necessitated higher provisioning during Q1 thus put-ting pressure on profits. He said: “This led to a sharp dip in our profits even though little late than many of our competitors and peers in the banking sector. However, we would continue with our growth mo-mentum in the coming quarters and maintain our profitability along with net interest margin (NIM) during the current fiscal.Since we all know that the country is yet to come out of economic slowdown completely; thus asset-quality pressures on banks have not abated even during the first quarter of current financial year. As such banks had to go for higher provisioning on account of fresh slippages to NPA category and additions to restruc-tured assets. So, strict focus of the bank for the next couple of quar-ters will be on asset quality monitoring and mainte-nance till the economic situation in the country im-proves. Meanwhile, the bank shall continue to expand its branch network with focus in increasing low cost deposits and scaling up the flow of credit to priority sector in order to boost lending to agriculture and al-lied activities besides retail handicrafts and SME sec-tors.” (KNS)

Srinagar, Aug 13 : Chaos and un-certainty is prevailing over the Central University of Kashmir with the Ministry of Human Re-sources and Development (MHRD) keeping the appointment of varsi-ty’s Vice Chancellor in limbo since May 2, 2014.President of India is the Visitor of all Central Universities and MHRD provides secretariat service for appointment of Vice-Chancellor, Visitor’s nominee on the Execu-tive Committees, Courts, Selection Committees by the Visitor and also examines each matter that comes up for Visitor’s consideration and orders. Sources told KNS that names of three aspirants were later proposed for the post of the VC and the file was sent to Min-istry of Human Resources Develop-ment (MHRD) for further action. MHRD had to send the file to the president for the final nod but so far reports informed that the file is gathering dust at MHRD office- af-fecting the functioning of the CUK here at large. The three names that were selected as the aspirants for the post of the vice chancellor at central univer-sity of Kashmir include Prof Mo-hammad Amin Sofi, Prof Khurshid Andrabi, and Prof Mehraj-ud-din.Sources told KNS that since the names were recommended to MHRD but no action has so far been taken over the appointment

The reports informed KNS that Central universities which would have a new vice-chancellor are: Jharkhand, Bihar, Odisha, Kerala, Tamil Nadu, Gujarat, Punjab, Ra-jasthan and Srinagar. It was informed before the general elections that the exercise for the appointment of VC is being fast-tracked because the parliamentary election are round the corner and therefore the HRD ministry wants to hasten the vice-chancellors’ appointment before the elections are notified. 12 vice-chancellors of Central universities demitted office by February end. Srinagar, May 27 : At the time when they are most needed in Kashmir to fill governance vacuum, almost all the Cabinet minister of Omar Gov-ernment have preferred to keep their vote bank intact in their respective constituencies rather than to attend civil sec-retariat.A Visit to civil secretari-at on Wednesday painted a dismal picture of the power corridors. “Man-tri Sahab Jammu main hain” the minster is in Jammu said a peon out-side official chamber of senior congress leader and minister.Similarly when KNS Cor-respondent visited an-other Congress minister chamber, it was locked and the peon of this min-ister said that “Sahab Ji Yaha nahi aaye bhut din say”--he has not come here from several days.“Work in the depart-ments involving public dealing has come to a grinding halt. Though higher ranking officials reach the offices but are not able to work in ab-sence of the in-charge Ministers. You need the presence of Ministers if you want to do some work,” said a Secretariat official wished anonymi-ty.

