KONSEPTOSa mga hamon ng makabagong panahon ay kinakailangan ang

pagbabago ng karakter at pagkatao. Kung ang mga katangiang tinataglay ng ating mga ninunong bayani at mga artista ng bayan ay babalikan at muling bubuhayin sa puso ng bawat Bulakenyo, hindi malayong ito ay magbigay-daan tungo sa pagbuo ng tunay na mapayapa, maunlad at malayang lipunan.

Sa huli, ang bawat Bulakenyo ay magsisilbing halimbawa hindi lamang sa rehiyon kundi maging sa buong bansang Pilipinas.

Siya ay tatawaging si Kenyo, ang Bagong Bulakenyo… ang Bagong Pilipino.

…Maka-Diyos, Makabayan, Makakalikasan, Mapagmahal sa Pamilya, May Disiplina, Matapat at may Paninindigan, May angking husay at talino, Masipag, May malasakit sa kapwa, Maaasahan.

Kaugnay nito, inilunsad ng Pamahalaang Panlalawigan sa pamamagitan ng magkakabalikat na tanggapan ng Provincial Youth, Sports, Employment, Arts and Culture Office (PYSEACO), Provincial Public Affairs Office (PPAO) at Bulacan Polytechnic College (BPC) ang programang “Ako po si Kenyo, Bagong Bulakenyo… Bagong Pilipino.” Ito ay isinagawa sa buong buwan ng Abril kaugnay ng pagdiriwang ng Buwan ng Kabataan, na naglayong itaas ang antas ng kamalayan ng mga Bulakenyo sa konsepto ng Bagong Bulakenyo.

ISKEDYULAng programa ay ibinaba sa walong (8) piling lugar sa lalawigan na kinabibilangan ng BPC Malolos (school-based), Calumpit (community based - District 1), BPC San Miguel (school – based), BPC Obando (school-based), Balagtas (community-based – District 2), San Ildefonso (community-based – District 3), Marilao (community-based – District 4), at BPC SJDM (school-based – Lone District).

KALAHOKAng mga naging kalahok ng programa ay may

kabuuang bilang na 5,584. Ito ay 112 % accomplishment ng target na 5,000. Ang mga kalahok na nagmula sa 21 bayan at 3 lungsod ng lalawigan ay kabilang sa iba’t ibang sektor ng kabataan at ng lipunan tulad ng Kabataang Nag-aaral (mag-aaral mula sa BPC at iba pang paaralang sekondarya at kolehiyo), Kabataang Di-nag-aaral (mga miyembro ng Pag-asa Youth Association o PYA), Kabataang Nagtatrabaho, Sangguniang Kabataan (SK), Samahang Pangkabataan sa Komunidad, Barangay Training and Employment Coordinators (BTEC), Opisyal ng Pamahalaang Panlalawigan, Opisyal ng Pamahalaang Panlungsod/Pambayan at Pambarangay.

MGA GAWAINAng unang bahagi ng palatuntunan ay ang oryentasyon sa mga kalahok tungkol sa konsepto ng

Bagong Bulakenyo. Ang mga kalahok na naka-grupo ayon sa 10 core values ay nagkaroon ng palihan at presentasyon sa napiling uri ng Group Dynamics (GDs): cheer/yell, tableaux, mural, banners, at sayaw. Ang mga nagsilbing facilitators ay mga guro ng BPC, mga kawani ng PYSEACO, at mga kabataang miyembro ng SIBUL.

Bukod dito, aktibo ring nilahukan ng mga kabataan ang Laro ni Kenyo. Tatlo (3) ang uri ng katutubong laro na ginamit sa programa. Ito ay ang Karera ng Sako, Karera ng Bunot, at Karera ng Gulong. Ang pagbabalik ng mga katutubong laro ay tulad din ng pagbabalik ng 10 core values ng Bagong Bulakenyo, na bagama’t hindi bago sa atin ay kailangang panumbalikin sa ating mga alaala at damdamin dahil lumipas man ang panahon at dumating ang mga pagbabago ay hindi nagbabago ang kahalagahan nito sa ating mga buhay.

