According to the KNS correspondent, Gee- lani while addressing people at Airport road of the summer capital here stated that deliberate attempts are being made to disintegrate Kashmir’s ongoing resis- tance movement by launching the hidden attacks on Kashmir’s tradition, culture and history. He stated that Pandits are the part of Kashmir’s society and that they will always be welcomed in their home- land. “But here I want to clarify that once they are being offered separate homes at separate places, the same will be unac- ceptable and shall be opposed at large by the resistance leadership.” He also launched a scathing attack against GOI over the reports that the PaK refugees in Jammu shall be permanently settled in Jammu. The Huriyat (G) chairman stat- ed that such moves will be countered by the Huriyat leadership and that his amal- gam will come up with the detailed stand before the masses in the near future. He also termed the decision of the state gov- ernment over the enhancement in retire- ment age as an ‘election gimmick’, stating that the damage control exercise is now a futile thing for the present dispensation. “Also I want to clear that PDP is another face of the Congress and their slogan of change I nothing sans a deception.” Earlier in the day Huriyat G chief spokes- man told KNS that heavy deployment of police was put in place not only on the main gate of Geelani’s residence but on the Airport road as well and the men in uniform did not allow anybody to move towards the venue. As police did not allow the participants in- cluding Shabir Shah and Nayeem Khan to enter the venue of the seminar, dozens of Hurriyat (G) activists protested by raising slogans against the police action. Later Geelani also defied the house arrest and came out of his residence and lead a sit in on the Airport road along with oth- er leaders. Pertinently, Hurriyat (G) had announced that it will organize a daylong seminar Wednesday, at Hyderpora with its chairman Syed Ali Geelani in chair in memory of 128 innocents who were killed in 2010. Many of these cases are presently being heard by the court and we will try to take a lenient view in cases where the youth are found involved in minor offences.” Kichloo said that a deci- sion will be taken only after the committee sub- mits its recommenda- tions. “We do not want our youth to go astray and we want to facilitate their bright careers. We want to help our youth to come out of depression and anxiety and channel- ize their potential in the best possible manner for their empowerment,” Ki- chloo told KNS. The Union HRD Ministry launched RUSA as the 3rd tier of Centrally Spon- sored Schemes in the Ed- ucation sector following Sarva Shiksha Abhiyan (Elementary Level) and RMSA (Secondary Lev- el). The scheme was ap- proved in October last year, the spokesman said. Srinagar, June 11: State government has appoint-ed a committee headed by IGP Kashmir to review the cases of around 50 youth detained under the charges of stone pelting.Talking to KNS, Sajad Ki-chloo, Minister of State for Home Affairs said: ‘We have constituted a committee headed by IGP Kashmir to review cases of youth involved in stone pelting. Many of these cases are presently being heard by the court and we will try to take a lenient view in cases where the youth are found involved in minor offences.”Kichloo said that a deci-sion will be taken only after the committee sub-mits its recommenda-tions. “We do not want our youth to go astray and we want to facilitate their bright careers. We want to help our youth to come out of depression

and anxiety and channel-ize their potential in the best possible manner for their empowerment,” Ki-chloo told KNS. Reliable sources told KNS the committee will re-view cases of 50 youth in the first phase. Asks JKSPDC for ascertaining feasibilitySrinagar, June 11: Chief Minister, Omar Abdullah who is also Chair-man of Jammu and Kashmir State Power Development Corporation (JKSPDC)Wednesday asked the Cor-poration to immediately start work for ascertaining feasibility of Bagli-har-III utilizing the existing infra-structure so that indigenous power generation receives yet another fil-lip in the State. The Chief Minister said that self-reliance in power generation is imperative for laying strong edifice for the State’s economic develop-ment and welfare of the people. “This is the sector which promises finan-cial independence and all round de-velopment of Jammu and Kashmir,” he said and added that the concen-trated focus of his government has been on the holistic development of power sector to achieve tangible re-sults both in the generation and dis-tribution disciplines. Chairing the 70th meeting of Board of Directors of JKSPDC here this morning, the Chief Minister re-ceived brief on the status of various ongoing power development projects as also the current power genera-tion and distribution scenario in the state. The meeting was attended by the Chief Secretary, Mohammad Iqbal Khandey, Economic Advisor, Jalil Ahmed Khan, Principal Secretary, Planning and Development, B. R. Sharma, Principal Secretary to the Chief Minister, B. B. Vyas, Principal Secretary, PDD, A. K. Mehta, MD, JKSPDC, Mehraj-ud-Din, Director Finance, Upender jeet Singh, Com-pany Secretary, Sunil Gupta and

