ayurvedic hospital (located in the above land) not
less than 100 beds with outpatients sections and sections such as Kaya Chikitsa, (General
Medicine) Shalya, Shalakya, (Surgery, ENT Eye, Dental) Balaroga (Paediatrics) Prasuti,
Stree Roga (Gynaecology and Obstrics) with the facilities like Radiology Clinical
Laboratory, ECGOperation Theatre, Panchakarma theratre etc., There must be good
outpatients turnover and bed occupancy. The Ayurvedic hospital must have its own
administrative staff. The applicant trust must have a master plan of the future teaching
hospital with a bed strength of 200 with all other required facilities including specialties.
The facilities like Workshop, Laundry, Canteen, Auditorium, Location of Hostels separately
for men and women, availability of Playground, proposed staff quarters, the master plan of
the college and hospital complied either in to or in phased programme.
The accommodation (in plinth areas), staff and equipment for various departments are
incorporated in these .
c) Further the applicant Trust/Society must be in a sound financial position so as to deposit not
less than 5.0 lakhs bank balance.
8) The university if fully satisfied on the basis of the report of the inspection committee that all the
conditions required to be fulfilled by the applicant are fulfilled, shall issue a consent of
affiliation in Form-II annexed to these statutes to the applicant to enable the applicant to make
further arrangements to obtain permission from the CCIM / Govt. of India, New Delhi to start
BAMS 1st Professional Degree course of study in the proposed Ayurvedic Medical College.

9) The issue of the consent of affiliation alone shall not confer any right on the applicant to start
BAMS 1st Professional Degree course of study.
10) The applicant on receipt of the consent of affiliation shall submit an application for permission to
Central Government as required under the CCIM regulations 1970 act on establishment of
Ayurvedic Medical College.
11) Affiliation for BAMS 1st Professional Degree Course:
The applicant shall before applying for affiliation of BAMS 1st Professional Degree course of
study to fulfill the following conditions namely:-
a) shall appoint a qualified Principal for the proposed Ayurvedic Medical College;
b) shall submit appointment letters of the qualified staff members for the departments as
detailed below which are absolutely essential to become eligible to start BAMS 1st
Professional Degree Course of study;

NOTE: 1. There should be one qualified/trained Yoga teacher/instructor under the Department of
Swasthavritta.

Qualifications and Experience for Teaching Staff:
(Applicable for recruitments made after 1st July 1989)
(i) Essential:
(a) A degree in Ayurveda from a University established by law or a Statutory
Board/Faculty/Examining Body of Indian Medicine or its equivalent as recognized under
Indian Medicine Central Council Act, 1970.
(b) A post-graduate qualification in the subject/speciality concerned included in the schedule to
Indian Medicine Central Council Act, 1970
(c) Adequate knowledge of Sanskrit.
(ii) Experience:
(a) For the Post of Professor – Total teaching experience of ten years in the Department is
necessary out of which there should be five years teaching experience as Reader/Asst. Prof.
or ten years experience as a Lecturer in the concerned subject wherever the posts of
Reader/Asst. Prof. do not exist.

(b) For the post of Reader- Total teaching experience of five years in the subject is necessary out
of which their should be three years teaching experience as Lecturer in the subject concerned.
(c) For the Post of Lecturer – No teaching experience is required.
(iii) Desirable:
Original published papers/books on the subject.
NOTE: If the Post-graduate qualification holders for the following subjects are not available, the
post-graduate qualification obtained in the subject as noted against the subject shall be
admissible:-

