What is SmartWay?

SmartWay Transport is the US EPA’s

flagship program for improving fuel

efficiency and reducing greenhouse

gases and air pollution from the

transportation supply chain industry

Provides a framework to assess the environmental and energy efficiency of goods movement supply chains

Launched in 2004, with ATA and Business for Social Responsibility

Program Overview Partners demonstrate to customers,

clients, and investors that they are taking

responsibility for the emissions associated

with goods movement, and are committed

to corporate social responsibility

Find new ways to optimize the

transportation networks in a company’s

supply chain

Pave the way to greater fuel efficiency and

lower emissions from the freight sector

3

Program Aims

Cleaner, healthier air, improved energy

security, and a stronger, more

sustainable freight industry – which

helps protect US jobs

Assist the freight sector (trucking

companies and their freight shipping

customers) to cut fuel costs and save

money, while reducing harmful air

emissions

How SmartWay Works

Partners assess and track freight operation fuel use and environmental performance using SmartWay tools

Carriers quantify the efficiency of their fleet operations and track improvement

Shippers identify cleaner shipping options, assess environment footprints, and track improvement

Affiliates educate their members and others about SmartWay

6

EPA’s Role in SmartWay

• Establish participation and recognition criteria

• Develop tools to assess and track performance

• Verify technology through testing and analysis

– Retrofits for legacy fleet vehicles

– New vehicle and equipment designs

• Identify operational strategies

• Accelerate deployment of cleaner options with technical information and support

• Increase access to financing for cleaner trucks and equipment

SmartWay Program Results

SmartWay Partners have saved an

estimated 65 million barrels of oil ($8.1

billion in fuel costs saved)

Eliminating 28 million metric tons of carbon

dioxide (CO2)

Eliminating 478,000 tons of nitrogen

oxides (NOx)

Eliminating 22,000 tons of particulate matter

(PM)

Technology Program

California Air Resource Board

(CARB) While SmartWay is only a set of suggestions for

ways to reduce our carbon footprint, California’s

Air Resource Board has taken these suggestions

and made them law

Tractor-Trailer Greenhouse Gas

(GHG) Regulation

What is the purpose of the regulation?

The California Air Resources Board approved the Tractor-

Trailer Greenhouse Gas regulation to significantly reduce

greenhouse gas emissions produced by certain heavy-duty

tractor-trailers. The reduction in greenhouse gas emissions

will be achieved by requiring the use of aerodynamic

tractors and trailers that are also equipped with low rolling

resistance tires. Along with reducing greenhouse gas

emissions this regulation will, over time, save money as

well as reduce our dependence on foreign oil.

Who is affected by the regulation?

Owners of 53-foot or longer box-type trailers,

including both dry-van and refrigerated-van

trailers, and owners of the heavy-duty tractors

that pull them on California highways.

Drivers, motor carriers, California-based brokers

and California-based shippers that operate or

use them also share in the responsibility for

compliance with the regulation.

Who is not affected by the

regulation?

Military tactical vehicles

Authorized emergency

vehicles

Drayage tractors and

trailers that operate within

a 100 mile radius of a

port or intermodal rail

yard

Curtain side vans

Solid waste vehicles

Drop frame vans

Container chassis

Are there any special provisions?

There are several exemptions and temporary

passes that may be obtained

Short-haul tractors

Local-haul tractors

and trailers

Storage trailers

Non-compliant

tractors

Relocation of local-

haul/storage trailers

Transfer of ownership

of trailers

Open shoulder drive

tires

Open Shoulder Drive Tire Exemption

This exemption allows the use of two or more

non-SmartWay verified open shoulder drive tires

(for the drive position only) until January 1,

2015, for non-retreaded tires with a “5312” or

earlier DOT manufacture date stamp , and until

January 1, 2016, for retreads with a “5213” or

earlier DOT retread date stamp.

Low Rolling Resistance Tires

What are low rolling resistance tires?

• Low rolling resistance tires are defined in this

regulation as tires designed to improve the fuel

efficiency of tractor-trailers by minimizing their

rolling resistance.

• Requiring SmartWay verified tires on tractors

and trailers should reduce greenhouse gas

emissions by reducing fuel consumption by at

least 3% from both the tractor and trailer.

The following table identifies which affected tractors and

trailers must comply with the tire requirements by the

deadlines

Who is affected by the regulation?

Once Again…….

This regulation applies to all 53-foot or longer

box-type trailers, including both dry-van and

refrigerated-van trailers operating in California,

and the heavy-duty tractors that pull them.
