DNR asks bear hunters not to shootradio-collared bears
The Minnesota Department of Natural Resources (DNR) asks hunt-ers participating in Minnesotas bear season, which opens Sept. 1, toavoid shooting radio-collared research bears.
The bears are marked with large colorful ear tags or colorful stream-ers.
DNR researchers are monitoring about 30 radio-collared blackbears, most of them in northwestern Minnesota, especially near ThiefLake Wildlife Management Area and the Agassiz National WildlifeRefuge. Additional radio-collared bears reside in and around theChippewa National Forest, Camp Ripley, Cloquet Forestry Stationand Voyageurs National Park.
Bear research also is being conducted between Ely and Tower nearthe Eagles Nest chain of lakes in northern St. Louis County.
Hunters near these areas should be especially vigilant for thesevaluable research bears, said Dave Garshelis, DNR bear researchbiologist. These animals provide long-term data on reproduction and
habitat use that is invaluable for bear management across the state.Were asking that if hunters see ear tags or a collar on a bear, they
refrain from shooting it, Garshelis said. Researchers have investedan enormous amount of time and expense in these individuals.
Many of the collars have GPS units that collect and store data,which is downloaded by DNR researchers when they visit the bears intheir dens. Long-term records of individual bears have been the cor-nerstone of information that helps the DNR monitor and manage thebear population, Garshelis said.
DNR officials recognize that a hunter may not be able to see a radiocollar or ear tags in some situations. For this reason, taking a bear witha radio collar is legal unless the bear is accompanied by a researcherwho has identified the bear to the hunter as a research animal.

Top shooters coming to Madeliaduring Governors Pheasant Opener
Four of the top exhibition shooting acts in the world will share thestage for the first time during the weekend of the Third AnnualGovernors Pheasant Hunting Opener in Madelia, Minn., Friday, Oct.11 and Saturday, Oct. 12.
Dan Madsen, Madelia city administrator, announced that ScottRobertson of Team Beretta, Tim Bradley of Team Benelli U.S.A., andAaron and Steve Gould, sponsored by Winchester, have agreed tocompete in a friendly exhibition shooting tournament.
These shooters are the best at what they do, Madsen said. We arethrilled theyre going to be part of the festivities during the GovernorsPheasant Hunting Opener.
The exhibition shooters will perform at 4:30 p.m. on Friday, Oct.11. The event is open to the public. There will be no charge to attend.
These shooters will bring their best signature shots, and will at-tempt the best shots of the other shooters in this first-ever friendlytournament, Madsen said. Getting them together is something thatsnever happened before.
The weekend will include a Governors banquet and reception,performance by singer/songwriter Martin Zellar, and of course, pheasanthunting.

The Governors Pheasant Hunting Opener will showcase the manyhunting, recreational, travel and local opportunities that the broaderMadelia area has to offer visitors. Gov. Mark Dayton will lead electedofficials, dignitaries and celebrity hunters who will participate in theevent.
The event is being coordinated by city of Madelia, Madelia Cham-ber of Commerce, Explore Minnesota Tourism and Minnesota De-partment of Natural Resources. Madelia is 20 minutes west of Mankatoand just over an hour and one-half southwest of Minneapolis.
DNR begins recruiting process fornew officers
The Minnesota Department of Natural Resources (DNR) expects tohire up to 18 conservation officers for an academy anticipated to startin April 2014. Applications open Aug. 26 and close Sept. 13.
Conservation officers work to ensure public safety and compliancewith state game and fish, recreational vehicle, and natural resourcecommercial operation laws.
Applicants must have a valid Minnesota Peace Officers License,or be eligible to be licensed by the Minnesota Peace Officers Stan-
dards and Training Board (POST) prior to the time conditional joboffers are made, or complete basic police training and be certified asa full-time peace officer in a state or federal law enforcement agencywith which Minnesota has reciprocity, and pass the P.O.S.T. Boardreciprocity exam by the time conditional job offers are made.
Candidates must pass the general written exam to be admitted toother portions of the exam/selection process.
Other portions of the process will include oral interviews andcompletion of a comprehensive background investigation. Final joboffers will be based on passing a medical evaluation, functionalcapacity exam and psychological evaluation.
The written examination will tentatively be held Oct. 5 at thefollowing locations:

Funding available for shorelandvegetation projects
The Minnesota Department of Natural Resources (DNR) is making$225,000 available for grant proposals for restoring native aquatichabitat across the state. Individual grant requests can range from$25,000 to $100,000.
This program provides cost-share grants to counties, cities, water-shed districts, other local units of government, conservation groupsand lake associations to conduct aquatic habitat restoration projectswith native plants to improve fish and wildlife habitat.
Projects on private properties will have at least 75 percent of thefrontage restored with an adjacent buffer zone that is at least 25 feetdeep or wide. The focus of these projects must be on re-establishingvegetation for fish and wildlife habitat. Funds cannot be used for rock
riprap stabilization or permanent wave breaks.Grants recipients will be reimbursed for a maximum of 75 percentof the total project costs. Applicants must be able to fund at least 25percent of the total project costs from non-state sources. Matchingfunds may be cash; volunteer labor; and in-kind contributions ofmaterials, equipment and services.
This is an opportunity for lake associations, local communitiesand conservation organizations to help enhance native shoreline veg-etation and fish habitat in their local lakes, streams and rivers, saidJohn Hiebert, DNR lake habitat consultant. Since 1999, more than350 restoration projects have been funded, restoring more than 136,000feet of shoreline.