12) The applicant after fulfilling the conditions stipulated in the above Statutes, shall intimate the
fact to the University in writing inform-I long with the Demand Draft for Rs. 50,000 (Rupees
fifty thousand only) or such amount as may be prescribed by the Executive Council from time to
time drawn in favour of the Registrar, Dr. NTRUHS, Vijayawada towards the inspection fee
payable to the University and shall request the University to depute its inspection committee.
13) On receipt of the intimation specified in Statute 12, the University shall send its inspection
committee to inspect the facilities available in the proposed Ayurvedic Medical College and to
submit report to the University as to the satisfactory fulfillment of the conditions required to be
fulfilled. The proforma of inspection committee report furnished by the university the committee
members shall verify the requirements and to fill the prescribed proforma.
14) The University if fully satisfied on the basis of the report of the Inspection Committee that all
the conditions required to be fulfilled by the applicant, shall grant provisional affiliation to the
applicant to enable the applicant to start BAMS 1st Professional Degree Course in the proposed
Ayurvedic Medical College.
15) In case there are lacunce in the fulfillment of the conditions, the University may conduct
re-inspection on payment of a sum of Rs. 10,000/- (Rupees ten thousand only) or such amount as
may be prescribed by the Executive Council from time to time by means of a Demand Draft
drawn in favour of the Registrar, Dr. NTR University of Health Sciences, Vijayawada towards
re-inspection fee and shall receive a final report from the Inspection Committee.
16) On remittance of Rs.4,00,000/- (Rupees 4 lakhs only) towards affiliation fee by the applicant, the
University shall grant provisional affiliation to start BAMS 1st Professional Degree Course of
study for 50/100 students after collecting such amount, or as may be prescribed by Executive
Council from time to time from the applicant by means of demand draft drawn infavour of
Registrar, Dr. NTR University of Health Sciences, Vijayawada towards affiliation fee for BAMS
1st Professional Degree Course of study.
17) It shall be competent for the University to withdraw the provisional affiliation granted herein by
giving three months notice stating the reasons therefore to the applicant. The provisional
affiliation granted by the University shall be only for BAMS 1st Professional Degree Course of
study.
18) 1. Every Ayurvedic Medical College shall have a duly constituted Governing Body or
Managing Committee with the representatives of the teaching staff, to advise the Principal in
the internal affairs of the college. The Governing Body / Managing Committee shall also
have atleast two representatives of the University nominated by the Vice-Chancellor and one
representative of the Government of AP from the Medical Education Department nominated
by the Government. A record of the proceedings of the said Governing Body / Managing
Committee shall be maintained by the Principal who shall be the Secretary to the Governing
Body / Managing Committee.

18. 2 The Governing Body shall have as its members not less than 7 or not more than 10 persons
including
a) the Principal of the College (Ex-Officio)
b) two persons nominated by the Vice-Chancellor to represent the University.
c) One person nominated by the State Government to represent the Government from
Medical Education Nursing Department.
d) Members from teaching faculty.
18.3. The member nominated by the University under sub-statute (2) shall hold office for a period
of two years. Any change in the Governing Body of the college shall be reported to the
University immediately.
18.4. The Ayurvedic College shall furnish a budget for each year of study and a separate
development budget which will cover the expenses for the fulfillment of the requirements
prescribed for the second year BAMS Degree Course of Study.
18.5. The Governing Body of the college shall meet atleast once in four months to consider the
budget estimates and such other matters as may arise in its working. It shall meet in May-
June each year to consider the Annual Report, the audited statement of accounts changes in
the staff, subjects or courses in which fresh affiliation or approval is to be sought in the
following year. A copy of the notice of the meeting shall be sent to the nominee of the
University with a copy to the Registrar atleast 15 clear days before the date of the meeting. A
copy of minutes of the meeting shall also be sent to the nominee of the University and the
Registrar within fifteen days of the meeting.
18.6 College shall have a duly constituted selection committee for recruitment of the teaching staff
and there shall be atleast two representatives of the University nominated by the Vice-
Chancellor on it. The Vice-Chancellor or his nominee shall be the chairman of the selection
committee. The recommendations made by the selection committee shall be reported to the
Vice-Chancellor for approval and he shall satisfy himself whether they meet the requirement
of the University.
IInd Professional BAMS Degree Course:
19) By the time of six months period is left for BAMS 1st Professional Degree examinations, the
applicant shall apply to the University for affiliation of BAMS 2nd Professional Degree Course
in form – III Annexed with these statutes. Before applying so, the following facilities and
departments with the staff members stipulated herein have to be provided in the Ayurvedic
Medical College and the details thereof shall be furnished in the said application. A Demand
Draft for Rs. 50,000/- (Rupees fifty thousand only) or such amount as may be prescribed by the
Executive Council from time to time drawn in favour of the Registrar, Dr. NTR
University of Health Sciences, Vijayawada shall be enclosed along with the application towards
Inspection Fee.
20) On receipt of the application for affiliation for BAMS 2nd Professional Degree Course of study
the University shall send its Inspection Committee atleast three months before the date of
commencement of BAMS 1st Professional Degree examinations. The proforma inspection
committee report to be furnished by the inspection committee report to be furnished by the
inspectors to be in Form III annexed with these statutes.
21) The Inspection Committee sent by the University shall inspect the facilities available in the
college and report to the University as to whether all the facilities required to be provided by the
college are provided. The Inspection Committee shall also point out in its report the lacunae, if
any, in the fulfillment of the conditions required to be fulfilled and also advise as to the
capability of the college to rectify the lacunae within a period of two months. In case there are
lacunae in the fulfillment of the conditions, the University may conduct re-inspection on
payment of a sum of Rs.10,000/- (Rupees ten thousand only) or such amount as may be
prescribed by the Executive Council from time to time by means of a demand draft drawn in

