Getting Ready for Your CAPF-5 This document addresses what needs to be done to prepare for a CAPF-5 check ride as well as what needs to be done in eServices subsequent to your CAPF-5 check ride. It focuses primarily on the CAPF-5A (airplane) but portions of it also treat the CAPF-5G (glider). When scheduling a CAPF-5A, you must schedule it through the NJWG/DO and the NJWG/DOV. If this is your first CAPF-5 in a particular make/model, e.g. Cessna 172 or Cessna 182, you must get a referral from the instructor pilot who gave you the transition training (Cessna 182) or the CAPF-5 preparation training (Cessna 172). Per CAPR 60-1, CAP Flight Management, the CAP instructor pilot who gave you the transition training or the CAPF-5 preparation training, cannot also administer your CAPF-5 check ride. Written approval is required from the wing or higher commander for a CAP pilot to complete more than two annual CAPF 5 flight checks in a row with the same check pilot. Send your request to the NJWG/DOV, along with a justification for why it is necessary to do more than two consecutive CAPF-5 check rides with the same check pilot. The NJWG/DOV will forward your request to NJWG/CC along with a recommendation pro or con. There are new forms for both the CAPF-5 Check Ride and the Aircraft Questionnaires. Per CAP NHQ, previous editions of these forms will not be used. CAP Check Pilots giving CAPF-5 check rides and CAP Instructor Pilots providing CAPF-5 preparation training, as well as the CAPF-5 candidates themselves, will make sure that the current forms are used. NJWJ/DOV will not validate any CAPF-5 checks rides that use the previous edition forms. These forms are listed below:

• CAP Form 5, 1 JUL 15 – CAP Pilot Flight Evaluation – Airplane/Glider • CAPF 5Q – Airplane, APR 14 – Airplane Questionnaire • CAPF 5Q – Glider, APR 14 – Glider Questionnaire

Overview of CAPR 60-1 Effective 19 DEC 2014 - Summary of Changes CAP NHQ issued a new version of CAPR 60-1, change 1, effective 19 DEC 2014. An overview of the changes is listed below. All CAP pilots must read this new CAPR 60-1. All CAP pilots are strongly encouraged to review applicable sections prior to each flight as well as to carry a copy of it with them. Pilots with EFBs are encouraged to download a copy to their EFB. For example, pilots with Apple iPads could install the free app named “iBooks,” if they have not already done so and then save CAPR 60-1 to iBooks. This change does the following:

• Clarifies wind limitation waiver information. • Refines ground handling training requirements. • Removes the requirement for the pilot in command to ensure all navigational data bases are current prior to

flight into IMC. • Clarifies Air Force approved mission pilot proficiency flight profiles. • Adjusts annual CAPF 5 online examination requirements.

• Flying CAP aircraft is a privilege, not a right of membership. All members have the responsibility for

flying safety and compliance with this regulation. (CAPR 60-1, 3 MAY 2014, page 1, paragraph 2)

• 2-1. Basic Rules. The annotations below are from CAPR 60-1, Change 1, 19 DEC 2014. o p. Wind Limitations. This was a new section in CAPR 60-1, 9 APR 2014. The changes

highlighted below reflects CAPR 60-1, 3 MAY 2014 and CAPR 60-1, Change 1, 19 DEC 2014. Do not takeoff, land, or taxi if the wind velocity exceeds 30 knots (35 miles per hour (mph)). This speed restriction is reduced to 25 knots (29 mph) when operating on a wet runway and 15 knots (17 mph) when operating on ice or snowpacked surfaces (exception: aircraft equipped with skis for operation on snow and ice). Do not takeoff or land if the crosswind component exceeds the aircraft manufacturer's maximum demonstrated crosswind velocity or 20 knots (23 mph), whichever is less. Include maximum reported gust when determining wind velocity. Waivers to the wind restrictions identified in this paragraph may be granted by the wing commander or designee. Blanket waivers for more than one event/mission are not permitted. Under no circumstances will aircraft be operated beyond the manufacturer's demonstrated wind limitations. (1) Details pertaining to each waiver will be sent via email to the associated region

commander and the CAP National Operations Center (NOC) at [email protected] prior to takeoff and will include the following:

• (a) Justification • (b) Risk mitigation measures • (c) Reasons alternatives are not possible • (d) Current and projected wind conditions • (e) Maximum wind speeds that the waiver allows for • (f) Time parameters (start and stop times of which the waiver is effective)

(2) Initial solo student pilots shall not fly when the actual or forecast crosswind component for takeoff or landing exceeds 10 knots (12 mph).

