1 Network Survey Instruction

Knowledge Points

This chapter provides basic flows for network survey, and responsibility & tasks in

whole flow for relevant persons, including client, project manager, survey

engineer, network planning engineer.

1.1 Scope

This workbook specifies the responsibility and procedures for the engineers in network

planning & optimization department, mobile division, ZTE, during network survey.

This workbook adapts to home and abroad radio network survey projects for network

planning & optimization department.

1.2 Normative Referenced Documents

This workbook refers to following enterprise codes during compilation. If no date is

written in enterprise codes, in fact, the valid version shall be the newest standard issued

1.3 Terms and Definition

1.3.1 Network pre-planning

Network pre-planning means to propose demands for before-sale, and provide

before-sale capacity estimation, network scale estimation, emulation analysis for

operators, its aim is to provide data support for before-sale tendering.

1.3.2 Network Planning

Based on capacity, coverage, and other special demands from customers, in

combination with terrain & physiognomy features in coverage range, we design

reasonable and feasible radio network layout and relevant parameters, to meet

customer demands with minimum investment.

1.3.3 Emulation Analysis

Emulation analysis means after survey at site is completed, do emulations analysis for

network topology (mainly frequency planning topology) using relevant emulation

software. Its main aim is to check whether this frequency planning meets relevant

indices of network operators.

Network survey flow is shown in Figure 1.4-1.

1.5 Survey Preparation

● Purpose: identify survey purpose, familiar with its content, and prepare survey

tools

● Person in charge: project manager

● Input: e-map, contract, project information

● Output: survey schedule

● Work content:

(1) After receiving the notification of signing Contract, you shall consult Contract

and Technical Protocols to identify Contract configuration and technical

requirements.

(2) Learn project terms and schedule; then contact local office and users.

(3) Learn customer base resource, refer to contract requirements, predict survey

term, negotiate survey date with customer, compile project survey schedule and

task order, and confirmed by company leaders.

(4) Survey by contract interface, be familiar with hardware configuration in the

contract, do planning and survey.

(5) Prepare tools required (multimeter, tapeline, GPS, a box and needle, telescope,

camera, etc.), carry relevant Project Survey Report to working area.

1.6 Project Survey

● Purpose: do project survey, collect data

● Person in charge: network planning engineer

● Input: project information

● Output: site information list

● Work content:

(1) With customers, we do site survey for the project according to the project in

Project Survey Report, and do detailed records based on demands.

(2) Collect necessary network planning data, such as antenna direction angle,

altitude, possible interference sources.

(3) Sampling on the propagation models in different directions for the site.

(4) Contact method of property management department, keys storage.

(5) In special case, remark it at remarks (for later negotiation and installation).

(6) Confirm site survey result by signature.

1.7 Summary of Survey Results

● Purpose: settle and summarize survey results

● Person in charge: network planning engineer

● Input: site survey information list

● Output: site information summary

● Work content:

(1) After survey, settle results, draw up project interface division diagram, fill in

Project Survey Report.

(2) If site conditions don’t match with actual application, you shall communicate

with users and negotiate it, to get a common recognition after collecting

comments, during which important matters shall be listed in individual matter

memorandum.

(3) If the equipment provided by user is not consistent with that required under

normal operation, you shall recommend user do project modification as soon as

possible, to improve operation environment for equipment.

1.8 Check Survey Results and Contract

● Purpose: check survey results and compare it with contract, ensuring data

accuracy

● Person in charge: Project manager and survey engineer

● Input: survey information summary

● Output: survey information summary

● Work content:

(1) Check whether site quantity and scale are consistent with that in contract.

(2) Check whether survey information is complete.

(3) Check whether there is the site inconsistent with installation condition.

(4) Check whether format of site information lists are consistent.

1.9 Signing Project Survey Report

● Purpose: confirm survey results by both parties

● Person in charge: engineering design personnel

● Input: survey information

● Output file: project survey report

● Work content:

After both parties get common recognition for survey results, the persons in

charge from both parties will confirm on Project Survey Report by signature and

stamp.

2 Network Pre-planning Guide

Knowledge Points

This chapter gives out basic work flow of ZTE GSM network pre-planning and work

content & responsibility scope for relevant persons.

