Hom Maya Ghale of Tipling VDC here still doesn’t know how much social security allowance she receives every year. Sometimes she receives the allowance from the VDC secretary, while other times from political party representatives. Because the task to distribute the allowance in the VDC has been divided among the political parties and the VDC staffs, there arises contradiction in amount of money they distribute in most of the time. They sometimes give her Rs. 2000 in a year and sometimes Rs. 3,000. Likewise, there is no practice of registering the death of any recipients and the allowance allocated in the name of the deceased goes into the pocket of the VDC secretary and the local party leaders.
Massive Irregularities In Social Security Allowance

The VDC secretaries of Parbat district have been found embezzling social security allowance to the maximum. Most VDC secretaries do not update recipient list with an ill intention of making a fast buck. From the investigation, it was found that 349 recipients were fake. The secretaries have issued the fourth quarterly allowance to 18,088 individuals, while they had issued the second quarterly allowance to only 12,729 persons.

VDC Secretary Of Parbat Visits Pokhara To Distribute OAA

VDC secretary of Arther Dandakharka in Parbat district walks to Pokhara to distribute the social security allowance as many senior citizens of the VDC migrated to nearby town, Pokhara. According to the secretary Lal Prasad Lamichhane, there are 470 senior citizens in the VDC where in 140 of them live in Pokhara.

An unidentified group looted Rs. 2 million cash of social security allowance beating the VDC secretary and other VDC staff when they were heading to Gotri VDC from the district headquarters carrying the money. Up on hearing the incident news, the senior citizens of Gotri became extremely angry and demanded that they shouldn’t be deprived of the allowance. Police suspected the hands of Bimal Sahi of UCPN-Maoist in the crime.

Ilam Municipality has distributed social security allowance of over 4 million Nepalese rupees to the targeted group in the last fiscal year. According to the municipality, among the total beneficiaries (852) receiving the allowance, majority were senior citizens.
Social Allowance A Big Help For the Elderly

Elderly people of the district expressed that the social security allowance they have been receiving from the government has been a big help to meet their everyday need. An elderly man Ram BK of Pachnali-2 has even managed to feed his entire family with the money. According to the District Development Committee, there are altogether 24,440 recipients of the social security allowance including senior citizens.

Monthly Salary Rs. 200! Kantipur Sindhupalchok, July 21, 2014
Khil Bahadur Karki, 75, has been working as a guard of a suspension bridge that links Pangretar with Phulpingdanda for 17 years. His monthly salary is only Rs. 200. But this year he was unable to receive salary of entire year due to technical error committed by the District Development Committee staff. The salary of Karki and 16 other guards got frozen as the DDC did not forward their files in time.
