Brevard County and all of its municipalities agreed to work together for the half percent sales tax to improve the Lagoon. We need to make sure we stop putting new pollution in the lagoon at the same time we are working to clean up the pollution. Sewer discharges into the Lagoon often occur after a lot of rain and flooding pushes water into cracks in the sewer pipes, which overloads the treatment plant. Cracks in pipes can occur for a variety of reasons, including such as tree roots, accidental strikes by other utilities, and shifting sand. However, all of these reasons can occur more often with aging pipes. Therefore, Brevard County is in the process of making large investments to correct this problem. After the sewer discharges occurred during Hurricane Matthew, the City began working with the County to fast track $134 million in improvements throughout the beachside areas south of Pineda Causeway. With the strong support of Commissioner Curt Smith, we can see the County contractor trucks working throughout our neighborhoods upgrading our sewer lines. In addition to upgrades to the Brevard County sewer lines, the City and the County want to also address the private lines (drain pipes) that connect the public system to each home. As such, the County will be completing a “smoke test” throughout Satellite Beach beginning in March 2018. Kimley-Horn has been contracted by the Brevard County Utilities Department to perform the testing. The results from these tests can include potential points of inflow and infiltration, points of groundwater or surface water intrusion into the sewer, cross connections between sanitary sewers and storm drains, or defective sewer connections that could allow sewer gases into a building. The County and their contractor will be setting up at multiple points in the area with County utility staff to perform the testing. The smoke will be blown into a manhole and you will see it exiting from the vent stacks on houses or holes in the ground. This smoke is non-toxic, non-staining, odorless, white and/or grey in color, and creates no fire hazard. The results of the testing will be used to develop an incentive program designed to financially assist homeowners in replacing their drain pipes. Brevard County has been working steadily to address this problem, which, unfortunately began a long time ago. FROM THE COUNCIL DESK BY MAYOR FRANK CATINO Sewer line issues are getting a lot of attention lately, and for good reason. Brevard County and all of its municipalities agreed to work together for the half percent sales tax to improve the Lagoon. We need to make sure we stop putting new pollution in the lagoon at the same time we are working to clean up the pollution. Cracks in pipes can occur for a variety of reasons, including such as tree roots, accidental strikes by other utilities, and shifting sand. CITY CREATES NEW CITIZEN BUDGET COMMITTEE

As a result of actions by the Florida Legislature, the November 2018 ballot will include an option for voters to consider an additional $25,000 homestead exemption. If the voters approve this exemption, the City can expect an estimated $600,000 reduction in ad valorem tax revenue, which will have a significant impact on the City’s General Fund. City Council has approved the creation of a Citizen Budget Committee to promote

objectivity, transparency, and to seek new perspectives in reviewing the City budget.

This five-member citizen committee will require a significant time commitment and greater consideration will be given to those applicants who are not currently serving on other City Boards. Applications will be accepted through the City Clerk’s Office and applicants must be registered voters and be residents of the City of Satellite Beach. The application deadline is March 14th. Applications will be reviewed by Council at their March 21, 2018 meeting. Once selected, it is anticipated that the Committee would meet bi-weekly from April through June, and will review information on fund structures, revenues, and expenses, including

presentations by all departments.

To apply for the Citizen Budget Committee, or to complete an application to serve on any of the other City Boards, please contact the City Clerk’s Office at 321-773-4407 or download the application from the City’s

website: http://www.satellitebeachfl.org/government/city_boards/index.php

FREQUENTLY ASKED QUESTIONS ABOUT PRECAUTIONARY BOIL WATER ALERTS The following information is courtesy of City of Melbourne.

Why are Precautionary Boil Water Notices issued? Precautionary Boil Water Notices may be issued because of water system loss of power, loss of water pressure, a water main (pipe) break or other unforeseen emergency. Water pressure keeps pollutants from entering the underground pipes that bring drinking water to your house or business. When the pressure is lost, it is possible that contaminants could seep into the pipes. The notice does not mean that the water is contaminated-it means it is possible for contaminants to enter the pipes and affect drinking water. Until required bacteriological testing is completed, we recommend-as a precaution-boiling tap water before consuming it to kill any potential

contaminants, or using bottled water.

How is the public notified? Typically, Precautionary Boil Water Notice areas are isolated and affect only a small number of customers. In these cases, notification is provided directly to the customers. However, there are instances when a large-scale Precautionary Boil Water Notice is issued. In these cases, where notices cannot be delivered directly to Melbourne water customers, the City will issue a CodeRED (reverse 911) emergency call out, along with providing information to local media and posts on the City’s web site, Facebook and Twitter pages. The CodeRED system allows City emergency officials to notify those affected by an incident by their geographic area. Residents and businesses can sign up to receive telephone calls, cell phone calls, texts and/or e-mails. The CodeRED database contains information obtained from public databases, including regional phone books. Those with unlisted numbers, cell phones or with blocking devices will not receive these emergency calls unless they enroll. Additionally, power outages may affect

cordless phones.