2.1 Scope

This guide clarifies the steps required to finish pre-planning job based on customer

demands, and work content & relevant departments and persons in charge in different

phases after pre-planning task is delivered. It specially defines input & output

documents in different phases from preparation to completion of pre-planning task.

This guide provides direction for network planning & optimization staff during

network pre-planning.

This guide adapts to test network and commercial network planning job. Project

manager can adjust planning flow and steps based on actual project condition, to

improve the flexibility to apply specification.

2.2 Normative Reference

Following enterprise standards are referred during compiling this guide, if no specific

year is written in some enterprise standards, the newest standards issued online shall be

considered as valid version.

Management

2.3 Terms and Definition

2.3.1 Pre-Planning

Pre-planning is a term relative to detailed planning in commercial network during radio

network planning. One complete commercial network planning includes pre-planning

and detailed planning. Based on network design demands of coverage/capacity/QoS,

you shall finish analysis of capacity and coverage in planning zone by pre-planning job,

gives out the network design scale matched with customer demands, and provides

suitable solutions for network construction at operator side.

After confirming network scale, you shall input service model, service distribution,

user distribution in planning zone, in combination with 3D terrain & physiognomy

information and equipment parameter information, into emulation tools. Finally, verify

pre-planning scheme using emulation tools, and select relative ideal sites to serve

detailed planning.

2.5 Planning Project Kickoff

● Purpose: after receiving formal market planning demands, network planning

optimization department will respond it and inform its network planning

manager and sales manager to start planning project.

● Person in charge: project manager

● Input: planning demand

● Output: project schedule

● Work content:

(1) For pre-planning project, sales manager or business manager from marketing

department will proposes planning demands for market planning department and

network planning & optimization department in mobile division based on

network pre-planning protocol or signed contract. Market planning departments

in different divisions determine whether to respond this demand based on whole

strategy in division and company.

(2) Test network is pre-planned as market planning behavior, so demands from

planning department can be considered as input condition to start pre-planning

project, and market planning engineer shall provide explanations to clarify the

requirements for radio network planning from customer.

(3) Pre-planning demands focus on network planning requirement and target for

customer.

(4) Network planning & optimization department manager appoints planning

project manager based on project demands, who will report project schedule for

his/her department and coordinated departments.

2.6 Demands Analysis

● Purpose: network planning & optimization engineer shall do deep

communication with customers on planning details, to learn the requirements for

planning details, and prepare for network scale estimation and network design in

planning zone.

● Person in charge: radio network planning engineer.

● Input: Demands in XXX Planning Zone or bidding document

● Output: analysis result of planning demands

● Work content:

(1) Based on the requirement provided by the operators, confirm planned coverage

zone, complete level division of coverage area, and plan the coverage target that

can be reached in coverage area and its corresponding user (number) density

distribution;

(2) Planning engineer shall analyze customer planning demands proposed by

customer. The importance is to learn terrain and physiognomy in planning area,

research traffic distribution, and propose planning policy to meet customer

coverage, capacity, QoS requirements.

(3) Analysis result of planning demand is a part of XX Service Area Pre-planning

Report. It is mainly to propose planning indices to meet requirement of network

performance for customers based on customer demands and provided

information, such as single user traffic model / general traffic quantity etc.

2.7 Propagation Model Test

At pre-planning phase, typical model can be used as the input of scale estimation and

network emulation; with the establishment of propagation model database, there are

sufficient data matched with actual environment, so propagation model test is optional.

According to propagation model test flow, do specific steps, you can refer to Chapter 3

Propagation Model Test and Correction Guide.

2.8 Scale Estimation

● Purpose: based on the requirement of customer network construction, determine

network scale estimation result in planning service area, that is, to determine

base station quantity and density in planning area.

● Person in charge: radio network planning engineer

● Input: customer proposes network construction demands and planning analysis

result

● Output: plan scale estimation results

● Work content:

(1) Based on the coverage requirements for planning area by customer, after service

quality is met and estimation meets requirements, you shall specify base station

quantity required in specified planning area.

(2) Based on the capacity requirement in planning area from customer, after service

quality is met, estimate the quantity of base station that meets capacity demands

in specified planning area.

