The Design Of Design Build

• Design Builder moves project from 15% conceptual plans to 100% RFC plans.

• Design Builder submits plan sets to WSDOT for review and comment (preliminary and final) – not approval

• Construction starts before design is complete, but not without RFC plans.

• Post design services – Process to get AS-built plans (RFI,FDC, NDC)

WSDOT - Roles and Responsibilities Design

• WSDOT owns Basic Configuration elements• WSDOT provides oversight:

• Most review happens in Task Force meetings through “over the shoulder” reviews

• Ensure design meets the Contract Requirements / Mandatory Standards established

• Manage review comments and resolution; beware of preferences• Do not direct work• Management – tracking (doc. control)

• WSDOT provides design quality audits– DQMP

• WSDOT approves the design at the end of the project

The Construction of Design Build

• Quality Management Plan (QMP)• Design Builder responsible for Quality Control (QC) and

Quality Assurance (QA)– Quality Assurance must be independent from Quality Control

– Quality Manager must report to non-production management

• WSDOT responsible for Quality Verification (QV)– Lab certification and tester qualifications

– Testing asphalt

– Fabrication inspection

• Environmental – WSDOT responsible for permitting

– Design Builder responsible for compliance

• The Design Builder responsible for solutions to problems