(3) Initial solo student pilots shall not fly when the actual or forecast surface winds exceed 20 knots (23 mph).

(4) Solo student pilot wind limitations will not be waived.

o r. Biennially (every second year) the Aircraft Ground Handling Video will be reviewed and its associated test will be accomplished by all CAP members who perform duties in the vicinity of CAP aircraft to include, but are not limited to, the following CAP duties: Unit commanders, aircrew members (CAP Pilots, Mission Scanners, Sensor Operators, etc), mission staff supervising or actively engaged in aircraft operations (Incident Commanders, Operations Section Chiefs, Air Operations Branch Directors, Flight Line Supervisors and Marshallers, Mission Safety Officers, etc). Only CAP personnel that have current Aircraft Ground Handling Training may be authorized to move or supervise moving aircraft when necessary. Aircraft Ground Handling Training may be taken any time during a given year and is located on the National Aircraft Ops & Stan/Eval webpage at http://www.capmembers.com/emergency_services/aircraft_ops__staneval/.

• 2-4. Aircraft Requirements. The annotations below are from CAPR 60-1, Change 1, 19 DEC 2014.

o i. This paragraph has been removed: The pilot in command will ensure all navigational databases are current prior to flight under Instrument Flight Rules (IFR).

• 2-8. Pilot Training. The annotations below are from CAPR 60-1, Change 1, 19 DEC 2014

o e. Pilot training flights are authorized under Air Force approved mission pilot proficiency flight profiles located on the National Aircraft Ops & Stan/Eval web page at http://www.capmembers.com/media/cms/CAPR_601_Profiles_284FD0BD86EC2.pdf. These training flight profiles must be used to qualify for Air Force assigned mission status authorized by the CAP-USAF LR and flown only by pilots holding the qualifications stated in the specific profile

and may be flown under “A” & “B” mission status. The only exception for using one of the approved training profiles is conducting training IAW a plan that has been pre-approved by the CAP-USAF LR and posted under the mission number in WMIRS.

o f. Self-conducted proficiency flight guidelines are available for use by all CAP pilots to maintain currency while improving pilot confidence and are to be flown under “C” mission status and may be located on the National Aircraft Ops & Stan/Eval web page at http://www.capmembers.com/media/cms/CAPR_601_SelfConducted_Proficiency__14140B04AFF9E.pdf

• 3-1. CAPF 5 Annual Flight Evaluation. The annotations below are from CAPR 60-1, Change 1, 19 DEC

2014 o b. Pass the annual CAPF 5 online examination (plus supplemental glider/balloon exam if

applicable) within 60 days prior to the flight evaluation.

• 3-6. Airplane Qualifications. The annotations below are from CAPR 60-1, Change 1, 19 DEC. In order to operate as PIC for CAP, pilots (other than CAP solo pilots) must meet one or more of the following requirements: The annotations below are from CAPR 60-1, 9 APR 2014.

• 3-7. Classification of CAP Pilots. The annotations below are from CAPR 60-1, Change 1, 19 DEC.

o d. CAP Cadet, Teacher and ROTC/JROTC Orientation Pilots. (4) For gliders have 100 flights as PIC or hold at least an FAA commercial glider

certificate. o g. CAP Check Pilot Examiner. Qualified as a CAP check pilot and be appointed in OPS Quals as a

CAP check pilot examiner by the wing or region commander, National Commander, or designee.

What You Need to Check for Currency before Taking Your CAPF-5 • You must have current navigation charts. These can either be printed charts or in the form of an EFB (Electronic

Flight Bag). o Current sectional charts for

New York Sectional Washington Sectional Philadelphia Terminal Area Chart – recommended New York Terminal Area Chart – recommended

o Instrument charts – if seeking the Instrument endorsement of the CAPF-5 check ride Low Altitude Enroute Chart(s) for the area Instrument Approach Procedures, or plates, for the airport(s) to be used on the CAPF-5 check ride

• You must have FAA currency with respect to each of the following: o You must have a current FAA medical certificate, 3rd class minimum.

