    () According to the World Health Organization, Taiwanbecame an advanced aging society as of the end of 1993, with over 7%of its population 65 years or older. According to estimates from theCouncil for Economic Planning and Development, the islands elderlypopulation will account for 14.42% and 20.04% of the population by2121 and 2131, respectively. Restated, one out of every five

    individuals will be classified as belonging to the advanced age elderlypopulation. Traditional societal values in which the elderly parents livewith their son and daughter-in-law have diminished, creating a growingpublic awareness that the elderly must make preparations in advancefor their long term care. The aging trend in Taiwan explains the growingconcern over the market demand for long term care residentialcommunities, in which middle to senior aged individuals liveindependently in houses or apartment units designed for their specialneeds upon retirement. Many industries have already heavily investedin this emerging growth sector. Given physical and mental healthfactors, senior citizens must adjust as traditional societal values change.

    ()To facilitate a more ideal living environment for the elderly,governmental organizations and the private sector must coordinateefforts to create an environment in which senior citizens livingindependently is the norm instead of the exception. In doing so,numerous commercial opportunities will arise. For instance, RUENTEXConstruction Company in collaboration with Rien Fu Newlife Company

    has established a senior citizen residential community in Tan-shui bydrawing from the Japanese long term care model to provide residentswith a hotel style management approach. The facilities provide high-quality comfort with a 300 residential unit capacity, all of which havealready been leased out. Given population trends and enhanced livingstandards, the climate for growth opportunities in the long term caresector in Taiwan is favorable. Identifying factors for successfuloperation of senior citizen residential communities are thus essential forbusinesses to gain a competitive edge, explaining why governmentalauthorities and industrial planners are anxious to to evaluate the mostappropriate management strategies for further development.

    () However, while evaluating the success of certainmanagement practices in satisfying consumer demand in this growingmarket sector, long term care studies have seldom attempted to identifysuccess factors in managing senior citizen residential communities.Relevant considerations in the management of a senior citizenresidential community include environment analysis of the location,

    analysis of relevant management strategies, , pricing and promotionalstrategies and strategic alliances. Correspondingly, all success factorsshould be prioritized based on their importance. Forinstance, the lack of an objective assessment method makes itimpossible for administrators of senior citizen residential communitiesto determine which management approaches will be successful or not. The lack of an effective model to identify success factors inmanaging senior citizen residential communities makes it impossible todetermine tangible and intangible benefits in long term care research.Moreover, senior citizen residential communities of varying scale sizeswill have difficulty in adopting effective management strategies toremain competitive. Therefore, an AHP-based methodmust be developed that enables administrators of senior citizen

    residential communities to identify critical factors for successfuloperations.

    () An AHP-based method can be developed that

    enables administrators of senior citizen residential

    communities to identify critical factors for successful

    operations. To do so, a questionnaire

    survey can be designed to select the most appropriatesampling method. A valuation standard that reflects

    enterprise values can then be derived based on interviews

    with experts in the field. Next, critical factors for successful

    operations can be identified using the AHP method. As anticipated, the proposed AHP-based method

    can enable enterprises involved in the development of

    senior citizen residential communities to identify the

    features of and prerequisites for successful operations.

    () Since the National Health Insurance scheme wasestablished in 1995, medical expenditures have been recorded viaelectronic media as the Taiwanese government promotes the use ofthe National Health Information Network (HIN), enabling medicalinstitutions island wide to make data accessible and transparent in adigital form. According to the National Health Insurance Bureau, prior

    to establishment of the National Health Insurance scheme, only 20% ofall medical institutions had computerized their operations; whereas thatfigure exceeded 60% by the end of 1995. Whereas only 25.7% (4666)and 54.9% (6509) of all medical clinics in industrialized countries hadcomputerized their operations in 1994 and 1996, respectively, thatfigure jumped to 76.3% (6977) in 1997. Although 92.9% ofall medical clinics process information into the HIN, 84.6% of all clinicalsoftware used originates from outsourced information technologyvendors, making outsourcing of medical information needs a majorissue among hospital administrators. Given the recent issuance ofhealth insurance IC cards on line, clinical administrators are faced withincreasing medical information-related costs and complexity ininformation integration.     ()Moreover, with the unique environment of TaiwansNational Health Insurance scheme and trend for hospital clinics tooutsource their medical information needs to information technologyvendors, appraising potential vendors to outsource those needs isextremely difficult, especially given the current ability of medicalinformation systems operating under the National Health Insurance

    scheme to select the most reliable information technology supplier. The inability of hospitals to adopt an explicit and objectivestandard to select information technology suppliers may lead to aninappropriate selection, subsequently increasing development andmaintenance-related costs, a waste in human resources and time,inefficiency in the processing of medical expenditures, as well as theinability to promote the quality of medical treatment. Therefore, an AHP-based decision-making method must be developedfor hospital clinics to assess objectively the quality of an informationtechnology supplier when outsourcing their medical information needs,as an alternative to previous decision-making approaches based onsubjective evaluations.
