HIGH STUDENT ACHIEVEMENTA. K-8 PRINCIPAL UPDATE: Principal
Hansen provided an update. Studentdrop-off procedure is going well. Tomor-row will be the real test since K-6 beginsschool. The 8th graders are teaching
the younger students tomorrow aboutPBIS.
B. 9-12 PRINCIPAL UPDATE: Princi-pal Cardille provided the board with areport. He reported MCA scores. ProjectLead the Way (PLTW) is being offeredthis year. There are 32 students in theengineering classes. Those that take bothcan take the test for college credit. Prin-ciples of Biomedical Sciences (PBS),taught by Megan Schimek, has 6 stu-dents. Although the number is low this
year, they do believe they have the rightstudents in the class, and everyone isexcited about the opportunity. Tabletdeployment went well despite the heat. There were a few problems with internetaccess, but they continue to work throughthem. There was a training session heldthe 2nd day of school. Mr. Cardille talkedto the students, and they also had sometechnology training. The staff was tiredat the end, but it was a very helpfulsession. ACT scores were also reported
to the board. This October there is a full-day WE Day that 35 students per grademay be able to participate in. Mr. Cardillewill be organizing that.
Wednesdays the schedule changesslightly to allow students an opportunityto get help in classes. If they dont needhelp, they may have an opportunity totake Italian.
C. TECHNOLOGY UPDATE: Mr.Bauman noted that it was a very busysummer with a lot of accomplishments. He revisited his January list of projectsthat he presented to the board, and allhave been accomplished. They imaged215 computers this summer and cleanedover 300 computers. They configured120 laptops for 7th and 8th grade. Wereceived the wrong carts so those havebeen returned, and the correct carts willbe here next week. They configur ed 360tablets for students and 36 for staff.Gmail has been assigned for 9-12, andhe is finishing up with 7th and 8th grades.
Lots of positive results! He is still look-ing into some internet slowness.
There have been many positive re-sponses from students.
D. TECHNOLOGY ASSISTANTRECONFIGURATION AND CONSIDER-ATION: Last year the technology com-
mittee discussed the need for supportof the tablets. Supt. Beniak provided theboard with a request for a WorkstationSupport Specialist. This person wouldreport to the Technology Director. DePestelasked if this was budgeted for phase 2.Supt. Beniak said that this piece allowsus to move forward and once posted/employee identified, we can verify wherethis falls in the budget. Heiden notedthat the budget was increased to cover afull-time person rather than the .4 previ-ously. The person currently helping withtechnology has moved on to other para-professional roles with limited technol-ogy help at this time. This would be aposting for a new position, and candi-dates can be evaluated at that time todetermine how many hours are neededand how the budget is affected.
Motion by Champa, seconded by Fallto approve the posting for a WorkstationSupport Specialist up to full time, jobclass 12. A roll call vote was taken withChampa, DePestel, Fall, Heiden, Leland, and Warneke voting yes. No votes-noneMotion carried 6-0.
Leland asked when Bauman hopedto have the position filled. He said Octo-ber would be the target.
COLLABORATIVE WORK ENVIRON-MENT
A. MREA OVERVIEW AND CONSIDER-ATION: Supt. Beniak suggested that shebe an external member attend meet-ings and try to determine what the ben-efit would be. Leland asked, too, if otherschools in our area participate. It soundslike most districts do participate eitherwith MREA or another organization. Shewill look into the benefits.
EFFECTIVE & EFFICIENT OPERATIONSA. RESOLUTION RELATING TO THE
ELECTION OF SCHOOL BOARD MEM-BERS: Leland noted that there is a reso-lution in the board packet. Motion byHeiden, seconded by Fall to approve theresolution. A roll call vote was takenwith Champa, DePestel, Fall, Heiden,Leland, and Warneke voting yes. No

Goodhue County Board
debates park extensionBy Paul Martin
RED WING Public WorksDirector Greg Isakson showed amap and pointed out several par-cels of land to the members ofGoodhue County Board of Com-missioners on September 17. Achain of parcels join the GoodhueCounty Park on Lake Byllesby andHannahs Bend Park in CannonFalls along the south bank of theCannon River. Various publicbodies either own them or haveeasements on them. Together theyform the planned route that linksthe Cannon Valley Trail to thenew Mill Towns Trail. A newbridge to be built in 2014 will take
this trail over the river just belowthe dam, and join it to the DakotaCounty Park. Isakson said, If youcombine these parcels, they amountto a sizable potential regional park.
The board was considering rec-ommendations from the Parks Ad-visory Board on the future of onepart of the chain of properties, a36-acre parcel the county boughtin December 2012. The land, whichlies just to the east of the countypark and fronts Hwy 19, is thesouthern section of a parcel thatformed part of the Goudy farm. The northern section was neededfor the new trail bridge. The ownerwould only agree to sell the parcelas a whole. At the time of the pur-chase, the board gave themselvesa two-year window to decide a
use for the land, and if they failedit would be sold.
We have been working on thepossibilities with Dakota County,Isakson said. One of their parkplanners asked us to consider this:What makes your park special? The Parks Board came up withfour features that set it apart: thelake, the river, the trail, and itsscenic views (especially from thetop of the bluff). From there, theycame up with a long wish list. Therecould be a trail head, with a visi-tors center, canoe and bike rent-als, and a gift shop. Maybe therecould be an event rental area, whichcould house art shows, swap meets,an amphitheater for concerts, anda pavilion for weddings and re-
unions. There could be a sportscomplex, planned in associationwith Mayo Health Systems. Manyhave seen the potential for an RVand camping area. This is one ofthe likeliest uses, so long as it iswell-run.
When it came to a vote, the ParksAdvisory Board sent a unanimousmessage. They strongly recom-mended that the county shouldretain the land, and not sell it. Thatsaid, they were open to the countyeither managing the park itself, orleasing it out to private operators.
Commissioner Ron Allenshowed his frustration at this point. The board needs to look at thewhole county, not just this onearea, he said. We need to useour limited resources to enhance
city parks in other areas. CountyAdministrator Scott Arnesen partly
agreed. We need to have a fullvisioning process for the wholecounty, he said, but this is ouronly county park, and we need tomaintain and enhance it.
Since this meeting was a com-mittee of the whole, there was noset agenda, and no formal vote.Isakson and the Parks Board werejust testing the waters, and look-ing for guidance. That guidancecame loud and clear. Though com-missioners listened politely to thestream of ideas, they have notchanged their minds since lastDecember in one respect: they haveno interest in adding the land tothe county park and managing it
themselves.Commissioner Ted Seifert said,
If we lease this land, we have anopportunity to raise revenue, anduse that to enhance parks and otherfacilities in the rest of the county.Business owners will know besthow to manage and develop thisland. Commissioner Jim Bryantpicked up on the idea, saying, Theprivate sector may think of excit-ing possibilities with this wholearea. If we invite proposals, weneed to leave our request as wideopen as possible. Then we canassess the proposals we get. Bryantalso said it is important to educatepeople on what a good resourcewe have in the lake, river, andtrails.
Staff will move to invite pro-
posals to lease and make use ofthe land.
