Divisional Railway Manager (Commercial) , Mumbai Central Western Railway ,Mumbai Central invites Quotation in sealed cover on behalf of President of India from Indian nationals / Advertising Agents / Agencies / Companies intending to have Quotation for display of Advertisement vinyl wrapping on the Exterior of 11 EMU Rake on Western Railway for a period of 3 months. The seal cover containing quotation should be accompanied with the License fee quoted for 3 months in the forms of Pay Order / Demand Draft for requisite amount drawn in favour of “Chief Cashier , Western Railway, Churchgate” payable at Mumbai without which offer will be summarily rejected. The bidders have to quote only the amount of license fee for three months. The successful will have to pay 18 % GST in addition to the license fee.

TERMS & CONDITIONS FOR VINYL WRAPPING OF SIEMENS RAKE

1. The Licensee is permitted to display the advertisements at the earmarked areas on the exterior of 11 EMU coaches without causing any damage to the painted surface by using good quality low cost vinyl films, calendared polymeric vinyl film and cast vinyl film ensuring aesthetic aspect as per enclosed RDSO specification no. RDSO/2010/CG-08 dated- 14.10.2010 on the Exterior of 11 EMU Rake for a period of three months (Retrofitted Alstom Rake -03 nos & Retrofitted BHEL Rakes -08 nos) . RDSO specification attached

2. Area of application on EMU coaches shall be the side panels excluding the doors & windows, barring areas carrying mandatory markings of coach and zebra lines on handicap compartments, etc.

3. Security Deposit to be submitted in the form of FDR/TDR, then it should be properly released in favour of Railway i.e. Senior Divisional Finance Manager , Mumbai Central , Western Railway. It should have signature on Revenue Stamp affixed at proper place on the back side of FDR/TDR. It should be valid for a period of six months amounting to 10 % of the contract value subject shall be submitted additionally. The same will be returned after completion of contract, restoration of rakes in original subject to no dues outstanding.

4. The Licensee should use only non - inflammable materials to avoid any fire accidents. In case of fire accidents due to the material used, the Licensee will be held responsible & contract liable to be terminated, Security Deposit forfeited. Proper care should be taken so that the exterior surface and inner portion of the rake don’t get spoilt.

5. The Licensee is required to return the coach in its original texture and restore the primary colour of the rakes as per the Railway specifications, after the Vinyl Advertisements have been removed due to expiry/ termination of contract, etc. and / or whenever the coach is sent for POH / IOH schedule and residual gum shall be cleaned. The details of restoration with rake number, unit no. & date of restoration shall be submitted to this office.

6. The Railway Administration reserves the right to terminate the license, it deems such Vinyl Advertisements endangering the coaches at any time during the currency of the license, without assigning any reason /reasons at any time, and the decision of the Divisional Railway Manager in this regard will be final and binding on the licensee. In that event the Security Deposit of the Licensee shall be forfeited.

7. The Railway Administration also reserves the right to terminate the contract in case of non-performance or unsatisfactory performance as per conditions of the contract or the Railway Administration does not want to continue the contract due to changes in the policy or on the administrative grounds.

8. The contract period shall be inclusive of POH, IOH schedule and any other maintenance required for coaches. In case of an entire train or any coach not in operation and / or being shifted to yard, Carshed due to sick of any coach / train or for a shorter maintenance period or any other reason no extension in contract, substitute train / coach will be given for that non-display period. And no claim from the Licensee in this regard will be entertained. In the event of replacement of train / coach for any operational reasons, the Licensee is required to display advertisements through Vinyl at his own cost and labour.

9. The Licensee shall no way obstruct and interfere with the routine Railway working.

10. Approval of Railway Administration for the design, matter, language and colour scheme of the text should be obtained prior to start of wrapping of advertisements. In case of damage to the advertisements, the Licensee is required to restore the advertisements through Vinyl at his own cost and ensure the aesthetics of the coach.

11. The name of Licensee, contact number, LOA No. , date of display & date of expiry of the contract shall be displayed on the exterior of EMU rake at both ends neatly and legibly.

12. The Licensee shall also pay and clear any demand of advertisement tax/cess from appropriate Municipality and also taxes as fixed from time to time on sale of space for Advertisement to the Central Government and on no account the Railway Administration is liable either for payment of tax/cess or penalty for non-payment of such tax/cess. The Railway Administration will not be liable in reimbursing in full or in part of such advertisement tax/cess to be paid by the tenderers to the Municipal authority directly.

13. The Licensee shall be permitted to carry display/ removal/ change of advertisements at Mumbai Central / Kandivali EMU Carshed as the case may be and to take photographs of the allotted / advertised rake at CCG & BVI stations in supervision of concerned Station Master only till expiry date of contract.

14. The staff deputed by the advertisement firm will be permitted to undertake the display of advertisement / restoration work only on production of photo identity card issued by the firm and work to be undertaken in supervision and guidance of concerned Carshed authorities.

15. The Licensee shall comply with all the provisions of the terms and conditions for the time being in force including any amendments and rules made there under.

16. The Licensee shall indemnify the Railway Administration against any loss, damage by way of costs, compensation, whatsoever, occasioned by any act of commission or omission on part of the Licensee or his agents whom so ever.

17. The date of commencement of contract will be ascertained/advised by Sr.DEE(RS)-BCT for each rake individually, however the period of contract for each rake will be 03 month only.
