New Delhi, October 04: The fierce gunfight in Keran sector that looked like a massive infiltration attempt 10 days ago has now snowballed into a battle for “territorial control” between the Indian Army and Pakistan- backed militants, a security of- ficial said. “The sheer force of firing by a large group of about 40 well- trained militants, being helped by Pakistan’s special forces, has forced the army out of some of its vantage positions,’’ the of- ficial said of the incident that has prompted some to draw to comparisions with crossborder intrusions that led to the Kargil war. The intrusion in the frontier district of Kupwara has been re- ported within days of India and Pakistan agreeing to resolve ten- sion along the Line of Control, which has seen a spike in cease- fire violations this year. The army, however, denied be- ing pushed out of its posts. "(The) situation is not anywhere close to Kargil," said Gen. Bi- kram Singh, chief of Indian Army. “We are dominating from all sides. They (intruders) are holed up there. We will take them out," he said. "It's a matter of time. All such operations take time." New Delhi-based news service said two militants were killed in the gunfire reported early Friday. Indian troops have been locked in a major gun battle with about 30-40 militants and suspected Pakistan army special forces since September 23- almost a week before Prime Minister Manmohan Singh was to meet his Pakistan counterpart Nawaz Sharif in New York on Septem- ber 29. Reports on Thursday said 10-12 more infiltrators had joined the militantss. Talking to KNS, students of cen- tral university said that they have not been provided the basic facili- ties and place identified for the Magarmal Bagh campus of the University is not feasible. The central university of Kashmir presently operates through three main campuses, one at Sonawar, another at Magarmal bagh and the university has one more cam- pus at Zainakote. Magarmal Bagh houses the sub- jects of English, Urdu and Jour- nalism. Students there have alleged that the university au- thorities have undermined the basic infra structure, required for the university campus. “The area wherein our campus is, is actually the place for dumping garbage,” said the student of Urdu while pleading for anonymity. He fur- ther mentioned that the stray dogs have created terror in the area, making difficult for the students to enter and to leave the campus. The Vice-Chancellor of the Cen- tral University of Kashmir, when contacted by KNS, said that the Magarmal Bagh campus is one of the comfortable campus com- pared to other ones. “This is actu- ally news for me. Two persons Mehraj-u-Din Layegaroo son of Khazir Mo- hammad resident of Barber- shah, Srinagar and Mohammad Yousuf Bhat son of Mohammad Abdullah resident of Zambal- gam, Verinag were killed and two others were injured when a Truck bearing registration number Jk03/1399 collided with a Tavera bearing registration number Jk01A/7571 at Charsoo near Kadalbal, Pampore. A case has been registered in this regard. Meanwhile, 20 years old lady Kulsuma daughter of Ghulam Hassan Malla resident of Kondbal Lar fell from an Auto load carrier bearing registra- tion number Jk16/0856 near Kondbal, in the jurisdiction of Police Station Lar, Ganderbal. He was reportedly missing since from 29-09-2013. The body of deceased was handed over to his relatives for last rites. Police has started an inquest proceedings in this regard. The students of Magarmal Bagh Campus of central university of Kashmir have accused the univer-sity authorities of failing to pro-vide basic facilities to the students and that the area is not suitable for the University campus.Talking to KNS, students of cen-tral university said that they have

A case has been registered in this regard.Meanwhile, 20 years old lady Kulsuma daughter of Ghulam Hassan Malla resident of Kondbal Lar fell from an Auto load carrier bearing registra-tion number Jk16/0856 near Kondbal, in the jurisdiction of Police Station Lar, Ganderbal. She died on spot. Ganderbal Police has registered a case in this regard.In another accident, a San-tro car bearing registration number JK04b/8109 on way from Beerwah to Khansahib hit and injured 25 years old Altaf Ahmad Kasana son of Abdul Karim and Ghulam Mohammad Paswal son of Mir Mohammad Paswal resident of Ringzabal, Khansahib at Rai-yar, Budgam. Both the injured were shifted to Hospital for treatment. Budgam Police has registered a case in this regard.

Body of missing youth recoveredSrinagar, October 04: The body of a person identified as Shahzawaz Ahmad Dar son of Khazir Dar resident of Chewa, Budgam was fished out from river Jehlum last evening near Pump Shed Maloora, in the jurisdiction of Police station Parimpora. He was reportedly missing since from 29-09-2013. The body of deceased was handed over to his relatives for last rites.Police has started an inquest proceedings in this regard.

