PWS: User Focus (4.7.1 - 4.7.2)PWS in User Focus
• WMO Public Weather Services Programme (PWSP) helps Members develop user focus in service delivery:
– through complete understanding of user requirements; and
– Response to expressed needs by users;
• Members should pay attention to user focus to ensure that NMHSs retain:
– Credibility, and – Public and political support.
PWS: Improved Products and Services Severe Weather Forecasting and DRR Demonstration Project
(SWFDDP) (4.7.3)
• Association is requested to encourage Members to implement the PWS component of the RA V SWFDDP for: – Improved coordination with media & disaster
management authorities; – Public education and outreach activities;– Increased public understanding of products and their
application;– user-based service assessment of the quality of service
delivery by NMHSs to users.
PWS: Service Delivery WMO Strategy for Service Delivery (4.7.6)
• WMO Strategy for Service Delivery developed by the Executive Council Working Group on Disaster Risk Reduction and Service Delivery (EC-WG DRR & SD);
• To guide NMHSs in the provision and delivery of services that incorporate : – user needs and – performance metrics.
PWS: Service Delivery PWS Service Delivery Task Team (4.7.7)
• Association is requested to establish a Task Team within the Working Group on Services to address PWS-related service delivery issues including:
– User focus in service delivery;– Dissemination and Communication of severe weather warnings;– Cooperation with the media;– social and economic benefits of weather, water and climate
services;– Building capacities of NMHSs to deliver services.
PWS: Service Delivery PWS Symposium (4.7.8)
• Members encouraged to use the recommendations of PWS Symposium (Geneva, Dec. 2007) with respect to:– Madrid Action plan;– Developing capacities of NMHSs in key service
delivery;– The challenges and best practices in the delivery of
weather, climate and water services;– Education and capacity building

• SWIC serves public and media with information on tropical cyclones, heavy pptn and strong Wind;
• RAV participants:– Australia Bureau of Meteorology, – Fiji RSMC Tropical Cyclone Centre in Nadi, – Malaysian Meteorological Service and – New Zealand TCWC in Wellington.
• Has over 1 million visits per month.• Members to use the SWIC Website .
PWS: Service Delivery Severe Weather Information Centre (SWIC) (4.7.11)
• WMO Forum: Social and Economic Benefits and Applications of Weather, Climate and Water Services: – Comprised of NMHSs, Governments, NGOs, World Bank, Academia,
user sectors, and Media;– Assists PWSP in leading implementation of Madrid Action Plan (MAP).
• The Forum helped PWSP establish Socio-Economic Benefits (SEB) Website for decision-support tools and case studies;
• Members to use the Website as a resource, and also to contribute content to the site.

PWS: Capacity Building and TrainingGuidelines (4.7.15)
• Guidelines produced since the last session:
– PWS Strategy for Developing Public Education and Outreach;
– Guidelines on Capacity Building Strategies in Public Weather Services;
– Examples of Best Practice in Communicating Weather Information;
– Guidelines on Communicating Forecast Uncertainty;– Supplement to Guidelines on Meteorology and Air
PWS: Capacity Building and TrainingTraining (4.7.16)
• Training:
– Four (4) training events took place during the intersession period;
– PWS to be included in training curricula of WMO Regional Training Centres (RTCs).
• Members encouraged to use a combination of locally adapted traditional farming technologies, and seasonal forecasts. (International Workshop on Agrometeorological Risk Management, New Delhi, India, Oct 2006); also
• Climate change projections should be incorporated into NMHSs’ agrometeorological products; and
• NMHSs should develop and implement communication plans including media training and effective feedback from users: (International Workshop, University of South Queensland, USA, May 2009)
Agricultural Meteorology (AGM): User Focus
User Focus Recommendations (4.7.18 – 4.7.19)
• International Workshop at University of South Queensland, Australia, May 2009 indicated: Farmers preferred free accurate climate forecasts to free seed and fertilizer.
• Association requested to encourage farmer round-table sessions in AGM meetings and workshops as an effective user-focus practice.
AGM: User FocusFarmers Roundtable Sessions (4.7.20)
• Association is requested to establish a Task Team on Agrometeorology for:
– Reviewing and recommending applications of seasonal forecasts;
– Developing and implementing communication plans;
– Media training.

• World Agrometeorological Information Service (WAMIS) Website assisting Members to disseminate their products;
• Products from 50 countries or institutions available on WAMIS;
• Over 90,000 visits to the Website in 2009;• Members to take advantage of WAMIS to
disseminate their products.
AGM: Service DeliveryThe WAMIS website (4.7.24)
• The JCOMM survey revealed considerable room for improvement with regard to both quality and content of services to Mariners (full report at http://www.jcomm.info/SPA_MSS ;
• To urge Members to take appropriate actions to improve services.
Marine Meteorology & Oceanography (MMO): User Focus
MMO: Improved Products and ServicesTransmitting Graphical Products to Mariners (4.7.28)
Association is requested to endorse recommendation by JCOMM-III (Marrakech, Morocco, Nov 2009) to develop standards for other products similar to the successful IHO standards of sea ice information in Electronic Navigation Chart (ENC) systems.
• The GMDSS Weather Website– Association commends Members for contributing to
GMDSS-Weather Website, managed by Météo-France;
– Website include products prepared for International NAVTEX dissemination in future;
– Association to urge Members to disseminate products through the GTS and to provide metadata.
MMO: Service Deliver The GMDSS Weather Website (4.7.29)
– Considering IMO resolution A.705(17) on application of standards in marine services;
• To urge Members to develop Quality Management System (QMS) for provision of Marine services;
– Workshop on Maritime Services planned, Melbourne Australia, May 2010.

• Quality Management System (QMS):– Urgent since QMS for aviation is applicable in
2012;– Association to request RA V Members who are
not yet compliant to take necessary steps to be compliant.
Aeronautical Meteorology (AEM) Quality Management System (QMS) (4.7.33)
• Members to support trial issuance of SIGMET-related advisories, planned for 2011 in the Region, as recommended by the second meeting of Meteorological Warning Study Group (METWSG) to;
• Ease pressure from aviation to establish a regional SIGMET system bypassing Members.

• Joint GURME and EANET workshop on chemical transport modeling in 2010 in RA V;
• To request Members to work with health authorities for improvement of UV Index (UVI).