Make sure that you have your current medical certificate entered and uploaded into eServices. This will be illustrated later. Also, make sure you have signed your medical certificate.

o You must have a current flight review in accordance with 14 CFR Part 61.56. This is most easily accomplished through the FAA Wings Program, which is discussed later in this document.

o You must be current in accordance with 14 CFR Part 61.57(a)(1) to carry passengers in the same category and class as the CAPF 5 aircraft prior to the flight check, CAPR 60-1 section 3-1, paragraph c. This means that you need three takeoffs and landings within the previous 90 days.

• You must have CAP currency in the following areas: o CAP Ground Handling Video

This video must be viewed every two years. o CAP Cadet Orientation Pilot Exam – if Cadet Orientation Pilot

This exam must be taken every four years. See sections below. o CAP National Check Pilot Standardization Course – if check pilot or mission check pilot

This course and exam must be taken every four years.

What You Need to Do to Prepare for Your CAPF-5 • Download and review the following, as applicable:

o For the airplane that you will fly for your CAPF-5, go to DragonNet for that airplane download the POH, the STC (if applicable), the checklist, and the weight & balance spreadsheet. A password is required for this.

• Take the following online exams, as applicable:

o CAPR 60-1 – Annual Exam (Powered) o CAPR 60-1 – Annual Exam (Glider) o Cadet Orientation Pilot Exam – with ROTC (if cadet orientation pilot) o Cadet Orientation Pilot Exam – without ROTC (if cadet orientation pilot) o Cadet Orientation Pilot Exam – Glider (if cadet orientation pilot)

Scheduling Your CAPF-5 Check Ride The list below contains the Instructor Pilots, Check Pilots, and Mission Check Pilots as of 13 NOV 2015.

If this is not your first CAPF-5, you need to do the following: • The NJWG/DOV can provide you with assistance in finding a check pilot. • Contact a check pilot from the list above and notify the NJWG/DOV. • Contact the OIC for the airplane to be used. • The NJWG/DOV will coordinate with NJWG/DO and notify you whether the mission will be an A7 (AF funded), B7,

or C7 as well as the mission number. • Reserve the airplane in WMIRS under the appropriate mission number. If this is your first CAPF-5, you need to do the following: • Get CAPF-5 preparatory training, both flight and ground, from one of the instructor pilots or check Pilots in the list

above. You must coordinate this with the NJWG/DOV. • If a check pilot gives you this preparatory training, that same check pilot cannot administer your CAPF-5 check ride. • The instructor pilot or check pilot who provides your preparatory training will notify both you and the NJWG/DOV

when s/he thinks that you are ready for your CAPF-5 check ride. • The NJWG/DOV will assist you in getting a check pilot for your first CAPF-5 check ride. • Your check pilot will contact the appropriate OIC for an airplane and will make the reservation in WMIRS under the

appropriate mission number as a C7 mission. If this is a CAPF-5 for transition to another airplane, you need to do the following:

• Get CAPF-5 transition training from one of the instructor pilots or check Pilots in the list above. You must coordinate this with the NJWG/DOV.

o If this is a G1000 transition, you must first have completed the appropriate ground school for the check ride that you wish to take: G1000 VFR Pilot G1000 IFR Pilot (requires G1000 VFR ground school) – not AF funded as A-missions. G1000 Instructor (requires both the G1000 VFR and IFR ground schools as well)

• The instructor pilot or check pilot who provides your transition training will notify both you and the NJWG/DOV when s/he thinks that you are ready for your CAPF-5 check ride.

• The NJWG/DOV will assist you in getting a check pilot for this CAPF-5 check ride. • The NJWG/DOV will coordinate with NJWG/DO and notify you whether the mission will be an A7 (AF funded), B7,

or C7 as well as the mission number. • You and your check pilot can coordinate contacting the appropriate OIC for the airplane and making the reservation in

WMIRS under the appropriate mission number.

