The Commissioners of Queen Anne’s County strongly support the application of the Kent Island HeritageSociety (KJHS) for a capital grant to acquire the Historic Stevensville Bank. KIHS has leased the Bank for manyyears to operate and show as an important historic site on Kent Island and now has the opportunity to acquire theBank which is up for sale. The Bank is located among a number of unique sites in the Stevensville HistoricDistrict already owned by KIHS. These sites continue to demonstrate and preserve the small-town heritage ofStevensville and are a strong tourist attraction. Acquisition of the Bank by the Heritage Society will allow thebuilding and its unique assets to be permanently preserved and add to the unique historic character of the town.
Queen Anne’s County places a high priority on heritage tourism. We are currently developing new plans andprograms to increase that emphasis, both in our County Economic and Tourism Development operation and inthe update of the County’s Comprehensive Master Plan. We consider the Kent Island Heritage Society animportant partner in our current and future heritage tourism strategy and the Bank an important part of thateffort. The Bank will be able to provide an expanded tourism presence in Stevensville with increased tourismmaterials and displays supported by the County.
In summary, we view the KTHS acquisition and permanent preservation of the Historic Stevensville Bank as areal boost to Queen Anne’s County tourism and economic development. We strongly recommend approval ofthis grant.

This letter is in reference to the proposed Across the Bay 10K Chesapeake Bay Bridge Run to be held October31, 2021. Our county staff has been working closely over the last few months with the organizers at IronmanFoundation, Inc. to investigate the possibility of hosting the Across the Bay 10K in 2021. Afier discussions withour Health Officer and vetting some of the necessary precautions related to the COVID- 19 pandemic inaccordance with the CDC guidelines, Queen Anne’s County supports the choice to move forward with the event.The County does not foresee any COVID-19 restrictions that would preclude the Across the Bay 10K fromsafely occurring in October2021.
As in years past, we will continue to provide support and cooperation with all parties involved in the run. Nowmore than ever, this event will provide a much need boost to our local economy as we continue to recover fromthe financial repercussions of the pandemic. This event offers a unique opportunity to showcase the State ofMaryland and Queen Anne’s County as participants come from all over to run the Bridge. Our local hotels,restaurants, retail, and various tourism attractions would also welcome this event in October. Iron Man has alsoassisted many of our local nonprofits with opportunities to raise funds and participate in the festivities.

This Pedestrian Access Easement is established subject to the following termsand conditions:
1. This non-exclusive easement is created for the sole purpose of providing ameans of pedestrian ingress and egress over the Access Easement AreaThe Access Easement Area shall not be used for fishing crabbing orswimming The Access Easement Area shall not be used for any otherpurpose except as a public use, pedestrian recreational pathway
2. Grantee agrees to indemnify and hold harmless Grantor, and any and all ofGrantor’s successors and assigns, from any and all liability, claims, losses,damages, expenses, fees (including reasonable attorney fees), costs,settlements and judgments arising out of, or relating to the acts or omissionsof the Grantee in the use of the Access Easement Area by the Grantee, itsguests, and invitees.
3. Grantor, for itself, its successors and assigns, hereby reserve all rights nototherwise expressly restricted herein, including without limitation the right touse, and construct improvements over, under, upon and across the AccessEasement Area for all lawful purposes, including but not limited to, the right touse and improve the Access Easement Area at such locations and in such amanner as the Grantor deems necessary, provided that any such use andimprovement of the Access Easement Area by any Grantor shall notunreasonably interfere with the use of the Access Easement Area as apedestrian recreational pathway. Notwithstanding the foregoing, noimprovements built by Grantor within the Access Easement Area shall bedeemed to unreasonably interfere with the use of the Access Easement Area.Grantor, by commencing the installation of facilities or construction ofimprovements in, on or over the Access Easement Area, covenants for itselfand its successors and assigns that, following the completion of any of their, work in, on or over the Access Easement Area, Grantor or Grantor’ssuccessors and assigns shall restore the surface thereof to the substantiallysame condition existing immediately prior to the commencement of suchwork. Grantor shall be solely responsible for the maintenance of all facilitiesinstalled by Grantor in, on or over the Access Easement Area.
4. Grantor reserves the right to regulate activities occurring in, on, over, andthroughout the Access Easement Area, so long as such regulations do nototherwise unreasonably interfere with the use of the Access Easement Areaas a pedestrian recreational pathway. Such right to regulate shall include theright to exclusively use and restrict access to the Access Easement Area fortemporary periods for the purpose of hosting events such as weddings,parties, and other such functions.
5. The Grantor, for itself, it’s successors and assigns, reserves the right to grantother public or private licenses, easements and rights-of-way over, under,upon and across the Access Easements Area, for all lawful purpose(s),including but not limited to, the construction, maintenance and repair ofroadways, sewer tines, water lines, electrical cables, telephone cables, gaslines, storm drains, cables and underground conduits, provided such otheruses within the Access Easement Area do not obstruct or otherwiseunreasonably impede the use and enjoyment of the Access Easement Areas