The Minister for Planning, Ajay Sadhotra informed the House that an amount of Rs. 754.88 crore was pro-vided by the State Planning Department for the imple-mentation of the Centrally Sponsored Schemes in the State during last financial year and against which Rs. 688.82 crore have been spent by the end of March 2013.Replying to a question by M. Y. Tarigami in Legis-lative Assembly here Fri-day, the Minister said that the funds under Centrally Sponsored Schemes (CSS) do not lapse adding that un spent balances at the end of the financial year are revali-dated by the concerned de-partments in the following years for their utilization.

The Minister informed that at the end of 2012-13 out of the total availability of Central share of Rs. 4703.31

crore, an amount of Rs. 1150.55 crore has remained un-utilized under differ-ent Centrally Sponsored Schemes (CSS). He said the same are now being utilized by the departments in the current year after its revali-

dation. Sadhotra said that the decisions taken in the District Development Board meetings are implemented promptly as far as possible.

He however, said the deci-sions involving policy mat-ters and having huge finan-cial implications are critically examined by the concerned administrative departments and if found technically fea-sible are implemented in a phased manner subject to availability of resources.

The Planning Minister said that the developmen-tal works in the State par-ticularly in respect of CSS have not been hampered for want of matching state share. He said while convey-ing authorization of the an-nual plans, the departments are advised to earmark the State share out of their al-locations for the projects to be taken up under NABARD as per the norms / guide-lines of the schemes add-

ing that similarly, matching state share as per the fund-ing pattern is being released in respect of various flagship programmes / CSS.

SRINAGAR, OCT 04-

The Minister for Social Welfare, Ms Sakina Itoo Friday informed the House that against 7350 penden-ing cases in Srinagar district under ISSS, 2500 cases have been sanctioned reducing the figure to 4850 adding that the 50% funds for this purpose have already been released.

Replying to a question by Peer Afaq Ahmad in Leg-islative Assembly, Social Welfare Minister informed that there are 9300 cases pending as on date under IGNOAPS, ISSS and NFBS in Srinagar district out of which 3200 cases are under IGNOAPS, 4850 cases under ISSS and 1250 cases under NFBS.

The Minister said that regarding clearance of pending cases under IGNO-APS and NFBS the matter has been taken up with the Centre.

In reply to the supple-

mentaries by Mrs. Bimla Luthra, Irfan Ahmad Shah, Nizam-ud-Din Bhat, Jugal Kishore and Yashpal Kundal, the Social Welfare Minister said that due to concerted efforts of the government out of one lakh pendening pension cases under differ-ent schemes 50% cases have been cleared during last over 4 years in the State and mat-ter for clearance of remain-ing cases has been taken up with the Centre for release of funds. She said there is no discrimination in the clear-ance of pendency cases under NFBS or other schemes to any constituency adding that the cases are being cleared as per the demand. She clarified that pendency is increasing due to deaths.

The Minister said that government is examining to set up Tehsil Social Welfare Office in Srinagar adding that the said office would be es-tablished on internal arrange-ments well in time.

J&K Academy of Art, Culture & Lan-guages Friday gave away the 2nd Best Film Competition Award recognizing quality work in fiction and non-fiction categories by local film makers and artists. The en-tries for competition, invited earlier, were judged by a committee of experts.

In all, nine awards were given in-cluding the Best Film, the 2nd Best Film and the 3rd Best Film in both fiction and non-fiction categories, the Best Director, the Best Actor (male) and the Best Actor (female).The awards were given away by Minister for Housing, Horticulture & Cul-ture, Raman Bhalla, at a function held at

the Institute of Hotel Management audi-torium here. Prominent artists, writers, students and people in large numbers were present.