Unable to bear the enor-mous pressure and work load without the minis-ters sources informed that some of the high ranking Secretariat of-ficials prefer to go for leave or do not attend of-fices on some or the other pretext. The visitors and the workers of the NC Con-gress expressed displea-sure over the functioning of the Ministries. “I came here from Uri to meet Fisheries minister Mano-har Lal but the officials told me that he has not attended his office from last four days. Minister first promises lot and then fails to deliver the same. The Civil Secre-tariat reminds me of the Governor's Rule, it pres-ents the same picture, no public representative and no public,”Imran Ahmad Khan of Bijhama Uri told KNS.The number of visitors to the Civil Secretariat has considerably gone down due to absence of Minis-ters from the Civil Secre-tariat. Meanwhile sourc-es said that even the NC ministers chose to stay away from the civil sec-retariat on one pretext or the other causing great inconvenience to the liti-gants coming from far off places. Srinagar Aug 13 : National Confer-ence has said that PDP’s silence on the incident of its candidate from Sonawari and District President Bandipora Yasir Reshi barging into J&K Bank Branch Sumbal and assaulting the Branch Manag-er was shameful. National Con-ference has also stated that J&K Bank leadership should have filed an FIR over this incident and should not have succumbed to political pressure and influ-ence to shield the PDP leader, especially after the Branch Man-ager clearly disclosed the ordeal and Reshi’s outrageous behav-ior.National Conference Spokes-man Junaid Azim Mattu has said that while Mehbooba Muf-ti was quick to come out on the streets if there were accusations against leaders of other parties, her double standards had been exposed in her decision to re-main silent on acts of indecen-cy, violence and harassment by leaders belonging to her own party. “These are brazen dou-ble-standards. Is PDP giving out a message to the people of this State that their leaders have been given the right and politi-

cal patronage to assault people, barge into government offices and banks and harass civilians who refuse to be coerced into submission? PDP wants to start a new phase of Ikhwani-Raj in the State”, the NC Spokesman said. “Apparently the PDP candidate from Sonawari was demanding a Bank Overdraft in violation of set norms and procedures from the J&K Bank Branch Manager at Branch Sumbal. Once denied, Reshi abused and assaulted the Branch Manager and threatened him of dire consequences. There are witnesses to this incident – of both the abuses hurled at the Manager and of the assault on him by Reshi and his mus-cle-men who were accompany-ing him. This episode is eerily reflective of the time when PDP leaders looted and plundered the State and made it the most cor-rupt State in the country with-in a remarkably short period of three years. Now they have started bank-heists and raids to indicate their intentions”, the NC Spokesman said while de-manding the sternest of punish-ments for the PDP leader so that

an unambiguous example is set.The NC Spokesman said that civilians of Sumbal-Sonawari were reeling under the obnox-ious suppression and harass-ment of muscle-men patronized by PDP, some of who have con-nections with some elements in the security forces as well. “The media’s silence on this issue is also sad. A crime or an act of im-propriety should not be treated differently depending on the po-litical affiliation of the culprit. This is great injustice with the people. The dignity of a Bank Employee has been violated and he has been abused and humili-ated by a person who aspires to represent the people of the area. Why is the media shielding him? Why hasn't J&K Bank filed a po-lice complaint and taken a stand in favor of its own Manager who related the whole ordeal in the media?” the NC Spokesman asked.Junaid said that National Confer-ence has always and will always condemn such incidents irrespec-tive of the political leanings and affiliations of the culprits and the party would not allow PDP to patronize and encourage a ‘Goon-da-Raj’ in Jammu & Kashmir.

In yet another direct attack on the Narendra Modi government, Congress president Sonia Gandhi on Wednesday said there has been an “alarming increase” in commu-nal incidents since it came to power and asked partymen to resist its “authoritarian and sectarian” ten-dencies.

“It is our task to play the role of a vigilant Opposition, to stand up for the values and policies of the Indian National Congress, and to resist the authoritarian and sectarian tenden-cies of the new government as it tries to get its way in Parliament.

“This we have begun to do, I believe, with increasing effective-ness,” Gandhi said addressing the first meeting of the Congress par-liamentary party in the new Lok Sabha.

Stepping up her attack on the BJP on communalism, she alleged that since the BJP has come to power there has been an alarming increase in number of incidents of communal violence.

“We have had hundreds of in-

cidents of communal violence and rioting in Uttar Pradesh, in Ma-harashtra and a number of other States. In addition, there have been other subtle but pernicious signals of intolerance,” Gandhi said telling the partymen “our work is cut out for us.” She acknowledged that It has been a “challenging time” for the Congress pary.

