The need

The Five year Forward View and NIB Framework for Action re-iterates the focus on interoperability.

• Give care professionals and carers access to all the data, information and knowledge they need

• Support care professionals to make the best use of data and technology

• Electronic handover of care documents

• Care records to be mobile, editable and accessible to all those in the care process, including patients

Not that “interoperable”

• At the same time, recognised that at a national level, this activity is not as well joined up as it could be

• Need to better communicate out key policies, standards and guidance out at a local level and also the direction of travel

• But this needs to be based upon understanding what’s happening at a local level and informing activity at a national level.

• The Interoperability Programme has been established to bring together the national organisations (NHS England, HSCIC, DH Social Care) and links to local initiatives (such as the Pioneers)

Breaking it down

Layers Description

Information governance • Ensuring the appropriate controls are in place when sharing information whilst still fulfilling the duty to share

Identifiers Used to uniquely identify

• patients,

• organisations and individuals across NHS and social care.

Codes and Terms Provides consistent meaning for querying and interpreting data.

Document Headings Standard headings for displaying data.

Data Structures (logical) Used to create consistent dataset definitions that can be re-used across different implementation standards or technologies.

Coded terms used where appropriate.

Messaging Structures (physical) Used to create implementation specifications that define how datasets are realised by different implementation standards and / or technologies. .

Information Flows (logical) Used to specify the exchange of data structure instances between logical components.

Technical Transport (physical) Interface mechanism by which data is exchanged between sending and receiving endpoints.

Approach

Outputs: • Clear articulation of key policies, standards and guidance• Clear articulation of strategic direction

• Assess the areas, levels and engagement of interoperability currently taking place across care settings and from this agree on what good looks like.

• Inform and influence the direction of interoperability nationally, as a result of the reality of work being done.

• Share local interoperability successes taking place across the pioneers and other care providers.

• Connect the cohorts of successful interoperability projects to improve integration across boundaries and localities.

Purpose of the day- This to be the first in a series of workshops

- To focus on a small number of the specific topic areas in the framework

- To focus on specific outputs and deliverables from these

- To link into local networks of activity

- Interoperability Patterns - (outline different options for sharing and what priority capabilities are