The Minister for Urban Development and Urban Local Bodies Nawang Rigzin Jora has reiterated government’s resolve to provide better civic amenities to newly developed towns including Surankote in Poonch dis-trict which has seen rapid urbanization over the years in an unplanned manner.Conclud-ing his two days tour to Border districts of Rajouri and Poonch Jora instructed officers of the Department to prepare master plan of Surankote town. He said services of ex-perts with proven stake in the field be hired to prepare the master plan in the first go so that civic amenities are provided to the lo-cals in a planned manner. He directed that urgent steps to construct garbage dumping site be undertaken by the MCs in close con-sultation and coordination with the District Administration. It was disclosed during the meeting that under District Plan allocation an amount of Rs.17 lacs have been utilized while execution of 13 no of different nature of urban development works in two towns of District Poonch during 2012-13 and Rs.12.75 lacs earmarked for current financial year un-der District Sector.Similarly under the State

Plan an amount of Rs.28.74 lacs utilized for execution of 18 different natures of urban development works in Poonch and Surankote MCs jurisdiction during 2012-13 under IDMT, Street Lighting schemes of Urban Develop-ment Sector of State Plan. During the current financial year, an amount of Rs.37.18 lacs have been earmarked for different works to be executed with the breakup of 26.31 lacs for Poonch town and Rs.10.87 lacs for Surankote town. The officers were instructed to take into confidence local representatives while executing works in their respective jurisdic-tion. Two drainage schemes viz Drainage scheme viz drainage scheme Mahanider and one at Surankote under execution at an es-timated cost of Rs.94.00 lacs and Rs.180.00 lacs against which an amount of Rs.69.77 lacs and Rs.51.16 lacs stand utilized till 3/2013 respectively. Rs.8.00 lacs for each scheme has been earmarked for the current financial year It was further disclosed that under the flagship programme of JNNURM, six project have been sanctioned in Distt Poonch under UIDSSMT-Integrated Housing Slum Dev pro-gramme IHSDP (component of JNNURM) viz construction of housing units and execution of infrastructure works.

Government Vide SRO-375 dated 23rd August has set up a commis-sion of enquiry headed by a retired Judge of Hon’ble High Court to en-quire into the circumstances which led to the violence and arson and the consequent loss of life and property in District Khistwar and to enquire into the administrative lapses, if any, while handling the situation. The commission will also to fix the re-sponsibility of the persons, involved in acts of violence, arson and the loss of life and property.

This was stated by the Minister for Rural Development and Pan-chayati Raj, Ali Mohammad Sagar in reply to a calling attention notice of Syed Naeem Akhtar Andrabi about the activities of some Villages De-fense Committee (VDC) members in Padder Tehsil of Kishtwar dis-trict following communal clashes in Kishtwar township on August 9th who allegedly opened fire on the unarmed villagers of Kejai in Padder

tehsil leaving around 4 persons criti-cally injured and abducted a villager Lassa Khanday, whose body was later found in the nearby forest area.

The Minister said that on 10th August, 2013, communal trouble erupted at Paddar Gulabgarh. Dur-ing the Skirmishes between the two communities, 04 persons sus-tained injuries. He said Members of one community again attacked the members of other community when they were evacuating injured persons near the helipad but were rescued by the Police. He said One Lassa Khanday, attendant of one of the injured persons, went missing during the night and his dead body was found in the area on 11-08-2013 which flared up the situation in the area and stray incidents took place throughout the day. He said the State Administration took all measures to contain the situation, including imposition of curfew and deployment of Army to assist the Civil Administration, so as to control law and order situation and ensure

that no further loss of life and dam-age to property is caused. One coy of

CRPF was mobilized from Khistwar to Padder area to deal with the riot-

ers while another coy of CRPF was air dropped in the area area to deal

with the situation. One column of Army was also mobilized. He said

with the timely efforts of the State Administration and the active coop-eration of the people, normalcy was restored in the area.

Sagar said cases Fir No. 16/2013 u/s 307, 336, 147, 148, 427, 34 RPC and FIR No. 17/2013 u/s 302/307/364/336/427/34/147/148 RPC were registered at Police Sta-tion, Atholi and investigation taken up to investigate the role of the ac-cused persons including some VDC members. After competing all the necessary formalities, charge sheet in case FIR No.16/2013 u/s 307, 336, 147. 148, 427, 34 RPC P/S Atholi has been produced in the Court of law on 25-09-2013 against 08 accused persons, out of whom 04 accused persons (including VDC members) have been arrested so far and the remaining 04 accused persons are absconding, against whom proceed-ings u/s 512 CrPC have been initi-ated. He said the investigation of the case is in progress and the case will be challaned after the arrest of the accused persons.