But at the same time, she noted “the process of rebuilding and re-storing the confidence of the public in the Congress Party has begun.” “We have been reduced in numbers to an all time low in the Lok Sabha. But we have not been reduced in spirit,” Gandhi said telling the par-tymen that the work of Congress is in Parliament, in public forums across the country, in our media and in the streets and homes of ordi-nary Indians everywhere.

With Congress still not getting the post of Leader of Opposition in Lok Sabha apparently weighing on her mind Gandhi said,”but Parlia-ment is not the only forum avail-able to us. If each of us has to be an

effective Congressman and woman, we must also work to maintain and strengthen the grassroot connec-tions to the voters that has brought us here.”

Gandhi also accused the Modi goverment of “stealing” the ideas of UPA and “borrowing” its pro-grammes as it has “nothing new to offer”.“The lesson of these ten weeks is that the BJP has nothing new to offer the country. They at-tacked us without principles and they are now governing us without policies. Well, they are welcome to steal our ideas. They are welcome to borrow our programmes.

“Imitation is the sincerest form of flattery. Let them even continue to blame us for their own failures, as they have been doing,” she said.

Attacking the government over issues including price rise and un-employment, the Congress presi-dent said,”Prices are rising across the nation, hurting the ordinary housewife, the college student, the worker, and particularly the unem-ployed and deprived.

Bahujan Samaj Party (BSP) chief Mayawati ruled out an alli-ance with Mulayam Singh Yadav’s Samajwadi Party, saying he is hand in glove with the Bharatiya Janata Party, according to reports.

Mulayam had said he will con-sider joining hands with Mayawa-ti’s party if Rashtriya Janata Dal chief Lalu Prasad mediates, media reports had said ear-lier on Wednesday.

“For these two Yadavs power comes before self-respect, but for me self-re-spect comes before power,” ANI quoted Mayawati as saying.

She said there is no ques-tion of allying with anyone in UP adding that her party will contest elections alone.

Bypolls for 12 assembly seats in the state are due shortly.

“People of UP are fed up of SP and now they are also fed up of BJP. Only BSP can rule the state well,” said Mayawati.

On Monday, Lalu Prasad had appealed to Mulayam and May-awati to team up to take on the Bharatiya Janata Party (BJP) in

Uttar Pradesh, where the saffron party had won a spectacular 71 of the 80 Lok Sabha seats.

Mulayam was responding to questions on the suggestion made by Lalu Prasad.

Former Bihar chief ministers Lalu Prasad and Nitish Kumar shared a dais at a rally in Hajipur

on Monday after 20 years of bitter political rivalry as they launched a joint campaign for the upcoming assembly polls, scheduled for Au-gust 21.

Coming together to form a front against BJP’s “communal” and

“decisive politics”, Lalu Prasad and Nitish Kumar had said the al-liance would save the nation from disintegration.

Earlier, BSP leader Sudhin-dra Bhadoria had said “People of UP will never forgive SP for their misrule. They should apologise for this”.

The BJP reacted sharply to the SP supremo’s state-ment.

“We could sense from BSP MLAs behaviour in UP as-sembly that they are ready to be B-team of SP,” BJP’s Lax-mikant Bajpai was quoted as saying by ANI.

JD(U) welcomed Mulay-am’s response to consider an alliance with Mayawati.

“We will have to expand the Bihar experiment across the country,” JD(U) leader Sharad Yadav told reporters

outside Parliament. The SP was reduced to five Lok

Sabha seats - all of which were won by Mulayam’s family members - in the Lok Sabha elections while the BSP, in its worst performance ever, failed to win even a single one.