What You Need to Bring to Bring to Your CAPF-5 Check Ride • The applicant for a CAPF 5 Pilot Flight Evaluation should bring the following materials for review by the check pilot:

o CAPR 60-1 o CAPP 52-7 (if cadet orientation pilot) o Foggles or other view limiting device o Navigation charts (sectional charts, enroute charts, instrument approach plates) o Pilot Log Book(s) showing evidence of flight review or other required currency/endorsements. o FAA pilot and instructor certificates and medical certificate o CAP membership card o CAPF 5 with the appropriate sections completed o Completed Aircraft questionnaire, current version; one questionnaire for each airplane to be covered by the

CAPF-5. o Annual CAPF 5 online written exam results. o Cadet Orientation written exam results (if cadet orientation pilot) o Statement of Understanding, if not already submitted o Weight & Balance for airplane being flown (fuel, your weight, check pilot’s weight, and weight of flight kits) o Navigation/flight planning log for cross country flight plan assigned by your check pilot o Use the NJWG CAPF-5 Document Checklist (recommended). The CAPF-5 Form Make sure that you use the current version. The current version is 1 JUL 2015. See below.

• The following sections of the CAPF-5 apply to all pilots:

• The following sections of the CAPF-5 apply to glider pilots: o XV. Glider Procedures

What You Need to Complete on Your CAPF-5 Form Prior to Your CAPF-5 Check Ride • Complete the following sections of your CAPF-5 form before your CAPF-5 check ride

o Decide whether you want an Annual CAPF-5 or an Abbreviated CAPF-5

You would use an Abbreviated CAPF-5 if you wanted to add an airplane and your CAPF-5 was still current with a number of months before it expired.

• In this case, you would need to complete an aircraft questionnaire for the additional airplane as well as complete the CAPF-5 document and take the check ride.

• The expiration date of your existing CAPF-5 would not change. You would use an Annual CAPF-5 if you wanted to renew your CAPF-5. You could also add an

additional airplane at this time. o Enter your name, your CAPID, and your Charter number. o Enter the Make and Model of the aircraft you are using for your CAPF-5

E. G. Cessna 182T NavIII G1000, Cessna U206H NavIII G1000, or Cessna 172 If you are taking a CAPF-5G (Glider), you would enter the glider’s Make and Model

o Enter the Aircraft Category and Class of the aircraft you are using for your CAPF-5 E. G. Airplane SE Land or Airplane ME Land If you are taking a CAPF-5G (Glider), you would enter Glider as the Category and Class

o Select the Certificates that you want to exercise for this CAPF-5 check ride See the section below for details on this

o The completed top of your first page should look similar to the screen shot below.

o Enter the following information on the second page of the CAPF-5. You will need to provide evidence of

these items to your check pilot.

Enter the certificate number for your FAA pilot certificate If you are a CFI, enter your CFI certificate number as well as its expiration date. Enter the class and issue date of your FAA medical certificate. Enter the date of your last Flight Review.

o Enter the following information on the second page of the CAPF-5

Enter the current date, enter your name and grade Sign the form

o Enter the following information on the second page of the CAPF-5

Enter the certificate numbers of your CAPR 60-1 written exam, your ground handling video, and your

• For Cadet Orientation Pilots o You will need to review and discuss the orientation flight syllabus with the check pilot before the flight. The

check pilot will select syllabus maneuvers for you to demonstrate in-flight. Make sure that you know the applicable CAPR 60-1/CAPP 52-7 restrictions and are able to discuss them with the check pilot.

• For Instructor Pilots and Check Pilots

o You will be given a topic/maneuver by your check pilot on which to make a ground instruction demonstration to FAA CFI PTS standards. Your check pilot may have you demonstrate this same maneuver in the air during the flight portion of the check ride. You need to be able to demonstrate takeoffs and landings from both seats.

o An excellent reference source is the FAA’s Airplane Flying Handbook (FAA-H-8083-3B). You should consider reviewing this before your check ride. If there is a maneuver that particularly like, contact your check pilot before your check ride and ask if you can do that maneuver.

