California Air Resource Board
(CARB) While SmartWay is only a set of suggestions for
ways to reduce our carbon footprint, California’s
Air Resource Board has taken these suggestions
and made them law
Tractor-Trailer Greenhouse Gas
(GHG) Regulation
What is the purpose of the regulation?
The California Air Resources Board approved the Tractor-
Trailer Greenhouse Gas regulation to significantly reduce
greenhouse gas emissions produced by certain heavy-duty
tractor-trailers. The reduction in greenhouse gas emissions
will be achieved by requiring the use of aerodynamic
tractors and trailers that are also equipped with low rolling
resistance tires. Along with reducing greenhouse gas
emissions this regulation will, over time, save money as
well as reduce our dependence on foreign oil.
Who is affected by the regulation?
Owners of 53-foot or longer box-type trailers,
including both dry-van and refrigerated-van
trailers, and owners of the heavy-duty tractors
that pull them on California highways.
Drivers, motor carriers, California-based brokers
and California-based shippers that operate or
use them also share in the responsibility for
compliance with the regulation.

Open Shoulder Drive Tire Exemption
This exemption allows the use of two or more
non-SmartWay verified open shoulder drive tires
(for the drive position only) until January 1,
2015, for non-retreaded tires with a “5312” or
earlier DOT manufacture date stamp , and until
January 1, 2016, for retreads with a “5213” or
earlier DOT retread date stamp.
Low Rolling Resistance Tires
What are low rolling resistance tires?
• Low rolling resistance tires are defined in this
regulation as tires designed to improve the fuel
efficiency of tractor-trailers by minimizing their
rolling resistance.
• Requiring SmartWay verified tires on tractors
and trailers should reduce greenhouse gas
emissions by reducing fuel consumption by at
least 3% from both the tractor and trailer.