by the general public as intended, and are consistent with all conditions ofapproval and recorded easements relating to the development of theProperty.
All improvement(s) and/or alterations made to the Access Easement Area bythe Grantee shall be subject to the written approval of the Grantor, whichapproval shall not be unreasonably withheld. All activities of Grantee withinthe Access Easement Area shall be performed in a workmanlike manner andGrantee expressly covenants that any and all disturbances to the AccessEasement Area shall, as soon as reasonably practical, be repaired andrestored to a neat and usable condition.
7. Grantee shall have the right to promulgate rules and regulations for thereasonable use of the Access Easement Area by the public, provided theAccess Easement Area are used only for the purposes stated herein.
8. Upon any breach of the terms of this Deed, and in light of the parties’acknowledgement that a breach of this Deed may result in irreparable harmor damage to the non-breaching party for which the non-breaching party willnot have an adequate remedy at law, the Grantee and/or Grantor mayexercise any and/or all of the remedies available in law or in equity. However,prior to availing itself to any legal remedies for breach, the party alleging abreach shall give the other party written notice of the breach including a fulldescription of the nature of said breach, and the alleged breaching party shallhave thirty (30) days from the date of notice to cure the same. If either theGrantee or Grantor are found by a court of competent jurisdiction to havebreached any of its obligations under this Deed, the breaching party shallreimburse the non-breaching party for any costs and expenses incurred,including consultant’s fees, court costs and reasonable attorney’s fees asdetermined by the court.
9. This Deed does not grant the public, in general, any right of access or anyright to the use of the other areas associated with, owned by, or a part of theland of Grantor which is not herein designated Access Easement Area orsubject to this Deed. This easement extends only to those areas designatedas Access Easement Area. Except as specifically provided herein, this Deedshall not be construed as a dedication to general public use or as anacceptance for maintenance of any Access Easement Area by any public ormunicipal agency, authority, or utility and no public or municipal agency,authority or utility shall have any responsibility or liability for the maintenanceor operation of any of the Access Easement Area.
10. Grantee is prohibited from assigning any of its rights or obligations under thisDeed.
11 . The Grantor further covenants and agrees that the easements, rights of way,covenants and agreements contained herein shall run with the AccessEasement Area, and all portions thereof, and shall bind the Grantor, itssuccessors and assigns, and shall bind all present and subsequent owners ofthe Property.
12. The invalidity or unenforceability of any provision hereof shall not limited oraffect the validity or enforceability of any other provision of this Deed. Nodetermination by any court, governmental or administrative entity or otherwisethat any provision of this Deed or any amendment hereof is invalid orunenforceable in any instance shall affect the validity or enforceability of (a)any other such provision of this Deed, or (b) such provision in anycircumstance not controlled by such determination.
13. The captions contained in this Deed are for convenience only and are not apart of this Deed and are not intended in any way to limit or enlarge the termsand provisions of this Deed. Whenever the context so requires, the neuterand the male shall include all genders and the singular shall include the, plural.
14.This Deed shall be construed, and the rights and obligations of partieshereunder will be determined, in accordance with the laws of the State ofMaryland by a court of competent jurisdiction in Queen Anne’s County,Maryland.
15. No party hereto shall be deemed to have waived the exercise of any rightwhich it holds hereunder unless such waiver is made expressly and in writing.No such waiver made as to any instance involving the exercise of any suchright shall be deemed a waiver as to any other such instance, or any othersuch right. No failure on the part of the Grantor or the Grantee to enforce anycovenant or provision hereof shall discharge or invalidate such covenant orany other covenant, condition, or provision hereof, nor shall such failure affect
the right of the Grantor or Grantee to enforce same in the event of asubsequent breach or default.
16. The Grantor agrees to make specific reference to this Deed in a separateparagraph of any subsequent deed or other legal instrument by which anyinterest in the Access Easement Area is conveyed.
17.This Deed represents the entire agreement between the parties hereto withrespect to the matters contained herein and cannot be amended orsupplemented except by further written agreement signed by the parties.

