    market over the past 12 months, and

    gives his thoughts on what we can

    expect in 2015

    THIS year started with great promise,withaflurryofearlyactivitythatsawfirst quarter sales up by as much as

    30% on the previous year within the JohnFrancis network.

    While this level of activity quickly

    cooled, which was no doubt impacted byannouncements from the Chancellor andthe Bank of England and the rigorous newapproval criteria introduced by Aprilsmortgage market review, the 2014 marketis ending the year in a stable position,neither running away with itself, nor indecline.

    Our year-end figures show that agreedsales have seen a 6% increase across ouroffices, with net sales having grown by 1%.The property market is known to ebb andflow, with increases followed by plateaus,and the market has shown successiveannual improvement in transaction levelssince 2010; 2014 has all the characteristicsof a plateau year.

    Surprisingly, however, we have seen a

    significant 15% increase on the numberof exchanges that have taken place acrossour offices this year, which is highlyencouraging.

    It is likely that this plateau effectwill continue into early 2015 due to theupcoming general election. Electionsoften create a vacuum in the market,with uncertainty about the colour of theincoming government meaning littleactivity in the lead-up, followed by a highlevel of movement afterwards.

    Interest rates are unlikely to increasebefore the election in May, and shouldnot be expected until the autumn at thevery earliest. Any increase that does occurwould not exceed 0.25%, which at a 0.75%base rate is still historically very low and

    should not be off-putting to buyers.While it may only be a matter of timeuntil the current plateau begins to rise,south west Wales has continued to avoidthe much-publicised volatility in residentialproperty prices seen in London and theHome Counties this year.

    We have now had almost seven yearsof nil growth, with values currently atsimilar levels to those in 2005. The potentialof future capital growth will be a greatcomfort to occupier-buyers and first-timebuyers in particular.

    Even with the continued success ofthe Help to Buy scheme in Wales, first-time buyers still struggle in the face ofsignificant deposit requirements, and nowthe increased stringency of the mortgageapplication process.

    Despite the increased rigour introducedvia with the mortgage market review,the most significant development in thehousing market this year is the radicalshake-up of stamp duty tax, with bothbuyers and industry welcoming the long-awaited abolishment of the slab system.

    With the majority of buyers in south

    west Wales purchasing properties for lessthan 200,000, the stamp duty reformwill ensure real savings and hopefullyencourage more buyers into the market.

    In Pembrokeshire, the market thisyear has been overshadowed by thedisappointing announcement that theMurco Refinery in Milford Haven is toclose.

    Milford Haven was one of the fewareas of the county with much first-timebuyer activity, which is often affected byaffordability. The impact of the refinerys

    closure remains to be seen, but willundoubtedly come to the fore in 2015.

    Middle-range properties in the region,valued from 130,000 to 180,000 have soldparticularly well this year, and the coastalhotspots of Tenby, Solva, Saundersfoot andSt Davids continue to show high demandand low supply.

    The areas popularity with retirementpurchasers has also continued. Manyretirement buyers are now seekingretirement flats, rather than the traditionalbungalow. While bungalows remain indemand, this is predominantly based on

    their accessibility to amenities and thecoast.

    We have also seen a lot of local buyersin Pembrokeshire downsizing in orderto reduce mortgage commitments, aspeople make the move to more affordableproperties in their 40s, rather than awaitingretirement.

    Pembrokeshires commercial markethas experienced mixed fortunes this year.Pembroke Dock has seen industrial unitscontinue to sell despite the Murco closure,including one 117,000 square foot unit.

    Meanwhile, Haverfordwest isreadjusting to new out-of-townunits opening, which has even se

    spaces in the popular shopping aBridge Street.

    Overall, the outlook for commeproperty has certainly improvedmore activity and more occupierfound, though freehold and invevalues for anything other than blcompanies are still as low as 200levels.
