The local highway authority is Rhondda Cynon Taf County Borough Council (RCT). The Development 3. Prichard Holdings is seeking to install a new structure at its existing waste transfer site, which will complement and ameliorate its current operations by allowing all-weather working within a discreetly-clad enclosure (see Figure 1 below). 4. There are no proposals to increase or amend the approved 40,000-tonne limit of materials processed by the facility under the existing licence. Site Location & Surrounding Environment 5. The site is located and accessed from Heol Creigiau, via a right-turn ghost-island junction, located approximately 75m south of the A473 roundabout junction southern exit arm. 6. Department for Transport traffic AADF (annual average daily flow) data for the A473 estimates 22,000 vehicles per day in both directions (Appendix A). 7. The A473 and Heol Creigiau (including the site access junction) are considered to be highway maintainable at public expense, and maintained by RCT. The internal site layout from the access is private and maintained by Prichard Holdings. 8. The existing junction serves both HGV and light good vehicles, and also serves staff. There is adequate space within the site for parking and material storage. 9. There is a Public Right of Way which runs parallel to the access and part of the haul route, and is not affected by the operation of the facility or the proposed construction. 10. The internal layout is gated to prevent unauthorised access and includes a weighbridge facility within. The access and haul route solely serve Pritchard Holdings.

11. The site typically operates between the hours of 8am to 6pm on weekdays, and 8am to 1pm
on Saturdays. There is no Sunday operation.
12. The location of the site and access point is shown within Figure 1.

Impact of Proposal
Proposed Traffic
13. The proposed construction of the structure is expected to take 3 months (refer to drawing
2306-DP 110 Proposed Site Plan within Appendix B).
14. The proposed structure will complement existing site operations and its installation is
unlikely to increase traffic numbers significantly during the short construction period.
15. Traffic associated with the installation of the structure, including the delivery of plant,
materials, and operatives, can be contained within the site without detriment to the
operation of the Heol Creigiau access or adjacent highway network.
16. There are no proposals to amend the approved 40,000-tonne limit of materials processed on
site. Furthermore, post-construction site traffic numbers, associated with both delivery and
staff, are not expected to rise.
Existing Traffic
17. Material access and egress is monitored at the facility via an on-site weighbridge. August
2018 has been reviewed to highlight typical use (Appendix C).

18. The average working weekday typically has 22 vehicle weighings. This includes those
associated with access and egress manoeuvres. A peak of 49 was recorded on Wednesday
1st, and weekday low of 18 (Thursday 16th). Weekend operation use ranges from 4 to 14, on
4th and 11th August respectively (Saturdays only).
19. No operation took place on the Bank Holiday weekend on either Saturday 25th through to
Monday 27th, with site services resuming on Tuesday 28th August.

20. Figure 2 reviews the three days with the highest number of weighings – Wednesday 1st,
Thursday 9th, and Wednesday 15th August.
21. Figure 2 confirms a localised peak number of weighings of 9 vehicles between 3-4pm, 15th
August, and no signs of tidal or peak-hour trends.
22. Any queueing traffic associated with the facility is confined to the lengthy site haul road
beyond the highway extent. There is adequate capacity within the site to accommodate
queuing without detriment to the site access (see Figures 3 & 4).
23. The low vehicle numbers are not considered large enough to cause disruption on Heol
Creigiau. Any southbound traffic exiting the A473 roundabout junction waiting to turn right
into the facility can be contained within the standard-width, ghost-island right-turn lane until
the access is clear to enter. This is unlikely to significantly impact other southbound traffic.
24. Any localised queuing within the right-turn lane facility would not be considered to be
detrimental to northbound traffic approaching the A473 roundabout, nor access and egress
manoeuvres for the right-turn ghost-island junction south of the site access.

Summary
25. The proposed development comprises the installation of a weathered structure, which will
facilitate the efficient screening of inert waste materials on an existing, operational waste
transfer site. The amount of material that will be processed on site will remain within the
approved 40,000 tonne limit.
26. On-site weighbridge data confirms existing weighing times are not considered to be tidal; the
volume of vehicles accessing and egressing the site is low and largely consistent in number
throughout the working day (8am-6pm on weekdays). The vehicle movements associated
with the current activities are disbursed throughout the day with a maximum of 9 vehicles
arriving in a one hour period.
27. Weekend operations are limited to 8am-1pm (Saturdays only) and the volume of traffic
associated with said activities is lower than weekday volumes.
28. Traffic associated with the installation of the structure is thought to be limited and unlikely
to cause significant issue. The Heol Creigiau junction that solely serves and provides access
to the site comprises of a ghost-island right-turn lane. This currently accommodates larger
vehicles and feeds into the site haul road. The haul road has sufficient capacity to
accommodate HGVs and when the need arises to allow vehicles to queue whilst waiting to
use the weighbridge.
Conclusion
29. The current layout is sufficient to accommodate activities associated with the proposed
weather-proof facility without detriment to the existing access or local highway network.
30. As the overall number of vehicle movements associated with the development is not
forecast to change, the installation of the weather proof structure will result in no
detrimental impact on the operation of the local highway network.
31. There are no traffic or transport reasons to refuse this development.