favour of the Registrar, Dr. NTR University of Health Sciences, Vijayawada towards the re-
inspection fee and shall receive a final report from the Inspection Committee.
22) After a detailed examination of the final report of the Inspection Committee, if the University is
fully satisfied as to the fulfillment of the conditions for affiliation of BAMS
2nd Professional Degree course of study and on receipt of the intimation from the applicant that
all the staff members appointed in pursuance of the above statutes are in a position to start the
teaching course, the University shall, after collecting affiliation fee of Rs. 2,00,000/- (Rupees
two lakhs only) as may be prescribed by the Executive Council from time to time from the
applicant by means of a Demand Draft drawn in favour of the Registrar, Dr. NTR University of
Health Sciences, Vijayawada towards affiliation fee for BAMS 2nd Professional Degree Course
of study, grants provisional affiliation for BAMS 2nd Professional Degree course of study. It
shall be competent for the University to withdraw the provisional affiliation granted herein by
giving three months notice stating the reasons therefore to the applicant. The provisional
affiliation specified in statute 25 by the University shall be only for BAMS 2nd Professional
Degree Course of study.
IIIrd Professional BAMS Degree Course:
23) By the time of six months period is left for BAMS 2nd Professional Degree examination the
applicant shall apply to the University for affiliation of BAMS 3rd Professional Degree Course of
study in Form III annexed with these statutes. Before applying so, the following facilities and
departments with the staff members stipulated herein have to be provided in the Ayurvedic
Medical College and the details thereof shall be furnished in the said application. The
application for affiliation shall be accompanied by a Demand Draft Rs.50,000/- (Rupees fifty
thousand only) or such amount as may be prescribed by the Executive Council from time to
time, drawn in favour of the Registrar, Dr. NTR University of Health Sciences, Vijayawada
towards inspection fee. The institution shall have the staff in the Ayurvedic Faculty by the time,
it seeks affiliation for BAMS 3rd Professional Degree Course.
24) On receipt of the application for affiliation for BAMS 3rd Professional Degree Course from the
applicant, the University shall send its Inspection Committee atleast three months before the date
of commencement of BAMS 2nd Professional Degree Examinations. The proforma inspection
committee report to be furnished by the Inspectors to be in Form-III annexed with these statutes.
25) The Inspection Committee sent by the University shall inspect the facilities available in the
college and report to the University as to whether all the facilities required to be provided by the
College are actually provided. The Inspection Committee shall also point out in its report the
lacunae, if any, in the fulfillment of the conditions required to be fulfilled and also advise as to
the capability of the college to rectify the lacunae within a period of two months. In case there
are lacunae in the fulfillment of the conditions, the University may conduct re-inspection
on payment by the applicant of Rs. 10,000/- (Rupees ten thousand only) towards re-inspect ion
fee and shall receive a final report from the Inspection Committee.
26) After a detailed examination of the final report of the Inspection Committee, if the University is
fully satisfied as to the fulfillment of the conditions for affiliation BAMS 3rd Professional
Degree Course of study and on receipt of the intimation from the applicant that all the staff
members appointed in pursuance of the above statutes are in a position to start the teaching

grant provisional affiliation for BAMS 3rd Professional Degree course of study. It shall be
competent for the University to withdraw the provisional affiliation granted herein by giving
three months notice stating the reasons therefore to the applicant. The provisional affiliation
granted above by the University shall be only for BAMS 3rd Professional Degree course of
study.
27) All the norms prescribed by the CCIM may be applied by the University in the area not covered
by the statutes ordinances and regulations framed by Dr. NTR University of Health Sciences,
Vijayawada for starting of a new Ayurvedic Medical College whenever considered necessary.