Assad says Turkey will pay

for backing Syrian rebels

ISTANBUL: Syrian President Bashar al-Assad has told Turkey it will pay a heavy price for backing rebels fighting to oust him, accusing it of harboring “terrorists” along its border who would soon turn against their hosts.

In an interview with Turkey’s Halk TV due to be broadcast later on Fri-day, Assad called Turkish Prime Min-ister Tayyip Erdogan “bigoted” and said Ankara was allowing terrorists to cross into Syria to attack the army and Syrian civilians. “It is not possible to put terrorism in your pocket and use it as a card because it is like a scorpion which won’t hesitate to sting you at the first opportunity,” Assad said, ac-cording to a transcript from Halk TV, which is close to Turkey’s opposition. “In the near future, these terrorists will have an impact on Turkey and Turkey will pay a heavy price for it.”

Turkey, which shares a 900-km (560-mile) border with Syria and has NATO’s second largest deployable armed forces, is one of Assad’s fiercest critics and a staunch supporter of the opposition, although it denies arming the rebels.

Some of Modi’s aides and too many BJP legislators in Guja-rat face the same fate as Lalu Prasad of the RJD and Rasheed Masood of the Congress.

“Of the 182 candidates who got elected in the Gujarat as-sembly in 2012, 31% or 57 MLAs have criminal cases against them,” said Jagdeep Chhokar of Gujarat Election Watch (GEW).

over the US budget as well as Obama’s healthcare law.

The situation gives “every appearance of getting dan-gerously close to the conver-sation on the debt ceiling,” said Nancy Pelosi, the Demo-cratic minority leader of the House of Representatives.

In fact, she said, “We’re in the conversation on the debt ceiling.”

At the same time, hopes that the debt ceiling fight could be resolved without a catastrophe were raised by reports in The New York Times and Washington Post that House Speaker John Boehner told other lawmak-ers he would work to avoid default, even if it meant relying on the votes of Democrats, as he did in Au-gust 2011.A spokesman for Boehner would neither con-firm nor deny the reports, restating previous public statements by the speaker that “the United States will not default on its debt.”

Senator Charles Schumer, the second-ranking Senate Democrat, reacting to the re-ports, said, “This could be the beginnings of a significant breakthrough.”

NEW DELHI: As part of efforts to build up military infrastructure along the border with China, the IAF on Friday said it plans to devel-op a fighter aircraft base at Nyoma in Ladakh and is upgrading seven airfields for carrying out 24X7 op-erations in the northeast.

The service is also considering

extending the runway length and upgrading the Kargil airfield close to the Line of Control with Paki-stan, its chief NAK Browne. “Nyoma is an important location for both the Army and the IAF in the south east of Ladakh where we have good weather all round the year... The cost of developing the air base would be around Rs 2,173 crore and it will take 4-5 years to develop it,” he said, addressing the 81st Air Force Day press conference. Browne said the proposal for developing

the Nyoma air field was mooted in 2010 with the landing of an An-32 transport aircraft there. It is right now with the finance min-istry and is expected to be taken up by the Cabinet next month, he said. “All types of aircraft includ-ing fighters, helicopters and trans-port aircraft would be able capable of being deployed and operated from there,” he said. Browne said

the airbase, located at an altitude of around 13,000 feet, is lower in height than the Advanced Landing Ground (ALG) at Daulat Beg Oldie but was higher than the air bases in Leh and Thoise. The IAF had recently created a record of sorts by landing its C-130J Special Operations aircraft at the DBO ALG, which is situated at an altitude of over 16,000 feet and is close to Depsang Valley where Chinese troops had infiltrated and pitched the tents for 21 days ear-lier this year.

5 states go to polls in Nov-Dec; ‘None of the Above’ introduced for assembly elections

The Election Commission (EC) of India on Friday announced the dates for assembly elections in Delhi, Rajas-than, Madhya Pradesh, Chhattisgarh and Mizoram, touted as semi-final between Congress and the BJP and a litmus test for the popularity of BJP’s prime ministerial candidate, Naren-dra Modi, before the 2014 Lok Sabha elections.

The BJP is looking to retain Madhya Pradesh and Chhattisgarh and wrest Rajasthan from Congress, while the emergence of Aam Aadmi Party has turned the fight for the 70 seats in the national capital triangular.