Huwaran ng mga Bagong Bulakenyo si G. Marco “Mcoy” Fundales, Gintong Kabataan awardee at isang taal na Bulakenyo. Mahusay at masaya niyang ikinuwento sa mga kabataan kung paano niya isinabuhay ang 10 core values ng Bagong Bulakenyo mula sa kanyang pag-aaral, pagtatrabaho, pag-awit sa banda, at pagpasok sa bahay ni kuya. Para sa kanya, ang mga katangiang ito ang nagdala sa kanya sa kinalalagyan niya ngayon at anumang tagumpay na kanyang nakamit ay tagumpay din ng mga Bagong Bulakenyo. Kaya naman ang pangalan ng bago niyang banda ay “Kenyo” na mula sa salitang “BulaKENYO.”

Isa pang huwaran at inspirasyon para sa mga kabataang Bulakenyo ang ipinakita sa pagtatanghal ng dulang Sa Kislap ng mga Tala. Ito ay tumalakay sa buhay at sining ni Prop. Francisco Santiago, ang Bulakenyong itinanghal bilang “Ama ng Makabayang Musikang Pilipino.” Sa masining na pagsasadula ng BKFI ay malinaw na naipakita sa mga kabataan ang larawan ng isang Bagong Bulakenyo sa pang-araw-araw na pamumuhay. Isang magandang tagubilin ng ama ni Kiko ang tagubilin din sa mga Bagong Kabataang Bulakenyo: “Pahalagahan mo ang iyong sarili, mahalin mo ang Diyos at ang bayan mo Kiko, pakasuriin mo kung alin ang tama o mali at huwag na huwag kang papanig sa mali.”

Sa pagtatapos ng pagtatanghal ay inawit ang “Pilipinas Kong Mahal” at sinindihan ang kandila ng mga kalahok hanggang magliwanag ang buong kapaligiran. Sinundan ito ng pagbigkas ng “Panata ng mga Bagong Bulakenyo.” Ang huling bahagi ay ang sama-samang paglakad ng mga kabataang kalahok sa Parada ng mga Bagong Bulakenyo, hawak ang mga tarpaulins at banners ng 10 core values na kanilang ginawa, mula sa lugar na pinagdausan hanggang sa plaza ng bayan.

IMPACT (base on survey)Sa 5,584 na kabuuang bilang ng mga kalahok, 1,412 o 25 % ang respondents na

nagsilbing batayan sa pagsukat sa pagkamit ng mga layunin ng programa. •Itaas ang antas ng kamalayan ng mga Bulakenyo sa konsepto ng Bagong

Bulakenyo24 % ang kabataang kalahok na hindi pa nakakarinig sa “Bagong Bulakenyo” bago

dumalo sa gawain. Ito ang karagdagang porsyento na naidagdag ng programa upang tumaas ang bilang ng nakakaalam sa “Bagong Bulakenyo.”

•Ipaunawa ang konsepto ng Bagong Bulakenyo sa mga paaralan at komunidad

Mula sa 54 % ay tumaas sa 97 % ang mga kabataang kalahok na nakakaunawa sa konsepto ng “Bagong Bulakenyo” pagkatapos dumalo sa gawain, at mula sa 46 % ay bumaba sa 3 % ang hindi nakakaunawa.

•Ipabatid ang 10 Core Values ng Bagong Bulakenyo sa pamamagitan ng isports at sining

95 % ang nakaalam ng 10 core values ng Bagong Bulakenyo pagkatapos dumalo sa gawain.

Sa pagsusuri ng mga kalahok sa sarili, 53 % ang nagsabing taglay nilang lahat at isinasabuhay ang 10 core values, 46 % ang nagsabing ilan lang at 1 % ang nagsabing hindi nila taglay.

•Ikintal sa puso’t isipan ang pagnanais na isabuhay ang pagiging isang “Bagong Bulakenyo”

99 % ang nagpahayag ng pagnanais na taglayin at isabuhay ang lahat ng core values ng Bagong Bulakenyo.

Para sa 12 % ay ‘mahalaga’ na magbago at maging isang Bagong Bulakenyo at Bagong Pilipino, subalit ‘napakahalaga’ ang pagtingin dito ng higit na nakararaming 88 %.

Bukod sa exit survey, ang testimonya ng mga kalahok tungkol sa kanilang karanasan at repleksyon sa mga gawain ay patunay ng lalim ng naging pag-abot ng programa sa mga kalahok.