28) It shall be competent for the University to inspect the Ayurvedic Colleges atleast once in five
years to ensure whether the quality of service, teaching and research are properly maintained.
29) The University shall also be competent to send observers during examinations at their discretion.
30) The applicant shall send to the University every year a report regarding the service academic and
research activities of the college and also annual staff return and vacancy position.
Inspection for internship Programme:
31) The Provisional affiliation granted above by the University shall be only for BAMS 3rd
Professional degree course of study. Thereupon the University shall permit the college to permit
the students in BAMS Internship Programme
32) Compulsory Rotatory Resident Internship (CRRI) Trainings: IT shall be necessary for the
students who have successfully completed BAMS 3rd Professional Degree course of study to
undergo a Compulsory Rotatory Internship Programme for a period of one year to qualify for the
award of BAMS degree from Dr. NTR University of Health Sciences, Vijayawada.
33) By the time of six months period is left for BAMS 3rd Professional Degree examinations, the
applicant shall apply to the University for affiliation of BAMS Internship Programme in form –
III Annexed with these statutes. Before applying so, the following facilities and departments
with the staff members stipulated herein have to be provided in the Ayurvedic Medical College
and the details thereof shall be furnished in the said application. A Demand Draft for Rs.
50,000/- (Rupees fifty thousand only) or such amount as may be prescribed by the Executive
Council from time to time drawn in favour of the Registrar, University of Health Sciences,
Vijayawada shall be enclosed along with the application towards Inspection Fee.
34) On receipt of the application for affiliation of BAMS Internship Programme the University shall
send its Inspection Committee atleast three months before the date of commencement of BAMS
3rd Professional Degree Course examination. The proforma inspection committee report to be
furnished by the inspection committee report to be furnished by the inspectors to be in Form V
annexed with these statutes.
35) The Inspection Committee sent by the University shall inspect the facilities available in the
college and report to the University as to whether all the facilities required to be provided by the
college are provided. The Inspection Committee shall also point out in its report the lacunae, if
any, in the fulfillment of the conditions required to be fulfilled and also advise as to the
capability of the college to rectify the lacunae within a period of two months. In case there are
lacuncey in the fulfillment of the conditions, the University may conduct re-
inspection on payment of Rs.10,000/- (Rupees ten thousand only) or such amount as may be
prescribed by the Executive Council from time to time by means of demand draft drawn in
favour of Registrar, Dr. NTR University of Health Sciences, Vijayawada towards
re-inspection fee and shall receive a final report from the Inspection Committee.
36) After a detailed examination of the final report of the Inspection Committee, if the University is
fully satisfied as to the fulfillment of the conditions for affiliation of BAMS Internship
Programme on receipt of the intimation from the applicant that all the staff members appointed
in pursuance of the above statutes are in a position to start the teaching course, the University
shall, after collecting affiliation fee of Rs.2,00,000/- (Rupees two lakhs only) or as may be
prescribed by the Executive Council from time to time from the applicant by means of a Demand
Draft drawn in favour of the Registrar, Dr. NTR University of Health Sciences, Vijayawada
towards affiliation fee for BAMS Internship Programme, grants provisional affiliation for BAMS
Internship Programme. It shall be competent for the University to withdraw the provisional
affiliation granted herein by giving three months notice stating the reasons therefore to the
applicant. The provisional affiliation specified in statute 25 by the University shall be only for
BAMS Internship Programme.
37) On the completion of the course of study by the first batch of students and on their appearing for
the final year University examinations the applicant may make an application to the University
for the grant of permanent affiliation of BAMS Degree course of study Inform VI annexed with
these statutes. The University shall after satisfying itself as to the performance of the college
during the previous years and subject to the statutes and procedures as in force from time to time

grant full affiliation to BAMS Degree Course of study which will be renewed on affiliation for
every 5 years. However, the management shall continuously pay affiliation fee to the University
every year in the month of April as prescribed by the Executive Council from time to time.
38) The Executive Council shall have the power after due enquiry to with draw full affiliation
granted to a college, provided that before coming to such a decision, the Executive Council shall
inform the Governing Body of the college concerned of its findings after enquiry and the college
concerned of its findings after enquiry and shall allow it an opportunity of making such
representation as it may deem fit and shall record its opinion of the representation so made.
39) It shall be competent for the University to send an Inspector at any time to inspect the Ayurvedic
College after two weeks notice to the applicant and on receipt of report from the Inspector, the
University may make any decision which in its opinion deems fit and necessary.
40) Affiliated institution shall apply to the University for starting of PG Courses only after they have
granted permanent affiliation and after five years of establishment of the institution / college
along with Essentiality Certificate issued by the Government of Andhra Pradesh for permission
to start the PG courses.
41) In case of the institution controlled by Government / the affiliation fee shall be decided by the
Executive Council on the basis of merit. Government also shall sanction affiliation fee as grant
to University.
42) The general statutes on affiliation which are not covered in this special statute on affiliation of
Ayurvedic Medical College shall be binding in addition to the above statutes.