What Your Check Pilot Needs to Do During the ground session prior to your CAPF-5 check ride, your check pilot needs to do the following with you: • For each line item in sections I through XVIII there is a set of check boxes labeled S, U, V, and NP. Check the

appropriate box for each line item. Do not draw a vertical line through a series of items. A completed sample of is shown at the end of this section.

o S – Satisfactory indicates that a particular task was performed according to standards in the PTS. o U – Unsatisfactory indicates that a particular task was not performed according to standards in the PTS. o V – Verbally Briefed indicates that the pilot candidate briefed the check pilot verbally, e. g., section XI. Night

Flight Operations. o NP – Not Performed indicates that the task was not performed, e. g., Electronic Flight Bag (EFB) since the pilot

candidate does not have one. Also, sections XV Glider Procedures and XVI Multi-Engine Procedures would not be applicable to a check ride in the category/class of airplane single engine land.

• I. Oral Discussion, including but not limited to the topics below: o Review test completion certificates, including CAPR 60-1 exam, cadet orientation, ground handling, NCPSC o Review CAPR 60-1, especially those sections directly relevant to the flight o Review flight release procedures, including WMIRS, identification of FRO, who will call FRO for the release

Commercial Pilot Certificate with Instrument Rating Flight Instructor Certificate with Airplane Single Engine Rating and (optionally) CFI – Instrument

o Pilot candidate must demonstrate the ability to fly the airplane from both the left seat and the right seat. Most of the CAPF-5 check ride should be done from the right seat with the pilot teaching the

maneuvers. At least one (1) takeoff and landing should be done from the left seat.

eServices eServices is a very comprehensive CAP application. Among other things it manages member qualifications (Ops Quals) for both ES and pilot as well as member safety education. FAA Certificates The FAA medical and flight instructor certificates will usually be on a renewal cycle different from your annual CAPF-5 check ride. Your flight review could be on the same renewal cycle as your annual CAPF-5 check ride, especially if you couple your CAPF-5 check ride with the FAA Wings Program. • FAA Medical Certificate

o In the example below, my FAA 2nd class medical certificate expired. o If you have passed your flight physical and gotten a new medical certificate, you would enter the information

appropriate for you in the window below then click the “Submit” button.

• FAA Flight Review

CAPF-5 Entries When you complete a CAPF-5 check ride, there are several entries that you need to make in eServices: your aircraft questionnaire(s) and your CAPF-5 check ride. While you do not need to enter your CAPR 60-1 exam, you do need to make sure that you take your CAPF-5 check ride within 60 days of taking the exam. • CAPR 60-1 Exam

o In the example below, you can see that I took my CAPR 60-1 exam on 9 SEP 2013. o Since the CAPF-5 check ride must be taken within 60 days of the exam, I need to take my CAPF-5 check ride

before 8 NOV 2013. o You need to monitor this closely. You do not want your check pilot telling you that you cannot take your CAPF-5

check ride because your exam has expired.

• Aircraft Questionnaire(s)

o You need to complete an Aircraft Questionnaire for each airplane that you want to fly. o Access DragonNet to get the POH, STC Supplement, Weight & Balance, and check list for each airplane for

which you will be completing a questionnaire.

o Once you enter the date for when the check pilot graded your questionnaire(s), a drop-down menu will appear for the Questionnaire Aircraft Types. Just scroll down the menu to find the aircraft type and then click on it. If you are selecting multiple aircraft, hold down the Ctrl key while you scroll and click.

In this example, I am selecting the C72, C182, and C206. o When you selected all of your aircraft, click the “Submit” button at the bottom of the screen.

• CAP Form 5 and Additional Endorsements

FAA Wings Program The FAA Wings Program is an incredibly useful and worthwhile program for CAP members. Since all CAP pilots are required to complete a CAPF-5 check ride annually, there is a way to apply this toward a Wings Phase, which in turn will get you a flight review. You can also set up an automatic interface to get CAP Safety Education credit. Lastly, check pilots can use the Wings Program to renew their CFI certificates. So this is a win-win for CAP pilots and check pilots.

How to Get FAA Wings Credit for Your CAPF-5 Your annual CAPF-5 check ride will bring you within one or two Wings credits of completing a Wings Phase. Once you complete a Wings Phase, you get an automatic BFR. If you use AOPA's Air Safety Foundation or the FAASafety.gov website to take an online course to meet some or all of your CAP monthly safety education, you will always complete a Wings phase (and get a BFR) each time you successfully complete your CAPF-5 check ride.