other officers were present in the meeting. The meeting approved Rs.3416 crore Budget for the Corporation for the year 2014-15 and took decisions on various agenda items explained in the meeting by the MD in a power point presentation. While ascertaining the details on the status of various ongoing projects, the Chief Minister was informed that Rs.60,000 crore Bag-lihar-II HEP is being completed by the end of September-2015 while the work on 93 MW New Ganderbal proj-ect will start shortly. It was observed that during the current year there has been con-siderable increase in the production of electricity as also in its supply to the consumers. The Chief Minister asked for further efforts to stream-line and maintain the power supply to the consumers to the best possible means. The Principal Secretary, Pow-er Development Department, A. K. Mehta while giving brief on various ongoing mega power projects in the State said that all is set to add anoth-er 450 MW of power to the system by completing Baglihar-II by the end of September-2015. He said another 93 MW will be added by the completion of New Ganderbal HEP. The meeting discussed the is-sue of regularization of daily rated workers of JKSPDC in the backdrop of the government’s overall policy which is being decided for similarly placed persons of PDD and other de-partments under the direction of the Chief Minister. Srinagar, June 11: Unbelievable but true, the post of Managing Director of J&K Housing Board, which is equivalent to the rank of Chief Engineer, is being held by Ram Pal Sharma, a simple matric-ulate. Ram Pal Sharma, who was en-gaged as a junior assistant/Typist in J&K Housing Board in 1981, is now the MD of the Board, with the blessings of Deputy Chief Minister Tara Chand. The Deputy CM was earlier the Chairman of the Board, and held sway over all major deci-sions. The government according to CNS has conveniently forgotten its own order issued in 2011 that the rank of the Managing Director of the J&K Housing Board is equiv-alent to that of Chief Engineer. Before RP Sharma, the post has al-ways been held by a technical per-son of the level of Chief Engineer or equivalent, because the depart-ment has been established partic-ularly for construction works in Jammu and Kashmir.

Official documents in possession of CNS reveal that RP Sharma was engaged by the department as a Junior assistant/Typist vide order number HB/Estt/8/81/377-78, dat-ed 01-05-1981 for the period of one month. From a typist to the Managing Director, the rise of RP Sharma in the J&K Housing Board has been fantastic indeed. According to official documents, RP Sharma served as Junior assistant/Typist in the Housing Board for a period of 1 year, 7 months and 22 days in 1981-82. He was promoted as Ju-nior Stenographer on 24-12-1982 in 1150-2050 grade. On 17-01-1991, RP Sharma was again promoted as Senior scale Stenographer in 2000-3200 grade. On 10-07-1999, Sharma was again promoted as Liason Officer in 7500-12000 grade. But these bene-fits were not enough. In 2007, an unprecedented change was effect-ed in the hierarchy of the J&K Housing Board, by virtue of which the post of Deputy Secretary was created only to accommodate RP Sharma. He was later elevated to the rank of Secretary. However, the order issued by

the MD at that time, promoting RP Sharma as Secretary faced strong objections from the Board of Direc-tors in the 40th Board Meeting of the J&K Housing Board. The oth-er Board members were all senior IAS officers. In the meeting held on 21.05.2010, they openly criticized the promotion of RP Sharma to the rank of Secretary, to the utmost embarrassment to Deputy CM Tara Chand, who was chairing the meeting. The Board of Directors, including the then Commissioner Secretary, strongly said that RP Sharma was not qualified for the gazetted post of Secretary, which has been always held by a KAS Officer. Sources said that senior Board members even directed RP Sharma to leave the meeting ven-ue. Subsequently, an order was issued on 22.05.2010, withdrawing and cancelling the illegal promo-tion of RP Sharma to the post of Secretary. But Deputy Chief Min-ister Tara Chand intervened, and ensured that RP Sharma is pro-moted to Secretary’s rank. On 10-04-2012, RP Sharma was promoted as Secretary of the Board, over-looking the objections of the Board of Directors.

