Health insurance coverage is a primary enabler of access to healthcare. Nationwide, 50.7 million people (16.7% of the population) lacked health insurance in 2009.

Almost 70% of the uninsured are in households with income less than 400% of the Federal Poverty Level(FPL).

In the 13 county region of the Houston Galveston Area Council (H GAC) ‐ ‐ (Harris, Austin, Brazoria, Fort Bend, Galveston, Chambers, Montgomery, Waller, Liberty, Colorado, Matagorda, San Jacinto, Waller, and Walker) 27% of the people were uninsured.