As you know, the County has contributed $5,000 towards the Town of Centreville’s fireworks eachyear since 2015. Originally I worked with Dr. Faith Eliiott-Rossing and then Gregg Todd afterFaith left. We cancelled our fireworks display last year due to COVID and the Town Council haschosen to move forward with this year’s display, barring any major setbacks, and chose SaturdayJuly 31 as our fireworks date.
I am writing this email to respectfully request the County’s continued support of the Town ofCentreville’s fireworks again this year in the amount of $5,000. The way it has worked in the past,our fireworks contractor (Image Engineering) sends a contract directly to the County for theirportion and a separate contract to the Town for their portion.

Kent Narrows Development Foundation BoardSubject: Request for Expansion of Kent Narrows Special Taxing District to Include Lippincott Property
As a part of the Kent Narrows Special Taxing District reconciliation process, the Kent NarrowsDevelopment Foundation requests that the County Commissioners expand the boundary of the SpecialTaxing District to include the Lippincott Sailing Yachts, Inc. Property located at 3420 Main Street,Grasonville, MD (Map 58D, Parcel 0607, Tax Account # 1805020778).
This property has been added to the Kent Narrows Growth Area and has been zoned Waterfront VillageCenter District in accordance with 5-13 which outlines the district establishment and boundaries. As such,this requested action is in line with the recommendations set forth in the 2006 Kent Narrows CommunityPlan and will ensure that services provided to the contiguous properties will also be supplied to the LippincottProperty. This map amendment is also consistent with Article IV, Chapter 5 of the County Code’s FinanceChapter (the Special Kent Narrows Tax District), as well as § 10-315 (Commercial district managementauthority) of the Maryland Annotated Code (formerly An. Code 1957, art. 25A, § 5(FF)).
Having initiated this request, the KNDF requests that Department of Planning and Zoning shepherd thismap amendment through the County review process in a timely manner. Once finalized, the KNDFunderstands that any change to the District will be communicated by the Planning Department to the Officeof Budget and Finance (Assessments & Taxation Division) in accordance with the newly-enacted protocols.KNDF further understands that the adjustments will be reflected on the bills that are issued at the end of thecurrent fiscal year.

The Honorable County Commissioners:
The Town Council of Centreville discussed the FY2022 tax differential/tax set-off and the needsof our town. To put these needs in perspective, attached are photos of items within our capitalbudget. The Capital Improvement Projects (CIP) list for FY2022 is over $4 million of items thathave been deferred between FY20 1 6 — FY2020 and includes almost another one million in itemsadded to the list between FY2021-2022. In the following FY2023 CIP, there are over $12million in items deferred from FY20 16— FY2020.
As discussed during the March 10, 2021 Council of Governments meeting, we appreciate theCounty allowing the Town Council time to make a decision on how we wish to receive the taxset-off/tax differential. At the April 1, 2021 meeting, the Town Council voted to have theCounty pay the Town the tax set-off at the full amount determined for duplicative services.
