Areas to Search – Ports and Harbours

• Controlled and Uncontrolled premises – Cargo Holds, Decks, Warehousing, containers

3

Online Learning

Areas to search – Offshore Energy Installations and Shipping

• Public Areas• Bridge/Control Rooms• Heli Decks• Main Riser/Sea Line (OEIs)• Other Sea Risers (OEIs)• Christmas Trees (OEIs)• Methane Tanks (OEIs)• Stairwells• Walkways• Doorways• Freshwater Inlet Valve (ships)

What to look for

• Booby traps/explosive devices• Bomb making components• Poisons • Grease marks on the packaging

or wrapping• Unusual odours (eg of marzipan

or almonds)• Visible wiring or tin foil

(especially if the package is damaged)

• Anything out of the ordinary (you should know as you work here)

Search Equipment

• Prodders • Torch• Overalls and a search mat• Search mirrors• Explosive detectors• Screwdrivers• Sniffer dogs• Bore scopes/Endoscopes.• Hand-held metal detector• Hand-held circuit detector

Search Techniques - Rummage

• Identify key points in the area and rummage through

Online Learning

Dealing with an emergency (introduces the 5 C’s)

When an Incident has taken place remember the 5C’s

• Confirm• Clear• Cordon• Control• Check (for secondary hazards)

16

Online Learning

Action on finding an IED

• Inform the chain of command & fellow colleagues

• The team should follow the 5Cs drill.

• Radios or mobiles must not be used within 15m of any suspect device

17

Online Learning

Further Considerations – Secondary Hazards

18

Online Learning

Further Considerations - Secondary Devices

• Following an explosive device there is likely to be a secondary device present. Be aware of your surroundings and search the work areas carefully.

• In the event of an ACTUAL detonation with injuries time becomes critical and reacting to the injured requires quick response.

19

Online Learning

Further Considerations - Counter Measures

• Robust searching procedure• Search dogs• Electronic scanning devices

Conclusion

• These measures are implemented relatively easily. However they are often overlooked and this could leave the workforce and your organisation exposed.

• The key to remember is that once an area has been searched it needs to be sealed or at least observed to ensure the search integrity is maintained.

24

Online Learning

The three main searches that concern port facilities

1. Vehicle search

2. Room/building search

3. Area search

25

Online Learning

Vehicle Search

1. Inside the trunk and above the rear wheels.

2. Spare wheel compartment or well if the spare is located in the boot. Also check the serviceability of the spare wheel.

3. Behind the doors and trims.

4. The arm rests on the interior of the door.

5. The dashboard including the heater, air vents, pipes and glove compartment.

6. The inside heater and Air trunking.

7. The air filter.

8. Under battery tray.

9. Behind the radiator, the grill and the headlights.

26

Online Learning

Vehicle Search

10. Behind the front bumper

11. The wheel hubs.

12. Underneath all the wheel arches.

13. In and the underneath of the front seats.

14. Beneath the mats and the interior carpets.

15. The rear seats checking underneath and to the rear of the seats.

16. Behind the rear bumper check the spare wheel mounting if fitted under the rear of the vehicle.

17. Around the fuel tank

18. Inside the trunk, checking the floor, especially the sides of the vehicle.

Basic Room Search Techniques

• Divide the area and select a search height. • Start from the bottom and work up. • Start back to back and work toward each other. • Go around the walls and proceed toward the centre of

the room.

Basic Area Search

Follow the facility search plan (do you have one?) Part of the plan should cover at least the following; PFSO should identify a Central Control Point PFSO dust of the search plan (you may laugh but it happens) Identify recourses Issue search tasks Test communications Commence with the search Actions if a suspicious device is found All of this should have been tested within the PFSP during

training, drills and exercises

35

Online Learning

Basic Area Search (Considerations for PFSO and the security staff)

Consider boundaries

Staffing numbers

Who’s trained to help?

Do communications work in all areas?

Have a clean and up to date map of area to be searched

Coordination with outside agencies (if required)

36

Online Learning

Basic Area Search (Detailed search)

Search party must be familiar with area

Look at everything from a distance first (what is out of place?)

A methodical approach should be followed

Continual communications updates with search commander (PFSO)

Don’t be afraid to report something that doesn’t seem right
