Introduction & Background• The Youth Environmental Service is one of the Environmental Protection and

Infrastructure Programmes (EPIP) focus area

• It entails the involvement of unemployed young people in activities and interventions that provide an environmental service that benefits the community

• Youth is also provided with opportunities for personal development, accredited training and exit opportunities.

• The vision, goals and objectives of the Youth Environmental Service are in line with the mandate and objectives of the Department of Environment, Forestry, Fisheries & Environment(DFFE) as well as the vision, goals and objectives of the National Youth Service.

• South African government initiated the National Youth Programme (NYS) as a Presidential programme in 2003.

Introduction & Background cont.......

• The aim was to respond to the multiple needs of young people which enable them to access new opportunities for employment, income generation, skills development and personal development while contributing to the reconstruction of South Africa.

• Prioritises/targets:-Young women, youth with disabilities, unemployed, out of school, youth in rural areas, youth at risk, youth heading households, youth in conflict with the law and youth being subjected to all forms of abuse.

Aims and Objectives of YES• To strengthen the capabilities of young people to realize their potential

through skills and personal development

• To ensure that the young people play a part in the development of thecountry

• To contribute to the protection of the environment and naturalresources by conducting environmental awareness in schools andcommunities and also be involved in the environmental projectsaddressing environmental challenges

Youth Environmental Services Duration

• YES sub-programme shall be implemented for a period of 3 years, 12months for training and 24 months for community service

Stipend

• The participant shall receive a minimum daily stipend of R200 per day

Minimum entry requirements for young people

• The entry level qualification is (M+3) in environmental management or natural resource management related field and/or any other field in cases where the relevant field is not available,

• Including qualifications obtained from TVET colleges and also trades and occupations qualification

• Only unemployed youth shall be considered in the sub-programme

• Youth to be provided with extensive accredited training in a form of qualification between NQF level 5 & 6 bearing a minimum of 120 credits

• Training should be provided by accredited training provider, NQF aligned &accredited by SAQA

• Participants shall also be trained in a short course and be registered asfacilitators, assessors and moderators in fields relevant to their initialqualifications or relevant to the qualification received through the YES sub-programme

Youth Environmental Services Community Service

• According to National Youth Service Programme (NYSP) Norms and StandardsCommunity Service is the involvement of young people in activities, which provide aservice that meets community needs. Community service ties in with nationaldevelopment objectives, and gives participants experience under supervision as avalue add. Young people demonstrate sustained personal commitment by completinga full year of service. During YES programme youth shall perform the followingduties:-q Community work that addresses environmental challenges in the communities

and aims to bring about solutions to environmental problems q Conduct environmental education addressing knowledge gap on environmental

issues and challenges within their communitiesq Community service to be conducted in affected communities only

Exit opportunities

Twenty five (25%) percent of youth participating in the programme shall

be exited to various opportunities as follows:

• Youth is placed in work opportunities

• Opportunities for further studies/training

• Participants trained as facilitators, assessors and moderators

• Young people have opportunities to be self-employed by establishing

cooperatives/businesses

Recruitment criteria1800 youth over a three (3) year period will participate in the sub-programme, 200 participants per province

Implementation Model• Implementation model of the YES sub-programme shall be aligned with District Development

Model

• Only two District Municipalities will be selected per province based on their critical environmental issues

• One implementing agent per province. YES sub-programme shall be implemented by Public Entities, Environmental NGOs, Higher Learning Institutions

• The community service shall be implemented in the municipality jurisdictions

• The DFFE shall send a formal communication to the district municipalities to create awareness about the YES sub-programme

• Consultation with District Municipalities, affected Local Municipalities and Provincial Departments of Environment and conservation organizations to introduce the YES sub-programme during planning

• One business plan per province targeting two (2) District Municipalities

• The sub-programme shall recruit 200 participants per province, 1800 participants for a period of three years

Implementation Model

• The Recruitment process shall include advertisements of these posts in the local relevant platforms and selection shall be done through interviews by a panel composed of the DFFE representatives, Provincial Department of Environment and the municipality

• Consultation with DFFE Branches to solicit District Municipalities with critical environmental challenges

• Selected municipalities will be required to submit commitment letters to the Department to accept the sub-programme

• The District Project Advisory Committees shall be established and shall meet quarterly