For more information about CodeRED and to sign up visit www.melbourneflorida.org/codered

If you need assistance you can call the City’s ECO Division at 321-608-5080 and speak with someone who

can register for you.

What if I accidentally drank tap water before I learned about the Precautionary Boil Water Notice? If this happens, don’t panic. The chances of becoming ill are slim. See your doctor if you experience diarrhea,

nausea, vomiting or abdominal cramps.

How long should water be boiled? Vigorous boiling for at least one full minute is the safest and most effective method of disinfection. Water must be adequately cooled before it can be used for washing or

brushing teeth. Store the boiled water in clean, covered containers. Using bottled water is also an option.

How does boiling water make it safe to drink? Boiling water purifies it because disease-causing bacteria,

viruses or parasites will be destroyed by the heat.

Should I use bottled water? Water from an alternative water source is the best option during a boil water

advisory. When bottled water is available, it is a good alternative to boiling water.

Can I take a shower? Yes. Just be careful not to drink the water while you shower or bathe. Though the risk of illness is minimal, individuals who have recent surgical wounds, are immunosuppressed, or have a chronic

illness may want to consider using bottled or boiled water for cleansing until the notice is lifted.

What about washing dishes? Hand-washing dishes: Wash with hot soapy water, then use boiled water to rinse. Dishwasher: If the hot water reaches at least 170 degrees or the dishwasher has a sanitizing cycle and Does a water filter protect me? Water filters in refrigerators and pitchers do not remove bacteria. For

under-sink filters, read the manual. If in doubt, boil.

Is it safe to give water to pets? Many pets, such as dogs, are susceptible to the same diseases as humans.

Provide them with bottled or boiled water.

When will the Precautionary Boil Water Notice be lifted? After the water system is repaired, and the pressure is restored in the pipes to your home or business, the Precautionary Boil Water Notice will remain in effect while bacteriological tests are conducted to assure the safety of the water. The notice will be lifted

(rescinded) only after the required testing proves the water is safe to drink.

RECYCLING REMINDERS FROM BREVARD COUNTY SOLID WASTE

SATELLITE HIGH SCHOOL TRACK OPENING FOR PUBLIC USE The City has worked for several months to finalize an agreement for residents to be able to use the newly refurbished track for exercising! The goal was an eight-lane rubberized track over new asphalt, with cement curbing added, and the facility is now complete. The high jump pad was also rubberized, along with three runways for jumping events. There is a new disc cage and shot put area. The first meet will be March 2 and

will feature 20 teams.

Upon completion of the expansion and renovation, residents are welcome to use the track on Tuesday and Thursday from 3:30 p.m. to sunset and every Saturday and Sunday from sunrise to sunset. Occasionally there may be a need for the school to use the track during those times or for repair or maintenance, at those times

the public will not be able to use the track. The track will be finished on March 2!

Recycling only works when it’s done correctly. These items CAN go directly into your recycling cart:

• Paper-office paper, mail, telephone books, colored construction paper, newspaper, magazines, catalogs,

and greeting cards (without foil or glitter).

• Corrugated Cardboard (flattened boxes) including cereal or other food boxes and tubes from toilet

paper and paper towels.

• Plastic bottles with caps and plastic containers with lids (like butter or yogurt) with no foil and must be

lightly rinsed.

• Aluminum and tin food and beverage containers lightly rinsed.

• Glass bottles and jars that are lightly rinsed.

You can keep items clean and dry by closing the lid on your recycling cart.

Now here is a list of what CANNOT be recycled and

should be put in your trash can:

• Aluminum foil from yogurt and candy wrappers.

• Plastic bottle caps not attached to plastic jars, glass

jars and paper cartons.

• Metal caps from soda, water and beer bottles.

• Plastic drink lids and small SOLO sauce cups.

• Paper towels, tissue paper and napkins.

• Ice cream containers/cartons, unless clean.

• Plastic packaging from toys, tools, ect.

• Prescription medicine bottles.

• Plastic produce containers.

• Shredded paper.

• Styrofoam, including cups and packaging materials.

• Laminated items.

• Plastic grocery bags. Do not bag your recyclable items either, the bags get caught in the machinery causing facility downtime. You can recycle those bags in the

bins at Publix or use reusable bags.