BADYETAng inilaang badyet para sa programa na mula sa mga

tanggapan ng PYSEACO, PPAO, at BPC at NGOs na PBFI at BKFI ay P934,656.00. Nagkaroon ng karagdagang badyet na mula sa counterpart ng Local Government Units (LGUs) at sponsorships. Ang kabuuang badyet para sa implementasyon ng programa ay umabot sa P1,527,156.00. Malaking bahagi ng gastos ay pinaghati-hatian ng LGUs (31%), PYSEACO (28%) at ng PBFI (20%), at ang natitirang porsyento ay mula sa mga indibidwal at institusyon. Sa kabuuang halaga, 35 % lamang ang nagastos ng Pamahalaang Panlalawigan sa programa. Ito ay sadyang maliit kumpara sa pondo na nagmula sa mga sponsors.

Dahil sa magandang network and linkaging ay maraming nabenepisyuhan ang programa sa maliit na halaga. Sa kabuuang badyet, ang gastos sa bawat isang kalahok ay P273.50. Kung titingnan naman sa badyet lamang na inilabas ng tatlong tanggapan, ang Pamahalaang Panlalawigan ay gumastos ng P95.75 sa bawat isang kalahok.

Project Development Process

The development of a competitive proposal to obtain external/supplemental funding for a specific project is similar to researching and writing a major thesis. Funding sources have specific guidelines and priorities with meticulous outlines for information that assures the proposed project has a good chance of meeting their priorities. Funding source guidelines, outlines, and priorities must be followed exactly for proposals to be competitive.

Proposal Development Process The approval process, which allows devotion of institutional time and effort to the development of grant projects and competitive external funding proposals, requires an answer of "YES" to the following questions in order to begin.

Do you have a creative, innovative idea for improving services related to the mission of your organization?

Have you discussed it with people/members? Would your idea result in outcomes that improve people

knowledge and skills? Will your idea help the community to achieve goals and

outcomes identified in your organizational strategic plan?

1 Masters Degree Programs on Cultural Education The grant supports Higher Education Institutions (HEIs) or partnership/consortium of HEI-Non-Government Organizations (NGOs) intending to offer a graduate degree program that mainstreams innovative culture-based teaching contents, methodologies, approaches and resources for in-service basic education teachers from the public schools sector. This program encourages innovations in curricular and pedagogical processes in graduate-level teacher education through application of multiple intelligence concepts, understanding by design and culture-based learning. Examples of program offerings that may be supported are MA Cultural Education, MA Education major in Cultural Education, MA Cultural Studies, or MA Philippine Studies. The program may either be currently offered or still being processed for accreditation with the Commission on Higher Education. The grant will support scholarship provisions for tuition/matriculation or faculty support, textbooks and materials, stipend and/or transportation, and the final production of prototype lesson exemplars or teaching materials of at least 20 student-beneficiaries over a maximum period of two years. All prospective scholar-beneficiaries must pass the qualifying examination to be directly administered by NCCA via electronic transmission. Qualification of the Proponent: 1. This grant category supports the Department of Education’s thrust to promote curricular innovations in teacher education through application of multiple intelligence concepts, understanding by design, mother tongue language nstruction and culture-based teaching. It also mainstreams essential local and national cultural knowledge through their application in the development of lesson exemplars for basic education. The grant will support scholarship provisions for tuition/matriculation or faculty support, textbooks and materials, stipend and/or transportation, and the final production of prototype lesson exemplars or teaching materials of at least 40 student-beneficiaries. Successful proponents have the responsibility to secure clearance, accreditation or approval of the Commission on Higher Education to offer the certificate program. INFACE Program for Good Governance in the Civil Service SectorThis grant category supports innovative informal, non-formal, and alternative cultural education (INFACE) programs – such as training. workshop, research or publication – that promote good governance through culture, and/or educate the local community on the protection, preservation and promotion of their local heritage. Project proposals must encourage networking between LGUs/GOs/NGOs/local community stakeholders and should impact on the crafting of local programs, legislations or ordinances. Training and workshops should have an actual implementation period of at least three days, with participants coming from various sectors of public service.Qualification of the Proponent: LGUs, national or local public institutions or agencies, and Non-Government Organizations involved in development work in various communities with strong track record of program development on education, culture and the arts. INFACE Sustainable Development Program for the Culture Sector This grant category is focused on mainstreaming the important role of culture in identity formation, community building and sustainable development through informal, non-formal, and alternative cultural education (INFACE) initiatives. Training, workshop, research, publication and other innovative programs that significantly situate the arts, culture and heritage in the loci of identity formation, pride of place, creative industries, intellectual property rights protection, cultural resource management, knowledge structures, aesthetics education, and creative skills enhancement in service of development goals shall be prioritized.Qualification of the Proponent: Cultural NGOs and artists’ organization with strong track record of program development on education, culture and the arts.