SRINAGAR, JUNE 11: Minister for Haj, Auqaf, Floriculture and Public Enterprises, Peerzada Mohammad Sayeed today directed the Auqaf authorities to take proper posses-sion of the Auqaf land and other assets which have been notified un-der Wakf Property Act to avoid the chances of encroachments.

The Minister passed these directions at a meeting convened to review the financial and physical achievements of Auqaf here today.

Peerzada called upon the con-cerned functionaries to adopt pro-active approach to protect the Au-qaf assets across the State. He laid stress on the proper utilization of Auqaf land and steps for improv-ing the financial health of this im-portant body. He called for regular assessment of the assets to ensure proper revenue realization as per the market rates. He also empha-sized to ensure complete transpar-ency in the functioning of the Trust. He maintained that Auqaf has a specific mandate which has been

tasked to undertake welfare activi-ties for the poor sections of the Mus-lim community.

The Minister directed all con-cerned functionaries to identify Auqaf land and properties in their respective areas and notifying the

same so that proper entries of such assets are maintained in the revenue record. The directions in this regard have already been passed to all the Deputy Commissioners, he added.

Peerzada said that Auqaf Officers would be appointed at every unit to make its functioning more vibrant and result oriented. He said local Auqaf/ Advisor Committees should be registered with the Wakf Board otherwise these shall be considered null and void. The local Auqaf Com-mittees must be of full knowledge about the Auqaf assets within their jurisdictions and they should sub-mit the necessary income and ex-penditure statements on monthly basis

Threadbare discussion was also held on the issues regarding con-struction of shopping complex and allotment of Auqaf shops at various places, fencing of graveyards, repair and renovation of Ziarats and ac-tion taken reports on the decisions taken in the previous meetings.

Among others, the meeting was attended by Commissioner Secre-tary, Revenue Mr. Vinod Koul, Spe-cial Officer, Auqaf Mr. Abdul Sattar, besides administrators and tehsil Auqaf officers of the State.

HYDERABAD: Swirling waters of the Beas and countless boulders along its rocky bed hampered efforts to retrieve bodies of the missing students of VNR Vignana Jyothi College of Engineering that were possibly stuck between heavy silt and rocks.While tragedy-struck parents were waiting on the river banks all day, the search operation on Tuesday by 500-odd relief workers resulted in fishing out of only one body due to unfavorable conditions. “The silt is reducing visibility to 10 feet. Searching upstream is also difficult where the rocks and boulders are present, and divers cannot go there owing to very strong currents,” NDRF 7th battalion commandant Jaideep Singh, told TOI from Mandi.

The 18-kilometre stretch between the accident spot and Pandoh reservoir downstream has been divided between the army, local cops, disaster management and paramilitary forces for carrying

out one of the biggest search operations in recent times.

During the day, hundreds of personnel are scouring the water

in their designated area to locate the bodies, but the fast building silt and rocky riverbed were making it extremely difficult for them to make any headway .

“The silt accumulation under the water could prevent bodies from surfacing. The silt is also a concern for divers. That apart,

there is concern that decreasing temperatures could prevent bodies from floating,” said P Ravi Shankar, assistant resident commissioner of Andhra Pradesh, who is part of the

team overseeing the operations.Even at noon, the maximum

temperature of the water has not crossed 10 degree Celsius.

Earlier in the day, relief workers were able to see the body of Devashish Bose, stuck between rocks some 300 metres away from the accident spot, and plucked it out easily, as the water level had decreased before the Larji gates were opened on Tuesday morning.

In a hurriedly called review meeting, involving all agencies and representatives from the governments of Andhra Pradesh, Telangana and parents of the missing kids, it was pointed out that divers were finding it difficult to carry out underwater search due to perennial flow of water.Mandi district magistrate Devesh Kumar told officials that it would be impossible to completely stop discharge of water from the Larji dam, due to heavy inflow during daytime.“If the water is not released

from the dam, villages upstream would be submerged. So, every three hours, they are releasing water for a period of five to 15 minutes during the daytime. There is heavy inflow of water during the day due to melting of snow in the higher reaches,” said Cyberabad deputy commissioner of police (DCP) AR Srinivas, who is part of the team accompanying Telangana home minister Nayani Narasimha Reddy .As a result only 50 divers of various agencies could work in the three-hour window period between 6 am and 9 am. “During the night time, the inflow into the dam is low and the discharge from the dam will also be stopped. However, the divers cannot work during the night,” the DCP added.