Except Chhattisgarh, all states will have polling on a single day. The EC has decided to hold polls in Maoist-affected districts of Chhattisgarh in two phases after consulting the home ministry.

“There will be adequate security available to ensure fair and peaceful elections,” a commission official said. Over 100 companies of para-military force would be deployed in sensitive areas of these five poll bound states.

The commission will also test its verifiable paper trail system --- in which voter can see to whom he or she had cast the vote --- in select constituencies in Mizoram and other

In Delhi and Mizoram, the elec-tions will be held on December 4. The notification for assembly polls in both the states will be issued on November 9. The nominations can be filed till November 16 and scrutiny will take place on November 18. The last date of withdrawing from the electoral race is November 20.

Seemandhra erupted in protest on Fri-day against the Union cabinet’s decision to split Andhra Pradesh into two parts, while HRD minister Pallam Raju put in his papers, ignoring the Prime Minister’s advice asking him to not to act in haste.

The Cabinet on Thursday cleared carv-ing out Telangana state from AP, leaving Rayalaseema and coastal Andhra---known together as Seemandhra—fuming and prompting junior tourism minister Chiran-jeevi to fax his resignation to PMO.

On Friday Congress MP from Rayal-seema RS Siwaa Rao resigned from the primary membership of the party while heaping praise on BJP prime ministerial candidate Narendra Modi.

At the same time, in a united show of strength against the decision, chief minis-ter Kiran Kumar Reddy held an emergency meeting with his ministers and legislators from Seemandhra, who decided they will not resign but oppose Telangana state in the assembly. There were practically no dissenting voices at the four-hour meeting, though a couple of legislators spoke about leaving the party, sources said.

“Presence of PCC president Botsa Saty-anarayana probably deterred people from

speaking out,” said a senior MLA.The divisions within the Seemaandhra

leaders – one section supporting the Con-gress high command, another supporting the chief minister and the third ready to walk out of the party at the opportune time -- were said to have cast a shadow on the meeting.

State law minister Erasu Prat-ap Reddy resigned from the post and also from primary mem-bership of Congress in protest against the Union Cabinet’s deci-sion to bifurcate the state.

Erasu was one of the dozen ministers who had submitted resignations to the chief minister in the first week of August fol-lowing the July 30 decision of the Congress’ Central Working Com-mittee to divide AP.

The CM, however, did not ac-cept the resignation and asked the ministers to wait for some more time and continue the fight for a united state till the end.

Normal life was paralysed in Seemandhra, where united-Andhra supporters, in response to the 48-hour bandh called by employees’ organisations, blocked highways and enforced closure of shops and other commercial establish-ments and educational institutions.Power supply in at least six of the 13 districts in

Congress MP L Rajagopal said he will move the Supreme Court to challenge the bifurcation. The move violates the federal principles and structure of the Constitu-tion, he said.

Contending that majority of the people of Andhra Pradesh is against the bifurca-tion, he said when a resolution in this re-

gard is moved in the state assembly, “we will ensure that it is defeated”.

YSR Congress Party chief Jagan Mohan Reddy urged the nation to stand up and “fight against the injus-tice being meted out to the people of Rayalseema and coastal Andhra regions, and announced that he will begin an indefinite fast tomorrow to protest against not to bifurcate the state.

“Just see the plight of my state. Today, the situation of the state has worsened. From tomorrow, I will be on an indefinite fast to protest against this,” Reddy told media here.

“I will be sending a team from my party to Delhi. I will consult the lead-ers of all parties and will also meet

New Delhi, October 04, 2013:Railways have decided to increase passenger fare and freight tariff by about 2% from next week to offset the financial burden arising out of increased input cost.

Railways is expected to mop up about Rs. 1250 crores from the hike in the last six months of the current fiscal,

sources in the minis-try said.

The suburban and non-surban fares would, however, re-main untouched.

The decision on the fresh round of hike has been taken under the system of fuel adjustment component (FAC) about which an announcement was made in the 2011-12 rail budget.

Railways has taken into account the addi-tional burden of 7.3% increase in diesel price and about 15% in electricity hike.

While the fare of AC and sleeper class will be increased by about 2%, the freight rate will go up by 1.7%, as per the decision.

Railways has imposed 15% levy as the busy season charge on all commodities from October 1 and the FAC-linked revision is likely to take ef-fect from October 10.

