In 1821, a member of the Irish Parliament, Colonel Richard Martin put forward a bill for the handling of horses, for which he was ridiculed by members of the UK House of Commons, suggested that his next idea is empowering donkeys, dogs and cats.

Martin was nicknamed "Humanity Dick" , by King George IV, but in 1822, the law "on the treatment of horses and cattle“ was adopted.

“Martin’s Act" received Royal Assent and became the first known law to protect animals.

Violator expected a fine (up to 5 pounds) or a two-month prison sentence for "beating, poor care or abuse any horse mare, gelding, mule, ass, ox, cow, heifer, bull-calf, sheep or other livestock."

For the first time Martin took advantage of the new law, holding fruit peddler Bill Burns for beating a donkey.

Thanks to Richard Martin later there were laws banning cock and dog fighting.