Family members of the missing students requested authorities to provide night vision equipment to divers so they could carry out search operations in the still water at night.

industriesSRINAGAR, JUNE 11: Min-ister of State for Industry and Commerce, Mr. Sajjad Ahmed Kichloo Wednes-day said that efforts are being taken to give fillip to Minerals and coal industry in the State.The Minister was review-ing the pace of progress of J&K Minerals at a high level meeting here.MLA, Kalakote, Mr. Rash-paul Singh was also pres-ent in the meeting.During the meeting, it was given out that 13000 tonnes of coal valuing Rs. 7 crore is available for sale at Kalakote coal mine.The Minister directed the Managing Director J&K Minerals to put extra ef-forts for proper marketing of the coal so that resourc-es could be generated to a greater extent for the cor-poration.The meeting also dis-cussed various issues re-lating to workers working in the coal mine.The Minister approved enhancement of project allowance from Rs. 125 to Rs. 300 in favour of eligible workers of coal mines. The Minister directed the MD to conduct DPC on regular basis to encour-age dedication among the coal workers. He also directed for submission of all pending SRO 43 cases for approval.The meeting also dis-cussed issues regarding opening of new mines, status of consolidated and daily rates work-ers and enhancement of dearness allowance besides other issues and was given out that all pending demands would be considered in a time bound manner.

Atleast learn a lesson now

As the elections to the State Assembly are nearing, the Con-gress and Nation-al Conference have

once again started to enact the same drama of blaming each other for the recent debacle of Lok Sabha Elections and are as usual using very abusive and filthy language against each oth-er. In a recent statement one of the very senior leaders of NC termed Congress as leaches and said that there can be no pre-poll alliance with that par-ty. Even Congress leaders have made it public that there will not be pre-poll alliance between the two political entities. How-ever, one fails to understand as to what is common between the two now and what was earlier? When one analyses the two par-ties, both are totally different in their ideology, approach, politi-cal philosophy. One of them is a state level party and represents supposedly regional aspirations of the people where as the other is a national level party, hardly representing the regional inter-ests of the people except to grab the power by hook or crook. Na-tional Conference has been till recently a sole proprietor of the people of Kashmir as it has nev-er thought them or treated them more than slaves that too bond-ed ones. The Congress Party has either manipulated the elections whenever held and rigged them through their stooges to the max-imum and if that was not possible it joined National Conference or for that matter PDP to rule the roost. National Conference first in the name of plebiscite and then as pro nationalists which they some-times claim completed the task of betraying the general masses. Now these parties without being ashamed of their past and with-out taking any solid steps to heal the wounds of people are again enacting the same age old drama. Infact these parties which are in coalition should have learned a lesson of their life and should have introduced so many initiatives which could win the people and restore their lost credibility. The recent defeat should have worked as a life saving drug for them and they should have gone all out and utilized the remaining months to dedicate themselves for the ser-vice of people. Instead of that, they are again stooping down to very low and doing a disservice to the people and their own parties. If the two coalition partners do not wake-up, the next assembly elec-tions will white wash them total-ly and it will take them years to recoup.

Jathara is the largest tribal religious congre-gation in the country. The biannual Jathara takes place at Medaram village of Tadvai Mandal in Warangal district, in Telangana

region of Andhra Pradesh. Approximately one crore devotees are expected to take part this time at the Jathara to be held between February 12 to 15, 2014. A little festival of tribal’s in a small village has become a major pilgrimage in the last six years. This festival is held to get the blessings of goddesses Sammakka and Sarakka. It's believed that in those 3 to 4 days of the Jathara, goddesses’ real presence is felt. With the Jathara nearing, arrangements at Medaram village have also been picking up speed. It might be noted that about 80 lakh pilgrims had taken part in the Jathara last time.The Sammakka Jathara was declared as a state fes-tival by Andhra Pradesh government in 1998. Dev-otees in large number from neighbouring districts and different states including Chhattisgarh, Madhya Pradesh, Odessa, Maharastra, Karnataka and Jhar-kand participate at the Jathara. People offer banga-ram (gold) in the form of jaggery of a quantity equal to their weight to the goddesses and take holy bath in Jampanna Vagu (stream). It is a festival with no Vedic or Brahmanic influence.Jampanna Vagu is a tributary to River Godavari. According to the history, Jampanna is the tribal war-rior and the son of Tribal Goddess Sammakka. The Jampanna vagu took his name as he died in a bat-tle fighting against Kakatiyan Army in that stream. The Jampanna vagu is still red in colour believed to be with the blood of Jampanna (Scientifically the red colour of the water is attributed to the soil composi-tion). Devotees believe that taking a holy dip in the red water of Jampanna Vagu reminds of the sacrifice of their gods who save them and also induces cour-age into their souls.

