• SAPS – Single Area Payment Scheme• CNDP – Complementary National Direct Payments

• SAPS + CNDP – apply nearly 1,5 million applications per year

SAPS – Single Area Payment Scheme

Farmers get money support for owning agricultural land and forage area – they do not have to provide any products.

Farmers are only obliged to keep their land in good environmental and agricultural condition.

ARMA’s Internet Platform

ARMA’s Internet Platform is a secure web-based application usage of which is free.

Claim submission functionalities:

•Internet Platform enables claiming submission for payment by using SAPS CNDP and LFA scheme

•Data is filled automatically where available

•Application form is checked automatically

•Agricultural and cadastral parcels visualizations (using GIS) are provided

•Parcels measurements are presented

ARMA’s Internet Platform

Access to the Platform:

•The application is available only for farmers who had been given the IACS Identification Number and were registered in Farmer Register

•Farmers fill in the request form via Internet and after that they receive login and password

Mutual pilot project

Agency for Restructuring and Modernisation of Agriculture in collaboration with the National Council of Agricultural Chambers has achieved pilot project of SAPS claim submission service through an electronic platform in 2006

Pilot Project

Assumptions:

• Project uses IACS live system

• Users chosen by KRiR – possibly future eFarmer users and farmers’ advisors

• Due to problems caused by current regulations related to electronic signature farmers were obliged to print, sign and send the required form by post. Beginning from the year 2008 Polish law will be modified so electronic signature will be allowed

Project goals:

• Verification of e-IACS’s functioning

• Verification of procedures in ARMA

• Gathering of users’ opinions

• Assessment of the possibile collaboration with eFarmer program

• Evaluation of the possible usage by farmers’ advisors

Identified problems:

• Difficulties with Java environment installation

• Complicated safety rules for creating users passwords cause authorization problems

• Lack of possibility to record data introduced to forms that was not followed by claim submission (not saved)

• Problems with printing of application form

• Problems with contacting ARMA help-desk

Results:

• Farmers who applied via Internet by using submission forms got their payments without problems already

• Experiences and knowledge gathered to be used in the future

• Bugs and issues found in electronic platform fixed

• Improvement of procedures and help-desk service

Advantages of the project in users’ opinion: • Using modern technology of information exchange

• Convenient automation of the application form

• Full control and responsibility for data introduced to the system

• The usage of GIS data, parcels visualizations and their measurements

• Direct and immediate data insertion into IACS system

Conclusion: • It is certain that part of farmers would not manage to fill the

application form via Internet which is why farmers’ advisors and eFarmers role is so important.

•Apart from the application that supports the process of filling the form, simple forms should also be provided. They should be as similar as possible to the paper version.

Plans for the future

Further development of Internet Platform for ARMA customers

• Implementing of e-correspondence platform for external users (Exchange digital signed documents)

• New internet services in respect of:– Beneficiaries data– Application forms (CAP)– Animals notifications– Agriculture advisory

• Data exchange with farmers (and farmers advisors) through Web Services

Now ARMA exchanges data with other institution through web services across PA2A - Administration to Administration Integration Platform (IACS subsystem)
