WHO subject to comply with the Zeto Rules? All PETRONAS employees & contractors personnelWHEN should Zeto Rules be applied? All times whenever they are in the companys premises or when carrying out company business.

All times when operating companys owed/hired/leased vehicles whether inside of outside the companys premises.

Including while traveling on business.


For cases of employees who do not follow ZeTo Rules:Cases of non-compliance will be investigated.Disciplinary action can be taken against any employee as per Code of Conduct and Discipline (COCD) including dismissal.


For cases of contractors personnel who do not follow ZeTo Rules: Case of non-compliance shall be investigated firstConfirmed case of non-compliance could result in any of the following:Written warningRemoval from site (temporary or permanent)Termination of contractAll incident investigations must state which ZeTo Rules have been violated.

What is valid PTW? Verification of energy isolation should be done by the workers doing the work.Types of energy that needs to be isolated includes mechanical, electrical, hydraulic, thermal, chemical, pneumatic, ionising and radiation.Verification of energy isolation is done by locking, tagging and testing the system for zero energy. A safety critical equipment includes any device that prevent incidents and ensures effective control of the incident for the systems. Examples:- safety interlock protective system (SIPS),- pressure relieving devices,- vacuum relieving devices, detectors, alarms, emergency release systems, remote actuated emergency isolation valves, critical electrical equipment including uninterruptible power supply (UPS), turbine over speed trips, fire protection equipment and critical security devices.Overriding a function where an automated system is placed under manual control.Disabling means stopping the function of the system.To obtain authorization, you need to get the Safety System Bypass/Override (SSBO) certificate approved and issue the MOC as well.

Confined space is a space that is large enough for personnel to enter, has limited or restricted means of entry is not designed for normal or continuous occupancy.To obtain authorization, you need to get the confined space entry certificate and checklist approved.

Excavation work that involves a man-made cut, cavity, trench or depression in the earths surface formed by earth removal. Trench is a narrow excavation made below the surface of the ground.To obtain authorization: You need to get the excavation certificate approved.Buried services underground services including pipelines, electrical/instrument/earthing cables, sewer pipes and underground tanks.

This rule includes the usage of hands-free mobile phone or walkietalkieYou can leave your mobile phone or walkie-talkie on while driving but you are not allowed to use them.The use of seat belts is mandatory for all passengers.This rule applies when you are a driver or a passenger in a company owned/leased/hired vehicles, i.e. road tanker, bus, lorry, pick-up truck, car, forklift, helicopter or when driving in company premises.