No ATV registration or trail passneeded to ride on state and grant-in-aid trails over Labor Day Weekend
This Labor Day weekend, Minnesota will host its first Free Wheel-ing Weekend, making it free to ride on state and grant-in-aid trails fortwo days, the Minnesota Department of Natural Resources (DNR)said.
On Saturday, Aug. 31, and Sunday, Sept. 1, Minnesotans whoseATVs are registered only for private or agricultural use can enjoyriding the more than 3,400 miles of state and grant-in-aid trails with-out paying the additional registration fee to ride on public trails($53.50 for three calendar years). Out-of-state riders can exploreMinnesota trails as well, without the need for a nonresident trail pass($21 for a one-year pass).
Minnesota has a variety of state and grant-in-aid trail riding oppor-tunities that range from an easy cruise along abandoned railroadgrades to more difficult climbs on narrow, twisting trail loops in thewoods, said Mary Straka, off-highway vehicle program consultant
for the DNR. Many trails are provided by counties, townships andcities with assistance from local clubs. Were excited to help newriders experience our trail system.

DNR QUESTION OF THE WEEKQ: Minnesota has a number of scientific and natural areas (SNAs).
What exactly is an SNA and how does it differ from other publiclyowned lands?
A: Scientific and natural areas are special places where anyone cango to see examples of Minnesotas native plant communities and rarespecies habitats. There are nearly 160 sites scattered throughout
Minnesotas prairie, coniferous and deciduous forest biomes. Theprograms mission is to protect and perpetuate, in an undisturbednatural state, those lands and waters embracing natural features ofexceptional scientific and educational value. SNAs are open to thepublic for hiking, nature photography, bird watching, snowshoeingand other activities that dont disturb the natural conditions. SomeSNAs are open to hunting. SNAs are intended to give people theopportunity to experience undisturbed nature. Thus, signs and park-ing lots may or may not exist at individual sites. Some sites haveinterpretive kiosks to help visitors identify key features and pro-cesses. These areas dont have restrooms or other facilities and mostdont have maintained trails.

DNR honors two youthconservationists
The Minnesota Department of Natural Resources (DNR) recentlyhonored two youth for demonstrating initiative, leadership, creativityand achievement in the conservation and wise use of natural andagricultural resources.
DNR Commissioner Tom Landwehr made the award presentationsAug. 30 during a ceremony at the Minnesota State Fair. This is the22nd year the DNR has presented the youth awards.
Lane Alm of Hawley received the Future Farmers of America(FFA) Award. For the past four years, he has worked on his Diversi-fied Horticulture project, which began when he was 14 years old andgot a job with Prairie Restorations Inc. - Bluestem Farm. He learnedto identify native plants, their seeds, and how they can be used forlandscaping around lake homes, businesses, and for erosion control.Alm also learned how to operate and maintain planting and harvestingmachinery.
In addition to his outstanding project and work experience, Lane isactive in 4-H, the FFA Soils Team, and has been a National HonorStudent member throughout high school, Landwehr said.
He is also a football player, wrestler, deer hunter, raises horses,wins roping competitions, and refurbishes antique tractors. Thiswell-rounded young man also volunteers at the annual Rollag Thresh-
ing Show and is an officer for the Hawley 4-H and FFA Chapter,Landwehr said. This year he also won the Hawley Jaycees Outstand-ing Young Farmer Award.
Alm graduated from Hawley High School this spring and startedattending North Dakota State College of Science in Wahpeton, N.D.a few weeks ago.
Lane is the son of Lee and Brandi Alm. Also present at the awardceremony were the state FFA advisors Joel Larsen and Jim Ertl.
Morris Area High School student Brady Cardwell received the 4-HAward. His project, titled History of Wildlife Conservation in Min-nesota, focused on how and why various conservation organizationsand clubs were started, and steps he has taken to learn about andimprove wildlife habitat.
For his sixth-grade project, Cardwell researched milestones in con-servation history and the various agencies responsible for wildlifeconservation. He visited a number of public lands, interviewed man-agers, and observed a prescribed burn. He also researched and partici-pated in events with all the major wildlife conservation clubs in hisarea.
Cardwell participates in archery, shooting sports, science and his-tory fairs, and makes his own lures. He carved the Duck Unlimitedlogo into his pumpkin last year. He is active in his local 4-H club and
Luther League. Somehow he a lso manages to play football and is onthe wrestling team, Landwehr said.
Brady is the son of Douglas and Meriel Cardwell.Also recognizing Cardwell at award ceremony was Dorothy Free-
man, associate dean and state 4-H director and Nancy Hegland, exten-sion program leader of 4-H youth development.

1. Delinquent accounts. All chargesfor water, garbage and sewer service
shall be due on the date specified by thecity for the respective account and shallbe delinquent 60 days thereafter. Thecity shall endeavor to collect delinquentaccounts promptly.