The actual festival begins in the month of Magha, on Sudha Pournami (full moon day) evening when Sarakka (in the form of vermilion) would be tradi-tionally brought from Kanneboyinapalle, a neibhou-ring village in the forest, and placed on a gadde, an earthen platform raised under a tree. By next sunset, the main goddess Sammakka (in the form of vermil-ion) will be brought from Chilukalagutta. There are two gaddes (platforms) separately one for goddess "Sammakka" and other for goddess "Sarakka". They are represented by bamboo sticks smeared with tur-meric and vermilion (Pasupu and Kunkuma). Since time immemorial, there is a huge tree standing on Sammakka gadde.Hundreds of people who are often believed to be possessed by the goddess come here dancing ecstat-ically throughout their journey. People believe that Goddesses Sammakka, Saralamma fulfill their de-sires with their divine and miraculous powers.Couples visit to pray to the goddess to bless them with children. Many pilgrim pay their promises made to goddess during the Jathara, by offering jag-gery, calf 's, coconuts and donations in cash etc. Pil-grims take bathe in Jampanna stream to get purified and absolve from sins.When the priests bring out the ochre box and oth-er relics from a hidden forest location, there is great tumult with frenzied beating of drums, blowing of trumpets and full throated yells. It is said that during the festival a huge tiger prowls around peacefully.According to a tribal story, in the 13th century some tribal leaders who went for hunting found a new born girl (Sammakka) emitting enormous light and playing amidst tigers. She was taken to their habita-tion. The head of the tribe adopted her and later she became the saviour of the tribals of that region. She was married to Pagididda Raju, a feudatory tribal chief of Kakatiyas, who ruled Warangal area. She was blessed with 2 daughters and one son namely Sarak-

ka, Nagulamma and Jampanna respectively.After sometime, there was a severe drought that lasted for years and as a result the mighty Godavari River dried up. Pagididda Raju didn't pay tribute to King Pratapa Rudra. In turn king Pratapa rudra sent his army to subdue the tribals and collect the tribute. Then a War was fought between tribal chief Pagididda Raju and Kakatiya army on the banks of "Sampenga Vagu" (Jampanna Vagu). The Koya army fought valiantly but could not withstand the well equipped Kakatiya army.Though fought valiantly Pagididda Raju, his daughters Sarakka, Nagulamma, son in law Govinda Raju lost (husband of Sarakka) lives in the battle. Later Jampanna also dies in Sampenga Vagu (after renamed as Jampan-na Vagu in the memory of his heroic fight against well trained Kakatiya army).Upon hearing this news Sammakka also enters war and fights and causes lot of damage to Kakatiya army. Surprised by her Bravery and Valour the Kakatiya Prime Minister visited war ravaged Koya kingdom with proposal of peace and offered Sammakka a place in the emperor’s harem as the chief queen. Sammakka turned down the offer and resolved to continue the fight to avenge the dead. The battle continued and Sammakka was seriously wound-ed. Sammakka told her people that as long as they remem-bered her, she would protect them. Then, she cursed the Kaktiya dynasty to perish and with that wounded body proceeded towards Chilakala gutta and disap-peared in the forest. The grieving Koyas searched for their queen all they found were a red ochre box (a container of vermilion), her bangles and the pug marks of a huge full grown tigress, exactly the same place where she was found as an infant by the koyas. The Kakatiya dynasty came to an end very soon. Since then the Koyas, Waddaras and other Indian tribes and castes have been hold-ing festivals in memory of Sammakka and Sarakka regularly.

