This project has been abandoned for lack of support by the Insurance Companies. Final efforts were made by Mr. Moses, who met with Gilbert Fitzhugh, President of Metropolitan Li~e Insurance Company, and by Charles McCabe, who saw officials of the New York Life Insurance Company on December 3rd. In both cases the answers were negative. We simply have been unable to raise the monies necessary for a health exhibit despite all the inducements offered sponsors.

m. MULTIPLE EXHIBITORS

Hall of Education - A hearing was held before the Referee-in-Bankruptcy on December 3, 1964, concerning this matter. At that time the Referee discontinued the salaries of the principal officers of International Fair Consultants, Inc. Another hearing will be held before the Referee on

December 22, 1964. At that time he will seek to ascertain what plan the debtor-in-possession has concerning possible future operation of this building. It will probably be another month or two before we can recover possession of the building, even if International Fair Consult­ants, Inc. is unable to produce a satisfactory plan.

Pavilion of American Interiors - The Pavilion of American Interiors remains as a debtor-in-possession. They are working on a plan to insure the continued operation of this building. It should be noted that any plan will have to be satisfactory to First National City Bank, the Fair Corporation, and the construction creditors. A hearing is scheduled before the Referee-in-Bankruptcy on December 16, 1964, to determine what progress has been made.

IV. SPECIAL PROJECTS

Hallmark -- Churchill Exhibit

An effort is being made to bring the Hallmark Gallery's Churchill Collection to the Fair for the 1965 Season. Joyce Hall has talked to Churchill's staff and has his support for a project to bring Churchill paintings as well as memorabilia to a Hallmark Pavilion. A Churchill film would also be included.

In addition to the Churchill exhibition, Joyce Hall would like to include material on the People-to-People Program, possibly some of the Girard Collection at Santa Fe. An admission charge of 509 is planned, with the monies to be turned over for a College of International Studies to be built ~the Midwest. We are trying to find a suitable building since Joyce Hall is asking that we provide the premises, ready for the installation of his materials. He is prepared to underwrite the exhibit itself, its maintenance, and its operation. We hope to have a further report by the date of the Executive Committee meeting.

Texas Music Hall

Other:

1. The Woodmen of the World Life Insurance Society (Omaha, Nebraska) have been considering for some weeks sponsor­ship of the "Hello America" show at the Texas Music Hall next season. Several executives of the Society have been to Las Vegas to see the show and waxed enthusiastic about the production. However, by letter dated December 3r.d, we were advised that the Executive Committee decided against participation.

2. Efforts are being made to induce Johnson's Wax to use the Texas Pavilion (or the New York World's Fair Pavilion) for an additional showing of its "To Be Alive" film in the three-screen process. We are seeking to convince Jolmson's Wax that this would be an additional accommodation for its overflowing crowds at its own pavilion.

1. Samuel Pryor's famous collection of dolls, part of which was displayed at Tokyo, has now been made available for showing at the Fcd.r next year. Whereas approximately 500 dolls were exhibited in Tokyo, we hope that as many as 2, 000 will be shown at the New York World's Fair in 1965. We are seeking to find the most favorable location.

2. Amphitheatre-- Several possibilities are being explored for free presentation at the Amphitheatre, with special emphasis on a sports demonstration.

World's Fair Construction

The interim period winterization, rehabilitation, and de­winterization program, which is being accomplished under contracts reported on at the last meeting of the Executive Committee, is on schedule with all winterizing operations substantially complete as of December 15.

World's Fair buildings not in use over the interim period have been drained and protected against weather damage. Entrances to the site are barricaded and turnstiles and toll booths are protected. Removal of silt in the Flushing River and the Pool of Industry culverts is complete. Sanitary and storm sewer lines have been flushed where necessary .and catch basins cleaned. Electrical and mechanical in­stallations in the various fountains have been winterized and the Pool structures have been protected against frost. Singer Bowl caulking is complete. In the U. S. Space Park all displey panels and the smaller more delicate NASA models of space craft have been removed and stored.

Rehabilitation work scheduled for the Fall has been completed to include road and curb patching, paving of mal~s, additional drainage structures, landscaping, and minor alteration work in certain World's Fair buildings. Security lighting has been provided around the Unisphere, and lights to illuminate the two high flagpoles at the Pool of Industry have been installed.

Over the winter months periodic inspections will be made of sensitive electrical and mechanical equipment, particularly with respect to the fountains, to ensure that sump pumps and other protective devices are functioning properly. While work forces on the site are essentially demobilized for the winter period, contractors are on a stand-by basis, prepared to respond immediately for any emergency work which may develop.

The start of the de-winterization operations will depend to some extent on the weather. Exterior painting of World's Fair structures is expected to begin the latter part of February, with all other de-winterizing bemg in full swing by the first of March. Pre-opening work will also include additional paving repair which may be found necessary due to frost heaving, and to a general subsidence of the area. It is already apparent that this latter effect is occurring more extensively than anticipated, both in the Meadow Lake Parking fields (as reported at last meeting) and in other roads on the Fair site.

Through arrangements made with the City of New York, re­habilitation work at the Amphitheatre is expected to get under way by the end of this month, and to be completed by the end of March. On completion, the Amphitheatre will be suitable for show and ex­hibitor use, or public swimmiri.g.

Completion of all pre-opening work is scheduled for April 2, 1965.

Exhibitor Construction

Most exhibitors have completed their building winterization work which included the boarding up, draining and protection of water and gas lines. Some exhibitor alteration and refurbishing work is under way or requests for Building Permits have been submitted as follows:

Auto Thrill Show. Interior painting and repairs to the track have been completed.

Africa. Chain link fence has been completed; plywood roof on the theatre is bemg installed.

Belgian Village. The Village has two men working on patching cracks and breaks in the plaster.

Better Living. An outside Waffle Stand, Pizza Stand and Snack Bar have been completed.

Clairol. Application has been filed for alteration and small addition to existing structure.

Continental Insurance. Application has been filed for installation of fixed seats.

Federal Pavilion. Presidents' Lounge exhibit has been sent out for bid.

General Electric. Additional land is being graded and utilities are being installed.

Johnson's Wax. New paving, fence, and construction of new locker building have been completed.

Oregon. Has filed for installation of Go-cart Track.

Parker Pen. Has filed for addition to IBM Room.

U. S. Rubber. Has filed for installation of handrails at exit stairs.

Flushing Meadow Park Addition

Final plans for the Flushing Meadow Park addition which were submitted to the City Building Department on November lOth are still under review. There is a further delay in the City condemnation pro­ceedings pending litigation before the Awellate Division. It is now

understood that this matter may come up for decision some time in December.

Post-Fair Planning

We have completed demolition forms and are in the process of estimating the costs of demolishing the various structures and buildings. The estimates are 75% completed. We are also obtaining the tonnage of structural steel in the various exhibits in order that we can est:imate possible salvage value. We have the fabricators' tonnage of about 30% of the exhibits.

The Compensation Rating Board is conducting surveys for establishing demolition rates. These surveys should be completed this month.

Conferences are continuing with City agencies and exhibitors regarding retention and usage of various pavilions in the Post-Fair Park. Plans for buildings which are being considered for retention will be processed with the Queens Building Department and the Board of Standards and Appeals for approval as required.

Meetings have been held with Andrews & Clark and Syska & Hennessy and also with Con Edison to finalize the requirements for th e Post-Fair electrical distribution system. As a result of these meetings further work is necessary by Syska & Hennessy to establish the maximum energy demand for the system.

The Preliminary Plan for the Post-Fair Park has been approved by Mr. Moses and will be presented in the Report to the Board of Directors on 26 January, 1965.
