YourfirstpayCommonwealthemployeesarepaidbiweeklythroughdirectdepositpaymentsintothemainbankyouprovidedontheAuthorizationforDirectDepositAuthorizationform.Wearepaidtwoweeksafter-the-fact.Attheendofeachpayperiod,thepayrollofficecollectsyourtimeworkedandthenprocessesthefundstobedepositedonyourpaydate.PaydatesaretypicallyonaFriday,orthedaybeforeincaseofholidays.Forexample,ifyourfirstdaywasSeptember3,youwouldbepaidonSeptember28forthepayperiodSeptember1-14.Typically,yourfirstpayoccursapproximatelyfourweeksafteryoubegin.Pleaseplanaccordingly.

Youcanusetheholidayandpaycalendartoreviewyourpaydatesandcommonwealthholidays(applicabletomostemployees).Youcandetermineyourpayareaonthe“Yourpositiondetails”form.

Direct depositDirectdepositisrequiredforallcommonwealthemployees.Youcanauthorizedirectdepositsintomultipleaccountsorfinancialinstitutions.Whenyouauthorizeadditionaldirectdeposits,theamountsyouspecifyaredistributedfromyournetpaytothespecifiedfinancialaccounts/institutions.Manyemployeesusetheseadditionaldirectdepositsforcreditpayments,savingsdeposits,investmentpurchases,etc.Themainbankaccountyouspecifywillreceiveyourtotalnetpayorthenetpayremainingafteranyotherbankdeposits.

• Addinganewaccount(includingtheinitialmainbankdirectdeposit)mayresultinpaperchecksforoneormorepaydates.

• Changingadepositamountmayresultinpaperchecksforoneormorepaydates.• Paperchecks,whennecessary,willbemailedtoyourmailingaddress• Whenmakingbankaccountchanges,pleaseprovide30daysadvancenotice.This

willallowfortherequiredprocessingtimetohelpavoidanypotentialdelaysinreceivingyourpay.

• Toavoidadelaysinyourpaywhenmakingbankaccountchanges,donotcloseyouroldaccountuntilyournewly-designatedaccountreceivesitsfirstdirectdeposit.

• Youareresponsiblefornotifyingfinancialinstitutionsofdirectdepositsandarrangingpaymentofdebtsuntildirectdepositsbegin.

LocaltaxexemptionMostcommonwealthemployeespayabiweeklylocalservicetaxbasedonthelocationoftheirworkplace.Youmaybeexemptfrompayinglocalservicetaxforthecurrentyearduetothefollowingreasons:

• Multiple employers• Expectedtotalearningswillbelessthan$12,000• Activedutymilitaryexemption• Militarydisabilityexemption

Ifyouqualifyforanexemption,completeandreturntheexemptionformtotheHRServiceCenter.Theexemptioncertificateisalsoavailableonlinewhenyouvisitemployeeselfservice(ESS)orwww.myHRonline.state.pa.usandselectForms>NewEmployeeForms.

SupplementaryemploymentCommonwealthemployeesmusthaveapprovalforsecondaryemploymentorwhatisoftenreferredtoassupplementaryemployment.Thecommonwealthisconsideredtheprimaryemployeranddutiesofthesecondaryemploymentmaynotconflictwith,orbeperceivedtoconflictwith,anycommonwealthdutiesorresponsibilities.Supplementaryemploymentincludesself-employmentandmayincludecertainunpaidvolunteerwork.Ifyoursecondaryemploymentiswithacommonwealthagency,itisconsidereddualemploymentandrequiresadualemploymentrequestformandseparateapproval.

Ifyoucurrentlyhavesupplementaryemploymentanddidnotsubmitanapprovalrequestformduringtheinterviewprocess,youshouldcompletethesupplementaryemploymentrequestformnow.Aseparateformshouldbecompletedforeachemployer.Print,signandreturntheseformstoyouragencyHRoffice.

Work-related injuriesYouarerequiredtoreportanyinjurythatoccursatworktoyoursupervisororotherpersonincharge.Generally,medicalcareforanyinjuryatworkisobtainedfromdesignatedhealthcareproviders.TheInjuryLeaveNoticedescribesthebasicworkers’compensationandleavebenefitsthatmaybeavailabletoyouifyoushouldbeinjured.YouragencyHRofficewillexplainthesebenefits,andanyadditionalbenefitsyoumaybeeligibletoreceive,ifyoubecomeinjuredatwork.