GSI has made phenomenonal contributions in the mineral sector and is carrying out systematic investigation for mineral re-source assessment of the country in geolog-ically potential areas through modern and

sophisticated exploration methods involving modern geological mapping techniques, geomorphological and lineament mapping through study of satellite imageries, aero and ground geophysical studies and geochemical mapping. As part of this GSI has initiated extensive pro-gramme of modernization on the advice of the Parlia-mentary Standing Committee on Industries, and as per guidelines laid down by an Expert Panel on Moderniza-tion of GSI. The modernization programme is aimed to improve the regional exploration for assessment of natu-ral resources by infusion of latest state of art technology. The technology infusion envisaged during the 12th Five Year Plan period is” Ø Strengthening of the state of the art equip-ment in chemical laboratories like ICP-MS, ICP-AES to match world standard in precision and also facilitate log-ical conclusion of mineral exploration within scheduled time.Ø Modernization and augmentation of equipment for ground geophysical survey like multi-channel gam-ma ray spectrometry, multi frequency EM system etc.Ø High-end petrological instrument for diamond, strategic and PGE exploration.Ø State of the art drilling machine (reverse circula-tion, hydraulic etc.). In order to improve the quality of exploration for miner-al resources of the country, following equipment / instru-ments were procured or in the process of procurement as per the plan: § Airborne surveys including airborne magnetic, electromagnetic and gamma-ray surveys have proved quite useful in identifying first order target areas

worldwide and may be used as direct tool in exploration. The airborne survey is strengthened by procurement of heliborne multi-sensor airborne survey system compris-ing on board sensors like magnetic, gravity, time domain electromagnetic (TDEM) and gamma ray spectrometry and hyper spectrometry. § Application of geochemistry to mineral exploration, adopting conventional as well as advanced geochemical techniques, in soil surveys, stream-sediment surveys, vapour surveys and bedrock surveys has proved useful in detection of dispersion ha-loes of hidden ore bodies. To strengthen the geochemical exploration GSI has upgraded its regional laboratories by procurement of sophisticated instruments like ICPMS, EPMA etc. for low detection analytical determinations particularly for elements like gold, PGE, rare earth etc. § Application of time-tested geophysical techniques in locating concealed deposits is considered as one of the most effective exploration tools. Ground geophysical survey is being strengthened by procuring new sophisticated instruments like Multi electrode resistivity-IP unit, multi frequency EM profil-ing unit etc. § GSI has procured magneto telluric (MT) instru-ment to strengthen its geophysical survey over Indian craton to image the sub continental lithospheric mantle (SCLM). The outcome of the survey will enhance the scientific knowledge of the deeper parts of the earth and will help to model the process of craton formation more accurately which in turn will help in targeting concealed ore bodies/kimberlite bodies (KCR) § GSI carries out offshore surveys and mineral re-source evaluation in the EEZ and TW. To strengthen the marine survey GSI is procuring one deep Ocean Going Research Vessel from M/s Hyundai Heavy Industries, South Korea. This will help in assessing the mineral/nat-ural resources present in EEZ of our country.

The details of technological upgradation with adequate instrumental back up is as follows: o In the field of Thematic Geological Mapping (TGM), the technology infusion that has been envisaged includes: Field Laptop, or Table PC, Mapping GPS unit, GSI Portal, mobile mapping vans with portable gener-ator.o In view of completion of systematic geological mapping over the country, an Integrated Thematic Map-ping (ITM) has been visualized with required technol-ogy infusion that includes: Ground Penetration Radars [GPR], shallow drills, deep drills, Electron Probe Micro Analyzer etc.o As a redressal measure for effective analytical output with lower detection limits of geochemical sam-ples, augmentation of the state of the art instruments such as ICPMS, AAS, XRF and DMA, in the laboratories of GSI has been incorporated.o In the field of geophysical mapping, the technology infusion that is being proposed includes high precision gravimeter and total field magnetometer. · For hyperspectral mapping, Space borne and Airborne Hyperion data with specific spectral range (necessary for geological objects) are to be procured and utilized. In this context, it is contemplated to have a con-tinuous acquisition of hyperspectral data in collabora-tion with ISRO/ NRSG/NNRMS. · To enhance the pace of drilling and qual-ity/reliability of subsurface information, it is necessary to induct improved techniques and equipment such as reverse circulation drilling with inbuilt system for con-trolled deflection of borehole path and adopting a com-bination of coring and non-coring operations in a single borehole. Rotary Air Blast (RAB) drilling which is fastest and cheap method is also to be inducted. State of the art drilling machines such as reverse circulation, hydraulic rigs, etc., are in the process of procurement.

