Chapter 3Powers and Duties of Officers and Employees

execute them in the name and on behalf of the Zilla Parishad from time totime.Implements such specific directions issued by the Z.P. as it may thing fitregarding the performance by him of any of the functions assigned to himunder the Act.Shall immediate execute the orders pass by the Govt. in exercise ofpowers conferred by the Act and rules made there under or any other lawfor the time being in force and forthwith send a compliance report to theGovt. and place a copy thereof before Chairman and Vice-Chairman.Shall exercise other powers and perform such other functions as may beprescribed.The CEO shall with the approval of or on the direction of Chairmanconvene meetings of the Z.P. so that atleast one meeting of Z.P. is held ina month. Provided that where the Chairman fails to give his approval forconvening the meeting so as to hold a meeting within the period of 90 daysthe CEO may himself convene the meeting in manner prescribed.The Govt. shall have power to make rules to regulate the classification andmethods of recruitment, conditions of service, pay and allowance ofdisciplinary control of the CEO appointed under Sub-Section (1).

Review the work and tour diaries of Dy.CEO, PEO, EE PR, MPDO andAO, and officers under the control of Z.P.Shall be competent to countersign T.A. Bills of the Dy.CEO, PEO, EEPR,AO and other Officers under the administrative control of Z.P.Sign and draw his own T.A. Bills.To inspect MPs in the District excluding the MPs to be inspected by theDist. Collector and RDO, Sub-Collector including Half Yearly Inspection ofloans branch and allocate inspection work to other Dist. Officers.

Financial Powers:-

The A.O., Z.P. shall be in over all charges of the Accounts and Finance ofthe Z.P. His main function is to act as Financial advisor and as an internalauditor.As an Accounts Officer he will compile the accounts of the Z.P.incorporating in the accounts of the Z.P. the figures in respect ofengineering divisions and other branches in accordance with theprescribed rules and instructions.As an internal auditor he is responsible for pre-checking all the bills beforepayment. He shall be responsible for proper maintenance of importantregister like Grants Appropriation Register.As a financial advisor he shall offer his advise on any matter involvingfinancial implications, accounts and budget to the CEO and otheradministrative officers of the Z.P.All matters relating to financial sanction to be submitted to the Chairman ofZ.P. or Standing Committee, General Body including agenda and worksprogramme shall pass through the Accounts Officer and his remarksthereon shall find place in the note to be placed before the Chairman ofStanding Committee or Zilla Parishad.He shall exercise administrative control over the accounts staff of the Z.P.including Engineering wing and he will initiate annual confidential reports ofSuperintendents, Z.P., countersign the confidential reports of the SeniorAccountants, Mandal Parishads and send them to authorities concernedfor safe custody. He will initiate the confidential reports of the DivisionalAccounts Officer (W) PR and send them to the EE PR for further action.He shall be under the administrative control of the Financial Commissioner,PR, the casual leave shall however be sanctioned by the CEO.He shall be responsible for watching the report of adjustment and utilizationof grants sanctioned to the Z.Ps. He shall consolidate the proposalreceived from the other wings of Z.Ps and prepare the budget estimatesand revised estimates under the general direction of the CEO.

He shall scrutinize the budget estimates of the MPs before pasing them anote with his comments to the CEO, for being placed before the StandingCommittee concerned for approval. He shall be responsible to see that all transactions relating to cash andadjustments in the ZP are recorded in the books of accounts properly andpromptly and shall compile the periodicals i.e. Monthly, Annual Accountsand Financial returns correctly and submit them to the authoritiesconcerned on the due dates.He shall responsible for the disbursement of pay and allowance of arrearsof the establishment of the Z.P. He shall also ensure proper maintenance of Register of works.He shall deal with the audit reports and inspection reports of the defectspointed out therein and take steps to prevent the recurrence of suchirregularities.He shall responsible for disposal of AOs of ZP as well as watch thedisposal of audit objections in the other wings and the MPs.He shall be responsible for coordinating the work of regulating thesubmission of U.Cs of the MPs and ZP.When the monthly meetings of EEs and MPDOs are held, the A.O. shallreview the position in the settlement of audit objections, adjustments ofadvances and submission of utilization certificates and submission ofmonthly and annual accounts and other matters by holding meetings of theDiv. Accounts Officer and Sr.Assts.
