Foreword by Co–Presidents of Scientific Committee As Co–Presidents of Scientific Committee we would like to welcome you to participate in the Tenth International Association for Fuzzy–Set Management and Economy (SIGEF) Congress, entitled "EMERGENT SOLUTIONS FOR THE INFORMATION AND KNOWLEDGE ECONOMY" which takes place in León, Spain.
The Information and Knowledge Economy demands new techniques to deal with new com-plex problems which have not good theoretic models. Approximate solutions are needed to face with systems where classical methods are insufficient. Tolerance for imprecision, un-certainty and partial truth, in a general sense, is a part of reality which cannot be avoided. Therefore, it is necessary to include these factors in our models of problem–solving to achieve tractability, robustness and how difficult is to get suitable solutions.
This International Conference continues and extends the series of International Symposia organised by SIGEF and offers a forum where academicians, professionals and practitio-ners –working in the field of economics, finance, management and organisation– can ex-change ideas and experiences on the advancement of research, methods, techniques, appli-cations and projects based on fuzzy logic, neural systems, genetic algorithms, uncertainty theory, new quantitative methods and soft computing. The Congress aim is encouraging scientific exchanges, promoting international agreements between the academic commu-nity, and spreading results of international research through the Congress Proceedings.
The 10th SIGEF Congress is a truly international conference, and attracts a great number of renowned scientists from all around the world. By bringing them together, the 10th SIGEF Congress is making an important contribution to the advancement of frontiers of modern management and economy sciences and technology through international cooperation.
We are most thankful to all participants, organisations and institutions for their help and support and for creating a pleasant connection point for the collaborative efforts and ex-change of ideas and information of persons across disciplines.

Greetings from the Organizing Committee Chair On behalf of the Organizing Committee of the Tenth International Association for Fuzzy–Set Management and Economy Congress, entitled "EMERGENT SOLUTIONS FOR THE INFORMATION AND KNOWLEDGE ECONOMY" which includes the First Interna-tional Workshop on "Intelligent Systems for Intrusion Detection and facing Malware", it is our honour and pleasure to welcome all of its participants, wishing that this scientific meet-ing will benefit all of us in advancing research, applications and in sharing knowledge and friendship.
Fuzzy Systems have become an essential ingredient in building human–friendly systems to solve many problems of the information and knowledge economy. Although there are sev-eral international conferences, some researchers feel that there is an acute need of a forum for in–depth discussion and analysis of recent progress in the field for discussing their po-tential applications. From this perspective, the aim of the 10th SIGEF Congress is to provide a forum for the presentation of new ideas and results bearing on the conception, analysis and design of systems which can make intelligent decisions in an environment of uncer-tainty and imprecision.
For the first time a major conference on fuzzy sets in management and economy take place in Castilla and León Region, and it will surely become a landmark in our academical and technology history.
The Congress Secretariat has received 106 papers (by 183 authors from 16 countries and 57 universities), of which 84 were accepted for presentation after a review process. The paper issues are very assorted and the Organizing Committee has had a great effort to include the papers in the 15 ordinary sessions.
A Congress of this magnitude demands enormous efforts. We would like to express our thanks to all those who have given lots of their time, energy, enthusiasm and financial sup-port to make it become true, but in particular we would like to thank our colleagues at the Scientific Committee for reviewing the papers, and our sponsors for their support. Last, but not least, we would like to thank the participants for coming to this 10th SIGEF Congress, and we hope that together we ca make this a very pleasant and productive experience for everyone.

Turist Data The province of León is situated in the North–West of the Iberian Peninsula, with the Cas-tilian tableland and the Cantabrian mountains on one side and Galicia on the other. The origin of the capital, León dates back to the first century with the settling of the Roman Legio VII. During the Middle Ages it was head of the kingdom and birthplace of kings for 300 years. León had 24 kings before Castilla even had Laws.
A crossroad for men, roads and cultures, the kingdom of León established the foundations for Spain and Portugal. It opened the door for Parliamentarism and Human Rights, calling for the first democratic Royal Court in 1188. León contributed to the recovery of European culture and participated actively in the American adventure.
León, "the city of happiness" according to the pilgrims heading to Santiago de Compostela, gathers together a powerful history and Romanic, Mudejar, Gothic and Plateresque artistic treasure and it still conserves today the traces of its past splendour.
Strongly recommended is a visit to the old town, during the evening. The old town is be-tween the Cathedral, San Francisco Garden and the ancient walls.
During evenings hours (21:00–1:00), the old town is most animated by gentle people, talk-ing, eating and drinking. People from León name this part of the city "Barrio Húmedo", corresponding to "Humid Quarter", because of ancient reasons, and to its numerous bars too.
Take a chance to visit this bars (very cheap, indeed) and ask for "cortos de cerveza" (bear) or for "vasos de vino tinto" as well as "tapa" (small specialities for eating). All cost about one euro. Don't ask twice in the same bar, rather go to other one, to taste their specialities too.
The Cathedral: It is a beautiful monument of the purest 13th century Gothic style. Two slender towers frame the magnificent central portico to the West, which encases some very beautiful sculptures. The interesting facades of the transept, to the North and South, also display fine sculptures and the splendid Apse stands out on the East. The interior of the temple is considered to be the most beautiful of the Cathedrals in Spain. Its collection of stained glass windows are unique and they occupy the entire area between the slender col-umns. The great 12th century rose window on the eastern wall is indeed extraordinary.
San Isidoro: A magnificent monument of 11th century Romanesque style, it is made up of three naves and a transept with lobulated arches. Lovely capitals crown the columns. There is a famous baptismal font dating back to the 11th century. The Pantheon of the Kings of León stands in the rear of the temple. The Treasury room conserves a variety of objects of incalculable artistic value and many other valuable works are found in its Library: Bibles, incunabula, codex, etc.

The Hotel San Marcos: Was the Primate House of the Order of the Caballería de Santiago (Knights of St. James) ever since its founding in the 12th century. Construction was begun on the monumental Plateresque facade, which we can admire today, in around the year 1530. In addition, it contains within its walls the Provincial Archaeological Museum and Fine Arts Museum, with collections of great value which extend from the Stone Age to the Renaissance.
The Town Council, the Botines House, the Palace of the Condes de Luna, San Salvador del Palat del Rey, as well as San Marcelo and Our Lady of the Market are other buildings of authentic interest.