According to the budget proposal, the fuel component is segregated from tariff as FAC and the railways is expected to revise the passenger and freight tariff after every six months taking into account the input cost and the prevailing market condition.

Rafael Nadal stayed on course to wrest the top rank-ing from Novak Djokovic by rallying for a 2-6, 6-4, 6-1 win over Fabio Fog-nini of Italy in the China Open quarterfinals on Friday.

Manish Pandey and B Aparajith slammed double-hundreds to help South Zone reach a mammoth 553 for 7 at the end of the second day against West Zone in the Duleep Trophy quarter-final in Chennai. The two batsmen were not very far from their hundreds at the start of the day and while it was the third first-class double-hundred for Pandey, Apar-ajith went past 200 for the first time as 98 overs were bowled after a curtailed first day. Aparajith became only the fourth batsman to score a double-century on a Duleep Trophy debut after Mohammad Azaharuddin, Sanjay Manjrekar and Rakesh Parikh.Pandey was retired hurt on the score of 104 and Apara-jith was joined by wicketkeeper CM Gautam, who was trapped lbw by left-arm spinner Akshay Darekar for a duck. Rohan Prem and Aparajith put on 91 for the fifth wicket, out of which Prem made 35 before he was dis-missed by Murtuja Vahora. Michael Clarke has admitted his relinquish-ment of selection duties before the Ashes al-lowed him to grow closer to other players in the Australian team. He also acknowledged the cul-tural concerns raised by Michael Hussey before his retirement were among “a lot of things” not up to standard in the team leading into this year’s dire results in India and England.

Hussey stated that Clarke’s dual role as captain and selector had affected the Australian dressing room during his final two summers as part of the team, causing players to “keep their heads down” whenever their leader passed through. For his part, Clarke said the selection role had deprived him of time to spend with the rest of the team, as long meetings and phone hookups sapped his schedule and mental energy.

“You’d have to talk to the other guys about how they felt, but personally I think standing down as a selector has been one of the best things I’ve done since taking over the captaincy,” Clarke said. “It is a full-time job and they deserve a lot of credit for the work that goes in to being a selector,

but giving that time back to me has allowed me to give it back to the team, spending time with the boys whether it be longer at training or off the field.“Instead of selection meetings and being on the phone for hours, I’m having coffee, lunch, breakfast with my team-mates now and trying to help all of us. They’re giving me their time as well to help me become a better player and a better captain. I have more time for them, definitely.”

Edwards and wicketkeeper-batsman Chad-wick Walton have been named in the 15-mem-ber Test squad for West Indies’ tour of India. Ed-wards, who is currently captaining the touring West Indies A team in the unofficial Tests against India A, made a case for his selection with some good scores on the tour.

Edwards was the 14th West Indies batsman to score a century in his debut Test - against India in 2011 - but was dropped after he failed during the side’s tour to England in 2012. He was a part of the squad for the Tests against Bangladesh in November 2012, but did not get a game.

Since then, Edwards has captained the West Indies A team in first-class matches against Sri Lanka A at home and on the tour to India. The batsman is among the leading run-getters on the current tour of India. In three List A games, Edwards scored 159 runs at an average of 53, in-cluding one hundred and was third in the run-scoring charts, after Yuvraj Singh and Jonathan Carter. He scored two fifties in two first-class games and also captained the side to a 162-run win in the first match of the series.Edwards was

also the second highest run-scorer in first-class matches for West Indies A during the home se-ries against Sri Lanka A. He scored 191 in two in-

nings at an average of 95.5.Another member of the Test squad on the comeback trail is Walton, who last played an international match for West Indies in 2009. Walton was a part of the replacement squad that was named after a player boycott erupted before the home series against Bangladesh in July 2009. The wicketkeeper-batsman had a productive domestic season earlier this year and was the leading run-scorer for Combined Campuses and Colleges, scoring 409 runs in six first-class games.Fast bowler Shan-non Gabriel’s exclusion is the only other change from the Test squad that played against Zimbabwe in March. Gabriel was replaced by Jamaica pace bowler, Sheldon Cot-terrell.West Indies are scheduled to play two Tests and three ODIs on their tour of India. The first Test will begin on November 6, while the sec-

ond Test is scheduled for November 14. The three ODIs will be played on November 21, 24 and 27.