Onceaninjuryisreported,yoursupervisorfilesaninjuryreportandyouragencyHRofficewillinvestigatetheinjury.Thisresultsinthefilingofaclaim.Theclaimisalsoinvestigatedbythecommonwealth’sthirdpartyclaimsadministratorandeitherapprovedordeniedinaccordancewiththePAWorkers’CompensationAct.Claimsaremanagedjointlybyyouragencyandtheclaimsadministrator.Thisworkposterprovidesinformationabouttheclaimsadministrator,andyourworkers’compensationcoordinatorcanassistyouifyouhavequestions.

Medical plan enrollmentEligibility for health benefits vary for non-permanent employees; additional costs apply to permanent part-time employees. Contact the HR Service Center to confirm your eligibility or for more information regarding costs.

Permanent, full-time employees Areyouplanningtotakeadvantageofcommonwealthmedical coverage? If so, you must take action to submit your enrollment! You can enroll yourself and your eligible dependents atanytimetobeginreceivingmedicalcoverage.Beforeyoucalltoenroll,youshouldreadmoreaboutthemedicalplansavailableatwww.myHRonline.state.pa.us>Health.

• Ifyourspousehasmedicalcoverageavailablethroughtheirownemployer,heorshemusttakethatcoverage–regardlessofthecost–inordertoreceivesecondarycoverageunderyourcommonwealthplan.

• Whenyouenrollineithermedicalorsupplementalbenefits,youcontribute5%ofyourbiweeklygrossbasesalarytowardthecostofbenefits.Youcanreducethisemployeecontributionto2%byparticipatinginthe“GetHealthy”program.

• Youareeligibleformedicalcoveragefromdayone.IfyouwanttocoveryourfamilyinthefirstsixmonthsorifyouselectthePreferredProviderOrganization(PPO),youwillincuradditionalbuy-upcosts.Afterthefirstsixmonthsofemployment,thecosttocoveryourfamilyisreduced.

• Aftersixmonths,youandyourdependentsareeligibleforsupplementalbenefits,includingprescriptiondrug,dental,visionandhearingaidplans.

• ThePennsylvaniaEmployeesBenefitTrustFund(PEBTF)administersyourhealthbenefits.You’llgetmoreinformationmaileddirectlytoyourhomeaddressafteryouenroll.It’simportant;payattentiontoit.

Tobeginyourmedicalcoverageonyouremploymentstartdate,pleasecalltheHRServiceCenterat866.377.2672toselectamedicalplan.Enrollingoverthephoneaddsmedicalcoverageforyourselfonly.Onceenrolled,youcanchangeyourmedicalplanonlyduringtheannualopenenrollmentorifyouexperienceaqualifyingevent.You’llreceiveinstructionsforaddingmedicalcoverageforyoureligibledependentsduringthesecondtour.Dependentscanonlybeaddedtothemedicalplanthatyou’reenrolledin.

Federalregulationsrequiredrugandalcoholtestingofemployeeswhosepositionsrequirethemtopossessacommercialdriver’slicenseandperformsafetysensitiveduties.Thecommonwealthconductsdrug/alcoholtestsofsuchemployeesinthefollowingsituations:pre-employment, random, reasonable suspicion, post-accident, return-to-duty and follow-up.

Employeeswhotestpositive,includingrefusaltotestorsubmittinganadulteratedsample:

UnionoverviewAbout80percentofcommonwealthemployeesarerepresentedbyalaborunion.Therearemultiplelaborunionsinthecommonwealth,representingemployeesinavarietyofjobs.Thesevariousunionsbargaincollectivelywiththecommonwealthtodetermineemployeewages,benefitsandothertermsandconditionsofemploymentforthosetheyrepresent.

Employeesinjobscoveredbyaunionhavetheoptiontobecomeamemberoftheunion.Thosethatchoosetobecomemembersarerequiredtopayuniondues,whichareapercentageoftheemployee’ssalary.Employeeswhodeclineunionmembershiparestillrepresentedbytheunion.Theyareassessedafairsharefee,whichisapercentageoffullunionduesthatisappliedtowardsthecostofservicesperformedbytheunionontheirbehalf.Ineithercase,thecommonwealthcollectsunionduesorfairsharefeesfromtheseemployeesthroughbiweeklypayrolldeductions.
