RCL Program Overview• Virginia Base Mapping Program (VBMP) Road Centerline (RCL)
began in 2003 with a Virginia 911 Wireless Board funding to create a statewide, seamless geospatial centerline layer
• Used VBMP 2002 imagery as basis for digitization
• RCL was originally designed for locality 911/GIS and VDOT geometry consumption to support geocoding

RCL Program Overview• Jurisdictions are the provider of geometry initiated by data
deltas from most recent centerline to last submittal• Jurisdiction is the provider of address, street name, and
additional miscellaneous local attributes where applicable• VDOT is the provider of Interstate and Primary highway
segmentation unless more current modifications are made by locality or VGIN QC
• VDOT is the provider of Roadway Characteristics designated within a table in the data model
• Some local providers (NOVA, Tidewater, Albemarle) are adopted wholesale
• Updates from each entity are processed independently

VGIN/VDOT Common Data Model
• VDOT and VGIN have participated in a statewide common data model for several years
• First RCL publications stored limited information from VDOT, CDM allows increased amount of attributes to end users
• VGIN and VDOT have separate editing environments but use a Common transfer data model
• A majority of the components of the transfer data model were provided by a project within Northern Virginia which utilized a PSAP grant
• VDOT attributes not currently published in RCL quarterly release can be easily added via unique ID exchange
• VDOT has shown excellent progress in adopting the VGIN RCL

VGIN/VDOT Common Data Model
• VGIN provides VDOT the “latest and greatest” centerline within Virginia
• VGIN RCL has “more” geometry than VDOT centerline and will provide geometry, Street Names, Address Ranges, and Routing information to VBMP RCL Publications
- VBMP RCL includes ALL road types for 911 to include private drives and service roads and new development which is not yet recorded by VDOT
• VDOT provides VGIN an updated attribute table to be used in VBMP RCL quarterly publications
- VDOT attributes include differentiation of Interstates, U.S. & State primaries, State Secondaries, and State Urban Routes
- VDOT is not currently create attribute table records for all other centerlines (private drives/urban secondaries)

• Local data supplied to VGIN with unique ID is stored on the RCL• Join from local unique centerline ID to RCL provides local
access to VDOT attribution• No need for duplication of storage on local database
• RCL data can be queried using VDOT attributes and extracted for specific reporting purposes
• RCL data can be used when performing analyses of VDOT information

element needs for:o Next Generation 9-1-1o Virginia Department of Transportation (CDM)
• Create a formal data standard following the process identified by VITA’s Administrative Boundaries geospatial data standard