Amid a controversy over the independence of the judiciary, the National Judicial Appointments Com-mission Bill, 2014, was passed unanimously in Lok Sabha on Wednesday. The bill will replace the colle-gium system for appointing judges.Chief Justice of In-dia RM Lodha had defended the collegium system of appointing judges. Speaking out against a “sustained campaign” to discredit the judiciary, Justice Lodha had said he was one of the first to be appointed by the collegium system. He admitted the system had limita-tions but said that “to carry on a campaign because of allegations against one or two judges is unfair”.The government said on Tuesday that while it favoured the independence of the judiciary, the “sanctity and supremacy” of Parliament was equally important as it reflected the aspirations of the people.Responding to a debate on the bill in Lok Sabha, law minister Ravi Shankar Prasad said the government had “no inten-tion” of interfering with the powers and authority of the judiciary and was only acting to have a “fair procedure” to appoint judges to the higher judiciary.Dismissing suggestions that the government was rushing the bill — which seeks to set up a six-member commission to recommend names for the higher judi-ciary — Prasad said four attempts had already been made in the last 20 years.

NEW DELHI: Supreme Court on Wednesday rejected suspended Guja-rat IAS officer Pradeep Sharma’s plea to transfer probe of cases against him from Gujarat Police to CBI.

The top court had on Tuesday re-served its order in the case.

The apex court had refused to go into the snoopgate controversy at the very beginning of the proceedings.

Advocate Sunil Farnandes, appear-ing for Sharma, had submitted that his client was being targeted by the Gujarat government because his elder brother, a senior Gujarat cadre IPS of-ficer, did not toe the line of state gov-ernment in many cases.

The state government refuted the al-legations levelled by Sharma and said that he was himself under surveillance because of various alleged illegal finan-cial transactions.

The bench, at the end of the hear-ing, assured Sharma that justice will

be done like the apex court has done in various Gujarat cases.

“We are not concerned about which government has come or gone. We will not fail in our duty. This court has done a great work in many Gujarat cases. I have also been party to such judgment. We are not concerned about the personality,” the court had said.

The apex court had on May 12, 2011 taken strong exception to the submis-sions of Sharma aimed at tarnishing the image of Modi and directed him to delete those paragraphs from the peti-tion. The bench, at the end of the hear-ing, assured Sharma that justice will be done like the apex court has done in various Gujarat cases.

The IAS officer is facing five crimi-nal cases including his alleged involve-ment in land scam registered against him since 2008 in Rajkot area. He had approached the apex court seeking transfer of cases against him to CBI.

NEW DELHI: Senior Aam Aadmi Party leader and founder member Shanti Bhushan has questioned Arvind Kejriwal’s organizational skill and has said there is no internal democracy in the party, accord-ing to Times Now.

As an election campaign-er, Narendra Modi promised sweeping market reforms to revive India’s economy and put the country to work. As prime minister, he has dis-mayed admirers, apparently reverting to the script of the hapless government he de-feated.

Prime Minister Narendra Modi waves to supporters during a public rally in Kar-gil.

To some of the economists and business leaders who as his campaign cheerleaders dared to dream of a Thatch-erite revolution, he seems not to be listening. Three months after his win, it is dawning on them that their views count for little.

“As of now, the momen-tum is lost. They might still recover it, but we have lost the moment,” said Bibek De-broy, a prominent economist who co-wrote a book laying out a reform agenda that the new prime minister himself launched in June.

Debroy told Reuters that so far there had been no signs of the promised change at institu-tions sapped by graft and over-

regulation that many Indians have grown to revile.

Back in the heady days of the election campaign, Modi and his supporters seemed much more in tune, all lam-basting the last centre-left government for years of waste

and policy paralysis and build-ing expectations of a regime of “minimum government and maximum governance” that would unshackle key sectors of the economy from the state.

But now there is a sense that the 63-year-old Bharatiya

Janata Party (BJP) strongman, who made his reputa-tion putting his home state Gujarat on a high growth path, has somehow stumbled in New Delhi.

To be fair, the government has a five-year term to achieve Modi’s goal of transform-ing India into an economic and military power able to withstand the rise of China on its doorstep. On Friday, Modi will make his first Independence Day speech from the ramparts of the Red Fort in Old Delhi, and the ex-pectation within his party is that

he may use the occasion to an-nounce bold changes that have so far been absent.

According to economists at HSBC, the government has already moved with “unaccus-tomed alacrity” on a number of

fronts, such as opening up the state railways to foreign invest-ment and providing new guide-lines for a more streamlined bureaucracy.