(3) Finally, in consideration of two factors as coverage and capacity, give out the

quantity of base station required in planning area.

2.9 Pre-planning Site Survey

● Purpose: for the operators involving with radio network resource, they shall

determine approximate site position based on estimation result of network scale;

for the operators in existing network, do statistics for existing site resource

based on customer request, and determine the scope of optional sites.

● Person in charge: radio survey engineer.

● Input: planning scale estimation report

● Output: radio network survey report

● Work content:

(1) After project manager identifies the appointments between customer and our

company based on the engineering interface negotiated with customer, he

compiles survey jobs, confirm team composition and responsibility division.

(2) Meanwhile, based on network scale estimation result and survey period

requirement, determine schedule, personnel, and site principal.

(3) Survey engineer receives corresponding survey data, identify survey task

requirement, and finish collection of survey data based on PM schedule and

company workflow.

(4) Survey engineer prepares required survey tools and instruments (compass, laser

distance measurement equipment or tapeline, GPS, camera), carry relevant drive

test equipment to reach user site.

(5) Remarks: for pre-planning project, if operators don’t appoint person to do

property rent negotiation, it is useless radio survey engineer does site survey, so

we recommend project survey is not required for pre-planning demand.

2.10 Filter Network Emulation

● Purpose: by emulating of emulation software, verify whether our planning result

is reasonable, and add more evidences for the planning scheme;

● Person in charge: emulation engineer

● Input: demand analysis, scale evaluation, site survey result (optional)

● Output: emulation report (submit part of planning report)

● Work content:

(1) Confirm planning zone by result of demand analysis in planning zone;

(2) Confirm business model for single user;

(3) Confirm user quantity and distribution;

(4) Confirm BS quantity deployed based on estimation result of network scale in

planning zone;

(5) Based on network topology result in planning zone, confirm BS layout;

(6) Based on operation steps, finish emulation and edit emulation report.

(7) Remark: 3D e-map is required to finish pre-planning emulation. If external

condition can’t be met or BS quantity is few, pre-planning emulation is not

required.

2.11 Compile pre-planning report

● Purpose: output final pre-planning result.

● Person in charge: radio network planning engineer.

● Input: analysis result of planning demand, estimation result of network scale,

optimized result of network topology emulation (optional)

● Output: radio network pre-planning report

● Work content:

(1) For pre-planning engineer, he can compile Radio Network Planning Report in

XXX Service Region based on demand data and emulation result provided by

customer.

(2) For commercial network planning, after site survey, survey data arrangement,

initial screening and emulation, reach agreement with customer and compile

Network Planning Report according to relevant requirement in the Contract.

(3) In Planning Report, get common recognition on interested issues with customer,

discuss specific solution with customer, and describe the reason to design

network.

(4) Internal object in the Pre-planning Proposal is marketing and production line.

3 Propagation Model Test and Correction Guide

Knowledge Points

This chapter gives out basic workflow for ZTE GSM network propagation model

test and correction, and work content & responsibility scope for relevant persons.

3.1 Scope

This guide specifies work principle, workflow, equipment, and method for radio

propagation model test and correction.

This guide adapts to radio network planning optimization (GSM, PHS, WCDMA,

TD-SCDMA systems), which is the implementation process of radio propagation

model test and correction.

3.2 Normative Reference

This guide refers to following enterprise codes during compilation. If no age number is

showed at the part of enterprise codes, the valid version shall be the newest standard

issued online.

3.3 Terms and Definition

Following terms and definitions adapts to this standard.

3.3.1 Radio Network Planning

Based on capacity demand, coverage demands and other demands from customer, in

combination with terrain & physiognomy feature in coverage region, design reasonable

and feasible radio network layout and relevant parameters, to meet customer demands

by minimum investment.

3.3.2 Radio Propagation Model Test

Based on customer demand and local terrain, divide propagation regions and select test

site, compile certain test routes to do drive test, and collect relevant data required by

model correction.

3.3.3 Radio Propagation Model Correction

Based on test data provided by test persons, do data screening, and get acceptable

propagation model after correction using correction tools.

3.4 Propagation Model Test and Correction Workflow

Specific workflow for propagation model test and correction is shown in Figure 3.4-1.