Latest Technique in Mineral Exploration Technology Infusion envisaged during XII Five Year Plan Period

The unfortunate happenings in the Legislative Assembly are in no way conducive for

the constitutional bodies like legis-latures which are symbolic of dig-nity, Parliamentarian behaviour, statesmanship and political ma-turity of the society as a whole. The dent such incidents cause to democratic institutions are fatal and uncalled for. India is the larg-est democracy of the world which symbolizes the deep rooted phi-losophy of supermacy of constitu-tion and democratic foundations which provide solution to every problem through negotiations and by sitting across the table. The leg-islatures which enact laws to guide the whole nation and the states should really look as the bodies of decency and patience and not like the state Assemblies or Parliament is looking for the past few days. If the constitutional bodies are not allowed to function, how can they fulfill the aspirations of the people whom they represent and whose eyes are always fixed on them for the solution of their problems. The legislators are elected by the peo-ple with a purpose and if that pur-pose is not served then what is the fun of wasting cores of rupees on holding the elections. The Govt. should also behave as responsible as it should be. It should allow the opposition to pose the problems of the people so that a solution is carved out. If the Govt. tries to si-lence the opposition then what is the fun of sitting in these august houses. The real test of democracy comes when the opposition rais-es the public issues and the Govt. patiently listens and tries to solve them. The present session is per-haps the last but certainly the last Budget session, hence it is im-perative for both opposition and Govt. to take maximum benefit of the time and utilize it for the wel-fare of the people. Now as the Lok Sabha Elections are nearing, the code of conduct will be in force, hence the developmental aspect has to be kept in mind. Both op-position and Govt. has to go to people who will judge them on performance and what they are doing in the state legislature. It is the duty of the people’s represen-tatives to solve them with best of their capabilities and the unfortu-nate incidents in which two mem-bers of the Assembly had to suffer physically should not be allowed to be repeated. The language and gestures used is the past and also on many occasions by some mem-bers do not suit the parliamentar-ianism, and statesmanship.

Himalayan range is not only most fascinating & spec-tacular but also a natural

wonder of the earth which is the richest in habitat of animal life. One third of the mammal species are liv-ing in the lap of Himalayan moun-tain range. Jammu & Kashmir has variety of geographical regions, climate and vegetation which are a delight to the wildlife enthusiasts and tourists. The richness of Hima-layan range is a boon for the state economy. But unfortunately with the population explosion, rampant poaching, shrinking forests due to construction, wildlife is deplet-ing very fast. Out of 15 prominent wild life species unluckily owing to human interference five species have been declared critically en-dangered including Hangul, Musk Deer, Markhor, Snow Leopard and Brown Bear. The forest area, the natural habitat of wild animals, is being encroached by human habi-tation which includes construction of roads, buildings, industrial hous-es, tunnels, railway tracks & sense less felling of trees. All these factors pose a potential threat to wild life and a number of wild life species are vanishing with every passing day. Besides this the use of pesticides for agriculture and horticulture pur-poses contaminated water adds to this tragedy every day. The contam-inated water increases toxicity in the animals and results in ailment which causes untimely death of birds, fish and animals. The shrink-ing of forest cover by ruthless cut-ting of trees, timber smuggling and other factors are the main cause of death of animals as they do not get sufficient food and therefore die of starvation.Though World Wildlife Fund is making all out efforts to save the endangered species by including them into Red Data Book, the state government must also take care of the natural habitat of these endan-gered species. The duty of the con-cerned department does not end by organizing some functions during wildlife week starting from 2nd October but constant and effective measures should be made by wild-life protection staff. They should be given advanced training in pro-tecting the wildlife. Apart from this awareness, campaigns must be initi-ated to create consciousness among the people regarding the fall of the number of wildlife species. Though some clubs have been set up but their number is negligible in view of the magnitude of the problem. Moreover the poachers and wood smugglers should be severely pun-ished so that a strong message goes across that nothing will be tolerat-ed against the destruction of forests and forest life.