“But the stuff that will lift economic growth over time ... requires deft and delicate han-dling,” they said this week, not-ing resistance to reform from the country’s states and the challenges of pushing legisla-tion through the Upper House of Parliament, where the BJP does not have a majority.won India’s biggest election man-date in three decades in May af-ter promising to revive growth that has fallen below 5%, chok-ing off job opportunities for the one million people who enter the workforce every month. He dangled the prospect of new roads, factories, power lines, high-speed trains and even 100 new cities. So far, there has been little movement on any of these gigantic tasks, which will require an overhaul of India’s land acquisition laws, faster en-vironmental clearances and an end to red tape.He has refrained from cutting food aid that is estimated to cost 1% of gross domestic product, or tackling costly welfare programmes.

Has the Modi govt stumbled in Delhi’s power corridors?

Modi govt has nothing new to offer: Sonia

Consider making some plans for a vacation or short getaway, Libra. Looking forward to something fun can make even the tough-est of days far easier to handle. You’ll be amazed how much you can manage when there’s an end in plain sight. Your entire attitude can lighten. So take the bull by the horns and create an incentive for yourself. Do something special to reward the hard work you do day after day.

Don’t judge someone if he or she has a different lifestyle than what you consider to be OK, Scorpio. You probably lean toward the traditional, yet not everyone feels this way about re-lationships, working, or lifestyle. While it may seem impossible to understand and even frighten you, try not to be too harsh on those you deem odd. You’d be better off using that energy to keep your own life on track.

Friends seeking advice or a shoulder to cry on could be plentiful today, Sagittarius. You’re one of best people to give them the support and care they need. Just be sure that you don’t give so much to others that you don’t have anything left for yourself. True friendship is about sharing and the exchange of problems and help. Running yourself down will leave you in a place where you aren’t going to be much help to anyone.

Getting through today shouldn’t pose too big a problem for you, Capricorn. You may feel a huge second wind that can give you the drive and determination to see your chores and projects through. Make some plans for this evening, such as getting to-gether with friends or taking in an event that really intrigues you. Until then, go about your tasks bit by bit. You’ll get things finished before you know it.

Working within boundaries and restrictions could really get to you today, Aquarius. Yours is an independent spirit and your best achievements are often born of doing things your own way. Yet like it or not, we all have to follow guidelines and rules. Do your best to follow suit and finish what needs to be done. Afterward, you may find more freedom to act independently without consequences. Exercise patience and diligence as needed today.

Chances are that you’ll feel upbeat and positive today, Pisces. Consider sharing this energy with those around you who are feel-ing less than content. Your attitude can have a profound effect on friends, partners, spouses, and children. Even neighbors and ex-tended family can pick up on your spirit without you even real-izing it. Share your optimism with everyone you can today. If you see someone hurt or angry.

Feeling the effects of today’s energies, Virgo? Take heart if this is the case, because the end of the tunnel isn’t as far away as it seems. Do your best to take things one step at a time and see about making some plans for a little fun this evening. Get together with friends or take in a movie. Help yourself feel better by staying busy and focused and follow up with some recreation. Before you know it, the aspect will pass and you’ll be back to normal.

Don’t discount your ability to be extremely resourceful if you need to be, Aries. If you don’t have everything you need or all of the required information, take time to think. Who can you ask? What places can you access? Who might know where you can find what you need? Rather than panic because the pieces aren’t all there, instead make a list of contacts and go for it. Trust in yourself.

Try not to let today’s blues get you down, Taurus. While it’s true that some days can seem to drag on, the busier you are the faster time will pass. Get down to finishing any work still before you and then make plans for tonight. If there’s a light at the end of the tunnel, not only will things seem to speed up but you’ll feel better knowing it’s coming.

Dare to be different, Gemini. It can be so easy to fall into a drill. Sleeping at the same time, eating at the same time, wearing the same style, and going about work the same way day after day. Be-fore you know it, you feel like you’re in a rut. The only way to get away from this is to make a decision to break free by doing some-thing unique. Try a new haircut. Wear colors that are unusual for you. If the need is there, consider a new career. Pursue expansion.