3.5 Identify Demand by Initial Communication

● Purpose: mainly to identify scope, site data, region division, task arrangement

interface, time schedule of propagation model test, and output propagation

model test plan.

● Person in charge: propagation model test and correction principal

● Input: scope, site data, region division, task arrangement interface, and time

schedule of propagation model test;

● Output: propagation model test schedule

● Work content:

(1) Get scope, region division, and site quantity of propagation model test;

(2) Discuss task arrangement interface and time schedule with customer;

(3) Identify final output content;

(4) Organization and work arrangement of human resource;

(5) Compile Propagation Model Test Schedule based on above information.

3.6 Prepare Propagation Model Tool

● Purpose: check the survey and test tools required by propagation model test

● Person in charge: propagation model test principal

● Input: device list

● Output: survey and test tool

● Work content:

(1) Check survey devices to prepare propagation model test, including GPS,

compass, camera, laser distance measurement equipment.

(2) Check test device and software required by propagation model test, including

transmitter, receiver, test notebook, Omni-directional antenna, feedback cable,

power supply coil, tripod, onboard power supply.

3.7 Site Survey

● Purpose: inspect propagation model test site.

● Person in charge: survey engineer

● Input: survey tools, propagation model test schedule

● Output: propagation model test site survey report

● Work content:

(1) Confirm test area and site information;

(2) Survey the site to be inspected

Survey the site to be inspected and output site survey report.

(3) Filter sites

Based on recorded site data to be inspected, select required test sites according

to site selection principle.

(4) Compile and output Propagation Model Test Site Selection and Survey Report.

3.8 Select Test Route

● Purpose: plan propagation model test route, to get test data from different

directions and distance.

● Person in charge: test engineer

● Input: test site, transportation map

● Output: propagation model test route map

● Work content:

(1) Compile test route

Based on terrain, physiognomy, and road condition, design test route according

to route selection principle.

(2) Compile and output propagation model test route map

(3) Mark specific test route on the map

3.9 Establish Propagation Model Test Environment

● Purpose: establish complete propagation model test environment.

● Person in charge: test engineer

● Input: test device and test site information

● Output: establish complete propagation model test environment.

● Work content:

(1) Establish the environment at transmitting side

(2) Establish the environment at receiving side

3.10 Data Collection

● Purpose: based on compiled test route, collect data and output relevant data files.

● Person in charge: test engineer

● Input: test site and test route map

● Output: test data file

● Work content:

(1) Based on compiled test route, collect data and record them as original data file;

(2) Translate original data file to the file format recognized by propagation model

correction software according to certain requirements.

3.11 Check and Accept Test Data

● Purpose: check and accept all data about propagation model test, to check

whether it can meet the requirements of model correction.

● Person in charge: propagation model test principal

● Input: all data for propagation model test

● Output: test data, check and acceptance result, and working content at next step.

● Work content:

(1) Check whether all data for propagation model test is complete and recorded is

accurate;

(2) If not satisfied, you shall survey and test again; if satisfied, you shall summarize

propagation model test efforts.

3.12 Summary of Propagation Model Test

● Purpose: summarize propagation model test, including data archiving, report

summary, and customer communication & training.

● Person in charge: propagation model test and correction principal

● Input: all data for propagation model test

● Output: propagation model test report

● Work content:

(1) Summarize propagation model test efforts, including experience and issues,

output summary report;

(2) Review and archive propagation model test data, including original data, output

report, work summary, site job assessment;

(3) Do communication and possible training with customer on propagation model

test summary, and get recognition from customer.

3.13 Propagation Model Correction

● Purpose: using propagation model correction tools, in combination with test data

and selected propagation model, find out the propagation models that can adapt

to different environments.

3.14 Summarize Propagation Model Correction Efforts

● Purpose: summarize propagation model correction efforts, archive relevant data,

and communicate with customer, to get recognition from customer.

● Person in charge: propagation model test and correction principal

● Input: all data for propagation model correction

● Output: propagation model correction report

● Work content:

(1) Summarize propagation model correction efforts, including different corrected

propagation models, experience, and issue summary, and output detailed

summary report;

(2) Review and archive the data corrected by propagation model;

(3) Communicate with customer on propagation model correction efforts and

possible training, to get recognition from customer.
