Establishing an internal monetary exchange in Emerging Market Nations based on the production, distribution, collection and processing of water and wastewater. The exchange would eliminate the user fee providing access, stability, predictability and growth in these emerging markets.

The Current Problem

X+Y= -W where: x and y are water production/maintenance costs and w is the total debt to produce water; is mathematically incorrect.

The New Paradigm: When x+y= water Then x+y= |w|

Water has a scientifically demonstrable absolute value. A positive integer.It is applicable through rules of sovereignty and economics.

Economic Affect

Use of this policy as an International Bank Loan Requirement will increase the likelihood of repayment. The policy will assist in achieving UN Millennium Goals.

local infrastructure labor and supply market increases tax base.

• Regional tax revenues increase as local tax structure stabilizes

Fighting Urban Poverty

Instituting an absolute value will increase access, quality and quantity of water and waste water services. This combination can drastically change the health index of a community; leading to• Lower Mortality Rate• Lower Tax Expenditures on Mortality related problems. • Higher Labor Production• Sharper Thinking

Ideology Ideology has kept this solution from emerging. The U.S. Declaration holds that “we are endowed with certain unalienable rights” entitled by the laws of Nature and Nature’s God”. Money is in itself unnatural. A water user fee is just such a violation. It leads to indignation, entitlement water use, and conflict.Unfettered access will lead to a natural instinctive use of water. Coupled with education; water conservation will become second nature through nature and nature’s God.