If your lifestyle is considerably different than that of others, re-sist feeling self-conscience about it today, Cancer. Try to remember that you chose the life you have for specific reasons. Even if you’ve come to a point where you’re considering a change, there’s no need to feel badly, ashamed, or embarrassed about where you are now. Everyone has to make his or her own way. If this conforms to the norm, that’s fine. If it doesn’t, that’s fine, too.

An enhanced feeling of determination could motivate you today, Leo. Finish the things that aren’t complete and make some plans for this evening. Don’t hesitate to take on something that feels compli-cated or big. Chances are you’ll be able to handle most anything and it will feel great when it’s finished. Enjoy your day by making the most of opportunity.

Dialogue the best course for

better ties

When you have a good heart: You help too much. You trust too much. You give

too much. You love too much. And it always seems you hurt the most.

Quote of the day

The continuous firing on Indo-Pak borders and line of control has made the fate of the residents miser-

able. It is unfortunate that the improvement recorded during the past some years has been to-tally negated and the relations between the two neighbors has reached to all time low. The es-calation of hostilities between India and Pakistan is not a good omen for peace and stability of the sub-continent and if things are allowed to slip out of hands, these may reach at a point of no return. The whole interna-tional community has already expressed concern over the in-creasing cross border firing. On one side the cease fire vio-lations have created political uncertainty and have posed a threat to security of the two neighbors and on the other side the enormous hardships caused to common people living along side the line of control and In-do-Pak borders have created a situation which existed prior to the cease-fire agreement affect-ed in 2002. These unfortunate people have to go from post to pillar to save their lives and property which gets destroyed in the mortar shelling and in-termittent firing by the forces of the two sides. The two coun-tries should not allow the esca-lation but should sit together and use all diplomatic chan-nels to address the outstand-ing issues so that the present situation may not lead to full-fledged war which will not be in the interest of the two coun-tries in any way. The two coun-tries have fought wars in the past but they know that these wars only brought destruc-tion to the life and property in both the countries and yielded no positivities. Violence is no solution to the problems but can only bring miseries and grief besides creating an at-mosphere of hostilities which in no way can help in normal-izing the relations between the two countries who are both de-veloping nations and need each other to go fast on the path of development and economic stability. It is in the interest of both the countries to create peaceful conditions which will create friendly atmosphere in the sub-continent.

Lok Sabha elections- A confusing

political situation

As the elections are nearing the political parties are trying their best to form alliances before the

announcement of dates for Lok Sabha polls. The progressive al-liances led by congress, NDA led by BJP are already in busi-ness and are trying very hard to rope up more and more nation-al and regional parties in their fold. However there are possi-bilities of the formation of third front which has been a dream for Trinmol Congress, CPIM and Samajvadi party. Though Trinmol congress has already announced the pre poll alliance with CPIM but the Samajvadi party has made it clear that it is not interested in pre poll alliance but will join third front after the election results are out. It means that the party is aiming to derive more benefits from third front if the front is able to form the government and if Samajvadi party gets a good number of Lok Sabha seats. On the other hand the NDA has some strong allies in AIADMK Shiv Sena and Sher-omani Akalidal. The UPA led by congress is receiving jolt after jolt and its allies are distancing themselves from Congress which they fear has lost credibility due to certain scandals which sur-faced during the last about four years. When it comes to the real test the indications are that BJP may emerge as single largest party and may form the govern-ment with the help of its allies. However things are not clear as congress is a strong party and can bounce back to cause dents to NDA and can again emerge as a force to recon with. However the coming Lok Sabha election will tell the real story and the voters who have to exercise their democratic right will decide the fate of the national and regional parties. There is no doubt that the regional parties which rep-resent the aspirations of certain communities and regions have weakened the various central governments as they cannot dis-charge their functions according to their plans. The national par-ties who lead the governments become totally dependent on the support of original parties who exploit them and even black mail them when it comes to their own interests. It will be in the best in-terest of the country if one party emerges at least with a thin ma-jority and then gets support from like minded parties.
